2 2.0 DISCLOSURE OF PECUNIARY INTEREST 3.0 ADOPTION OF MINUTES AND APPROVAL OF AGENDA 3.1 Adoption of Minutes Councillor Hoy notes that the motion defeated under item 4.6 of the April 9, 2018 regular Council Minutes should refer to water sewage and not water usage. Seconded by: Councillor Bazinet That the Town of Goderich Council hereby adopts the April 9, 2018 regular Council Minutes as amended. 3.2 Approval of April 23, 2018 Council Agenda That the Town of Goderich Council hereby accepts the April 23, 2018 Council Agenda, as amended. 4.0 DEPUTATIONS AND PETITIONS 4.1 Grant Shelton Fencing Grant Shelton is present and speaks to costs associated with remedial work completed on a fence erected at 128 West Street in Mr. Shelton requests costs of $ be reimbursed for the remedial work completed on the fence. That the request by Mr. Grant Shelton for reimbursement of $ for a fence he erected at 128 West Street be denied. Moved by: Councillor Hoy That the fence at 128 West Street be referred to staff to review compliance and determine if it is a municipal matter or a civil matter and report back to Council. 2

3 4.2 Victor Kloeze Draft Natural Heritage Plan Victor Kloeze, Planner, presents the County s draft Natural Heritage Plan. This Plan is an initiative of the County of Huron and reviews natural environment planning within the County Paving Quotes for Road Cuts Seconded by: Councillor Bazinet That the Paving Quotes be opened. The results were as follows: BIDDER QUOTED PRICE INCLUDING HST Art s Landscaping, Nursery $3, and Garden Centre ADS Asphalt Paving $2, Seconded by: Councillor Hoy That the lowest quote from ADS Asphalt Paving for paving in the amount of $2, be accepted subject to review by the Director of Operations Gravel Tender That the Gravel Tenders be opened. The results were as follows: Bidder Granular A/tonne Includes HST Granular B/tonne Includes HST Johnston Brothers (Bothwell) Ltd. $8.98 $7.46 Lavis Contracting Company Ltd. $9.72 $7.74 That the lowest tender of Johnston Brothers (Bothwell) Ltd. for gravel be accepted, subject to review by the Director of Operations Mechanical Stump Cutting Tender 3

4 That the Mechanical Stump Cutting Tenders be opened. The results were as follows: BIDDER QUOTED PRICE INCLUDING HST Zap s Tree Service $3, Lange Brothers $5, Moved by: Councillor Hoy Seconded by: Councillor Bazinet That the lowest tender from Zap s Tree Service for the mechanical stump cutting in the amount of $3, be accepted subject to the review by the Director of Operations. 4.6 Mayor s Remarks Informative Goderich Police Services Board Meeting on Bill 175-Compliments the Youth Advisory Committee led by Huron OPP Detachment Commander- Jason Younan, Attended the YMCA s of Southwestern Ontario Annual General Meeting-Mayor s Luncheon on April 19 th, 2018 hosted by the Huron Chamber of Commerce-Attended the Huron County Municipal Officers Association Meeting-Attended the Taste of Goderich event organized by the Goderich Lions Club-Annual Arbour Day on April 26 th, 2018-Notes Nomination Day for 2018 Municipal Elections begins May 1 st, Councillors Remarks Deputy Mayor Donnelly-Notes his regrets in absence of Mayors Luncheon Councillor Hoy-Notes the work of the local Substance Abuse Task Force work and upcoming Youth Internet Safety event at GDCI 5.0 FINANCIAL REPORTS 5.1. Accounts That the accounts for the period ending April 11, 2018 in the amount of $517, be approved for payment. 4

Direct Monthly Payment March, 2018 That the Direct Monthly Payment March 2018, be approved. 6.0 DEPARTMENTAL REPORTS 7.0 CORRESPONDENCE RECEIVED AND COPIED FOR WHICH THE DIRECTION OF COUNCIL IS REQUIRED 7.1 Letter from Ernie Hardeman, MPP, dated March 26, 2018 regarding Bill 16 Respecting Municipal Authority Over Landfill Sites That the letter from Ernie Hardeman, MPP, dated March 26, 2018 regarding Bill 16 Respecting Municipal Authority Over Landfill Sites be received and filed. 7.2 Purchase of Land Parsons Court Extension Seconded by: Councillor Bazinet That the offer to purchase one (1) acre of land at the Parsons Court Extension in the amount of $70,000, with the option to purchase a second one (1) acre of land adjacent to the same location, be referred to staff to prepare a By-Law and Agreement for the next meeting of Council. 8.0 CORRESPONDENCE RECEIVED AND RECOMMENDED ACTION NOTED That the correspondence items 8.1 to 8.20 be received for information and items 8.21 to 8.33 be received and the noted action be approved. 5

That By-Laws 35, 40 and 42 of 2018 be given a third and final reading and the Mayor and the Clerk be and are hereby authorized and instructed to sign the same and place the Corporate Seal thereunto MOTIONS AND NOTICE OF MOTIONS 12.1 Emergency Preparedness Week May 6-12, 2018 WHEREAS the Town of Goderich recognizes the importance of Emergency Management in Ontario; and AND WHEREAS the goal of Emergency Preparedness Week is to raise community awareness and the need to prepare for the possibility of an emergency; and 9

10 AND WHEREAS the safety of our community is the responsibility of each and every one of us, we must prepare now and learn how to secure a strong and healthy tomorrow; THEREFORE we, the Council of the Town of Goderich, do hereby proclaim the week of May 6 to 12, 2018, to be Emergency Preparedness Week in the Town of Goderich and encourage all citizens to participate in educational activities on emergency preparedness. Goderich residents are also encouraged to prepare a Basic Emergency Kit for their homes and vehicles. Everyone has a role to play in being prepared for an emergency.
