That the Committee recommend that Council 1. approve the new design for the Sports Wall of Fame as presented in the Director of Parks and Recreation's report dated April 19, 2016, 2. consider sponsorship of the new Sports Wall of Fame once the corporate sponsorship program is finalized, and 3. authorize staff to construct a new Wall of Fame at the Cowichan Aquatic Centre (once sponsorship and budget considerations have been finalized), if approval to move the Wall of Fame to the Islands Savings Centre is not received. 4.2 Sports Wall of Fame Induction Ceremonies NEW BUSINESS Purpose: To consider hosting the North Cowichan-Duncan Sports Wall of Fame Ceremonies bi-annually rather than annually. 6. 3 June 29, Sports Wall of Fame Nomination Committee - Minutes 4.1 Election of Chair and Vice Chair for NEW BUSINESS That pursuant to section 4 (2) of the Select Committees Bylaw, the Committee elects Councillor Marsh as Chair, and Andy Hutchins as Vice-Chair. That the Committee meet June 2016 and hold meetings at the call of the Chair, as needed Awards Ceremony Date The Committee discussed November 14, and November 21 as potential dates for the 2015 Sports Wall of Fame Awards ceremony. November 14, 2015 was selected as the preferred date for the event. 5.2 Location of Award Plaques 6. CLOSED SESSION The Committee briefly discussed future options for location of award plaques at the Cowichan Aquatic Centre, including on the wall, embedded within floor tiles and a possible option of showing the image of award recipients on a television screen in the front lobby area. The Committee closed the meeting to the public at 3:16 p.m. to consider matters under section 90 (1) (b) of the Community Charter. 7. 4 Report Date April 19, 2016 File: /SWOF To Council From Ernie Mansueti, Director of Parks and Recreation Endorsed: Subject Relocation of the North Cowichan-Duncan Sports Wall of Fame Purpose The purpose of this report is to: 1. provide an update on the relocation of the North Cowichan - Duncan Sports Wall of Fame, and 2. seek approval of the design concept for the new Wall. Background The North Cowichan - Duncan Sports Wall of Fame (SWOF) was unveiled in 2008 at the newlyconstructed Cowichan Aquatic Centre (CAC). The SWOF is dedicated to honouring the rich history of the many sports, coaches, athletes, teams, administrators and builders from our community. The Wall recognizes those individuals and teams who have attained high achievement and/or made a significant contribution to athletics within North Cowichan/Duncan, British Columbia, Canada and/or the World. Since 2008, 35 individuals and 5 teams have been inducted into the SWOF. Each inductee has a large granite plaque installed on the Wall in recognition of their achievements. At its July 17, 2013 meeting, Council endorsed the SWOF Nomination Committee's recommendation directing staff to pursue relocating the Sports Wall of Fame in the east hallway of the Island Savings Centre (ISC) because of the limited capacity for expansion of the Wall at the CAC due to the large size of the plaques. Discussion Relocation or redesign of the SWOF is necessary as the current Wall is close to capacity. It is important to have such a prestigious Wall located in a highly-visible location. Staff met with ISC staff and considered the hallway at the east end of the ISC next to the arena. It was noted that relocation of the Wall to this area was neither a highly visible area, nor an area worthy of a Wall recognizing such accomplished local athletes. Options Option 1 Staff recently met with the ISC Manager, Terri Askham, to present a proposal for the new Wall. The preferred location in the ISC is in the front lobby directly facing the entrance. This wall is the most visible wall in the ISC and seen by everyone entering this regional facility. While Ms. Askham was supportive of the proposed design of the Wall, she expressed the following concerns: 4

5 Page 2 1. sensitivity around removing the Cowichan High School student artwork that has been displayed on this wall since the facility opened, 2. others have expressed interest in using this wall (e.g., use by the ISC for an "Arts Wall of Fame"), and 3. because this wall is located in the lobby, it is occasionally used as a backdrop for displays by community groups, blocking wall visibility. If these issues can be resolved, this is considered the best location for the SWOF. Ms. Askham agreed to discuss this matter with others at the ISC and CVRD, and we are waiting to hear if they will support endorsing this location. Option 2 Leave the Wall in its current location at the Cowichan Aquatic Centre and replace the existing plaques with the smaller plaques recommended for ISC location. Both of the options noted above will require a new design to allow for the addition of inductee plaques for several decades. Whether located at the ISC or the CAC, the new design will allow for expansion of the wall for at least the next 50+ years if the current trend of adding 5 inductee plaques every two years continues. Proposed Wall Design The new design for the SWOF will be a black and gold showpiece and visitors will be drawn to it. A 2' x 3' bronze-cast logo, 1" thick, will be centered on a black matte wall and surrounded by 11.5 x 5.5 and 5/8" thick bronze-cast inductee plaques. Spacers placed randomly at depths of 1/4", 1/2" and 3/4" behind each plaque will add depth to the wall. A monitor framed into the wall will provide a continuous loop of biographies and photos for each inductee. Budget and Proposed Sponsorship The cost for the new Wall will be $20,000 as noted below. 6 Council may wish to explore sponsorship of the Wall - either a single $20,000 sponsor or smaller contributions totalling $20,000 plus an ongoing annual commitment as new inductee plaques are added. Sponsorship will be recognized by a plaque in the reverse colours of inductee plaques (black lettering on a gold background rather than gold on black). Page 3 North Cowichan is currently looking at a corporate sponsorship/partnership program for its facilities. It is recommended that Council explore this option further when more information on this program becomes available. Implications Budget Council will need to decide whether it prefers to fund the new SWOF or seek sponsors. Communication A communication plan will be required including notification of all inductees and nominators of either relocation of the SWOF to the ISC or a new Wall at Cowichan Aquatic Centre. Recommendation That Council 1. approve the new design for the Sports Wall of Fame as presented in the Director of Parks and Recreation's report dated April 19, 2016, 2. consider sponsorship of the new Sports Wall of Fame once the corporate sponsorship program is finalized, and 3. authorize staff to construct a new Wall of Fame at the Cowichan Aquatic Centre (once sponsorship and budget considerations have been finalized), if approval to move the Wall of Fame to the Islands Savings Centre is not received. 6

Background The SWOF was established in With the exception in 2014, the event has been hosted annually by the Municipality of North Cowichan. The event has now evolved into a very nice evening at the Cowichan Golf & Country Club and includes food and drink. Applications for consideration for induction dipped in 2012 to 2014, but rose again in Discussion The event has grown and has established a standard that is appreciated by the inductees, their families, friends and the community. The cost for the event itself has also increased to approximately $3500. This includes the venue, plaques and video presentation. The quality of inductees has also stayed high, but as you continue to induct individuals and/or teams into the Wall of Fame, our community will subsequently be unable to sustain the high standard of inductees. Having the event every two years will do the following: Lessens the burden of cost to every 2 years for the municipality Keeps the sustainability of the high standard of inductees for a longer period of time. Provides a freshness to the event itself when a longer period of time between events is occurring. Recommendation That the Sports Wall of Fame Committee receive applications and host an induction ceremony biannually commencing in
