1 BACKGROUND A PARTNERSHIP... Burton Property, in partnership with Bargate Homes, has now contracted to purchase the former Gales Brewery site. The site has stood vacant since operations were transferred by Fullers to other sites, including to a new Distribution Centre to the south of Keydell Nursery. We have engaged a number of specialist consultants to undertake survey and analysis work on the site, and explore the options for the redevelopment. SITE LOCATION The project team recognises the importance of the site locally and appreciates that much work has already been undertaken in recent years. The team is now in a position to move forward detailed proposals for the comprehensive mixed use redevelopment of the site. However, before progressing with a planning application, we wish to provide an opportunity for the local community to understand what is being proposed and importantly, provide us with your views. 2 SITE HISTORY THE STORY SO FAR... The oldest buildings on the site date from the mid-19th Century. They generally front onto London Road which was part of the original A3 London Portsmouth route. The brewery was established by members of the Gales family in the second half of the 19th Century alongside the public houses that were stopping points for travellers and visitors. The brewery was largely destroyed by fire in March / Post 1970 The main building was rebuilt using insurance finance, and the main brewery Tower dates from this period. Thereafter the business grew to become the pre-eminent employer in the settlement. The older buildings were much altered, extended and in part replaced throughout the 20th Century. Production peaked in 1984, and fell back shortly thereafter. Production then stablised in the 1990s. Production was transferred to Chiswick following the takeover by Fullers in Since then the site has been decommissioned but the main Fullers Distribution Centre for the South East region has been established near to the A3(M) junction on the southern edge of Horndean. TIMELINE: 1847 Richard Gale buys the Ship & Bell Public House Richard s son George is a brewer at the Ship & Bell 1888 G.A. Gale & Co Ltd is registerered as a private company 1869 Fire destroys orginial brewery. It is rebuilt the same year 1897 George Gale sells controlling interest to the Bowyer Family. Recording at brewery improves 1959 HSB first brewed. Halts a prolonged post-war decline New Process Floor opens. Production peaks Fullers acquire Gales. Production relocates to Chiswick SINCE Fullers agree to sell site to Burton Property Ventures Ltd Burton agree partnership with Bargate Homes

4 SITE ANALYSIS CONCEPTS MAIN BREWERY There is a need to bring the site back into positive use with better integration with the village. The scheme must take account of the Development Principles established by East Hampshire DC, the work of the Horndean Regeneration Steering Group, and the conclusions of relevant survey work. Burton Property in partnership with Bargate Homes are seeking to deliver a high quality mixed-use scheme. It is clear from the analysis by the project team that the streetscene frontage to London Road is a key defining feature of the settlement and is of prime importance. Buildings away from the road are generally functional in design, are more recent, and are ill-suited to conversion and/or retention. The height of the London Road frontage is the dominant feature within the Conservation Area. The part of the main Brewery building nearest to and fronting London Road dates largely from the era immediately after the 1869 fire. However, the northernmost part (adjacent to the main access road) is later, and was used for storage and bottling from its construction through to 1990s when it was adapted to accommodate additional brewing vats. The 3rd floor offices and the Process Floor are 20th century additions and have little visual connection to the rest of the frontage. The cask filling and cellar areas are to the rear and also post-date the fire. The precise built form on the site of the main Brewery building is still being developed. However it is anticipated that, in overall height and massing terms, the existing London Road frontage, including the 3rd floor Process Floor (built in 1984) would be re-created for either residential or retirement accommodation. WEST OF LONDON RD On the opposite side of the road, only those buildings most recently used as offices or as meeting rooms on the London Road frontage make a significant visual contribution to the area.

5 SITE LAYOUT INITIAL PROPOSALS It is currently proposed to revitalise the site with approximately 100 new homes (1 to 4 bed properties), including affordable housing. In addition, the scheme will include accommodation for community, and new commercial and retail uses. This scheme aims to achieve the following: Retain the iconic Brewery Tower, the brewery yard and the gateway entrance linking to the Ship & Bell PH site; Retain the Holm Oak opposite; Retain many of the key London Road frontage buildings, including: Nash Hall; 15 London Road; and the former forge. Demolish unsightly, and intrusive functional buildings such as the Distribution Centre (behind 14 to 36 London Road). Other existing buildings, such as 5-9 London Road and the Master Brewer s House are also proposed for demolition. These buildings have a neutral effect on the area, but, if retained, these would limit the scope for viable redevelopment.
