2 SIS 10 INTRODUCTION Scouts Australia has a single pathway for Adventurous Activity qualifications. This move has been driven by many external changes including the Federal WHS (Work Health & Safety) legislation, changes to Federal training regulators, and a decision to facilitate a national system of qualifications across all Branches of Scouts Australia. Previously, our internal Scouting qualifications were only recognised within the local Branch of the Scout Association. Now we have adopted industry recognised accredited (VET) training for outdoor recreation allowing members to gain useful qualifications and ensuring that Scouts Australia continues to exceed community expectations in the safety and quality of our adventurous activity training. All training courses will be delivered from the SIS 10 training package. Courses will be run by NSW Branch and will cover all accredited skill sets. Courses will be administered like all other residential training courses by applying on an L1 Form. Workbooks will be issued for completion and full participation will be required. Opportunities for recognition of prior learning (skills recognition) are available to existing members with current Scouting qualifications to transfer to this new system. Leaders who hold existing qualifications external to Scouting will be able to have those qualifications recognised wherever they match the units and modules delivered by Scouts Australia. It is important to recognise that the new qualifications are very different to previous Scouting levels. Levels One These are entry level qualifications. In many cases, these will be sufficient for an adult leader to take their youth members on basic activities (e.g. Level One Bushwalking or Level Two Canoeing). Levels Two, Three These are more advanced or specialised levels that form a progression pathway. level qualifications would normally be held by dedicated Activity Leaders responsible for organising larger events within the Region. (For example, Bushwalking s will normally be used as the Badge Examiner to supervise walks conducted within the Scout and Venturer Scout award schemes.) level qualifications require completion of Common Core A & B1 (certificate III Core Units) and Enterprise Trainer TAESS00007 Old Training of Trainers 1A (TAESS00007 Enterprise Trainer Presenting Skill Set) Residential Courses. level qualifications allow appointed adult members to teach and examine skills required for the activity. level qualifications require completion of the Common Core B2 and Training of Trainer 1B (TAESS00001 Assessor Skill Set) Weekend Residential Courses. Normally s will be part of the NSW training Team. NSW Branch understands that there will be considerable challenges during the implementation of this new training program and we appreciate your patience as the new courses are prepared. The following pages show an outline of the entitlements of each qualification. 3 POLICY Overview for all Activities Overall Aim: The aim of the association is to facilitate members undertaking activities in a safe environment, leaders through a formal (written) risk assessment process, while it is fully understood adventurous activities involves a degree of risk our philosophy should be to ensure suitable controls are in place to minimise risk to a safe level to undertake the activity. Ratios: Leaders must be completely satisfied after a written risk assessment of any adventurous activity they have covered all area of: Two deep leadership, Weather, Difficulty of the activity, fitness of the group, location and communication with your home base or others if required. Equipment: All equipment must to suitable for the conditions, used in accordance with manufacturer s recommendations, and check prior to the activity by leaders for suitability. 11 SIS 10 QUALIFICATIONS OVERVIEW Bushwalking Activities For an adult leader to take youth members on a bushwalking activity (including novices with no prior skills), they must have a Certificate of Adult Leadership, a current first aid qualification and hold the following: For Bushwalking on tracks: Level One For Bushwalking off tracks: Level Two NB. An adult that holds a Bushwalking or qualification may authorise a bushwalk FOR YOUTH MEMBERS to proceed without any qualified member being on the activity provided that appropriate planning and preparation has been completed prior to departure and the Bushwalking or is satisfied that all Activity Notification procedures have been completed correctly. Rock Activities For an adult leader to take youth members on a rock activity (including novices with no prior skills), they must have a Certificate of Adult Leadership, a current first aid qualification and hold the following: For Abseiling, Caving, Canyoning and Rock climbing: Water Activities For an adult leader to take youth members on a boating activity (including novices with no prior skills), they must have a Certificate of Adult Leadership, a current first aid qualification and hold the following: For Flat Water Canoeing or Kayaking: Level Two For Sailing in light controlled environments: Level Two For Sailing in moderate to variable environments: Level Three Scouts Australia NSW Branch Version 8 July,

13 APPENDIX This appendix provides a complete overview of all SIS 10 modules that are required for each qualification. The Common Core A & B1 and Training of Trainers 1A (TAESS00007 Enterprise Trainer Presenting Skill Set) courses are required for all qualifications. The Common Core B2 & Training of Trainers 1B (TEASS00001 Assessor Skill Set) courses are required for all qualifications. In all instances, the modules featured in lower qualifications are pre requisites for the higher qualification. As a Registered Training Organisation (RTO), Scouts Australia will recognise any units listed in the following pages that are completed outside of Scouting whenever a member can supply a Statement of Attainment from another RTO. Scouts Australia is also able to recognise electives completed outside of Scouting and we can organise a credit transfer where necessary. Details of Currency lines and Log Book requirements are featured on the following pages. Log Books Mandatory All members are required to keep a log book that records their involvement in adventurous activities. The log book must record details of date, location, type of activity, number of participants and your role at the activity. The name and contact details of another person at the activity that could verify your involvement should also be recorded for future reference. 14 CURRENCY GUIDELINES To ensure that our activity leaders maintain currency in the skills they are qualified for, Scouts Australia has developed a set of currency guidelines that would be expected for members to follow for continued involvement in their area of skill. These guidelines are listed in the table below with additional detail listed for each activity area. Two half day activities make up one full day activity. An instructional activity day must involve personal participation in the activity. Each of the five aspects of registration must be completed annually (i.e. instructional days, guide activity days, rescue skills days, first aid and/or CPR currency, and instructor development days). No activity day can count more than once in any one activity area (i.e. a rescue skills practice day cannot also be counted as an instructional day or guide activity day in the same activity area). At least two instructional days in every three years must be on level 2 courses in the activity area. development days may include conferences, workshops, training courses relating to instructing skills in activity area, delivery of Adventurous Activities Skills (Common Core) courses. A conference or workshop that relates to more than 1 activity area may be counted for each relevant activity area. Double entries If a person was Canyoning and had a reasonable walk into the canyon and there were a few abseils it would be OK for the member to enter the activity into their Bushwalking log, Canyon log and Abseil log for the 1 activity. Development & Rescue Skills Days Development Days can be training courses, Trade shows, ORIC Conferences, or any type of event where you are developing you knowledge, skills, in the adventurous activity area. Rescue Skills Days would normally be a practical exercise in your given activity field e.g. abseil rescue/recovery/haulage systems/ water z rescues/ training events, industry demonstration in new equipment or techniques SIS10 Information & Policy Handbook Version 8 Revised July,

15 What can I do with my qualification? Level 1 Bushwalking Holding a current COAL (Certificate of adult leadership) and First Aid certificate I can take my Mob, Pack, Troop, Unit or Crew bushwalking on designated tracked walks Level 2 Canoeing/Kayaking Holding a current COAL (Certificate of adult leadership) and First Aid certificate I can take my Pack, Troop, Unit or Crew on canoeing/kayaking on flat water Level 1 Canoeing is considered a safe participant, but cannot run an activity level qualifications can undertake any rock related activity, or run District, Region or State activities, this includes regattas They are responsible for the overall activity and can make decision regarding ratios, and numbers outside the normal policy. They cannot participate within the event if they have put controls in place as it is their responsibility for the general oversight of the activity, and may need to alter controls if there are changes in weather, wind, rain or other factors that will affect the safe running of the activity. Training level qualifications can assist with SIS 10 training; however a training team member (LT or ALT) must be present and be the course leader. SIS 10 training is no different from any other accredited training that we deliver e.g. Cub Scouts, Venturers etc. All SIS 10 training must be run in accordance with normal training team guidelines An L3 Adult Training Course Cancellation/Proposal form must be used 6 weeks prior to the course, only training team members (LT or ALT) can be course leaders. All applications and fees are to be sent to State HQ for processing A nominal roll will be generated from the applications and sent to the course leader 2 weeks prior to the course. Acceptance letters, course information, any pre course will be sent to participants Only the National Workbooks are to be used for courses, certainly training team members can use other supporting information, handouts, etc however we have agreed to a National seamless boarder policy and the workbooks can t be changed. A training team member (LT or ALT) can use a subject matter expert to assist on courses, any person assisting on courses must hold the relevant units of competency After completion of the course: (1) Workbooks (2) Evaluations (3) Program (4) Nominal rolls are to be returned to the State office for processing, course leaders will sign off on the rolls as normal and indicate any participant who has either missed session or marked not yet competent. This needs to be returned to State Office 7 days after the course runs. This is to meet RTO requirements. State Office will generate National issuing form for signing by the relevant people State Office will send completed documentation to National SAIT for processing and issuing statement of attainment State Office will receive statement of attainment from National and update MIS (Member information system) and post statement with workbook directly to the participant. A Certificate III in outdoor recreation is not mandatory for an Activity Leader, although they would complete the majority of this certificate in their training process. 35 Descriptor This qualification provides the skills and knowledge for an individual to be competent in guiding outdoor recreation activities in a controlled environment. It requires technical knowledge of the outdoor recreation activity to be transferred to allow individuals to safely participate in the outdoor activity. It does not provide the skills and knowledge to impart the required level of technical knowledge and expertise to allow participants to independently undertake outdoor recreation activities. A guide operating in a controlled environment has the skills, knowledge and experience to work autonomously within a closely defined range of skilled operations involving known routines, methods and procedures, where a small amount of discretion and judgement is required in the selection of equipment, services or contingency measures. This person may work independently only within clearly defined contexts where there are clearly defined Standard Operating Procedures (SOPs) and relevant documented guidelines, key safety features and risk management procedures for the specific activity location, they are familiar with those SOPs, and where assistance is available should a non routine situation arise. Work can be undertaken either autonomously or as part of a team under supervision. This supervision can be on or off site and would provide support to deal appropriately with unplanned or unexpected events. Work would be undertaken in field locations with clearly defined site specific situations such as camps, recreation centres or facilities or fields on various public lands. Work may be undertaken in differing environments such as water based, dry land and mountainous terrains, using a diverse range of equipment. Job roles The following is indicative job role for this qualification: outdoor guide (controlled environment) Pathway advice This qualification is suitable for an Australian Apprenticeship pathway. Entry to this qualification by persons without prior outdoor recreation industry experience or formal qualifications is not recommended. Examples of sufficient relevant skills and knowledge for entry into the qualification may include: Previous qualification at the AQF level below Previous experience in the outdoor recreation industry and interest in outdoor pursuits Entry into this qualification and progression between qualification levels will be based on the professional judgement of the RTO, in consultation with the individual. Packaging rules for Certificate III 24 units must be completed: 12 core units 12 elective units, consisting of: all the units in any two of Groups A to AJ, or all the units in any one of Groups A to AJ, and all the units in any one of Groups AK to AT the remaining to make up the required 12 elective units from General electives, or any of the above groups; up to 4 of these remaining units may be selected elsewhere in SIS10, or any current accredited course or other Training Package, and must be first packaged at AQF level 2, 3 or 4. In all cases, selection of electives must be guided by the job outcome sought, local industry requirements and the characteristics of this qualification (as per the AQF descriptors).
