1 January 16, 2017 From: To: Subject: Carissa Harvey Mayor Bemrich and City Council Resolution to Accept and enter into Agreement with Snyder & Associates to develop a Comprehensive Bicycle, Pedestrian and Trail Master Plan and Loomis Park Trailhead Design ACTION: For Vote on Monday, January 23rd. Brief History In May of 2016 the City of Fort Dodge, with support by the Trails Advisory Committee, submitted a grant application to the Wellmark MATCH Grant Program for the development of Bicycle, Pedestrian and Trail Master Plan; Marketing Plan; and Trail Head. The grant has been awarded to the City in the amount of $75,000 with a $75,000 required match. The City intends to partner with Webster County and the Trails Advisory Committee to develop the Master Plan (which includes a Marketing Plan) and Trail Head south of Loomis Park. The proposed Agreement is with Snyder & Associates to work with all entities to develop the Plan, as well as Designs for the Loomis Park Trail Head. Analysis of Issue The City's Comprehensive Plan identified a number of strategies for enhancing the trail system including (13.7.2) develop and implement a pedestrian and bicycle mobility plan that focuses on connecting existing neighborhoods and establishing amenities to make the trail network a destination. In addition to this, the Northwest River District Revitalization Plan identified the need for neighborhood nodes/trail heads and the development of a trail and sidewalk plan. To ensure both of these initiatives are addressed the City is seeking to enter into Agreement with Snyder & Associates to develop a Bicycle, Pedestrian and Trail Master Plan; Marketing Plan; and to provide designs for the Loomis Park Trail Head. Thus far the City Engineering, Planning, and Parks and Recreation Departments have been discussing with Snyder & Associates and Webster County Conservation the specifics as to what the Bicycle, Pedestrian and Trail Master Plan should include. Ultimately the Plan will establish where future trail development should be prioritized and how, what amenities should be included, and how these should be maintained. The Marketing portion of the Plan will expand on trails education that is needed, how to get the word out about our regional trail system, and how to keep all information and resources up to date. This section will also establish an online interactive map for trail users. The Trail Head development will include the design and construction of a trail head south of Loomis Park, north of the Grain Silo, near Hawkeye Bridge. This will
2 pave parking stalls in the existing gravel area providing a more prominent node that can serve multiple purposes. The final Bicycle, Pedestrian and Trail Master Plan and Trail Design and Construction should be complete in the fall of 2017, with the following project steps: Task 1 - Discovery: Understand existing planning documents, assemble a project management team, review/update public participation. Task 2 - Develop a Plan: Will include Introduction, Existing Conditions, Goals, Recommended Programs and Policies, Recommended Bicycle and Trails Network, Project Prioritization, Six E's of Bicycling and Funding Opportunities. Task 3 - Develop a Trails Marketing and Education Plan: Will identify marketing mediums, message themes, implementation guidance and interactive mapping. Task 4 - Trailhead Survey, Design and Bidding Services: To begin requesting bids for trail head construction. Task 5 - Trailhead Construction Services: To administer the construction of the trailhead. Budget Impact The total project cost is anticipated at close to $200,000 (this includes trail construction); however, the Agreement with Snyder & Associates totals $118,500. Wellmark is providing $75,000 toward the project, other matching sources anticipated include existing City trails funds, donations provided through the Community Foundation, and County funds. FY Strategic Plan Impact The development of a Comprehensive Bicycle, Pedestrian and Trail Master Plan; Marketing Plan; and Trail Head south of Loomis Park is supported by the City's Strategy to "further existing plans through the development of the Comprehensive Plan". Strategy of the City's Comprehensive Plan supports the development and implementation of a pedestrian and bicycle mobility plan. The Strategic Plan further supports the implementation of the Northwest River District Revitalization Plan, which supports key nodes and trail heads within the Northwest River District, and the development of a trail and sidewalk plan. Existing Plan Impact As noted, this proposed project is supported by the City's Comprehensive Plan and Northwest River District Revitalization Plan. Subcommittee or Commission Review / Recommendation The Trails Advisory Committee is a subcommittee of the Greater Fort Dodge Infrastructure Committee. The Committee supports the proposed project. Staff Conclusions / Recommendations Staff recommends approval of the Resolution. By entering into agreement with Snyder & Associates the project may begin, and be planned for completion in November Establishing this Plan may make the City eligible for additional trail funds.

8 EXHIBIT A BICYCLE, PEDESTRIAN AND TRAIL MASTER PLAN AND LOOMIS PARK TRAILHEAD DESIGN CITY OF FORT DODGE, IOWA AND WEBSTER COUNTY, IOWA CLIENT: PROFESSIONAL: CITY OF FORT DODGE ST AVENUE SOUTH FORT DODGE, IOWA C/O CARISSA HARVEY SNYDER & ASSOCIATES, INC SW SNYDER BLVD ANKENY, IOWA DATE: JANUARY 16, 2017 SCOPE OF SERVICES: I. GENERAL This scope of services is for the development of a city/county-wide Bicycle, Pedestrian and Trail Master Plan to support mobility improvements through identification of opportunities for complete streets, trails, and prioritization of walkable and bikeable resources. This Plan will strive to build useful and necessary connections to the existing city/county-wide trail and sidewalk system and will provide opportunities to connect to regional trails outside of Fort Dodge s corporate limits. Engineering design and construction phase services for a trailhead along the Des Moines River near Hawkeye Avenue in Fort Dodge will also be completed as part of this project. II. TASK 1 PROJECT ADMINISTRATION AND DISCOVERY A. Project Administration The PROFESSIONAL will provide monthly progress reports and ongoing communication and coordination to ensure that the project remains on schedule. B. Existing Planning Documents The PROFESSIONAL will thoroughly review all relevant existing planning documents as they relate to this project. These documents shall be provided by the CLIENT. 1. Fort Dodge Comprehensive and Riverfront Master Plans (currently in progress) 2. Webster County Comprehensive Plan (2008) 3. Webster County Trail Plan (2009) 4. OHV Park Character & Identity Study 5. Webster County and City of Fort Dodge Wayfinding Design Guidelines (2012) 6. Parks to People - Three County Plan (currently in progress) 7. Region V Long Range Transportation Plan,
9 C. Project Management Team (PMT) This scope allows for four (4) meetings of the PMT. This committee is comprised of City and County staff and other technical experts as necessary. This may include, but not be limited to, representatives from public works, planning, county engineer, police, fire, parks, school district, the Growth Alliance, the Community Foundation, and Healthy Webster County Coalition. It may also include state and regional representatives, such as the Iowa Department of Transportation, the MIDAS Council of Governments. This committee ensures that all public services will continue to be fulfilled and that state and regional plans and regulations are adhered to during the development of new trails and bikeways. The PMT will be involved in all key decisions including goals, routes, and facility types. Meeting topics may include, but not be limited to: 1. Review of strengths and weaknesses of trail and on-road bicycling system as previously identified through recent planning efforts. Identify concerns from a technical and public service perspective to help develop plan goals. 2. Proposed routes and facility types 3. Draft goals 4. Policies, practices and regulations that need to be amended or developed 5. Funding constraints and opportunities 6. Ongoing implementation and maintenance, including potential staff and volunteer needs 7. Review Loomis Park trailhead design D. Trail Advisory Board (TAB) This scope allows for two (2) meetings of the TAB in addition to the public workshop described under Item E.2. below. This is an existing committee made up of advocates and representatives from user groups, including people with varying degrees of bicycling and trail experience. The committee advises the City of Fort Dodge and Webster County. Their role in this process will be to ensure that the resulting plan will meet the needs, interests, and concerns of the bicycling and trail community. Meeting topics may include, but not be limited to: 1. Review of strengths and weaknesses of trail and on-road bicycling system as previously identified through recent planning efforts. Identify needs and concerns of user groups to help develop plan goals. 2. Identify most used and most needed routes and facility types 3. Identify most used and most needed educational and encouragement programs and potential sources for implementation 4. Review draft plan goals and network 5. Review Loomis Park trailhead design E. Public Participation 1. Existing Public Input - The current Comprehensive and Riverfront Master planning processes have already assembled substantial public input as it relates to trails and on-street bicycle facilities. Also, MIDAS Council of Governments conducted a public survey related to trails throughout their six-county planning area. The PROFESSIONAL will make use of existing public input received during those processes, including: i. City of Fort Dodge Comprehensive Plan Existing Conditions Report DRAFT April 30, 2015 ii. Visioning Workshop Summary - May 20, 2015 iii. Downtown Workshop Summary August 18, 2015 iv. MIDAS Regional Trails Plan Survey Results
10 2. TAB Public Workshop The PROFESSIONAL will present objectives and purpose of the plan, findings on existing conditions, needs analysis, and deficiencies and opportunities. The public will be requested to make comments on the draft goals, trails and bikeways. 3. Public Hearing and Adoption The PROFESSIONAL will present the final Master Plan at a combined meeting of the TAB, Parks and Recreation Commission, Fort Dodge City Council, and Webster County Board of Supervisors for final acceptance and adoption. 4. Online Survey The PROFESSIONAL will prepare an online survey using Survey Monkey to assess the region s desire for new trails, locations for new routes, and major destinations. The PROFESSIONAL will work with the PMT to determine the question to be asked. The survey will be made available for the City and County to distribute as desired. The PROFESSIONAL will evaluate the responses and use this information to develop recommendations for the bicycle and trail system. III. TASK 2 BICYCLE, PEDESTRIAN AND TRAIL MASTER PLAN The PROFESSIONAL will prepare a summary document of the existing conditions findings in a report and present the findings to the PMT and the TAB. Final Master Plan Document Combines all elements of the final report and includes professional graphic design to create an aesthetically appealing and user-friendly final product. The exact structure and content of the Plan may vary based upon the goals and priorities that result from the planning process. Typical components include: A. Executive Summary Provides a short overview of the findings of the Master Plan. B. Introduction 1. Purpose of the Plan Provides an overview of the purpose of developing a bicycle and trail master plan and its impact on the region. 2. Planning Process Describes the staff and public input process followed to develop the plan. C. Existing Conditions 1. Information/Setting Summarizes the characteristics of the region such as location, demographics, government structure, regional planning efforts and organizations and any other items that may be relevant to the development and implementation of the plan. 2. Existing Trail and Bicycle Infrastructure Maps and describes the existing trail and street network, including strengths and weaknesses, including connections to key destinations, links with transit, signage, facility quality, and level of comfort. 3. Existing Codes, Programs and Policies Describes existing ordinances, studies, programs and policies in place and their impact on the ability to bike and walk in the City and County. D. Bicycle and Trail Goals 1. Goal Statements - Addresses several issues as they relate to trails and on-street biking such as safety, usage, marketing, sustainability, maintenance, etc. The goals will be identified through the various staff and public meetings and input methods included in the process. -3-
11 2. Steps to Achieve Goals Lists the steps necessary to achieve the goals. For example, fulfilling these goals may require changes to policies (e.g. updating complete street policy), development of educational programs (e.g. providing a bike safety course or bike rodeo), or improved maintenance (e.g. plowing trails, sweeping bike lanes, etc.). E. Recommended Programs and Policies 1. Education and Encouragement Programs Lists programs and marketing efforts that can be used to educate the public on bicycling ordinances and etiquette, and encourage new bicyclists. 2. Enforcement Identifies existing trail rules, including hours of operation, and makes recommendations for modifications, if necessary. Provides a summary of enforcementrelated policies and methods for consideration to keep the trail and on-street bike network running smoothly. 3. Evaluation Techniques Provides a summary of programs and techniques that can be used to evaluate the success of the bicycle and trail network. 4. Maintenance Guidelines Describes maintenance needs for trails and on-street bicycle facilities to ensure that they remain in a safe and useable condition. Addresses the options for winter maintenance (e.g. snow and ice removal) for the trail system. 5. Emergency Plan Identifies a system for responding to emergencies and accessing the trail system. F. Recommended Bicycle and Trails Network - PROFESSIONAL will create GIS shapefiles to indicate existing and proposed conditions for trails and on-road bicycle facilities. Using the guidance of the National Association of City Transportation Officials (NACTO) Urban Bikeway Design Guide, PROFESSIONAL will develop: 1. Recommended Facility Types Maps and describes the location and preferred type of facility for future trails and on-street bikeways (e.g. bike lanes, cycle track/protected bike lane, shared lane markings, bike boulevard, side path, etc.). This requires a field investigation. PROFESSIONAL will also tour the road network to evaluate potential bicycle-friendly routes that complete key connections and access to destinations. 2. Intersection Treatments - Describes options for specialized treatments at intersections and crossings, if necessary. 3. Trailhead locations and amenities PROFESSIONAL will evaluate locations for trailheads and recommend amenities to be included. 4. Wayfinding Signage PROFESSIONAL will assess and provide recommendations for enhancing and updating existing wayfinding signage for trails and on-road bikeways. PROFESSIONAL will include recommendations for signage on soft/ mountain biking trails using International Mountain Bicycling Association (IMBA) standards. 5. Soft/Mountain Biking PROFESSIONAL will include mountain bike trails in the network and recommend bicycle routes to these locations. PROFESSIONAL will also recommend locations for additional soft/mountain biking trails. 6. Water Trails PROFESSIONAL will include existing water trails in the mapping efforts and identification of areas for new access points. 7. OHV Park The OHV park will be identified in the mapping efforts. 8. Heuristic Cost Estimates - Provide heuristic construction cost estimates for development of the trail and on-road bicycling network. This may be broken down into phases and jurisdictions for implementation. -4-
12 G. Project Prioritization 1. Top-priority Infrastructure Projects Identifies the most important projects to complete to make major improvements in bikeability and walkability in the region. This is important to help future efforts of targeting funding to make the greatest positive impact. 2. This will be determined through the committee meetings and public input process. H. Six E s of Bicycling All of these elements are necessary for successful implementation of bicycling in a region. They will be addressed throughout the plan. 1. Engineering ensure that trail designs meet local, state, and federal guidelines, as necessary, and ensure safety of users and stay up-to-date as guidelines and recommendations improve over time. 2. Education provide bicycling training and skills programs and resources to give all ages and abilities the confidence to ride. 3. Encouragement provide incentives, programs, amenities and resources to entice new trail users, reward existing users, and celebrate bicycling and trails. 4. Enforcement ensure that trail rules and ordinances are followed and enforced equitably to ensure good public safety. 5. Evaluation evaluate the trail network connectivity and access, trail conditions, usage, and programs. 6. Equity ensure that trails are equally accessible to all residents. I. Funding Opportunities The PROFESSIONAL will develop a schedule for completing grant applications that, if successful, can assist in trail and bikeway funding needs. IV. TASK 3 TRAILS MARKETING AND EDUCATION PLAN The PROFESSIONAL shall draft a marketing plan for regional recreational assets and connectivity from residential and job centers via biking and walking to those assets. The PROFESSIONAL shall also draft an encouragement plan outlining incentive programs to entice new users to the trail and biking and walking networks. The PROFESSIONAL shall finalize marketing materials and support the City s multimedia distribution upon developing the marketing plan with the PMT. The PROFESSIONAL shall draft a plan for educating the region on importance of exercise and recreation using the trails and biking facilities. The education plan will include information supporting the need for additional biking infrastructure. The focus will be to help alleviate the following issues as per the 2012 Webster County Community Health Needs Assessment: Vehicle dependence, which results in a lack of activity, traffic congestion and air quality reduction. Lack of information; our trails are not effectively communicated to residents and visitors. Lack of connectivity to trails and parks system in many parts of the City. The Marketing and Education Plan will: A. Identify Marketing Mediums PROFESSIONAL will identify which type of marketing medium to use depending upon the type of message and the target demographic (e.g. website, social media, text messaging, s, fliers/posters, traditional media, permanent or temporary signage, etc.). -5-
13 B. Identify Key Message Themes - PROFESSIONAL will draft key themes that the City and County wish to communicate to the public in order to both keep them informed and generate and sustain public support. For example: 1. Long-term messages: i. Benefits of biking and walking for individual mental and physical health ii. Economic impacts of trails and on-street biking iii. Environmental benefits of trails, biking and walking iv. Safety tips, trail rules, trail etiquette, on-road biking rules 2. Short-term messages: i. Programs and specials events ii. Trail closures and detours iii. Trail or amenity grand openings/ribbon cuttings C. Develop Implementation Guidance - PROFESSIONAL will include guidance for implementation and ongoing communication with the public. D. Interactive Mapping The PROFESSIONAL will create an editable base map (using Arc GIS) that identifies trail routes, parking, trailheads, restrooms, amenities, destinations, etc. The map could be used to indicate trail closures and detours as necessary. 1. This map will be made available for use as in interactive tool for the public using ArcGIS Online. 2. The PROFESSIONAL will create a map and transfer ownership to the City or County to host on their organization s ArcGIS Online account. V. TASK 4 TRAILHEAD SURVEY, DESIGN AND BIDDING SERVICES A. The PROFESSIONAL shall design a trailhead at the location identified in the Northwest River District Revitalization Plan that was completed in The general location is near the Des Moines River and Hawkeye Ave, also known as the South Loomis Park area. B. The PROFESSIONAL shall prepare the necessary design plans and bidding documents for the CLIENT to secure bids for the improvements. The PROFESSIONAL will review the conceptual design with the CLIENT prior to proceeding with final design of the improvements. C. Upon completion of the project design with any specific modifications described by the CLIENT, the PROFESSIONAL shall assist in the Bidding Phase. VI. TASK 5 TRAILHEAD CONSTRUCTION SERVICES The PROFESSIONAL will perform construction administration and part time construction observation for the improvements associated with the trailhead construction. VII. SCHEDULE After acceptance of the Professional Services Contract by the CLIENT, and with any specific -6-
14 modifications in scope described by the CLIENT, the PROFESSIONAL shall complete the master plan and design the trailhead project and prepare documents as called for in this contract and in accordance with the schedule below. VIII. DELIVERABLES A. PMT and TAB Meeting Information 1. PROFESSIONAL will provide all graphics, slides, posters, handouts, etc. as needed for meetings. 2. PROFESSIONAL will design the public survey and provide an online link for the City to distribute. 3. PROFESSIONAL will help develop a press release for the local paper, flyer or posting in public places (flyers or posters to be distributed locally may be printed by the City) for the TAB Public Workshop. 4. PROFESSIONAL will provide summaries of each meeting. B. Five (5) Bound Hard Copies and Electronic Copy of the Comprehensive Bicycle, Pedestrian, and Trail Master Plan document. The exact structure and content of the Plan may vary based on the goals and priorities that result from the planning process. Typical components are described in the Scope of Services. C. GIS files for existing and proposed facilities - Attribute table data to be consistent with regional planning data structure to allow easy integration of local and regional information. IX. COMPENSATION -7-
15 The CLIENT shall pay the PROFESSIONAL in accordance with the terms and conditions of this Agreement. A. BASIC AND CONSTRUCTION SERVICES The consulting fee shall be on the basis of a maximum fixed fee on hourly rates and fixed expenses as outlined in the PROFESSIONAL S Standard Fee Schedule. The current fee schedule is shown in the attached Exhibit B. Total fees of services shall not exceed the following amounts without approval of the CLIENT. TASK TOTAL Task 1 Project Administration and Discovery $ 18,500 Task 2 Comprehensive Bicycle, Pedestrian and Trail Master Plan $ 49,500 Task 3 Trails Marketing and Education Plan $ 20,000 Task 4 Trailhead Survey, Design and Bidding Services $ 24,000 Task 5 Trailhead Construction Services $ 6,500 TOTAL $118,500 Anytime the PROFESSIONAL anticipates that actual costs will exceed estimated costs, the PROFESSIONAL shall immediately notify the CLIENT, in writing, of such proposed increase and the reasons therefore. The CLIENT shall thereupon review such proposed increase and either accept or reject it. B. ADDITIONAL SERVICES The CLIENT may request Additional Services from the PROFESSIONAL not included in the Scope of Services as outlined. Authorization for extra services shall be evident by the CLIENT in writing in the form of a supplemental agreement. The following items shall be considered additional services as may be requested by the CLIENT. Additional Services may include, but not be limited to: 1. Meetings above listed in scope of services. 2. Additional trips 3. Concept plans 4. Grant writing assistance 5. Walkability study 6. Streetscape visioning 7. Engineering services for pedestrian, bicycle or trail facility design 8. Staking for the trailhead construction 9. Development of various documents not specifically listed herein 10. Any other items which expanding the scope of the project and work to be completed. Upon initiation of Additional Services, the PROFESSIONAL will submit the estimated cost. Such costs will be based on the current hourly rates and fixed expenses as outlined in the PROFESSIONAL's current Standard Fee Schedule. -8-
