1 Cornwall Personal Details: Name: Joanna Kenny Postcode: Organisation Name: Representing three Cornwall Councillors Comment text: I am attempting to upload a document supporting an alternate proposals but the gateway systems is failing to load the document so I will submit it by but the notes and table follow. I am making a common submission on behalf the current Councillors for the existing Divisions of Newquay Pentire, Newquay Central and Newquay Treviglas. We have real concerns with the Cornwall Council recommendations for divisions within Newquay Town which we feel ignores the distinctions between natural communities, the natural boundaries resulting from the topology of the land and those that have been created by the road network. We entirely accept that the Town of Newquay can be represented by four councillors within the town with one division extending to include the village of Quintrell Downs. Newquay effectively can be divided into four logical parts around the points of the compass without setting up an elaborate jigsaw which splits existing communities, shared interests or perpetuates the known problems within the existing divisional boundaries. A cumbersome series of names for these proposed divisions illustrates the weaknesses in the proposed divisions. Our proposals are summarised in the associated table. The Cornwall Council proposals have significant weaknesses in terms of housing numbers. Proposed Division 46 is already well on the way to being compromised with the Duchy of Cornwall announcing that their original rate of building of 100 new buildings a year is increasing to 250 a year. To define a division that already incorporates the new build at Trevenson Meadow is doomed to fail the housing numbers test long before 2021 let alone We propose that spreading the housing growth over two divisions, ideally splitting the existing ANR Ward at the natural boundary of the Chapel stream would best cope with the anticipated growth over the next 5 years. And from that reallocation allow a more logical and community based construction for the remaining divisions Some notes on our proposed Boundaries NEWQUAY NORTH The first of these two divisions incorporating the new build in the Growth Area, north of the Chapel stream. The communities of Porth and St Columb Minor are bounded to the south by the Henver Road, one of the main arterial routes for the Town from whence the land slopes steeply down to the north. While both Porth and St Columb Minor have strong individual identities, they are linked by the historic Porth Bean Road and the early days of the settlement and share a focus on Porth Beach, the Porth Valley and the Sea. These areas lie within Newquay Parish and within the Development Boundary of the town and both communities are key components of the town of Newquay. Based on current numbers, NEWQUAY NORTH can also include the Whipsiderry area (ANW2), a small community but one that equally focusses on the Porth Valley and the Town of Newquay. But which fairly simply when the numbers enforce it, can be allocated to Area 44. NEWQUAY SOUTH AND QUINTRELL DOWNS, (recognising the proud independence from Newquay of the latter). The second Division incorporating the new housing build of the Growth Area, south of the Chapel Stream, as a simple extension of the residential housing developed on the Tretherras and Trencreek farmlands from the 1980 s; and includes the developments on both sides of the A392 up to and including Quintrell Downs. We are using housing numbers supplied by Cornwall Council Electoral Services but we note that there may be development on the Growth Area south of the Chapel Stream which has not yet been included in these numbers. NEWQUAY WEST Clearly focusses on the coast and the River Gannel but includes the historic Town Centre and the Harbour. This should
2 incorporate the whole of ANP2 to square off the Division and ANP3 with its focus at its western end on the River Gannel. Were it permitted to cross existing ward boundaries, then to reunite the Mayfield Estate, the boundary between NEWQUAY WEST and NEWQUAY EAST could be a logical line from the natural break at Trembath Crescent past the Football ground to the West of Clevedon Road. i.e o Allocate the area in ANC2 which lies South of Mount Wise into NEWQUAY EAST o Allocate the area in ANP3 eastwards from Trembath Crescent (both sides) to NEWQUAY EAST NEWQUAY EAST Maintains the existing Mayfield and Treloggan division but extends to include the residential areas to the north of Newquay Central and Tretherras. As discussed above, rearrangement at the Western boundary will reunite the Mayfield estate and balance the numbers, making a more logical division. While the numbers are insignificant, we do have concerns at rural areas being incorporated in urban Newquay and feel these would be better represented in the rural Area 44.
