1 J CITY COUNCIL CURRENT BUDGET February 2, :30 p.m. A special meeting of City Council was held this evening when the following were present - His Worship Mayor B. Lynch, Aldermen R. Aubry, D. Carr, C. Charlebois, B. Gallant, G. Grant, T. Green, F. Guindon, R. Lalonde, T. Lalonde, A. LeBlanc, G. Leger and C. Poirier. Ice Rentals Moved by Aldermen Charlebois and Guindon that ice rentals for all adult programs be increased to $60 per hour at the Bob Turner Memorial Centre and the Water Street Arena. It was then moved by Aldermen Leger and Carr that ice rentals at the Civic Complex be increased for adult programs to $80 per hour and broomball programs to $70 per hour. Civic Complex Moved by Aldermen Charlebois and T. Lalonde that $20,000 be added to the budget to cover snow removal costs and reduced profits as a result of the new contract with the Cornwall Royals Hockey Club. Economic Development On the recommendation of the Industrial Development Officer, it was moved by Aldermen Carr and Leger that the Office Equipment account be reduced by $4,00D. On the recommendation of the Industrial Development Officer, it was moved by Aldermen Green and R. Lalonde that the Maintenance Contract account be reduced by $2,000. Council Expense Moved by Aldermen LeBlanc and T. lalonde that the Office Equipment account be reduced by $4,000.

2 Moved by Aldermen Aubry and Poirier that the Travel account be reduced by $10,000. Charitable Organizations Blind Bowlers Moved by Aldermen Charlebois and T. Lalonde that a grant of $300 be approved. Arts Development Moved by Aldermen R. Lalonde and T. lalonde that a grant of $3,785 be approved. Gallery Society Moved by Aldermen Aubry and Gallant that a grant of $20,000 be approved. It was then moved by Aldermen Carr and R. Lalonde that Administration investigate the possible uses of the Cline House for the Library, the Gallery Society and/or Heritage Cornwall, including grants that may be available from the senior levels of government for possible renovations. Seaway Valley Tourist Council Alderman T. Lalonde declared a conflict of interest as an employee of the Tourist Coucnil. Moved by Aldermen Guindon and LeBlanc that a grant of $17,306 be approved. United Way Moved by Aldermen T. lalonde and Leger that a grant of $521 be approved. National Youth Orchestra Moved by Aldermen Green and Carr that a grant of $208 be approved. C.N.I.B. Moved by Aldermen LeBlanc and Charlebois that a grant of $9,654 be approved. Family Counselling Moved by Aldermen Poirier and Guindon that a grant of $17,934 be approved.

3 -~ b Anti-Vandalism Moved by Aldermen T. Lalonde and Guindon that a sum of $988 listed be deleted from the budget. Worldfest A grant of $50,000 has already been approved by Council. Conseil de Vie Francaise Moved by Aldermen Charlebois and Poirier that a grant of $14,400 be approved. Rote! A grant of $6,250 has already been approved by Council. Cornfest Moved by Aldermen Charlebois and T. Lalonde that a grant of $3,120 be approved. Cornwall Enterprise Centre A grant of $30,000 has already been approved by Council. Multi-Cultural Council Moved by Aldermen Guindon and T. lalonde that a grant of $8,000 be approved. Other Grants Conservation Authority There being no submission received from the Authority, the Council agreed to defer this matter. EasU n Ontario Health Unit Moved by Aldermen T. lalonde and Leger that a grant of $263,229 be approved. Glen-Stor-Dun Lodge Moved by Aldermen Grant and LeBlanc that a grant of $203,234 be approved. Children's Aid Society There being no submission received from the Society, the Council agreed to defer this matter.

4 Heritage Cornwall Moved by Aldemren T. Lalonde and Carr that a grant of $4,500 be approved. Library Board Alderman LeBlanc declared a conflict of interest since his wife is an employee of the Board. Moved by Aldermen Gallant and R. Lalonde that the grant request be reduced and that the reduction be $65,540. An amendment was moved by Aldermen Green and T. Lalonde that the grant be reduced by $-29.~:000;:. ~:>':~-=. An amendment was then introduced by Aldermen Aubry and Leger that the grant be reduced by $40,000. The amendment carried and the motion carried as amended. Airport The Council was advised that the request should be for $42i635. Requiring additional information, the Council deferred the matter. H~orical Society Moved by Aldermen T. Lalonde and R. Lalonde that a grant of $60,016 be approved. It was then moved by Aldermen Poirer and R. Lalonde that, in the future, all organizations seeking financial assistance from the City, include with their request the current year's financial statements. Personnel At the request of the Manager, Human Resources, it was moved by Aldermen Grant and Charlebois that $2,000 be removed from the budget.

5 Transit Fare Increase After some discussion, it was moved by Aldermen Grant and Aubry that Administration prepare a report listing various fare increase formulas, including implementation dates and that the report be available to Council within two months. The motion was amended by Aldermen Aubry and Poirier that the report be available to Council for the next budget meeting scheduled for Tuesday, February loth commencing at 6:30 p.m. The meeting adjourned at 9:40 p.m. Mayor 1
