RECOMMENDATIONS: A. THAT the three year arena ice schedules for 2016 to 2019 be approved, generally as presented (Attachment A). B. THAT staff be authorized to ente'r into new three year facility rental contracts for all community arena users for the 2016 to 2019 seasons. PURPOSE: To approve three year arena ice schedules for community user groups at all five Delta arenas, and to enter into new three year facility rental contracts for the 2016 to 2019 seasons. BACKGROUND: The current three year facility rental contracts with all community user groups expired in March In order to provide continuity of service, new facility rental contracts are required for the ice season, September 2016 through March Of note, junior hockey programs, including the Vancouver Giants and Delta Ice Hawks, are allocated on an annual basis through separate agreements. The Vancouver Giants and Delta Ice Hawks 2016/2017 allocation of ice time is shown on the attached schedules. At its May 19, 2016 Regular Meeting, the Parks, Recreation & Culture Commission supported the recommendations contained ir:- this report. DISCUSSION: In preparing the three year arena ice schedules, staff requested that all user groups submit their allocation requests for the upcoming three years, including tournament and special event dates. A draft schedule was prepared and presented by staff to all arena ice user groups. Based on user group feedback, additional changes were incorporated into the proposed schedules.

2 Arena Ice Schedules 2016 to Page 2 of 3 May 27,2016 Considerable pressure points in prime time ice allocations were identified. Adult users expressed concern that they were being allocated later evening time slots each season, making it difficult for them to retain players and attract visiting teams. Public skating lessons have longer waitlists than ever before demonstrating a need for additional public access; greater requests from users for prime time ice and a change with the Vancouver Giants practice time from mornings to afternoons created some additional scheduling complexities. In accordance with Council approved Policy contained in the Delta Parks and Recreation Fees & Charges Bylaw 7209, 2013, ice times are allocated in the following priority order: 1. Public Programs/Activities 2. School Programs (during school hours) 3. Organized Sports Groups 4. Adult Groups 5. Other Groups (Non-Delta/Commercial) Membership rosters are also taken into consideration when allocating ice time. Membership rosters have a defined criterion whereby 80% of the team makeup is required to be Delta residents. The 80% rule ensures that Delta residents have a greater opportunity for securing ice time allocations over non Delta residents as well as receiving more favourable rental rates. Despite the challenges, staff has been able to develop a schedule that addresses the needs of all groups, including more lesson time, providing suitable allocations for the Vancouver Giants and Delta Ice Hawks, as well as keeping adult hockey start times as early as possible. Approval of the three year arena ice schedules will enable staff to prepare the corresponding facility rental contracts for the community arena user groups. Implications: Financial Implications - There are no direct financial implications associated with this report. Revenue generated through rental agreements remain stable based on similar allocations to previous ice seasons, and would only vary based on future updates to the Delta Parks and Recreation Fees and Charges Bylaw.
