3 1 Executive Summary The purpose of this report is to detail the accreditation levels of Club, State and National Race Officer, such that it can be administered across the country consistently. The basis of this report is the National Officiating Program Review 2006, which was compiled with considerable input from current officials. 1.1 Accreditation levels The accreditation levels of Club, State and National have been chosen to reflect the level of volunteer officiating in the sport of sailing: a) Club qualification is used to recognise somebody that has attended an Australian Sailing sanctioned seminar or has been nominated by their affiliated club. Their continued participation in the sport is very important. They should be encouraged to continue their involvement with the sport and be shown how they can progress b) State qualification is used to recognise somebody that has achieved more than just attendance to a seminar or nomination from their club. A State qualified official may have considerable sailing or officiating experience not just at their own club. This is recognised with this formal qualification. Competitors accept that these people are skilled amateur volunteers c) National qualification is used to recognise somebody that has chosen the route of officiating as their way of progressing through the sport. A National official will have met the stringent criteria for officiating in their stream. Competitors will expect a high level of expertise from these officials 1.2 Accreditation fundamentals The fundamentals of becoming an accredited official are as follows: a) The process is administered by Australian Sailing b) Applications for Recognition of Prior Learning (RPL) must be approved by Australian Sailing in consultation with the NRROC Chair c) It is clearly documented what a candidate needs to achieve to become an accredited official d) Candidates are kept informed as to what to do next, or areas that require development to progress e) Candidates should understand the requirement for following World Sailing procedures when involved as a race officer 1.3 Recognition of Prior Learning There are many ways a Race Officer can show evidence of the competencies held. Some examples of evidence that can be provided to demonstrate competencies include: a) Resume of your experience b) Reports from other Australian Sailing recognised officials c) Evidence of home/self directed study that may include a list of recent readings, synopsis of seminars attended, reports of own research/analysis undertaken d) Relevant work examples e.g. training programs, videos of your officiating POLICY NO. SPO Page 3 of 17
4 e) Copies of Certificates, qualifications achieved from other courses, school or tertiary results f) Statements outlining courses and/or study that you have undertaken and the learning outcomes/competencies achieved from these 1.4 Race Officer Roles There are several ways a candidate for accreditation as a Race Officer can demonstrate their role at events that form part of their application. The Race Officer may be the person who is on water, in charge of the course, its racing, and the race management team. This may include the Principle Race Officer, who may be on water in charge of multiple course areas, or the Deputy Race Officer, who supports the Race Officer on water and is capable of taking over at any time. With regard to State and National Race Officers seeking re-appointment, a role other than overall PRO or RO responsible for the management of the races on the water may be considered to be a qualifying event. No matter how hard we try to describe a Race Officer or National event, there will always be exceptions and we should not have our hands tied too hard. When there is doubt about the meaning of this policy, the application shall be referred to an appropriately qualified panel of experts for interpretation. In making its decision, Australian Sailing shall be bound by the reply of the panel. POLICY NO. SPO Page 4 of 17
