7 City of Armstrong Public Works Committee Agenda Cityot Àrmstron6 MEMORANDUM To: Melinda Stickney, CAO From: Sue Wood, Corporate Officer Date: June 29,2017 Subject: Cross walk request 2805 Smith Drive /u 6uc 1,4)oßV C0rr'7 rrt I petition submitted BACKGROUND The City of Armstrong received two petitions for "a crosswalk to allow the seniors to be able to cross the street to the pharmacy safely" The location is 2805 Smith Drive The petitions include 222 names although staff are unable to verify the number of signatures that are Armstrong residents DISCUSSION The "Pedestrian Crossing Control Manualfor British Columbia" provides a'model'to allow users to make rational, defensible decisions regarding the installation of pedestrian traffic control devices Use of this 'warrant model' will determine the need for a crosswalk on Smith Drive ïhe 'model'takes into consideration traffic and pedestrian volumes and vehicle arrival patterns (which requires a study), with adjustment related to pedestrian age and ability as well as community size For this request, the crosswalk most likely will not be warranted However, pedestrians are currently putting themselves at risk to access the retail shops on the east side of this portion of Smith Drive There are no sidewalks nor safe pedestrian approaches on this side of the road Safety is a concern and given the location requested for the crosswalk, some consideration should include: Letdown and signage on the west and east side; New barrier curb to provide protection to pedestrians between the parking area and the edge of road land; Painting of zebra bars on the road; Site line distances; Stopping distances; Road geometry; Review of accident history; Safe landing area; and Consideration to private property o Page 7 of 9
