1 MUNICIPALITY OF SOUTHWEST MIDDLESEX COUNCIL MINUTES NOVEMBER 26, 2014 CALL TO ORDER Mayor Reycraft called the meeting to order at 7:05 p.m. In attendance were Mayor Doug Reycraft, Deputy Mayor Vance Blackmore and Councillors Mary Jane Grover, John Kavelaars, John Kendall, Don McCallum, Martin Vink and Marigay Wilkins. Staff member in attendance was Administrator/Clerk Janneke Newitt. Ted Halwa of Monteith Brown was also present to address planning issues. APPROVAL OF AGENDA M.J. Grover / D. McCallum # That the agenda be approved as circulated. DISCLOSURE OF PECUNIARY INTEREST No disclosures of pecuniary interest were declared. DEPUTATIONS AND PETITIONS The public meeting for Zoning Application P-13/2014 (Fulline Farm Equipment) took place at 7:00 p.m., prior to the council meeting. Applications for Consent B-7/ CPR Drive and B-8/ Longwoods Road J. Kavelaars / V. Blackmore # That the regular meeting of Council be suspended in order to meet as a Committee of Adjustment under Section 45 of the Planning Act R.S.O. 1990, as amended. Grover # That a holiday advertisement be placed in the Glencoe Transcript & Free Press Ltd. At a cost of $ Trinity United Church Damaged Tree Investigation Request M. Wilkins / J. Kendall # That the letter from the Trinity United Church regarding the damaged tree in front of their property be forwarded to the County of Middlesex as the tree is located on County road allowance. STAFF REPORTS Administration January 2015 Council Meetings V. Blackmore / J. Kendall # That the first three council meetings of 2015 be scheduled for: Wednesday, January 14 th at 7:00 p.m. Wednesday, January 21 st at 1:30 p.m. Wednesday, January 28 th at 7:00 p.m. Building Building Report D. McCallum / M. Wilkins # That the Building Department report for the month of October, 2014 be received, reporting construction values of $289, and permit fee revenue of $4, Facilities and Recreation ECC Dishwasher Fundraising verbal report The Administrator/Clerk advised of a $1500 donation raised by Women Who Care toward the purchase of a dishwasher for the Ekfrid Community Centre. 2 SWM Council Minutes November 26, 2014

Kendall # That the application of Fulline Farm & Garden Equipment Ltd. to permit the temporary use of the subject lands, being 278 Elizabeth Street, Glencoe for the purposes of the storage of automotive parts and supplies, and the storage of non-regulated fertilizers and plumbing supplies for fertilizer systems, be accepted in principle. 2. Grover # That a copy of a petition addressed to local MPP Monte McNaughton regarding local policing issues be forwarded to the office of Middlesex OPP Inspector Cristilli. M.J. Grover / J. 8 COUNCILLORS COMMENTS AND ENQUIRIES Mayor Reycraft announced that the Expressions of Interest filed by Dawn Euphemia Township and Southwest Middlesex under the OCIF application based grant for the replacement of the Watterworth Road culvert had been approved and that the municipalities are now eligible to file a complete grant application. Deputy Mayor Blackmore thanked out-going Councillor Mary Jane Grover and Mayor Doug Reycraft for their many years of service to the community and presented them both with a commemorative certificate. Councillor Grover and Mayor Reycraft recalled some memorable times while serving on Council. CLOSED SESSION (Committee of the Whole) M. Vink / J. Kendall # That, as of 9:30 p.m., the next portion of the meeting be closed to the public as permitted by Section 239 of the Municipal Act S.O. 2001, c.25, to deal with procedural matters (approval of minutes). Coming out of the closed session at 9:36 p.m. the Deputy Mayor reported that procedural matters dealt with. V. Blackmore / M.J.
