A special thanks was extended to Ken Mattice, Assistant Manager of Engineering Operations, for organizing the crews. Mayor Jackson noted that the crews worked 24/7 from Thursday, February 22, 2018 through to Saturday, February 24, 2018 at 5:00 p.m. ensuring that the roads and facility parking lots were safe for the community. The Director of Engineering acknowledged that the new salt shed located in North Delta, saves crews significant time and effort in salting roads. This new location makes salting in North Delta, Annacis Island and the Tilbury Industrial Park more efficient. Regular Meeting February 26,

2 Battle of the Badges Free Compost Week Mayor Jackson noted that on Wednesday, February 28, 2018 the Delta Fire Department and the Delta Police Department will be facing off in the Battle of the Badges Hockey Game in support of Anti-Bullying Day. Sport your pink shirt or hockey jersey to promote this year s theme Nice Has No Filters. Together, we can send the message that bullying and disrespectful behavior will not be tolerated in our community. Come out and join students from across Delta for all the festivities starting at 10:00 a.m. at Sungod Recreation Centre Arena. The puck drop is at 10:25 a.m. Mayor Jackson noted that Compost Week returns to Delta for another year. From Saturday, March 10, 2018 through Sunday, March 18, 2018 the public is invited to pick up one cubic metre, or a pickup truck-size load, of compost for free from the Vancouver Landfill. Mayor Jackson reminded the public to bring their proof of residency such as a driver s license, vehicle registration, property tax notice or utility bill. SPECIAL PRESENTATION U11 Delta Field Lacrosse Team Presentation: Presentation to the U11 Delta Field Lacrosse team in recognition of winning a bronze medal. Mayor Lois E. Jackson Mayor Jackson congratulated the U11 Delta Footmen Field Lacrosse Team on winning the bronze medal at the BCLA U11 Field Lacrosse Provincial Tier Two Championship. Mayor Jackson noted that the Delta Footmen played in the Red Division at the 2018 BCLA/Subway U11 Youth Field Lacrosse Invitation Tournament on February 3 and 4, 2018 at Surrey s Newton Athletic Park. 3 Mayor Jackson noted that the Footmen lost their first game to Langley, winning their second game against Richmond and their third game against Ridge Meadows. Following their two wins, the team lost to Surrey. The team rallied and played well, winning the fifth game, the Bronze Medal game, against Langley. In response to Council queries, the Director of Community Planning and Development noted: With a few exceptions, Delta is looking at increasing all fees by approximately 1.5 percent. This is based on the consumer price index and rounded up to the nearest five dollars. The exceptions are the fees for demolition permit applications, building permit applications and pre-application meeting requests. The pre-application meeting fee is refundable if an application is submitted within six months of payment of the pre-application meeting fee. Departs meeting In response to Council queries, the Director of Community Planning and Development noted: Staff will provide information about traffic volumes and the affects of traffic calming measures along River Road for the Public Hearing. The minimum lot width required for secondary suites is 15 m. The proposed lots would be 17 m wide and would comply with the secondary suite regulations provided Delta s secondary suite parking policy is met. The Director of Engineering advised that staff will Council a copy of the report previously provided to Council regarding traffic calming measures implemented on River Road. Cllr. 9 Contract Award: NDRC Electrical Undergrounding (F.02) Approval of Filling Staff Vacancies (F.03) Report by the Parks, Recreation and Culture Department dated February 20, 2018 regarding Contract Award: North Delta Recreation Centre Electrical Undergrounding and Transformer Replacement Project. (File: /NDRC) A. THAT a contract for construction services associated with the electrical undergrounding and transformer replacement of the main power distribution system at the North Delta Recreation Centre be awarded to Valley Power Line Contracting Ltd., in the amount of $272,884.50, including GST. B. THAT the Director of Finance and the Director of Parks, Recreation & Culture be authorized to execute the contract. Report by the Human Resources Department dated February 20, 2018 regarding Approval of Filling Staff Vacancies Associate Manager, Human Resources. THAT the Associate Manager Human Resources position which is an approved position as part of the 2018 budget be filled once vacant. FOR DISCUSSION Birds & Biodiversity Conservation Strategy (F.04) Presentation: Report by the Corporate Services Department dated February 13, 2018 regarding Birds and Biodiversity Conservation Strategy. Manager of Climate Action & Environment Mike Brotherston, Manager of Climate Action & Environment, reviewed a PowerPoint Presentation (On File) giving an update on the Birds and Biodiversity Conservation Strategy. Mr. Brotherston advised that the Strategy was developed in response to a request by the Delta Naturalists Society to Delta Council in The Strategy is a comprehensive document which brings together existing and proposed environmental policies and processes and incorporates the lens of biodiversity protection and birds throughout Delta s processes. The Strategy has a bird focus given that several million migratory birds use the Fraser River Estuary and Delta as a stopover on the Pacific Flyway. In addition to a variety of waterbird and raptor species, the area is home to over 70 eagle nests, two blue heron nest colonies and five bird Species at Risk. This area has three international designations and three wildlife management areas. Regular Meeting February 26,

10 Mr. Brotherston reported that the Strategy was informed through feedback received at three facilitated workshops with various stakeholders and Delta staff from multiple departments. The vision, mission, values, goals and objectives were articulated and refined through this workshop process. The Strategy is an action oriented document containing five goals and eight corresponding objectives. A framework for action was created out of the goals and objectives with detailed strategies toward achieving each objective. Mr. Brotherston reviewed the five goals and eight corresponding objectives, and noted that twenty-eight associated strategies and 65 tasks/actions were developed. Opportunities that could be leveraged while working on implementation of the strategy include habitat preservation, connection, enhancement and restoration, increasing education and public awareness, engaging community organizations and looking for multiple benefits options. Mr. Brotherston reported that the 2018 Ornithological Congress, scheduled in August 2018 in Vancouver, would be an opportunity to promote Delta s natural heritage and showcase the area to international attendees and the local population. It is a weeklong event which consists of a convention, trade fair and tours. Six different tours are being scheduled in Delta including a precongress 2-day shorebird tour. Delta will provide speakers on the irrigation and drainage system for some select tours. Staff are looking at an opportunity under Delta s Community Banner Program to include a bird focused banner that can be displayed in August 2018 and to establish a Delta display at the Congress exhibition hall. Mr. Brotherston noted that Delta obtained funding from Environment and Climate Change Canada through the Canadian Wildlife Service (CWS) Funding Agreement. This funding contribution will enable Delta to engage the local community in conserving agricultural habitat for migratory birds as part of the Delta Birds and Biodiversity Conservation Strategy. Funding of $20,000 per year over a two year period was secured which will be used towards efforts that contribute to waterfowl/migratory bird management and conserving crucial habitats. The CWS funding agreement plan includes a joint innovative funding workshop with Ducks Unlimited and Delta Farmers Institute, a social research study on effective ways of engaging the public and the agricultural community to help inform policy development and identifying opportunities for conservation and education, and a draft communications strategy regarding agricultural conservation requirements and the need for protected habitat. 11 In response to Council queries, the Director of Corporate Services noted: Delta staff will ensure that the Ladner Business Association, Tsawwassen Business Improvement Association, Delta Chamber of Commerce and Tourism Delta are informed of the dates and events for the 2018 International Ornithological Congress. Staff will provide Council with an information memo regarding the annual number of birding visitors to Delta. An update on the Roberts Bank Terminal 2 project will be coming forward at a future Council meeting. The report will include information regarding the biofilm and any Tsawwassen First Nation s programs and strategies to protect the foreshore and bird habitat. In response to Council queries, Mr. Brotherston noted: The Delta Farmers Institute and Delta Farmland and Wildlife Trust participated in the stakeholder workshop. A number of actions within the Birds and Biodiversity Conservation Strategy recognize the need to support agricultural producers and develop management programs associated with waterfowl and migratory bird populations utilizing agriculture land for overwintering. The proposed footprint of the Roberts Bank Terminal 2 project is close to the mudflats and subtidal area and there are concerns the project will affect the mudflats and biofilm. The Strategy identifies the need to protect habitats and ecosystem processes. Improving the protection of trees through a review of the urban tree canopy cover has been identified as an action item. Delta s sustainable garden workshops include education on selecting trees and plants that attract birds and wildlife pollinators. Information about appropriate plantings to support birds and biodiversity is shared between the departments. Campbell, THAT the notification area for the proposed consultation process be expanded to include the area from 116 th Street to the west to 90 th Avenue to the south. Question was called on the Main Motion as amended. In response to Council queries, the Director of Community Planning and Development noted: The consultation process involves sending a notification letter to surrounding property owners to advise them that an application has been received. Once a date for a Public Information Meeting has been scheduled, a second notification letter is sent to advise of the meeting date. The notice of the Public Hearing date and location is sent to the same addresses in the notification area. The application was recently received. Before a Public Information Meeting can be scheduled, staff will review and circulate the application for inter-department referrals. Preliminary comments are then sent back to the applicant. A traffic impact study will be required. This application will proceed concurrently with the study to be completed on the Townline Node. Delta will be issuing a Request for Proposals for the Townline Node study. If an application is complete with all required components provided, it can take approximately six months before a Public Information Meeting date is scheduled. The A/City Manager noted that the proposed application is complex and that a six month time frame to schedule a Public Information Meeting date cannot be confirmed. During discussion, it was suggested that a review of core elements and best practices from other municipalities regarding high rise projects would be beneficial. The A/City Manager noted that information regarding best practices and core elements such as fire suppression, strata properties and parking can be brought back to Council as the application proceeds. In response to a Council query, the Director of Corporate Services noted that a significant percentage of shipping companies have agreed to adopt the Vancouver Fraser Port Authority led ECHO (Enhancing Cetacean Habitat and Observation) Program.
