We have just purchased and are renovating a property in Patrick Brampton. We chose the house because of its rural setting. We are familiar with the area have lived and worked nearby forma number of years. We are concerned about the proposal to remove Patrick Brompton from the Lower Wensleydale Ward. We have already become part of the local church and through this realise how many links Patrick Brampton has with other nearby villages. These communities have so much in common that they seem to go naturally together because of their outlooks and concerns. The proposal to link it into a new ward of Scotton would seem to be a backward step in that it has nothing in common with this urban area and would mean that its interests, concerns and voice would be overwhelmed by a majority that does not align itself with rural interests. Local democracy would be better served by leaving things as they are. We would hope that this proposal is rejected and that Patrick Brampton remains within the Lower Wensleydale group where it shares common interests and within which it already has effective cooperation. I am referring to the proposal to remove Patrick Brampton Parish from the Lower Wensleydale Ward and place it in a new Ward of Scotton. I have lived in Patrick Brampton since I was a young child and am more than aware of the close ties Patrick Brampton has with the surrounding villages in Lower Wensleydale and in particular Newton Le Willows with whom we share our Church, Pub and Village Halls. We rely upon the spirit of co-operation that exists between our fellow Lower Wensleydale villages to keep such dwindling local establishments as our local Pub open in these times of universal austerity. Why are you seeking to undermine this existing successful relationship that serves to keep our local communities united by wrenching them asunder?

Patrick Brampton currently continues to enjoy a historic association with the nearby village of Newton Le Willows. We share common facilities such as the Church, the Green Tree Pub and the two village Halls. We also go to Newton Le Willows to our polling Station during elections. Our village has absolutely no relationship with Scotton or Catterick for that matter, and local people in Patrick Brampton mainly go in the direction of Bedale and possibly on to Northallerton to do their shopping. The Review Officer (Richmondshire) Local Government Boundary Commission for England 14 th Floor Millbank Tower London SWlP 4QP Dear Sir, I have been a resident of Patrick Brampton for over 20 years and was somewhat shocked and dismayed to hear about the proposed Boundary Commission changes to remove Patrick Brampton Village from the Lower Wensleydale Ward and place this Parish in a new Ward of Scotton. Patrick Brampton Village is very much part of the "Gateway to the Dales" and has no affiliation whatsoever with the Scotton area which naturally looks towards the Garrison Community in Catterick. This village is closely associated with the neighbouring village of Newton Le Willows and we currently share many common facilities such as the Church and the Pub and have a joint Village Hall Committee organising many local events over the year. I would urge some common sense to prevail in this matter and leave Patrick Brampton within the Community to which it belongs, sharing common interests with the nearby Parishes, Yours sincerely, Lewis G. 6 fr!etc. :, JAN The Review Officer (Richmondshire) Local Government Boundary Commission for England 14 th Floor Millbank Tower London SWlP 4QP Dear Sir, I am writing to voice my objections to the Boundary Commission proposal to remove Patrick Brampton where I live, from the Lower Wensleydale Ward and place it in the Scotton Ward. It seems to me that the people responsible for this decision, having ignored the eminently sensible proposals of our Parish Council are guilty of two things: 1. Looking only at a map not having set foot in the area and then deciding what is best for the local residents whilst rejecting their views. 2. Blatant Gerrymandering, which I thought was something buried in the past, but now I am not so sure. At the very least, they are ignoring their own statutory criteria involving communities that share a common interest. Patrick Brampton is a rural area which has close links with the neighbouring village of Newton Le Willows. We share a Church, a joint Village Hall Committee, a village Pub and in addition, both Parish Councils work in harmony for the common good. A similar argument may be made for Spennithorne which the Boundary Commission proposes should be in Lower Wensleydale, splitting it from Harmby with which it has close ties. Why on earth are you proposing this?

7 These areas of North Yorkshire are predominantly rural areas and certainly Patrick Brampton has nothing in common with and will be swamped by Scotton which is a much more urbanised community with a focus on the nearby Garrison. I would make it clear that I am very supportive of our armed forces and indeed my own father had a long career in the army, but in truth, the two communities have little in common. It has also come to my attention that the military base at Catterick is to be greatly enlarged in the near future. Military personnel will inevitably be joined by their families and they will tend to join the Scotton community rather than live on the base, thereby increasing the population of that Parish. Indeed the local primary school in Scotton is already undergoing expansion, even before the new military intake is maximised. It is therefore very clear that Scotton has no need of a community like Patrick Brampton which consists of mainly retired people and families with much older children. Conversely Patrick Brampton would have very little to contribute to a community like Scotton. I do not pretend to know all the facts and figures involved, but it does also seem that putting the parish of Spennithorne in the Leyburn Ward where it wants to be and leaving Patrick Brampton in lower Wensleydale evens up the numbers without distressing the communities involved. Please can you reconsider your current proposals and at the very least consult again with the Parishes concerned and respect their views. Yours sincerely, Maura A. Grant MA

I have lived in Patrick Brampton for many years but would state at the outset that I have no problem with Scotton village or any individual who lives there. However, in all my years in Patrick Brampton I cannot recall knowing anyone from Scotton, far less being aware of their involvement in matters relating to Patrick Brampton, even during our successful campaign to rid the village of another ridiculous proposal involving a massive anaerobic digester. Should that proposal resurrect itself in the future, and we had the misfortune to be in the Scotton Ward, I would doubt very much if the Scotton Ward would care either way, in sharp contrast to the support we received from our surrounding villages of Lower Wensleydale in those dark days of crisis and concern. The interests and identities, as far as I can see, of our community lies in our current relationships with our nearby surrounding villages in Lower Wensleydale such as Newton Le Willows with whom we share local facilities

10 Owen, David From: Dave Hawes Sent: 02 January :57 To: reviews Subject: Boundary changes Dear Review Officer, As a resident of Patrick Brompton, I feel I must object to the proposed boundary changes that would place our village in a ward where we presently and historically have no common interests with our propsed new neighbours. Whilst fully supporting our armed forces, I do not see any association between Catrick Garrison and Patrick Brompton. We do not share any common interests or issues, nor do I feel we have any common identity. Ours is a rural village with a strong relationship with agriculture, unlike the more urban area of Scotton and Catrick Garrison which has the military as it's main focus. The proposed changes would also see Patrick Brompton lose its strong and historic community ties with our nearest neighbours, Newton le Willows. A village with which we share a Village Hall, which is run by a committee composed of people from both villages, a Parish church attended by people from both villages and a Public House which serves as a focal point for both villages. In light of the above, I urge you to reconsider the removal of Patrick Brompton from the Lower Wensleydale ward and its strong association with its close neighbour, Newton le Willows. I object on the basis that such a move fails one of the Boundary Commission's key criteria: 'that the pattern of wards should, as far as possible, reflect the interests and identities of local communities. It fails in two respects: Patrick Brampton has close ties with its neighbouring village, Newton le Willows. The two villages share a Parish Church, a Village Hall and a pub, and the two Parish Councils work closely together. Newton le Willows and Patrick Brampton are within walking distance of each other. and this fosters informal but no less important links between the people of the two communities. No village in the proposed Scotton Ward would fulfil any of those criteria. The physical link between Patrick Brampton and its Lower Wensleydale neighbours is the A647 road. All communities which are joined by the A647 road through Wensleydale share, with us in Patrick Brampton, a common interest in issues of safety, congestion, transit of heavy goods vehicles and seasonality which the road brings with it. A Scotton Ward would have little interest in these issues. The Patrick Brampton Parish Council has proposed an alternative solution to the equalisation of the wards and I would wholly endorse their proposal. They have also pointed out that we, as a community, believe that the assumption that there will be no population growth in the Colburn Moor area between now and 2023 must be erroneous bearing in mind the proposed expansion of housing at Catterick Garrison. I am also concerned that isolating Patrick Brampton, a rural village, from the neighbouring, like minded villages will mean that we will receive very little consideration in decisions which will be made by a much larger, urban area such as Colburn. As residents of Patrick Brompton we would like to raise the following objections: Key Objections As a village our community ties remain with our neighbours, particularly the village of Newton Le Willows with whom the village share a parish church community, a joint village hall committee, and where both parish councils work jointly. The removal of Patrick Brompton from the existing Lower Wensleydale ward and its area of common interest is in contravention to the local governments boundary commissions own terms of statuary criteria and would separate our village from other villages in which we share a common interest. The decision to link the parish of Patrick Brompton in the predominantly urban ward of Scotton where the common interests are focused on the Garrison community and the armed forces. It is in contradiction to the issues which face the villages and communities in the Lower Wensleydale area. I know we are small in numbers of voters - but our parish of Muker and also of Melbecks are a significant land mass of Swaledale. I am happier that we are included with parishes that are also rural and have road connections to us - as many of us shop in Hawes from Upper Swaledale at least once a week. It is also where many of us visit a GP. Admittedly we are historically, socially and culturally more connected to Reeth, Healaugh, Grinton and Arkengarthdale due to churches, combined schools and nursery education, and the road network with jobs and buses etc - especially in winter as the road to Hawes can be tricky without a 4X4 in ice or wintry weather during hours of darkness. I am a former Richmondshire District Councillor ( ) and past Chairman, twice, of the Council. 1) I very strongly support, and approve of, the draft recommendations of the LGBCE review of Richmondshire District Council with regard to the Parish of Askrigg & Low Abbotside, and the proposed new ward of Yoredale which includes this Parish. 2) I work in the Post Office and the Filling Station in Hawes, both now run by my employer, The Upper Dales Community Partnership (UWCP) Ltd, on behalf of the local communities it serves. I note the very considerable number of customers that I serve in these not for profit social enterprises are local residents and businesses from Upper Swaledale, alongside those you would expect from the Parishes of Hawes and High Abbotside. 3) My experience at work places me in a good position to comment on the proposed ward of Hawes, High Abbotside and Upper Swaledale, and I would say there is an abundance of evidence of community identity, interests and links, between these 3 communities. I therefore very strongly support and approve of the draft recommendations of the LGBCE Review in regard to this proposed ward. 4) However I disagree with the proposed choice of name given in the Review for the new ward as Hawes & High Abbotside. This name does not include all the 3 individual communities that form the new ward, and it is hugely important that it should, rather than just 2 of them. I propose that the LGBCE should agree in its final report on the Review that it should be named Hawes, High Abbotside & Upper Swaledale. 5) I am very familiar with the various parishes and communities that make up the Upper Dales County Council division. The Upper Dales is recognised both locally and regionally as a discrete area with its own identity, and it is important that any new electoral arrangements should take this into account. I consider that the proposals in the draft recommendations of the LGBCE fully complement the unique identity of the Upper Dales, and I strongly support them. 22 Richmondshire District Personal Details: Name: Sue Medley Postcode: Organisation Name: Comment text: Two main problems for me - I don't think you can use population sizes as a major way of determining boundaries. The populations in different areas are specifically different because of terrain, transport links and other factors. You can't lump two areas together simply on the basis of trying to get all areas the same approximate population sizes. The proposed Hawes and High Abbotside area is massive, and though it is a rural area, you will still have some large differences between the north and south of the area so I think it should be divided as it is now (Hawes etc / Swaledale) Second WHY has Bellerby been added to Castle Bolton??? It has resulted in a very strange constriction in the map to the NW of Leyburn to cut off Bellerby. It makes no sense socially or geographically.. it can only be down to numbers. 24 Richmondshire District Personal Details: Name: Patricia Middlemiss Postcode: Organisation Name: Richmondshire District Council Comment text: I think that you have Scotton Ward correct for numbers and areas with the exception of Patrick Brompton geographically, the boundary does not fit well with Scotton, Hunton, Appleton East and West,Arrathorne, Hornby and Tunstall, it would have been a better fit and boundaries would have matched better with Hunton instead of Patrick Brompton,also the old Hospital site would have been more appropriate in Scotton which would of created a natural border line on the map, also more importantly the public would have found it easier to understand and work with and also the Parish Councils.
