1 THE CORPORATION OF THE TOWN OF SAUGEEN SHORES COUNCIL MINUTES The Regular Meeting of the Council of the Corporation of the Town of Saugeen Shores was held on Monday, at 7:30 p.m. in the Council Chambers at 600 Tomlinson Drive, Port Elgin, Ontario. PRESENT: Mayor Mark Kraemer Deputy Mayor Mike Smith Vice-Deputy Mayor Christine Coulter Councillors Douglas Freiburger Bev McClellan Bill Motley Fred Schildroth Thead Seaman Elgin Shular 1.0 CALL TO ORDER Mayor Kraemer welcomed the Public, Press & Staff and called the Meeting to order. 2.0 DISCLOSURE OF PECUNIARY INTEREST AND NATURE 3.0 ADOPTION OF MINUTES 3.1 Res. No Moved by: D. Freiburger Seconded by: M. Smith That Council adopt the minutes of the Regular Council Meeting of November 5, Res. No Moved by: M. Smith Seconded by: D. Freiburger That Council note and file the Committee of Whole minutes of November 5, DEPUTATIONS 4.1 Ted Quennell Helliwell Soccer Field Project Ted Quennell, Facilities Manager for the Town of Saugeen Shores, reported that the Port Elgin and Southampton Minor Soccer Associations would be forming the Saugeen Shores Minor Soccer Association commencing in January of Mr. Quennell reported that Mr. Frank Helliwell, a volunteer who had been instrumental in the creation of a first class soccer field in Southampton, was in attendance to present a final report on the project and asked Mr. Helliwell to unveil the recognition board. Mr. Helliwell unveiled a recognition board and to his surprise, learned that the board was actually a sign which stated the following: Helliwell Park Built by the Southampton Minor Soccer Association To Honour Frank Helliwell A tireless friend of the community and its youth. Mr. Helliwell thanked Ted Quennell and the Fundraising Committee for five years of effort in order to bring a much needed soccer field for children.
2 2 Mrs. Helliwell also thanked Mr. Quennell, the Town, SouthPort Optimists, Southampton Rotary Club, Triangle Discount and the Fundraising Committee for their support and donations for the soccer field. In particular Mrs. Helliwell thanked Kerri Oscroft and the late Bill Bowden, who were very instrumental in fundraising in support of the youth. In closing, Mrs. Helliwell thanked the Town of Saugeen Shores for a fitting tribute for the soccer field and noted that there were plans for a change room, washroom facility and a proposed running track. Mayor Kraemer congratulated Mr. Helliwell on his dream and efforts to complete this project and that the sign is a fitting tribute and epitomizes the meaning of volunteerism. 5.0 REPORT OF COMMITTEE OF WHOLE 5.1 General Government & Personnel Report November 5, 2001 Res. No Moved by: D. Freiburger Seconded by: M. Smith That the Council of the Town of Saugeen Shores adopts the General Government Report dated November 5, 2001 recommending that the Front Street revenue be set up in a Waterfront Reserve and be available to fund future waterfront capital improvements. 5.2 Community Services Report November 5, 2001 The November 5, 2001 Community Services report recommended that the following be approved: 1. Port Elgin Chamber of Commerce Santa Claus Parade on Saturday, November 24, 2001 at 7:00 p.m. with the following roads to be closed temporarily: Goderich Street from south side of Market Street to the South Side of Ivings Drive. 2. Port Elgin Chamber of Commerce Shoppers Night / Tree Lighting Ceremony on Thursday, November 15, 2001 from 7:00 p.m. to 11:00 p.m. with the following roads to be closed temporarily between 6:30 p.m. to 9:30 p.m.: Goderich Street from Elgin to Gustavus and Green Street from Waterloo to Goderich Street. 3. Southampton Chamber of Commerce Santa Claus Parade on Friday, December 7, 2001 at 7:30 p.m. with the following roads to be closed temporarily: Grey Street South from Peel to High; High Street from Grey to Grosvenor; Grosvenor Street from High to Palmerston; Palmerston from Grosvenor to Albert; Albert Street from Morpeth to Lansdowne. Res. No Moved by: T. Seaman Seconded by: B. McClellan That the Council of the Town of Saugeen Shores adopts the Community Services report dated November 5, REPORT OF MUNICIPAL OFFICERS/COMMITTEES
3 3 7.0 ACCOUNTS PAYABLE Res. No Moved by: B. McClellan Seconded by: T. Seaman That Council approves the Town of Saugeen Shores Accounts Payable to in the amount of $620, MOTIONS AND NOTICE OF MOTIONS 8.1 Council Meeting Dates Res. No Due to the change in dates for the Council meetings held in the month of November, the Council of the Town of Saugeen Shores hereby authorizes the following changes to the Regular Council Meetings scheduled for December: Monday, December 3 rd has been rescheduled to Monday December 10, 2001; And the regularly scheduled Council Meeting for December 17, 2001 has been cancelled. Staff are hereby authorized and directed to provide proper notification of these changes in meeting dates. 8.2 Tree Canada Foundation s Green Streets Canada Program Doug Court, Director of Public Works, reported that the Department would like to make application for a matching $15,000 grant for a tree-planting program through the Tree Canada Foundation s Green Streets program. This program would need to demonstrate a program, community involvement and public education and awareness of the benefit of planting trees. Councillor Freiburger reported that the Saugeen Valley Conservation Authority has a tree program that can be utilized as well. Res. No WHEREAS the Tree Canada Foundation s Green Streets Canada Program provides financial assistance to Canadian municipalities for tree planting programs in urban areas; AND WHEREAS Green Streets Canada requires municipal council to commit to a tree-planting program that will enhance the Corporation s existing tree planting program, foster community involvement and enhance public awareness of the benefit of trees; AND WHEREAS the Department of Public Works has detailed an enhanced planting program that, with funding assistance from Green Streets Canada, will see tree planting in the Town of Saugeen Shores increase by approximately 250 trees; AND WHEREAS the application for Green Streets Canada requires written consent from the Mayor and Council endorsement;
4 4 THEREFORE BE IT RESOLVED THAT Council affirms the Town of Saugeen Shores commitment to Green Streets Canada, thereby confirming that municipal funding will be available if our application to Green Streets Canada is successful, as outlined in our application. 9.0 BY-LAWS 9.1 By-law # Small Craft Harbour Lease Councillor Motley questioned whether other options were considered before entering into another lease agreement, and if any negotiations on payment had been considered. Councillor Freiburger reported that the Waterfront Committee reviewed the lease and there were payment options, and that other assessments have been conducted to ensure that the harbours are in an acceptable condition, as much as possible, to the municipality. Res. No That By-law , being a by-law to Authorize a Lease Agreement with Her Majesty the Queen as represented by the Minister of Fisheries and Oceans for the lease of the Port Elgin and Southampton Harbours is hereby read a first, second 9.2 By-law # Appoint Gord Eagles as Director of Public Works Res. No That By-law , being a By-law to Appoint a Director of Public Works for the Corporation of the Town of Saugeen Shores is hereby read a first, second and third time and finally passed and sealed this 26 th day of November, Mayor Kraemer welcomed Mr. Gord Eagles as the Director of Public Works, effective December 17 th, Mr. Eagles thanked Council for the opportunity and noted that he was looking forward to working with staff and the community in the position of Director of Public Works, and the challenges that came with that position. 9.3 By-law # Appoint Mike Myatt as Director of Community Services Res. No Moved by: E. Shular Seconded by: B. Motley That By-law being a by-law to Appoint a Director of Community Services for the Corporation of the Town of Saugeen Shores is hereby read a first, second CARRIED
5 5 Mayor Kraemer welcomed Mr. Mike Myatt, Director of Community Services, effective December 10 th, Mr. Myatt thanked Council for the opportunity and reported that he had enjoyed his 26 years with the City of Owen Sound. Mr. Myatt reported that he was looking forward to meeting the community and its groups and being involved with them. 9.4 By-law # Amend CAW / Fenton Water Servicing Agreement Res. No Moved by: B. Motley That By-law , being a by-law to amend the Agreement between the Corporation of the Town of Saugeen Shores, Union Building Corporation of Canada and Port Elgin Farms as adopted by By-law is hereby read a first, second 10.0 UNFINISHED BUSINESS 11.0 QUESTIONS FROM THE PRESS 12.0 CLOSED TO PUBLIC SESSION 13.0 CONFIRMATORY BY-LAW Res. Motley That By-law , being a by-law to confirm the proceedings of the Council of the Town of Saugeen Shores is hereby read a first, second and third time and finally passed and sealed this 26 th day of November, ADJOURNMENT Res.
