2 Inspection of Personal Protective Equipment for Work at Height - Competent Person Learn to competently examine work-at-height PPE using the Petzl protocol and to create an effective PPE-management system. Information on the legal and regulatory aspects of periodic inspection of personal protective equipment (PPE) for protection against falls from height. Gain knowledge of the responsibilities of directors, health & safety managers, persons responsible for management, inspection or training in the use of PPE for protection against falls from height. OSHA 29 CFR 1910 and 1926 ANSI Z Inspection of PPE - Authorized Person Risk assessment and associated decision making. Potential hazards associated with the use of PPE for protection against falls from height. Legislation and current requirements regarding the management of PPE. General principles and uses of PPE. Employer and PPE inspector responsibilities. Understanding a technical notice. Principal actions of the examiner: maintenance, returns under warranty, removal of products from service, etc. Principal corrective actions: information to provide for the users and/or their management system. Necessary tools and work environment to efficiently perform PPE examination. Pre-use checks, special inspections, thorough examinations, signs and symptoms, significance of any defects, criteria for removal from service. Identify defects and damage which would result in the item being removed from service. Inspection reporting. Learn to competently examine work-at-height PPE using the Petzl protocol and to create an effective PPE-management system. Time Line: 24 hours Evaluation: Written and practical exam required. 5 Mobile Fall Arrester (ASAP and ASAP LOCK) Review the roles and applications of mobile fall arresters. Introduce, demonstrate and experiment with the advantages and limitations of various systems. Discuss myths and realities and answer recurring questions. ANSI Z Safety Requirements for Positioning and Travel Restraint Systems 3. Signed statement of health. Legislation and a comparison with the role of mobile fall arresters. Operating modes of the main products on the market. Risk analysis and practical experimentation. Clearance distance. Speed and efficiency of locking in various situations. Specific environments: extremes of temperatures, marine and chemical, dust and paint. Use with loads over 220 lbs., including accompanied rescue. Unlocking a loaded mobile fall arrester connected to the sternal or dorsal point. Using a lanyard with a mobile fall arrester. How, when and why is it necessary to use an energy absorber? Durability, inspection and maintenance. History and objectives of Petzl and IRATA publications related to the Petzl SHUNT. Understand the benefits and operation of the Mobile Fall Arrester. Time Line: 8 hours Evaluation: Practical examination. Certification: Petzl Technical Institute Re-certification Certification valid for 3 years

6 Petzl JAG SYSTEM An Emergency Action Plan (EAP) is designed to guide workers in emergency rescue situations. The best way to effectively respond to rescue emergencies is by first identifying its possibility and then rehearsing your reactions. By doing this, you can identify any potential hazardous situations which might prevent you from effecting a quick and safe rescue of a worker who has fallen at height or other incident. The participants in this course shall have already successfully completed Authorized Person or Competent Person Fall Protection training. The main objective of rescue training is to develop an awareness level course designed to enable an Authorized or Competent Person to understand the Rescue or Emergency Action Plan. The scope of the JAG SYSTEM training is limited to the use of a pre-established rescue systems and plan. This outline does not apply to professional rescuers or situations where the rescuer must respond to an incident without the benefit of pre-planning. Employees are encouraged to assess their rescue needs to determine what level of rescue will be required. OSHA CFR (d)(20) AND CFR , Subpart E (Training Requirements): OSHA requires that employers provide for "prompt rescue of employees in the event of a fall or shall assure that employees are able to rescue themselves." This should include identifying rescue procedures that address the potential for orthostatic intolerance and suspension trauma. Rescue procedures also should address how the rescued worker will be handled to avoid any post-rescue injuries. It is each employee s responsibility to read and follow their company s emergency action plans. OSHA 29 CFR Training Requirements for Fall Protection All employees exposed to fall hazards in construction work need training in the recognition and avoidance of fall hazards and in the use of any fall protection systems to be used, pursuant to, as applicable, 29 CFR (b)(2), 29 CFR , or 29 CFR ] ANSI/ASSE Z Safety Requirements for Assisted-Rescue and Self-Rescue Systems, Subsystems and Components emergency rescue planning and execution to include: preplanning of rescue; methods of rescue; rescue personnel availability; type of equipment for rescue and effective means to summon rescue personnel; drilling of rescue personnel in rescue and evacuation procedures. ANSI Z (3.2.7), Authorized Rescuer ( ) It is the responsibility of the authorized rescuers to perform or assist in workplace rescues. ANSI/ASSE Z Minimum Requirements for a Comprehensive Managed Fall Protection Program.

Inspection, Care and Maintenance Introduction of Rescue Techniques Non-entry rescue Pick-Off Time Line: 16 hours Evaluation: 1. Practical evaluation 2. Oral evaluation 3. Written exam 4. Review of testing after completion of course. Certification: In accordance with ANSI Z , the documentation for training and evaluation shall include the following: 1. Trainer or evaluator s name; 2. Students name; 3. Third party organization s name; 4. Dates and times of training or evaluation; 5. Course objective and content 6. Performance of candidates based upon observation of physical demonstration of skill and on theoretical exercises. Training Re-Certification Requirements: ANSI Z ( ), Competent rescuer training shall be conducted at least every year. ANSI Z ( ), Authorized Rescuer update training shall be conducted every two years. Notice: Employers responsibility to evaluate: It is the responsibility of the employer, not the training provider to determine if an employee is fit for employment. Having a certificate of completion does not guarantee the candidate s performance at a later date, or how much information and skill a candidate retains over a period of time. The certificates acquired by candidates only demonstrate that they have completed the program.

8 Petzl EXO Personal Escape System for Firefighters - User Applications, demonstration and practical training in the use of the EXO evacuation system. DNA 3. Signed statement of health. The EXO system and its applications. Packing, and mounting the system on a harness. Deployment. Maintenance and inspection. Anchor solutions. Horizontal movement. Passing an edge, exiting a window. Releasing a trapped system (e.g. stuck on a window ledge). Descent. Descent to a ladder. Achieve a level of competency in the deployment of the EXO evacuation system. Presentation and demonstration of the EXO firefighter evacuation system. Training in the use of the system. Time Line: 16 hours Evaluation: Practical examination. Certification: Petzl Technical Institute Re-certification Certification valid for 2 years

9 Petzl EXO Personal Escape System for Firefighters - Trainer Learn to demonstrate and teach the use of the EXO personal escape system for firefighters. DNA 3. Signed statement of health. The EXO system and its applications. Packing, and mounting the system on a harness. Deployment. Maintenance and inspection. Anchor solutions. Horizontal movement. Passing an edge, exiting a window. Releasing a trapped system (e.g. stuck on a window ledge). Descent. Descent to a ladder. Additional Trainer skills: Safety systems. Belaying for EXO training. Roll out technique (including anchoring at the window sill). Practical scenarios to develop candidate s skill levels. To acquire the knowledge and skills to train users of the EXO evacuation system. Achieve a level of competency in the deployment of the EXO evacuation system. Presentation and demonstration of the EXO firefighter evacuation system. Training in the use of the system. Time Line: 24 hours Evaluation: Practical examination. Certification: Petzl Technical Institute Re-certification Certification valid for 2 years

10 Belaying a Climber Remind the user of the responsibilities when belaying. Provide the skills, experiment and transmit appropriate belaying techniques. Propose a structured and modular session, dedicated to belaying. DNA 1. Minimum of 16 years of age. 3. Signed statement of health. 3 workshops, with video support: Petzl GRIGRI. Belaying a lead climber. Belaying a climber on top rope. Detailed lesson plans with examples of practical workshops. Presentation of a short film outlining the risks associated with poor belaying. Explanation of how to reorganize the videos and workshops for specific user groups (e.g. 40 minutes for the Petzl GRIGRI version only or 1.5 hours for the full version). Understand safe belay techniques Course Delivery: Classroom presentation and practical training Time Line: 4 hours Evaluation: Practical examination.
