1 Pasco School District Sportsmanship Program In a unified effort to promote respect for students athletes, coaches and officials in Pasco School District athletics, we ask you to pledge your commitment to our campaign to build positive spirit in the stands throughout Athletics. The more who join, the stronger our impact will be. Our message is simple: Be Loud Be Proud Be Positive What do we mean by fan sportsmanship? Cheer for your team, not against the visitors. Don t get personal in your comments about players, coaches or officials. No profanity, vulgarity, racist, sexist or harassing comments. The program focuses on four key areas: Fan Education; Game Management Policy; Policy Enforcement; Recognition

2 Section 1 Fan Education Educating spectators is a critical first step and foundation for the success of the PSD Sportsmanship Program. Unless we define our expectations and share them with all spectators, our energy will be largely spent on reaction and punishment. Instead, education focuses on getting out a consistent message up front. It allows us to link arms and speak with the same voice in promoting an atmosphere of positive fan behavior. Program Insert Game Announcement Fan code of conduct statement read at each game Letter to parent(s) / guardian (s) of student-athletes Section 2 Game Management Policy In order to have an effective fan sportsmanship program you must have sound policy and a plan to support the success of the program. The following event management policy sets a standard that is concise and provides a solid plan for fostering a positive atmosphere.

3 Game Management Policy Athletic Department Personnel: 1. All athletic events selling tickets, must be staffed by Pasco School District personnel. Their responsibilities are as follows: a. Be available to greet the visiting team and show them to their locker room. b. Introduce themselves to officials and visiting coaches as the on-site administrator. c. Notify officials, visiting coach, security personnel where they can be found during the contest should problems arise. d. Assure safe passage of officials before, during and after the contest. Both team and officials dressing rooms should be private and secure. e. Maintain crowd control before, during and after the contest. f. Enforce all rules of conduct and sportsmanship including enforcing the crowd control statement. g. Report any problems to the building athletic director or on site administrator. h. This individual must know all procedures for contacting emergency personnel or security. i. This person will manage all people working the event on behalf of the school district. j. This person will be responsible to monitor teams, parents and event staff. k. When working an event, will be outfitted in apparel that clearly identifies that individual as a representative of the PSD.

4 School Administrator: 2. The school must have a full-time administrator for the following events: football, volleyball, girls soccer, boys basketball, girls basketball, wrestling and boys soccer. 3. The athletic schedule may require an administrator to cover multiple events at once. When this occurs the administrator must make sure they can be reached when moving from site to site. The administrator will check in with athletic department staff upon arrival and departure. 4. The school will not permit organized groups of students to sit directly behind the visiting team bench to harass, intimidate or otherwise verbally or physically abuse visiting team personnel. 5. When working an event, will be outfitted in apparel that clearly identifies that individual as a representative of the PSD. 6. Administration should be visible and in position to identify any individuals who are behaving in an unacceptable manner. They should position themselves in student areas wherein problems may or often do occur. 7. The school administrator will be responsible for the students that attend the event. Security Staff: 8. Security Staff will be hired to monitor the crowd and facility as needed.

5 Section 3 Policy Enforcement Education and policy are useless without effective and consistent policy enforcement. To maintain a positive atmosphere, individuals who violate the code must be addressed and held accountable immediately and on a consistent basis. PSD Policy Statement on Enforcement Pasco School District views participation in athletics and attendance at PHS / CHS athletic events as privileges that can and will be revoked when such action is deemed appropriate. PHS / CHS Policy / Statutes on Authority to Enforce Appropriate Behavior PHS / CHS has policy regarding student behavior and spectators should be aware of such policy. It will be read prior to each contest. Other Strategies Related to Enforcement Specific expectations related to behavior of fans is posted on site, in game programs and read over the PA during the contest. This will provide the support needed to remove individual in violation. Intercede and follow Event Management Protocol: 1. Warning to Fan 2. Removal of Fan from the Event 3. Suspension from 1-3 future events. 4. Permanent banishment for the season and/or school year. Section 4 Recognition Pasco District Athletics will partner with the Booster Clubs to promote good sportsmanship at High School Events. 1. Banners will be hung at each location. 2. Promotion will be in the program. 3. An announcement will be made at each game. 4. Recognition will be made of those fans showing great sportsmanship.
