Please provide a description of project objectives, setting, and relationship of the proposed project to existing and planned infrastructures in the project area. The Ventura/Kings Canyon corridor has been identified by the PTIS study as a good candidate for a Bus Rapid Transit (BRT) line and for Transit Oriented Development investment. It is a busy mixed use corridor with multifamily residential, retail, and services are in relatively close proximity. The following projects are designed to improve the multimodal connectivity to and from transit so as to better serve the community and promote investment. The projects are all located on or within walking distance from the main corridor. Residents in this area have identified these projects as being important for increasing transportation options in their community. The infrastructure will not only benefit current area residents and businesses, but also current and future residents of Fresno and the surrounding areas. The Ventura/Kings corridor is a popular shopping, services and recreation destination which serves the entire metropolitan area and the communities in south east Fresno County. Significant growth is also planned for the surrounding area. Making concrete public investments now is important to attract the kind of private investment that will be needed to ensure the long term financial viability of BRT and other forms of transit. Projects will support a proposed new affordable senior housing complex (Ventura/8 th ). Elderly and disabled residents will have improved access to transit and vital services. Parents and children will also have a safer and more convenient access to school and health services. There are also significant health benefits from increased active transportation. The increased shade will not only provide comfort, but also lessen potentially fatal heat exposure. These projects will also improve the aesthetics of the corridor and surrounding neighborhoods making it more attractive for potential investors. This BRT line will connect downtown and the northernmost point of the city, making it easier to people to commute without the need for a passenger vehicle. By making it easier and more comfortable to use alternative forms of transportation, parking demand is eased and congestion reduced. 2. Nexus to Transit Oriented Development. Describe the nexus of the proposed project to transit oriented development. Through an existing policy or an adopted plan, explain how the project will boost transit ridership, encourage biking & walking and support a livable and viable transit oriented community. Specific sites (Bike racks): Kings Canyon/Chance (in front of Fresno Fairgrounds), Kings Canyon/Cedar and Kings Canyon/Chestnut. These are areas of high density, close to schools, shopping centers and multiple residential housing complexes. Bike racks are needed to make travelling safer and more convenient for riders using the existing bicycle lanes on this corridor. Lack of bike racks is a deterrent for people wishing to use this form of transportation due to concerns for potential theft. Furthermore, a distinct bike rack design can help create a sense of place and community, thus beautifying the area. Design of bike racks will be conducted in collaboration with Bike Fresno and the Kings Canyon Merchants Association. Specific sites (Bus Canopies): Chestnut/Kings Canyon (Southwest corner on Chestnut), Kings Canyon/ Chestnut (in front of Cambridge High School) and Kings Canyon/Maple (Northwest corner) These are areas of high ridership, close to schools, shopping centers, senior rest homes, churches and apartment complexes. Bus canopies not only make the area more attractive, they provide much needed shelter for passengers during the summer months. We will explore utilizing canopies with solar panels for maximum energy efficiency and lighting at night.
5 Bike Racks, Bus Stop Shelters, Sidewalks in Kings Canyon/Ventura Corridor Page 4 of 10 Sidewalk Construction Site (Infrastructure): Install Sidewalk and Curb in front of South Orange. Addresses are 1003, 1005, 1017, 1027 and 1031 S. Orange Ave. Improving access to schools has been a transportation priority at the national, state and local level. This project connects a school that educates 800 plus students and offers ESL classes for parents and families. It is a direct pathway to access the Kings Canyon/Ventura corridor and in the middle of apartment complexes and the only neighborhood health clinic in the immediate area (4 square miles). Adding a sidewalk will improve pedestrian safety by giving them an appropriate place to walk, whereas they are currently walking on the road or in the dirt. This infrastructure also improves the City s standing per ADA guidelines. The project will include trees to provide shade and a more comfortable travel experience, as well as beautify the neighborhood. Construction of the sidewalk will take place outside of peak air quality hours and days, and will implement measures to mitigate fugitive dust, lessening the health impact to surrounding residents. 4. Affordable Housing. Please identify, if applicable, percentage of affordable housing in the project. Projects will support a proposed new senior housing complex at Ventura/8 th with 100% of the 92 units affordable. Elderly and disabled residents will have improved access to transit and vital services. Parents and children will also have a safer and more convenient access to school and health services. There are also significant health benefits from increased active transportation. The increased shade will not only provide comfort, but also lessen potentially fatal heat exposure. 5. Green Building. Please describe, if applicable, any green building element in the project. The project will include trees to provide shade and a more comfortable travel experience, as well as beautify the neighborhood. If the incentive money is to be expended on capital improvement projects, please outline the scope of work for this project. Please briefly describe deliverables and anticipated completion dates for each deliverables. Please also provide estimates of project expenses funded by the TOD program, and project revenue for the entire project. For clarity the following schedule and scope discussion is divided into three component subprojects. Timeframes provided assume an FCTA Cooperative Agreement approval date of September 25, Bike racks This subproject is to install bicycle racks at three locations: Kings Canyon/Chance (in front of Fresno Fairgrounds), Kings Canyon/Cedar and Kings Canyon/Chestnut. These racks cost approximately $500 plus tax to purchase, and approximately $140 each to install. Not including tax, the average canopy costs $6,000, a bench costs $400, and the installation of both components costs $280 per shelter. Construction of this subproject is expected to be complete by March 31, The budget below is approximate and assumes no challenges for installation at the identified sites.

Right-of-way acquisition phase will take approx 6 months, relocation of PG&E facilities (at PG&E s cost) will take 6-8 months, and construction would follow with duration of 2-3 months.
