Bike Alliance P&R Commission Meeting March 3, West Slor1e Resource Park Written Comments Pam Miller, Evergreen Mountain Bike Alliance, clarified their proposal is for multi-use mountain bike trails. She described her background and commented on the vison for mountain bike trails on the Woodinville West Slope property. She urged the City to provide funding in the budget. Tro)'.'. Kasr1er, coach and board member, Washington Student Cycle League and EMBA volunteer, commented on the potential to connect to other trails. He provided an introduction to the proposal for mountain

He provided maps and aerial views of trail concepts and future possibilities with purchase of open land on the east side for a trail head with information kiosk, restrooms, picnic tables, parking lot, and beginner mountain bike skills area. Kelly Amesbury, Board of Directors, EMBA and mountain bike instructor, commented on the importance of skill-based parks in close proximity to population and the attraction of mountain biking to kids disinterested in sports. Peter Clancy, Woodinville Bike Shop, expressed support for the proposal for a local mountain bike park. He commented on the number of EMBA volunteers who create and maintain trails and suggested using park impact fees for a mountain bike trail. Tom Hudson, parent of Riley, a mountain bike rider/racer, said they travel to Duthie Hills Mountain Bike Park in Issaquah to train most weekends, spending money at restaurants in that area. He suggested the proposed trails would keep families and money in the local area. Julie Boselly, Woodinville Weekly, provided letters from other mountain bikers. She described her and her son's involvement in mountain biking, EMBA's involvement in trail creation and maintenance, and money that riders spend in the community. Meg Valliant, coach, Sweetlines Mountain Bike Coaching, and daughter Cinder, said her daughter and son, Crew, have been riding at Duthie since they were 1-2 years old. She commented on the mountain bike community including mountain bike camps offered at Duthie and low environmental impact from trails. Her involvement in Live Cycling encourages women to get involved. Yvonne Kraus, Executive Director, EMBA, commented on the amount of volunteer effort EMBA provides and echoed the value of the park and this opportunity. She described EMBA's approach to working with cities and local agencies to get parks built. She envisioned a family-friendly size park in Woodinville and offered EMBA's assistance. Andrew Cook and son Peter, echoed the benefits of a mountain bike park in Woodinville, commenting Paradise Park is too difficult for beginner riders. He described the skill growth from riding at Duthie and the value a local park would provide the community. The group responded to questions regarding when Duthie Park opened, cost to build Duthie, cost of cooperative agreement for maintenance, volunteer labor, building a park in phases, and the Park & Recreation Commission's recommendation to the Council to develop this park. 3 PUBLIC COMMENTS Chair White announced the Woodinville Tree Games on April 24. Hank Stecker, Woodinville, recalled a meeting he and Pam Miller had with several directors and Park & Recreation Commissioners while he was a Councilmember regarding developing a mountain bike park on the West Slope property. He expressed support for involving EMBA volunteers in developing this park and encouraged the PRC to move forward. Jason Lakutis, Woodinville, suggested the bike park include a pedestrian trail to provide a link between the upper west ridge neighborhood to downtown Woodinville. No name provided, Kenmore, said his family often visits Woodinville. He assured EMBA volunteers from surrounding cities would assist with developing the park as well as riding in it. Peter Clancy commented on the opportunity a mountain bike park provides to retain the forest. Greg Fazzio, Woodinville, former Parks & Recreation Commissioner and now a Planning Commissioner, said one of the primary reasons he got involved in the City was his interest in multi-modal transportation; this park is a logical step to tie both side of the city together. He supported pedestrian access in the proposed park. Troy Kasper assured a park would be multi-use. Sawyer Hall, Woodinville, parent of a mountain bike rider and owner of a company that promotes multi-modal transportation and commuting, commented on the importance of getting kids into the sport by making it accessible. He recommended considering the health benefits of mountain biking and the opportunity to retain trees in the cost-benefit analysis. City Manager Brandon Buchanan commented on the timing of making changes to the Park CIP projects list in advance of the budget process. He reviewed Appendix D, identifying the West Sammamish Valley View Park Trail System, and projects included in the budget, the Eastside Rail Corridor Improvements Study and Woodin Creek Park Trailhead and described progress on those projects. Discussion followed regarding the PRC's priorities that include additional parking at Woodin Creek Park, development of a tot lot at the sports fields, and rehab of De Young Park; history of parks & recreation programs and budget savings by contracting recreation to YMCA; the PRC's priority of the West Sammamish Valley Park Trail System; changing the time period for the WSVPTS project from long to near; funding source for the Eastside Rail Corridor Improvements Study; seeking grants for mountain bike trails; a mountain bike trail feasibility study; and funding options. Council Liaison Deputy Mayor Evans, an adjacent property owner, identified parcels owned by the city, private ownership of the adjacent NGPA tract, critical areas in the NGPA, and natural features on the parcels owned by the city. COMMENTS FROM STAFF Ms. Mazzoli relayed the YMCA will provide a report at a future meeting and she will provide the Parks and Recreation report at the next PRC meeting. REPORTS OF COMMISSION MEMBERS Suecial Committee Reuorts and General Comments Commissioner Anderson reported the subcommittee discussing the potential for a park on the Woodinville Water District property in Wellington unanimously agreed it should be a higher priority. A letter to Council has been drafted regarding the need for a community park in the Wellington neighborhood and the WWD property is a prime candidate. Commissioner Cowles recommended the park be named after Hal Larsen, a former Park & Recreation Commissioner and Woodinville supporter. It was agreed review of the letter would be scheduled on the next meeting agenda. P&R Commission Meeting March 3, Chair White thanked Commissioner Cowles for relaying the PRC's support for a mountain bike park to the Council.

5 There were comments from the audience regarding the process for developing mountain bike trails. Vice Chair Walker expressed appreciation to Commissioner Cowles for outlining the process for developing a bike park. He commented on political and community aspects of a project, need for the community to champion a project, changing demographics and increased numbers of youth in the community, the PRC's interest in developing a park, issues associated with a bike park such as access, parking, retaining habitat, etc. He thanked councilmembers, commissioners and the public for attending tonight's meeting. Chair White referred to statements in the PRO Plan regarding hiking and bike trails, responses to a community survey that reflect interest in hiking and biking trails as well as building new trails and expanding recreation.
