Assessment plan: Informational: Assessment takes place on the last day of the program after the training phase has been completed. Trainees are expected arrive fully prepared to undertake their assessment. If there is a group of trainee guides, each trainee will take his/her turn at being assessed (1 at a time). The other trainees in the group will role-play as clients / participants for the assessment activity. The assessment activity will be conducted within a particular context such as: [ ] abseiling [ ] canyoning [ ] caving [ ] top rope climbing [ ] lead climbing [ ] challenge rope course (low and/or high elements) Abseiling and climbing activities can be conducted on artificial or natural surfaces (or both). In all cases, assessment will include the following elements: 1. Welcome and intro to clients 2. Pre-activity briefing 3. Distribute, fit and adjust PPE for activity (includes visual checks to ensure fitness for use) 4. Pre-Activity setup 5. Demonstration 6. Control and Conduct of activity 7. Emergency response (response to simulated emergency) 8. Post activity debrief return of equipment and thanks given to clients. Assessment results: The assessor will make a judgement about the competence of each trainee. The assessors decision is final however there is a grievance procedure for cases where the trainee believes s/he was unfairly assessed. The trainee will be informed that s/he is either: 1. Competent at time of assessment (C); or 2. Not yet competent (NYC). There are no refunds given for NYC results. Currency: It is important to note that assessment results are frozen in time; that is, knowledge and skills will deteriorate over a given time frame and it is the responsibility and duty of newly trained guides that they maintain their skills through an ongoing program of personal development. Within the PACI system, all guides and instructors memberships expire on 31 March each calendar year. Leadership assessment tool VER /May/2012 Copyright PACI Page 3 of 14

Assessment Checklist: Trainee: Method of assessment: 1. Summative: Assessment takes place on the last day of the program. 2. Assessments are always based on an individual not a group. 3. By direct observation of trainee performance under real or simulated conditions. [ ] Real: Means actual paying clients were used [ ] Simulated: Means individuals were role-playing as clients 4. Oral questioning may be used to confirm the trainees knowledge. 5. Trainees (ie assessees ) are to clarify their understanding of the assessment process before the assessment process commences. Once the assessment has commenced, no advice or guidance will be given. 6. The assessors decision is final. 7. Grievance procedures are available for individuals who believe they were unfairly assessed. Grievances must be brought to the attention of the assessor who will then contact the RTO responsible for issuing the qualifications. The RTO will investigate the matter. Element Key performance indicators (KPIs) NYC C 1. [ ] PPE is fitted according to manufacturers instructions or recommendations 4. Pre-activity setup [ ] time taken to setup activity: mins [ ] selected site is suited to client abilities? [ ] objective dangers such as loose rock are avoided [ ] housekeeping is maintained? [ ] trip / snag / entanglement / hazards are avoided or minimised [ ] the setup is appropriate and effective for the particular type of activity [ ] appropriate use of limited resources? Climbing on artificial surfaces (eg indoors): [ ] installed belay systems are checked and confirmed to be operational [ ] installed ropes are checked and confirmed to be serviceable (check wear levels) [ ] pre-existing knots are checked and confirmed to be secure and stable [ ] connectors are checked and confirmed to be serviceable 5. Demonstration* * refer to score chart below Demonstration of key skills and techniques: [ ] guide demonstrates skills that are crucial to safe (ie acceptable risk) participation in the activity. Skills could include: -how to fit and adjust a harness -how to fit and adjust a helmet -how to disconnect rope from abseil device -abseiling technique (balance, brake hand control, how to negotiate an edge) -belay technique (suited to belay devices used) -basic climbing moves [ ] demonstration clearly shows important motor skills for performance of the skill [ ] demonstration breaks performance of skill into logical steps that can be easily understood and applied [ ] verbal commentary is given to reinforce important aspects of the skill [ ] confirmation is solicited to ensure participant understanding and learning (eg by asking questions) Leadership assessment tool VER /May/2012 Copyright PACI Page 5 of 14

6. Control & Conduct General: [ ] client safety maintained at all times? [ ] ABCDE safety checks are consistently and accurately applied? [ ] PACI protocols followed? [ ] social atmosphere maintained? [ ] trainee uses PAL to prevent falls over exposed edge? [ ] housekeeping maintained (eg trips/snags/entanglements)? [ ] encouraging toward participants? (not negative or destructive behaviour/comments conveyed) Abseiling activities: [ ] entry point to abseil activity is controlled? (ie participant safety while accessing and then attaching to the abseil rope is fully supervised and at no time is a participant exposed to risk of free-fall) [ ] top-managed belay system effective? [ ] visual contact is maintained throughout abseil descent? [ ] observation of client maintained during descent? [ ] sufficient number of abseil ropes deployed according to group size? (1 guide can have up to a maximum of 2 active ropes) [ ] left handers Vs right handers determined? (must not force left handers to descend right-handed against their will) [ ] excessive descent speed is avoided or controlled by guide Top rope climbing activities (bottom-managed belay) [ ] correct belay technique used for device? [ ] backup belay persons effectively utilised? (if groups) [ ] communication safety calls clear and easy to understand? [ ] sufficient number of climbing ropes setup according to group size? (1 guide can have up to a maximum of 4 active ropes) [ ] rope attachment to participants harness is secure and stable? Top rope climbing activities (top-managed belay) [ ] as above [ ] maximum of 1 active rope is allowed when a topmanaged belay is used [ ] visual contact with climber is maintained [ ] guide has capability to hoist climber back to top of cliff (equipment and edge protection/padding is on hand)? Page 6 of 14 Leadership assessment tool VER /May/2012 Copyright PACI

6. Control & Conduct (continued ) Climbing on artificial surfaces (eg indoors): [ ] guide has emergency response capability ready (eg spare belay device, prusik cord, mechanical jumar, etc) [ ] ensure rope is attached to participants harness using a secure and stable method (refer to PACI protocols) [ ] participants are paired off (climber+belayer) [ ] appropriate footwear covers feet (no bare feet allowed) [ ] unroped climbing above designated no go line is prohibited (most artificial walls will have a clearly marked line) [ ] safety communication calls are applied [ ] belay technique is in accordance with facility protocols [ ] slack rope is minimised through effective belay technique in response to climber movements [ ] climber is lowered slowly and under control [ ] risk of collisions with other climbers is predicted and control measures taken to avoid collision [ ] spinner holds are reported [ ] defective or damaged equipment is reported Note: Maximum active ropes is primarily determined by facility rules and protocols. PACI protocols allow up to a maximum of 6 active ropes provided the guide can adequately observe and intervene in the event of a serious belay error or emergency (ie 6 active ropes per guide). For example: if the facility rules prohibit more than 4 active ropes, the guide must follow the facilities rules, not PACI rules. Note that the PACI limit of 6 active ropes applies only to novice belayers who have not been certified as competent (eg possessing a facility belay licence). 7. Emergency response [ ] response to the simulated emergency was effective? [ ] trainee was able to perform the rescue without the advice or guidance of others [ ] overall time-frame for emergency response was reasonable (assessor to define reasonable) [ ] equipment use does not exceed its rated design limits [ ] sharp edges padded / insulated? Post activity debrief [ ] clients thanked for their participation in the activity [ ] clients reminded that instructional courses are available for those individuals who would like to learn the correct techniques so they can apply skills unsupervised [ ] gather all equipment and check for missing and/or damaged items [ ] damaged equipment is isolated from use and report filed? [ ] head count all present and accounted for? Leadership assessment tool VER /May/2012 Copyright PACI Page 7 of 14

Demonstrations score chart: Each trainee is required to demonstrate skills. Examples of skills include: [ ] how to fit and adjust a harness [ ] how to belay a climber (bottom-managed belay) [ ] how to negotiate an edge while abseiling (eg feet apart, balanced, legs straight, brake hand on rope) [ ] how to disconnect rope from an abseil descent device once on the ground [ ] how to execute basic climbing moves Demonstrations are scored by the assessor. A minimum score of 3 is required which equates to a result of competent. SCORE DESCRIPTION INTERPRETATION 5 Demonstration quality 4 Exceeded assessment criteria Competent at time of 3 assessment The skill must be performed so well that it could have been recorded on video for general distribution as learning materials. It must be done in a very calm, controlled and fluid manner without any problems or difficulties. Anxiety level is low The skill was performed with a high degree of control and competence but lacked the fluidity and demonstration quality of a 5 This denotes a performance that would be expected of an average guide/leader. There should be no significant problems observed. 2 Not yet competent 1 Re-training required Note: The test of what is an average guide is based on the common law notion of the reasonable person. That is, the guide would possess knowledge and skills considered to be consistent with and representative of the outdoor recreation industry in the present day/era. Although the skill was successfully completed, significant errors and/or problems occurred. Repeated attempts may have been required and the anxiety level is usually, though not necessarily, high Competence could not be inferred because the student was unable to complete the skill and/or the performance was poor. Students who receive this score should be required to practice and repeat the skill(s) at a later time or undergo remedial training. [ ] determination of level of seriousness and whether the incident can be managed internally or whether an outside agency (eg fire rescue service) needs to be alerted? [ ] formulate a plan of action (is there a plan / or a considered approach as to how to perform the rescue?) 2. Gather resources [ ] is the equipment and PPE on site sufficient? 3. Setup the rescue system 4. Implement the rescue plan [ ] equipment is suitable for the task? [ ] time taken to setup the rescue system is reasonable? (assessor will define this term) [ ] personal safety is maintained? (eg use of PAL when working near exposed edges) [ ] anchor systems are solid and reliable? Mechanical advantage systems: [ ] M.A. systems are appropriate and effective [ ] sharp edges padded [ ] PCD is installed [ ] measures are taken to avoid having patient flipping backwards/inverting during hoisting [ ] house-keeping maintained [ ] chosen M.A. system is most effective to take advantage of gravity gradient or local topography? (eg reciprocating system or compound system) Lowering systems: [ ] sharp edges padded [ ] visual contact with patient is maintained [ ] measures are taken to avoid having patient flipping backwards/inverting during lowering [ ] house-keeping maintained [ ] ABCDE safety checks carried out before committing to rescue [ ] continue to communicate intentions to patient [ ] efforts are methodical and always in best interests of the patient [ ] the rescue procedure is implemented / carried out within a reasonable time frame (Note: Reasonable time frame is discussed and agreed by assessor before assessment commences). 5. Evacuate the patient [ ] patient is moved away from danger (eg exposed edge) [ ] steps are taken to transport patient away from site Page 10 of 14 Leadership assessment tool VER /May/2012 Copyright PACI
