Louie Public CALL TO ORDER Chair Latham called the meeting to order at 4:00 pm. 2. ADOPTION OF MINUTES.1 Minutes of the Regular Parks, Recreation & Culture Commission meeting held Tuesday, June 18, 2013 Moved by Commissioner Petersen, seconded by Commissioner MacGregor, that the minutes of the Regular Parks, Recreation & Culture Commission meeting held June 18, 2013, be adopted. CARRIED.. 2 Minutes of the Special (not Closed) Parks, Recreation & Culture Commission meeting held Tuesday, July 9, 2013 Moved by Commissioner Schafer, seconded by Commissioner Barkman, that the minutes of the Special (not Closed) Parks, Recreation & Culture Commission meeting held July 9, 2013, be adopted. CARRIED. 3. BUSINESS OUT OF MINUTES.1 Verbal update for information regarding the PRC Commission structure, community engagement initiatives and meeting location 4. DELEGATIONS Chair Latham advised that the discussion regarding the Commission structure, community engagement initiatives and meeting location is postponed until the next meeting in September so that the General Manager, Parks, Recreation & Culture could be in attendance..1 Jason Chugh, Head Coach, Abbotsford Olympians, regarding the club's vision for the Legacy Pool Project Mr. Chugh commented that the need for an additional pool has been identified by PRC staff when referring to the ratio standards for aquatic facilities. The

2 Tuesday, July 16, 2013 in Room 235, Abbotsford City Hall Page 2 of 6 Abbotsford Recreation Centre and Matsqui Recreation Centre are both limited as they are too narrow and are unable to meet the needs of the Olympian members who want to advance to higher levels of competition. Currently, members who want to train at advanced levels must travel to other communities. In addition to competitive swimming, the Club would like to offer programs such as synchronized swimming and water polo. He mentioned that, although finances for a new facility might be touchy, there are options available to construct an appropriate aquatic facility for a reasonable amount. The Olympians believe that one of the ways is to have a cost-sharing opportunity with the City to provide the services. Mr. Chugh explained that the Club would like to initiate an "owner rep" to review and evaluate options; however, in order to do that, the Club needs the City to advance $25,000 to fund the services of the owner rep. He introduced Mark Voth from Voth Construction, to speak to the owner rep process. Mr. Voth advised that he is not speaking as a construction contractor/developer, who would be involved in the process, but rather as an interested grandparent to an Olympian member. He noted that the proposed cost for an owner rep is low, and the idea is for that individual to filter the information and sort out the finances. Mr. Chugh referred to the option of the Myrtha Pool, which is basically an aquatic facility in a big box. The structure is a steel frame with a vinyl liner. The Olympians realize that this proposal is in its infancy, and that it needs the support from the community. Parents in attendance from the Abbotsford Aquatic Parents Society, spoke about the success that the Olympians Swim Club has experienced in a very short time, but noted that many members are now at the point that it is necessary to go to other communities if they want to excel and compete at a higher level. In addition, the club is unable to host competitive events in Abbotsford as the pools are inadequate for that purpose, which means that the community is missing out on tourism dollars and opportunities. The Olympians need starting blocks and turning flags, not just for events, but for training purposes. The Manager, MRC Pool reported that there is a need for training facilities for individuals who want to move ahead, and as part of the Commission visioning and Master Plan review, the needs of the community and where it is going in the area of indoor facilities and aquatic sports has to be identified. It was noted that further information is required from the Olympians regarding the business case, operational costs, and land acquisition. She noted that in the past, City Policy No has been used when community clubs have proposed construction of facilities. She referred to the Twisters Gymnastics Club, Abbotsford Judo Club, RCAF Cadet Building, and Legacy Sports Centre. Chair Latham noted that the cost for facilities such as the Twisters or Cadet Buildings was much less that an aquatic facility and to expect a club like the Olympians to raise 50% of $10 Million may not be feasible.

3 Tuesday, July 16, 2013 in Room 235, Abbotsford City Hall Page 3 of 6 Commissioner Barkman asked if there has been any thought for training centre that could be utilized by more than one sport or group, such as the Twisters or Judo Clubs. Mr. Chugh advised that the Olympians would be in favour of a training centre. Commissioner Schafer requested clarification on the proposed contribution from the Abbotsford Aquatic Parents Society of $100,000 over ten years, or whether it was $100,000 for each of the ten years. Mr. Chugh advised that it would be a total of $100,000 and that the Abbotsford Olympians would fundraise as well. Commissioner Shafer asked staff if the four points in the Summary of the report are part of the recommendation. The Manager, MRC Pool advised that staff would continue to work with the Olympians, and feel that Summary points (as listed below), would be a great starting point: 1. Projected annual operating costs, (costs should be based on an indoor pool of a comparable size located in a comparable climate); 2. Land acquisition costs and details of the proposed location; 3. The "mandate" of the facility be expanded on in full detail, specifically "B" Secondary Function: Lap Pool (outlining specific access the City and public would be entitled to); 4. That a full business case be presented by the Abbotsford Olympians Swim Club, including a complete breakdown of responsibilities for the operation of the facility. Commissioner Schafer advised that the request from the Olympians was unclear as to whether they would like a 25 metre pool or a 50 metre pool. Mr. Chugh advised that ideally, they would like a 50 metre pool; however, if that was not feasible, a 25 metre, 10 lane pool would provide the opportunity to host events and would increase training options. Commissioner Greening requested clarification on the operating costs, and Mr. Chugh noted that depending on which options and type of pool was constructed, the operating costs would be different. Commissioner MacGregor remarked that the project is worthwhile, but the financial realities that the City is facing have to be considered. He suggested that the Club not be discouraged and pursue its vision, and work with the community and partners such as the University of the Fraser Valley and Sports Council. He noted that many community groups have identified the need for additional facilities, sports fields, etc. and it is not isolated to aquatic needs. Moved by Commissioner MacGregor, seconded by Commissioner Duyns, that 1) the delegation from the Abbotsford Olympians regarding the Legacy Pool Project be received; 2) Report No. PRC , dated July 8,

CARRIED 5. REPORTS.1 PARKS - Nil.2 RECREATION 1. Verbal report from the Manager, Abbotsford Recreation Centre, and the Sport Coordinator from Pacific Sport. regarding Physical Literacy The Manager, Abbotsford Recreation Centre, explained the Physical Literacy Project, which is a pilot project in partnership with Pacific Sport, to introduce children into sport. It also incorporates Healthy Abbotsford and SCOPE initiatives. Initially, the scope of the project was quite large, and the pilot project was developed in order to keep it manageable. From a PRC staff perspective, the project was very successful and has provided a "template" for community recreation programming that can be utilized by PRC staff. Eric Sinker, Sport Coordinator, Pacific Sport, explained the benefits of a project like Physical Literacy. In addition to benefitting the areas that the Abbotsford Pacific Sport Regional Sport Centre serves, including Hope to Surrey and Pitt Meadows to Agassiz, he has made presentations at the BCRPA, Canadian Sport for Life Conference and International Physical Literacy Conference. Abbotsford is now a leader in this area, and other organizations want to receive the template and promotional package that has been created by this pilot project so they can develop their own programs. A short video was shown on the activities at the recreation centre as a result of the pilot project. The Manager, Abbotsford Recreation Centre, advised that it has been extremely helpul having Mr. Sinker and Pacific Sport located at the Abbotsford Recreation Centre, as well as the other partners like the University of the Fraser Valley, and Fraser Health participate in the project. Commissioner Greening commented that recently she read a study regarding Altzheimer's Disease, and the importance of mental and physical activity for older adults. Mr. Sinker advised that physical literacy is a lifelong journey, and the goal is to expand the program into the seniors' age group. The Director, Park Services, noted that in the area of park development, fitness equipment is being incorporated in to the park design, and Commissioner Barkman remarked that New York City now has 23 adult activity parks.

The Manager, Abbotsford Recreation Centre, and Mr. Sinker, advised that the goal is to get back on track with that work. Mr. Sinker advised that they currently work with the teachers with a goal to incorporate physical literacy into the curriculum and the partnership will be expanded. Chair Latham suggested that teachers would find the resource package a valuable tool. Commissioner Greening left the meeting. Moved by Commissioner Schafer, seconded by Commissioner Duyns, that 1) the verbal report from the Manager, Abbotsford Recreation Centre, and the Sport Coordinator, Pacific Sport, regarding the Physical Literacy Project be received..3 CULTURE - Nil.4 ADMINISTRATION - Nil 6. Chair Latham noted that since there is no meeting in August, the General Manager, Parks, Recreation & Culture, has extended an invitation to Commissioners to attend a barbeque at her house at 4:00 pm on August 20 th. When the General Manager, Parks, Recreation & Culture returns, an with details will be sent out. Commissioner Barkman requested that a report be included on the September Regular agenda, regarding the cable wake park. 7.
