The meeting was called to order at 6 p.m. Mayor Smith made the following statement: I am very pleased to announce that Council has approved renaming Field B in Ambleside Park to the Fred Jopson Field. Fred Jopson was a long-time West Vancouver resident who settled in the community with his family in the late 1940s. He was instrumental in establishing a soccer club that would serve children and youth in West Vancouver for decades. In 1969 Fred helped to found the Canadian Youth Soccer Association; today it is widely acknowledged that few people have done more to build the game in Canada for both boys and girls. Fred made a significant contribution to baseball in West Vancouver, where he spent hundreds of hours umpiring on Field B in the late 1950s and the 1960 s. Fred spent 20 years volunteering at Ambleside s Field B, as a coach, referee, umpire and sports organizer. He successfully lobbied the municipality for field upgrades and the first change rooms. He contributed to the development of sport provincially and nationally and is considered a builder and leader for youth soccer across Canada. Fred was a founding member of the Canadian Youth Soccer Association, a member of the board of the BC Youth Soccer Association for 25 years and a national leader of the Player Development Program where he accompanied Canada s team to the Olympic Games and the 1986 World Cup. Fred was an exemplary community member who made a difference in the lives of thousands of our young West Vancouver athletes and we are very proud to rename this field after such a great leader in sports. The renaming of the field recognizes Fred s legacy in sport leadership in West Vancouver, our province and our country. I would like to welcome and acknowledge Fred s family members who are joining us in the audience this evening, especially his daughter Sherry and son Brad. We sincerely appreciate your father s significant contribution to our community. I d also like to thank the West Vancouver Soccer Club for their initiative in proposing that Field B be renamed after Fred Jopson and would ask that Bill Sparling, president of the West Vancouver Soccer Club to come forward to say a few words. PRESENTATIONS 4. West Vancouver Fire and Rescue Services Update (File: ) T. D Angelo (Deputy Chief) and D. Clark (Assistant Chief) provided a presentation and responded to Council questions. MOVED by Cassidy, seconded by Soprovich: THAT the presentation regarding West Vancouver Fire and Rescue Services Update be received for information. 5. West Vancouver Police Department Update (File: ) L. Goerke (Chief Constable) and S. Barber (Deputy Chief Constable) provided a presentation and responded to Council questions. 3 REPORTS Plan for Trails on Public Land: Final Report (File: ) Staff provided a presentation and responded to Council questions. C. Reid (3260 Robinson Road, North Vancouver, and Executive Director of North Shore Mountain Bike Association) spoke in support of the plan and relative to the North Shore Mountain Biking Association s history, philosophy, activities, volunteerism, and funding; and offered the association s support to the District of West Vancouver. C. Kavanagh (3070 Hillcrest Drive, Whistler) spoke in support of the plan including: personal history of biking and maintaining trails in the Upper Lands; the plan s recognition of mountain biking; trail management; and diversity of trail users. A. Bardsley (1594 Nelson Avenue) read a statement by K. Steig regarding support of the plan, the relationship between the Old Growth Conservancy Society and the North Shore Mountain Bike Association, and the need to map environmental resources in the Upper Lands, and spoke on his own behalf including: trail management; recognition of mountain biking as a trail use; demographic changes; sports tourism; benefits of cooperation between organizations; and balancing trail usage. M. Bauman spoke in support of comments made by A. Bardsley and K. Steig and in support of the plan. MOVED by Gambioli, seconded by Soprovich: THAT 1. The proposed 2018 Plan for Trails on Public Land, attached to the report dated March 14, 2018 as Appendix A, be approved; and 2. The proposed 2018 Plan for Trails on Public Land be incorporated into District work plans and into the budget process for 2019 and subsequent years. Council members commented. MOVED by Booth, seconded by Gambioli: THAT all written and oral submissions regarding proposed Development Permit for Lot 37 Burfield Place up to and including the Council meeting held on April 9, 2018 be received for information. 5 MOVED by Soprovich, seconded by Booth: THAT proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 4928, 2017 be presented at a public hearing on May 7, 2018 at 6:00 p.m. in the Municipal Hall Council Chamber, and that statutory notice be given of the scheduled public hearing. A Council member commented and staff responded to a Council member s question. The question was called on the motion. MOVED by Soprovich, seconded by Booth: THAT proposed Development Permit No be presented at a public meeting scheduled for May 7, 2018 at 6:00 p.m. in the Municipal Hall Council Chamber, to be held concurrently with the public hearing scheduled May 7, 2018 at 6:00 p.m. in the Municipal Hall Council Chamber, and that notice be given of the scheduled public meeting. Amantea (Vice President of Community Partnerships and Development, Park Royal) provided a presentation and staff, R. Amantea, and P. Joyce (Principal, Bunt and Associates) responded to Council questions. Councillor Booth left the meeting at 9:24 p.m. and returned to the meeting at 9:25 p.m. J. White (on behalf of the Community Housing Action Committee) spoke in support of the proposal including: purpose-built non-market assisted housing; rental units; and supportive housing. J. Zhou (Community Engagement Committee member) spoke in opposition to the proposal including: the provision of outdoor activities for daycares; floor area ratio calculations; and traffic. A. Krawczyk (5389 Aspen Drive, and Community Housing Action Committee member) read a statement on behalf of M. Pappas regarding her support of the proposal, housing affordability, transit, density, the Official Community Plan, and the Marine Drive Local Area Plan, and spoke on his own behalf including: the Marine Drive Local Area Plan; rental housing; and referring the proposal to a public hearing. C. Banham spoke relative to the proposal including: the proposal s history; the Marine Drive Local Area Plan; referring the proposal to a public hearing; Council meeting decorum; rental and supportive housing; and daycare. A. Atash (328 Taylor Way) spoke in opposition to the proposal including: traffic; building placement; views, sunlight, and privacy; property values; and shadow studies. P. Scholefield (1288 Esquimalt Avenue, and former member of the Strategic Transportation Plan and Community Energy and Emissions Plan Working Groups) APRIL 9, 2018 REGULAR COUNCIL MEETING MINUTES M-5

6 spoke in support of the proposal including: meeting the objectives of the working group s plans; traffic and transportation; cycling facilities; and expressed concerns related to bicycle access to the site and green building practices. B. Hall (5498 Greenleaf Road) spoke relative to the proposal including: rental housing; housing affordability and diversity; worker salaries; traffic; the Marine Drive Local Area Plan; the public information meeting; and public consultation. S. Slater (1730 Duchess Avenue) spoke relative to the proposal and expressed concerns including: public input; the public information meeting; a housing policy and housing needs; rental housing; traffic; density transfer; quality of life; and referring the proposal to a public hearing. Staff provided additional information regarding the Marine Drive Local Area Plan. F. Pagani (2316 Marine Drive, and former member of the Community Energy and Emissions Plan Working Group) spoke in support of the proposal including: the working groups plan s recommendations; developer s response to community concerns; project location; LEED Gold certification; and adherence to Step 3 of the Energy Code. B. Brink (352 Taylor Way) spoke relative to the proposal including: appreciation for Planning department and the developer; traffic; building height reduction; the public information meeting; and public notification. At 9:58 p.m. it was: MOVED by Soprovich, seconded by Gambioli: THAT the meeting be extended past 10 p.m. MOVED by Cameron, seconded by Booth: THAT proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 4967, 2018 be read a first time. (West Vancouver-Sea to Sky) regarding the recent Provincial budget, and requested that Council provide its direction regarding next steps to counter the budget s new taxes. Council members commented regarding various taxes and their implementation, and offered their support to Mayor Smith. Councillor Booth reported on the April 10, 2018 Interim Tree Bylaw Working Group meeting and upcoming public information meetings, acknowledged the work done by Meals on Wheels, and suggested Council invite Mollie Jepsen, Paralympic Gold Medallist, to a Council meeting, and staff informed that planning to host such an event has already begun. Councillor Cassidy, as liaison to the Seniors Activity Centre, reported on the April 22, 2018 Flea Market, and acknowledged the West Vancouver Streamkeeper Society s ivy pull in Memorial Park. Councillor Gambioli spoke relative to the topic of the Provincial budget and offered advice relative to how to communicate the District s concerns regarding the budget s new taxes. Councillor Cameron reported on attendance at the recent Integrated North Shore Transportation Planning Project meeting.
