This critical information regarding the payment of fees and the due dates for certain fees. Payment Schedule Per-Registration Deposit is due per person to reserve a slot in a program (non-refundable) February 1st- $50.00 per person for Kayaking, IBX Adventure and Coastal Bike, $300 for Sailing Trek and March 1st- $50.00 per person for Kayaking, IBX Adventure and Coastal Bike, $300 for Sailing Trek. Units who are on a waiting list will be notified of their status within 2-3 days. April 1st- $50.00 per person for Kayaking, IBX Adventure and Coastal Bike, $300 for Sailing Trek May 1st All fees are required to be paid in full. Units are required to submit all registration forms, and a complete Unit Roster. This is due to safety precautions and equipment availability.

4 Registration Information, Dates & Fees Refund Policy All refund requests must be on the refund request form: Please understand that these programs require extensive planning. Most of the fees are actually spent before you arrive in camp, Group size plays a crucial role in preparing the transportation, menus, and logistical support for these programs. Refund policy is noted below: Request received prior to June 1, 2019 All fees will be returned expect for the non refundable fee of $50.00 per participant for Kayaking, IBX Adventure and Coastal Bike, $300 per boat for Sailing Trek Request received after June 1, 2019 WILL NOT receive reimbursement NO EXCEPTIONS Request received for no-shows, change of mind, and lack of leadership will not be honored Request for refunds received for Participant departing camp early for any reason will not be honored Refunds are not given at camp but (once verified) are processed from the council service center. A check will be mailed to the unit leader not the Scout. Refunds will not be issued due to inclement weather Group Registration Group Registration is the most common method by which units register for programs. Group sizes can vary but traditional have at least 6-8 youth and 2 adults. Any unit sending more than 3 youth must send an adult as well. Units under 12 people may be combined as well. All units will be notified prior. Provisional Registration Provisional registrations and participation is encouraged and accepted in all Sea Base programs. Scouts and Venturers are welcome to participate in the programs without the rest of their units. In the event that an individual registers for any program he and she will be combined with other participants to create a full size crew. Units who are attending Pamlico Sea Base can also sign their younger youth up for any Camp Boddie Summer Camp. The schedules of both camps are the same; arrival and departure times, so that you may arrive together. Camp Boddie and the Pamlico Sea Base are also located on the same property. Units registering more than two youth must provide at least one adult.

5 Crew Sizes For the sake of registration a Crew is defined as your group. Not to be confused with a Venturing Crew. The maximum crew size varies for each individual program. The maximum number will be strictly enforced. Please do not ask for or expect exceptions. Each crew is required to have a majority of youth participants. Crew Sizes The following maximums per week are not flexible. Please do not ask to bring more than the maximum for each program. Crew sizes are based on equipment available and safety. For example the Sea Base has 12 bikes available for the Biking Trek. Total Crew numbers include youth and adult leaders. Sea Kayaking Trek: Maximum of 40 per week / Minimum of 4. (Recommended individual crew size 12) The Pamlico Sea Base maintains about 50 sea kayaks. Coastal Biking Trek Maximum of 12/Minimum of 6 Inner Banks Adventure: Maximum of 10 per crew (Two crews per week). Sailing Trek: TBA Crew Leader A well qualified Scout or Venturer should be selected as crew leader before arriving at camp. The crew leader responsibilities include: Discussing ideas with the entire crew to arrive at a consensus before taking action Organizing the crew, assigning duties and making decisions Lead the crew in organizing and selecting the route (for kayaking and Coastal Cycling) Oversee the setting up and breaking down camp and meal preparation Communicate between Sea Base staff and the crew. Adult leadership is not required for Sea Base programs. In the event that only one, or no adult leader accompanies your unit to camp we will provide additional Sea Base personnel to meet the requirements set forth in BSA Youth Protection Guidelines. Any unit sending more than 3 scouts must send an adult too. Adult leaders are required to meet the same participant requirements as a youth member. Your Role As An Adult Leader As an adult leader, you will work with the advice of your guide to counsel your crew and crew leader and ensure the safety and well being of the group. Your assigned staff guide will have the final word on all matters while on a trek. If it becomes necessary, you should be prepared to discipline a crew member. Please remember that part of the high adventure experience is utilizing challenging situations to help your crew bond into an efficient team that helps all crew members succeed. All of our programs will involve some degree of physical challenge for participants not accustomed to the type of exercise. Most teenage participants are fully capable of mastering this physical challenge while adults with sedentary lifestyles often have more difficulty. Please consider your ability to maintain a positive attitude in light of physical hardship when making plans to accompany a group. This is also important to keep this in mind when selecting additional adults to participate in a trek who may not normally participate in unit activities. A crew with an enthusiastic spirit can do far more than it ever dreamed possible and you are an instrumental part of keeping your group s morale high.

6 General Information Age All participants must be a registered Scout, 13 years of age by January 31st, There are no exceptions to this. Those wishing to operate jet skis must be age 14 by arrival. Conduct Policy The majority of the property and facilities used by the Pamlico Sea Base are either privately owned or operated by the National Park Service. For this reason we expect every participant who attends the Sea Base to act in accordance with Scouting values and principles. Your help in this will ensure that we maintain good relationships with these individuals and organizations, and continue to promote the reputation of the Boy Scouts of America as a highly regarded youth organization. Those individuals that do not do so will be asked to leave the Base Camp or be removed from the route they are on at the time at their own expense. The Sea Base cannot provide supervision should a participant be removed from the trek for discipline reasons, they must be sent home at their own expense. An adult leader or an additional youth will be required to come off the trail to provide supervision and assist with transportation arrangements in the event a participant is sent home. Restitution for damages caused on or off camp property will be billed to the Scout s parents or the Unit. Directions to Sea Base Sunday Check In The physical address is: 419 Camp Bonner Boy Scout Rd, Blounts Creek, NC Registration will not begin until 2PM on Sunday afternoon. Groups who wish to arrive early must understand that no program will be available until this time. It is strongly recommended that crews for all programs arrive before 4:00 PM Sunday. There will not be a long check in process on Sunday. From your time of arrival to time on the water will be within an hour. Any special considerations must be preapproved by the Sea Base Director. Units travelling more than 6 hours or units having religious exceptions to travelling may arrange for a Saturday arrival with the Council Program Director. Saturday Morning/Friday Night If crews wish they may depart camp on Friday afternoon. They will need to notify the staff on their arrival Sunday so that the logistics of your week can be planned accordingly. For crews who will be staying Friday evening, a continental breakfast will be provided on Saturday morning. Leaving Camp Anyone leaving camp must check out at the Sea Base office. Youth members (under 18) who leave camp property at any time must be released to a parent or legal guardian. A designated individual may remove a youth member from the facility only when a letter of authorization and approval from the parent or legal guardian and proper identification are provided. Please fill out the Scout Early Release Form. Shower Facilities BSA policy prevents youth 6 to 17 years of age and adults 18 years of age and older from sharing shower or sleeping facilities. The Sea Base shower facility provides nine fully enclosed rooms. Each room has a shower stall, toilet, sink and changing bench. These separate accommodations satisfy the existing rule.

7 General Information Patch The Sea Base will include a patch for every participant. Those that complete the sea-kayaking 50-miler will receive our special Paddle or Die Club Patch as well as the BSA NPS Resource Ranger Award for those that qualify. Parking and Vehicles The main parking lot is located by the Sea Base facilities. Once your group has checked in we expect cars to remain parked here. The only vehicles allowed on the service roads are those with special permission from the Sea Base Director. Only adults 21 years of age or older are allowed to drive vehicles in camp. While a unit is off camp property, car keys can be kept in the director s lock box. Any other gear or valuables are expected to be stored in private vehicles. Never leave valuables in tents or unattended. The Sea Base is not responsible for lost or stolen items. Alcohol & Illegal Drugs All drug and alcohol laws of the State of North Carolina are strictly enforced. Alcohol beverages are not permitted on camp property or while participating in a sea kayaking trek. Any persons violating this policy will be asked to leave or evacuated from their trek at their own expense following outlined conduct policy. Fireworks In accordance with BSA policy and Cape Lookout National Seashore, fireworks of any kind are prohibited. Tobacco Use In accordance with BSA recommendations, the use of tobacco products is undesirable. Adults are requested not to use tobacco products in the presence of scouts. The use of tobacco products in any camp facility (including camp tents) is strictly prohibited. Adults are asked to please deposit butts in the trash. Early Departure Transportation Costs Scouts and Adult Leaders who wish to return home before the end of their trek for reasons other than illness or injury are responsible for any transportation costs involved. This includes reimbursement for gas cost, in addition to any applicable ferry charges for individuals and their boats. Most payment is expected to be made directly to the Pamlico Sea Base. Injuries due to negligence do not qualify. On-site Housing The facilities at the Pamlico Sea Base are for those individuals who are participating in one of the programs. The Sea Base does provide overnight facilities for guest and visitors. Pre-Camp Orientation After pre-registering for a program each adult point of contact will receive a Trek Planning packet with detailed information and directions for the specific program that they are signed up for. 8 General Information Medical Services The camp will provide a qualified medical officer who is available at all times. In the event that outside help is needed the appropriate medical facility will be contacted depending on your location. Buddy System The Pamlico Sea Base operates under the guidelines set forth in the Buddy System. Staff Areas All staff areas and buildings are off limits to all non-staff members. Lost and Found The Pamlico Sea Base and East Carolina Council, BSA will not be held responsible for the loss of or damage to personal or troop property and equipment. Any personal equipment left at camp will be mailed to the owner upon their request at their expense. Chapel Service Every Sunday evening there is an interdenominational chapel service held at the Camp Chapel Special Dietary Needs Should any Scout or adult require special dietary needs related to health or allergy concerns should inform us as soon as possible before their arrival at camp. Individuals who do not contact the camp ahead of time will be responsible for their own supplements. Please have parents call the director directly. THIS INCLUDES GLUTEN ALLERGIES. Early Arrivals Units or individuals who need to arrive early should contact the camp either by phone or before their arrival at camp. Units who do arrive early will be responsible for their own meals until Sunday Dinner. All requests must be submitted by May 15th. Degree of Difficulty Sea Base kayaking treks and cycling trek will range greatly in degree of difficulty. How challenging your trek is can be completely up to your crew. Our goal is to provide you with a trek that meets the needs of all your participants. Flexibility: When reviewing the Trek Planners for Biking Trek, OBX Adventure and Sea Kayaking keep in mind that the published routes are not set in stone. The published routes are more like templates that your crew can use to mold your own route. This is your week at camp and we will do everything we can to provide you with the trip you want. More information is available in the individual program guides.

9 Inner Banks Adventure Take full advantage of every aquatic activity the North Carolina Inner Banks has to offer. Your week will be filled with: Small Boat Sailing Ocean and Surf Kayaking Waterskiing Jet Skis Shark Fishing Ocracoke Overnights The best way to describe IBX Adventure is spending a week at camp, making your own schedule, and participating in everything Aquatics related in a week. A perfect program for the older Scout who is looking to spend a summer outside of merit badge sessions or for the group looking for a less strenuous high adventure program. Visit unique locations like Fort Macon in Atlantic Beach, NC and the NC Maritime Museum in historic Beaufort NC. Other optional activities may include: Deep Sea Fishing and Shark Fishing. Your time in IBX Adventure will be split between activities at the base camp on the Pamlico River and facilities near the Atlantic Ocean. The crew size of the program is limited to ensure that each participant receives personal instruction in all the activities. This is a fast paced week full of programs and fun. However, true to Sea Base fashion, we ve left plenty of free time for relaxing and the flexibility to try new things as they come your way. Eye patches and talking parrots are optional.

10 Inner Banks Adventure QUICK FACTS ALL EQUIPMENT IS PROVIDED!!!! Itinerary: Units will be able to choose from different itineraries that reflect their specific goals or activities they may wish to participate in. Days typically have two sessions, a 9-12 and a 2-5. Twilight activities are optional and offered daily. Some activities require two or more sessions. Please see specific guide for more details. Additional Cost: Some of the activities in IBX Adventure will have an additional cost such as Deep Sea Fishing and Shark fishing. Price range for these is $45 - $85 per person. These activities are optional. Overview: The IBX program is a more laid-back program compared to the Sea Kayaking Treks and Cycling. Participants will be living at the base camp and will be participating in a different activity each day. Base Camp living: Groups will be living at the base camp for the duration of the week. Facilities provide include a common room, shower house, primitive cabins, and or two man platform tents with cots. Group Size: The group size of IBX Adventure is limited to 10 participants. The Sea Base will be operating two IBX Adventure Crews each will. These crews will have different schedules. Jet Skis: The Pamlico Sea Base is proud to be one of the few camps in the country to offer Boy Scouts a personal water craft program. Our IBX Adventure program is the Sea Base delivery of the Jet Skis. To operate a Jet Ski, participants are required under NC Law to be 14 years of age, show completion of a Boaters Safety Course and carry a photo id.

11 Sea Kayaking Trek Spend an incredible summer participating in one of the most enjoyable high adventure sports available. Packing a sea kayak with all the food and gear you need for an entire week and traveling up the North Carolina coast line. These treks will be more rewarding than any other program you have ever experienced. Kayaking Routes / Options Sea Kayaking routes take place in the Cape Lookout National Seashore within the protected waters of the Core and Pamlico Sounds. Stoves, meals, cooking equipment, dry bags and all padding equipment are provided. Participants will be required to provide their own tents, utilizing a backpacking style tent. During the course of your week you ll have the opportunity to see the wild horses on Shackleford Island, Cape Lookout and Ocracoke Lighthouse, and abundance of sea life, sound fishing, clamming, surf fishing, Cape Lookout Ranger Program, ocean kayaking, Cedar Island National Wildlife refuge, and much more!!!! Trek Planner: More details including meals, routes, and equipment list are included in the Trek Planner. A copy is posted on the Kayaking page of the website and a copy will be sent to your point of contact for each individual registered. It is important that every crew member read the contents and fully understand all aspects of the trek.

12 Sea Kayaking Trek Planner: Sea Kayaking Trek QUICK FACTS The sea kayaking trek planner is each groups guide to success on their trek. The guide will contain equipment list, routes and general information for each participant to review. This guide has been updated for 2019, so please review it accordingly. Routes: Our main route is designed to accommodate everyone possible, while still earning the 50miler award and the National Park Service and BSA Resource Ranger Award. Variances to the main route are available for shorter or longer options. Equipment: The Sea Base provides all necessary equipment for this program with the exception of personal gear, i.e.: sleeping bag, clothing, mess kit, etc. and a backpacking style tent. Experience: No experience is necessary for the kayaking trip. We will spend Sunday afternoon introducing your group to kayaking skills and safety. When your trip starts on Monday morning our staff will continue with follow-up and continued individual coaching to make your experience more comfortable. Anyone can kayak! Locations: Treks take place along the Cape Lookout National Seashore. Actual paddling is in the protected waters of Back, Core and Pamlico Sounds. Camping is generally on the ocean side of the islands except at the lighthouse. The average water depth of the sounds is only 1-3 feet. Participants are rarely in deep water except when crossing a channel or near an inlet. For the Parents Sea kayaking is a very safe activity to participate in. We take all the required precautions outlined in the Guide to Safe Scouting along with the National Camping Standards for High Adventure Bases. We also add our good judgment and years of experience to keep the participants safe at all times. While we are somewhat isolated during the kayaking trek we do have protocols in place to call on emergency services that can respond in a rapid fashion. The Pamlico Sea Base is the largest BSA operated sea kayaking program with a fleet of 50+ sea kayaks with gear. Weather Weather plays a huge deciding role in the execution of our treks. Sometimes storms will delay a trek s start or completion. Our staff will work hard to make sure your unit receives the most of their experience as safely as possible. However, we cannot control the weather and are not responsible for weather related delays or closings.

13 Coastal Cycling Trek Cycling is what makes the week different from all of the other activities. This route is a good way for crews to break up their week and not just commit to 5 days of kayaking. Crews will also have more options to visit local destinations and a little more creative in trip planning. Crews will receive training in bicycle safety, group travel, and bike maintenance. You will also be able to receive Cycling MB or a partial depending on the route you choose. All equipment including bikes, panniers, stoves, tents and camping equipment is provided by the Sea Base. 14 Coastal Cycling Trek QUICK FACTS Routes You choose your route based on 1. Difficulty 2. Miles biked 3. Activities. The bike routes are on secluded and protected back roads. We take every precaution necessary to protect the safety of all our participants. No unnecessary risk have ever been or never will be taken. A support vehicle will be used to transport participants around major roadways that could potentially be dangerous or provide an unnecessary risk to the crew. The recommended route will follow a gradual build up as recommended in the cycling merit badge requirements. Coastal Cycling Trek planner: The Coastal Cycling Trek planner contains all the information necessary for participants to plan for and participate in the program. It includes equipment list, routes, and trip planning information. Bikes: The sea base provides the bikes for this program. The bikes are Trek models with road tires and a padded seat. Each bike is equipped with a rack over the rear tire and two panniers able to carry over 2000 cubic inches of gear. Additional Cost: There are a few additional costs for this program that are optional. Options include: surf lessons, kayak rental, canoe rental, golf-cart rental (for Adults on Ocracoke). Many units also opt to eat out on Ocracoke island, and enjoy the fresh local seafood. Group size limitations The maximum number of participants who may participate is 12 people. This is based on the number of bikes available and safety concerns for the group. This number is NOT negotiable.

15 Sailing Trek WE ARE CURRENTLY LINING UP A NEW CHARTER AND SHOULD HAVE FULL INFORMATION IN NOVEMBER Set sail on the high seas of North Carolina s legendary coast with our all new Sailing Trek. With no prior sailing experience needed, the Sailing Trek is designed to get you off the couch and behind the helm of a sailboat. Participants will learn the fundamentals of overnight sailing and more. Celestial navigation, sextons, and more await you as you and your crew live aboard and take control from the get-go. The program is designed so that everyone gets to participate in every facet of the Trek. From navigating to creasing the sheet, and everything in between, as a member of the crew you learn the ins-and-outs of overnight sailing. More info Goal It is the goal of the Pamlico Sea Base as well as the Captains and Owners of the vessels, that every participant leave with a complete and thorough knowledge of overnight sailing as well as a passion to continue to sail. Sailing is more than a hobby, it s a lifestyle. Ship TBA. Captains Our captains all come fully recommended and licensed by the USCG. They are all either Scout Alumni or have worked at nationally recognized camps in their sailing program.

There is a maximum number of participants Routes Upon departure from the Pamlico Sea Base, routes are at the discretion of the Captains. Navigation, destination, and all other information pertaining to the trip s itinerary will be discussed and developed upon arrival to Pamlico Sea Base. It is our desire that the participants get a true understanding of the planning of navigation and overnight sailing. In this light, participants are heavily involved from the beginning. Hands On The Sailing Trek is not a day cruise. The Sailing Trek goes beyond teaching the fundamentals of basic sailing. By the end of the Trek, every participant will have done every job aboard the vessel. They will have a thorough understanding of the joys of sailing as well as a complete knowledge of safe practices and planning. It is the goal of the PSB and the ship s Captains that every participant leaves feeling comfortable enough to embark on their own sailing trek and continues to be a part of a thriving sailing lifestyle Experience No prior sailing knowledge is needed. Never been on a boat before? No Problem! Don t know your port from your starboard? Not an issue! The Sailing Trek is designed to make a sailor out of even the hardiest of landlubbers. Equipment: The PSB covers all necessary equipment except for personal gear. Personal gear such as sleeping bags, clothing, mess kits, etc. is not provided Group size limitations The maximum number of participant who may participate in the Sailing Trek varies by vessel. These numbers are not negotiable.

17 Scuba The Pamlico Sea Base, in conjunction with Rum Runner Dive Shop, offers you the safest and highest quality SCUBA training in a top five world diving destination. In their goal to educate competent and comfortable divers, RRDS guides will instruct participants in basic diving skills and equipment safety. Classroom instruction is balanced with daily swimming pool practice sessions. Towards the end of the course, divers have a chance to test their skills at a local rock quarry and a shore-based beach dive. The highlight of the week is an open ocean dive during which participants are evaluated for their NAUI certification. All participants in the program will have the opportunity to earn their NAUI certification. This certification is recognized world-wide and will allow participants to rent gear and continue their underwater exploration in virtually any diving arena. The Pamlico Sea Base will provide logistical support, food and lodging for participants. Program Fee: $TBA Included in cost: Certification cost, equipment rentals, boat charter, rock quarry fee, textbook and materials, food, and lodging Safety Concerns Please understand that SCUBA diving involves a high degree of risk. For this reason participants will be required to perform a swim test in which they are evaluated by a dive instructor and complete a Diving Medical Form along with the BSA Class 3 form. There are several medical conditions, commonly found in Scouting age participants, that can inhibit a person s ability to dive. These conditions include, but are not limited to, the following: Behavioral Health Problems, Claustrophobia, Ear and Hearing Problems, Sinus Trouble, High Blood Pressure, Asthma, Respiratory Problems, Hernia, Recent Surgery, Over 40 years of age or Drug Allergies. If you have questions about whether or not it is medically safe for you to participate in this program you can consult the physicians at the Divers Alert Network by phone (919) during normal business hours. 22 Swim Check Troop # Week# Council: Campsite: Swim Test Qualifications: A Swim Test can be administered by a currently certified BSA Lifeguard, Aquatics Instructor, Red Cross Lifeguard, or an adult trained in BSA Aquatics Supervision: Swimming and Water Rescue. A copy of the administers card must be attached. The Camp Administration reserves the right to retest any individual. Swimmers pass the test: Jump feet first into water over the head in depth. Level off swim 75 yards in a strong manner using one or more of the following strokes: sidestroke, breaststroke, trudge, or crawl; then swim 25 yards using an easy resting backstroke. The 100 yards must be completed in one swim without stops and must include at least on sharp turn. After completing the swim, rest by floating. Beginners pass this test: Jump feet first into water over the head in depth, level off, and swim 25 feet on the surface. Stop, turn sharply, resume swimming and return to starting place. Anyone who has not completed either the beginner or swimmer test is classified as a non-swimmer.
