Call to Order Introduction of Art 1,1 Verbal Report: Mayor Clay at Council File: Mayor Clay introduced of Kristian Alexandrov, Shannon Gaye, and Ben Harris, who played two songs. The trio will be performing at the PoMo Arts Fest 2014 Festival Gala with Jens Lindemann on Friday, February 21, 2014 at the Inlet Theatre. Public Input Guy Black, Port Moody, asked Council to reconsider the decision not to honour former city employee, Augustus Wilberforce McKnight, a member of the Canadian Forces that was killed during World War I. Mr. Black offered to donate a heritage memorial plaque to the City for this purpose. He submitted his proposal to the City Clerk for distribution to Mayor and Council. Eva Delanowski, Port Moody, provided, on behalf of the Heritage Commission, details about events that will be taking place during Heritage Week, February 17-23, Ms. Delanowski noted that there will be a large display at the Recreation Centre along with a Scavenger Hunt throughout the City during Heritage Week. 3. General Matters Delegation - Tri- 3.1 Delegation Application: Geoff Scott, dated December 23, 2013 Cities Community File: TV Society Request: Financial or in-kind assistance of $15,000. Mr. Geoff Scott provided a brief overview of programming that is run by the Tri-Cities Community TV Society. He submitted a copy of the Society's draft business plan for Council to review. Natasha Bjorgaard, Coquitlam, described her experience working as a volunteer with Tri-Cities Community TV Society. In response to questions from Mayor and Council, Mr. Scott explained that the requested $15,000 would be used to purchase a third HD video camera and switcher for production. He noted that there are several organizations that provide financial support to the Society through annual memberships, including the Chamber of Commerce and the Rotary Club, but that additional assistance is necessary to maintain and improve the programming. Mayor and Council thanked Mr. Scott for his presentation and noted that they will review the draft business plan and get back to him in response to the request. Regular Council Meeting, February 11,

3 Delegation Letter: Nadine March, Salvation Army, dated January 2, 2014 Christmas Kettle File: Mayoral Challenge Ms. Nadine March, Community Ministries Coordinator for Tri-Cities Salvation Army, reported that the Christmas Kettle Campaign was very successful, and that Port Moody won the annual Christmas Kettle Mayoral Challenge, having raised a total of $ to help contribute to the success of the overall campaign. Ms. March presented Mayor Clay with the Christmas Kettle Mayoral Challenge trophy. Mayor and Council accepted the trophy and thanked Ms. March for her presentation. Delegation - Pink 3.3 PowerPoint Presentation: Dave Teixeira Shirt Day Delegation Application: Dave Teixeira, dated January 17, 2014 File: Request: THAT February 26, 2014 be proclaimed Pink Shirt Anti-Bullying Day. Mr. Dave Teixeira explained that the 7th Annual Pink Shirt Day will take place on February 26, 2014, noting that approximately 400,000 pink shirts have been sold since the program's inception. Mr. Teixeira also said that, over the years, Pink Shirt Day has raised over $650,000 for anti-bullying programs and Pink Shirt Day T-shirts are now sold around the world. He noted that Canada ranks ninth out of 35 countries with regard to the incidence of bullying in the 13-year-olds category. One in three adolescent students has been bullied, and girls are more likely than boys to be cyber-bullied. Mr. Teixeira also noted that 40% of workers experience bullying on a daily basis. The goal is to have raised $900,000 by this end of this year's campaign. Last year, of the Tri- Cities, Port Moody collected the most Pink Shirt Day donations. Mayor and Council thanked Mr. Teixeira for his presentation. Delegation Nancy Grenier, dated August 22, 2013 Belkorp Delegation Application: Belkorp Environmental Services Inc., dated Environmental August 22, 2013 Services Inc. File: Mr. Russ Black, Belkorp Environmental Services Inc., presented an overview of his company's concept for a material recovery and recycling facility that they are hoping to build in Coquitlam. He noted that Coquitlam City Council has already given its approval for the facility to be built in the city. Mr. Black explained that Belkorp is in the process of applying to Metro Vancouver for licensing, which would then allow the company to move forward and build the proposed facility. 4 Delegation - Tri- Cities Homelessness and Housing Task Group 3.5 Delegation Application: Tri-Cities Homelessness Housing Task Group, dated January 27, 2014 File: Mr. Sandy Burpee, chair of the Tri-Cities Homelessness and Housing Task Group, presented an overview of the Housing Needs of Women and their Children in the Tri-Cities report, noting that there continues to be significant unmet demand for housing in the area. He provided an update on a project that is currently before Coquitlam Council which proposes to build a multi-storey, high density apartment complex and seven YWCA townhouse units for social housing next to Como Lake Gardens. Mayor and Council thanked Mr. Burpee for his presentation. Delegation - Pocomo Meals on Wheels Society 3.6 Letter: Pocomo Meals on Wheels Society, dated January 24, 2014 Delegation Application: Pocomo Meals on Wheels Society, dated January 24, 2014 Grant Application Form:: Pocomo Meals on Wheels Society, dated January 24, 2014 File: Mr. Peter Grant, PoCoMo Meals on Wheels Society, provided an overview of the society's activities, noting that they currently receive approximately $14,000 in grants from Fraser Health Authority. He explained that the Society has a contract with Chartwell's to provide the meals from the Douglas College David Lam Campus in Coquitlam. Currently, each meal costs approximately $9, with clients paying $5.50 and Fraser Health paying $1.70, which leaves the Society to cover the remaining amount. Mr. Grant noted that the meals are provided typically to housebound senior citizens. He explained that the Society is currently negotiating a contract renewal with Chartwell's, which will result in increased costs, so they are looking for assistance from the City to subsidize meals that are being delivered to clients in Port Moody in the amount of $1, Mayor Clay advised Mr. Grant that requests from delegations are handled at the following regular Council meeting and that there are no grant funds designated at this time in the budget. Pink Shirt Day It was noted by Mayor Clay that the Proclamation for Pink Shirt day had been missed during the delegation presentation. 5 4. Legislative Matters Minutes 4.1 File: Recommendations: RC2014/046 Moved, seconded and CARRIED THAT the minutes of the Regular Meeting of Council held Tuesday, January 28, 2014 be adopted. Dancing 4 a Change 5.1 Society - Request for Inlet Theatre Rental Fee Waiver 5. Unfinished Business Delegation Application: Dancing 4 a Change Society, dated January 9, Manager of Cultural Services, dated January 13, 2014 File: The Director of Community Services, explained that fee waivers for the theatre generally do not include staff costs, but this request is to waive both the facility rental fee and the staff cost, which would be a direct cost to the city. General discussion ensued and it was: RC2014/047 Moved and seconded THAT the Inlet Theatre Rental Costs of $1, for the Dancing 4 a Change Gala Fundraiser on February 1, 2014 be waived. RC2014/048 Moved, seconded and CARRIED THAT the foregoing motion be amended by changing the amount to be waived to $ RC2014/049 Moved, seconded and DEFEATED THAT the Inlet Theatre Rental Costs of $ for the Dancing 4 a Change Gala Fundraiser on February 1, 2014 be waived. 6 8. Reports from Council 8.1 Council Verbal Reports Councillor Elliott reported that 52 volunteers signed up for the Cold Wet Weather Mat Program. Mayor Clay reported that the official opening of the new Fire Hall last weekend was a great success. 8.2 Staff Ve rba I Re po rts 9. Information Items 10. Public Input Jim Millar, Port Moody, expressed thanks for the information provided by the delegations during this evening's meeting. Raman Braich, Port Moody, asked the Director of Community Services to report on an incident that occurred at the Recreation Centre on Friday last week. Mr. Higo reported that staff had quickly responded to a client that had suffered a heart attack while using the recreation facility. Staff administered the AED and cared for the client until paramedics arrived. He noted that the patient is now in hospital recovering from the incident. Sandra Niven, Port Moody, expressed her support for Mr. Geoff Scott and his activities. She also reported that the Port Moody Ecological Society will be holding its Annual General Meeting on February 19, 2014, at which time Craig Orr, the executive director of the Watershed Watch Salmon Society will be speaking on The War on Science and Wild Salmon.
