3 Agenda Package Pg 3 6. UNFINISHED BUSINESS 6.1 Dog park update Staff to send thank you letter to Mr. Perry for inquiring about a new Dog Park. 2 Res#: 08/16 Moved By: C. Nykyforak Seconded By: B. Blewett That a full inventory of all parks in our community and the usage of the parks be provided for the next meeting. Carried 6.2 Multi-complex Resolution No. 60/16 from Council, February 10, 2016 = That the Council of the City of Elliot Lake support the development of a Multi-Use recreation centre; And that an ad hoc Multi-Use Complex Committee be established with the following three members of Council serving on the committee: Mayor Marchisella, Councillor VanRoon and Councillor Reinhardt. 6.3 Collins Hall 7. NEW BUSINESS Resolution No. 62/16 - from Council February 8, That Staff Report CA of the Chief Administrative Officer, dated February 1, 2016 relating to the options available with respect to impending relocation of Elliot Lake Foodland out of Collins Hall be received; And that the administration negotiate a settlement with the Insurance company to return the Collins Hall, as close as possible, to its original state; And that administration be directed to provide a report with regard to a consultation process which will assist Council in their decision-making regarding the future of the Collins Hall 7.1 Skating path Discussion regarding the skating path - Spring the Committee will review the outdoor rinks and skating path and plan for the next season. At the Youth workshop held last week the youth indicated their interest towards having a skating path in our community. As well they recommended the following; new hockey rink boards, splash pad, mesh or nets around the rinks to prevent loss of pucks, benches closer to the rinks to put skates on, boards and a

4 Agenda Package Pg 4 smooth/flat concrete area to play ball hockey on in the spring/summer/fall and finally the washrooms to be open at Rio Den Manager of Recreation and Culture update 8. ADDENDUM Manager discussed the workshop for the youth and things they would like to see and do within our Community. Winterfest Schedule Coffee House March Break - March Free Public swims sponsored by Tim Horton's Minor Hockey - winding down Spring Swimming lessons begin after march break. Drag race meeting ongoing Strategic Plan Res#: 09/16 Moved By: C. Nykyforak Seconded By: K. Wannan That the Committee dedicate time at the March 29 th meeting for a strategic planning session. 7 Agenda Package Pg 7 Memo To: Public Services Committee From: Sean McGhee, Director of Operations CC: Date: 14 April, 2016 Re: Update on Nuisance Goose Management Strategy A proposed strategy for the management of nuisance waterfowl was discussed at the Public Services Committee meeting held on March 21 st. The following is an outline of the actions that the Parks Department will be introducing this season with the associated costs (where available): Airborne and ground mounted predator decoys Three Eagle kites and three coyote decoys have been ordered. One of each will be installed at the three primary locations which are Spine Beach, Spruce Beach, and Westview Park. The units will be installed and removed each day to prevent theft and vandalism. Total cost for these items was $ Waterfowl Deterrent Spray This product is marketed as an environmentally sound, spray applied product designed to render groundcover and grass undesirable to geese. The Parks department will be trialing the product to determine its effectiveness in the primary park locations. Total cost for the initial trial which is sufficient to cover 16,000 ft 2 is $ Physical Barriers Low level snow fencing is being investigated to create physical barriers in an effort to impede movement. The fencing will be approximately 1 foot in height. The Parks Department supervisor is in the process of sourcing safe, aesthetically acceptable options for fastening and securing the barriers. 8 Agenda Package Pg 8 Sound Deterrents Air horns are being purchased as a cost effective deterrent. Bulk purchasing is being considered. Total cost to be determined. Nest and Egg Disruption Permit Number DA4646 for the Collection, Destruction and Disposal of Eggs was secured by Parks Department personnel through the Ministry of Natural Resources. Efforts will be made to locate the nesting areas, after which appropriate legal measures will be taken to disrupt the successful hatching of the eggs. This is a cost which will be determined through careful monitoring of dedicated Parks Department waterfowl management time. Updates will be provided to Committee throughout the season to determine the effectiveness of the various measures being pursed.
