2 Executive Summary The Central Conference Competition, the clubs and their affiliated teams from the Swans, Perth and East Perth Districts will deliver competitions for teams from Yr 8 to Yr 12 in This document provides information to club stakeholders that will help plan for the 2016 season. It is encouraged that clubs share the information booklet with their wider club member base to; firstly, provide an awareness of the policies & procedures in place within the Competition, and secondly, to allow for clubs and members to plan for the 2016 season. CENTRAL CONFERENCE EXECTUIVE COMPETITION COMMITTEE (CCEC) The CCC will provide leadership and strategic direction to the competition. The Executive has been set up so that each district & key competition stakeholder group are represented. They are responsible for the coordination of the competition, including; governance, fixtures, finals, umpire development, tribunal coordination, club communication, Best & Fairest Awards Night, & any other special events that are convened during the season. The Executive will meet on the 3 rd Tuesday bi-monthly. Conference Executive Competition Directors (Perth, Swans, East Perth) Operations Manager (E.O) Administration Support Central Conference Competition Manager - FTE The Competition Manager will be the clubs first point of contact for any operational items in relation to the youth competition. Their key responsibilities will include; Team Nominations & Fixtures the CM will accept all team nominations and organise fixtures for clubs competing in the Central Conference Competition Secretary to Competition Exec the CM will be responsible for completing and then disseminating the minutes to ALL central conference clubs. Further to this, any other correspondence that needs to be sent from time to time will come through the CM P & D Tribunal - in collaboration with the Umpire Managers and the Central Conference Tribunal secretary coordinate Tribunal hearings as necessary Fox Sports Pulse - the CM will receive all match information electronically, and then input information into FSP by Tuesday at 5pm. Results, ladders and any loss of E points will be included. b. JUNIOR COMPETITION COMMITTEE (JCC) The Junior Competition Committee is responsible for the operation and administration of the District based competitions, which include the Yr3, Yr4, Yr5, Yr6 & Yr7 competitions. Lead by the Competition Director, the Committee provides support to the clubs involved, which includes coordination of fixtures, special events, ladders & results (Yr7 ONLY), E point, and any communication to the wider community club network. The JCC will meet on the alternate months to the Central Conference Executive Committee Competition Director JCC Executive Registrar - Junior Assistant Competition Director District Development Officer (E.O) 3 P a g e
5 Administration Support Competition Director / ACD the CD will continue to be the clubs first point of contact for any issues or queries in relation to competitions from Yr3 to Yr7. Registrar (Junior) will be responsible for the coordination of team nominations, fixtures, results (Yr7 ONLY), ladders (YR 7 ONLY) and E point removal for the junior competition. Development Officer - the DO will be responsible for completing and then disseminating the minutes of JCC meetings to clubs. Further to this, any other correspondence that needs to be sent from time to time will come through the DO (in conjunction with the Registrar & Competition Director) 2. 6 3. METRO CENTRAL COMPETITION OPERATIONS A. CENTRAL CONFERENCE POLICIES & PROCEDURES Refer to WAFC JUNIOR FOOTBALL MANUAL - this can be Refer to your respective districts PRESIDENTS TOOLKIT for all key documents relating to competition Policies & Procedures Spectator Breach policy The Central Conference Competition Management committee promotes a positive game-day environment in accordance with the Spirit of the Game (By-Law 1) and the Parent s Code of Conduct. Should a spectator behave in a manner which breaches the Parent s Code of Conduct, the Umpire will be permitted to do the following: 1) Stop the game by blowing the whistle. 2) Approach the spectator s respective club s dugout and advise the Team Manager or Club Official of the details of the breach. 3) The Umpire will indicate the spectator to the Team Manager or Club Official. 4) The Umpire will advise the following to the Team Manager or Club Official. This is an official spectator warning. Should there be any further breaches of the Parents Code of Conduct, it will result in a report to the JCC Executive. 5) The Umpire will advise the players of the reasons for the official spectator warning. 6) Play will resume at the last act of play with a ball-up. 7) Should the spectator in question or another spectator cause any further breaches, the game will be stopped by a blow of the whistle. 8) The Umpire will approach the spectator s respective club dugout and advise the Team Manager/Team Officials of the secondary breach. 9) The Umpire will indicate the spectator to the Team Manager or Club Official. 10) A free kick and a 50 metre penalty will be awarded against the offending team. 11) The matter will be placed on the match report for the attention of the JCC Executive. **Please Note: Following the receipt of the second breach, the club in question will automatically be penalised with a $100 fine by the JCC Executive. Clubs might look to pass on such a penalty to the spectator in question. Failure to pay this penalty will render the club or registered player (attached to the offending spectator) as non-financial and could potentially impact their eligibility to play in the future E Point Policy Each team will automatically be awarded 2 E-points at the commencement of each game. Loss of E-Point E points will be forfeited for the following; 2 or more yellow cards are issued to the team during or after a game, a red card is issued during the game (player or club official), and any report is made against the team, its players or officials undertaking roles related to the team including club officials by the Umpires. 5 P a g e
7 B. CENTRAL CONFERENCE EXEMPTIONS 2016 These exemptions apply to the Central Conference Competition ONLY, and are local rules for the entirety of the 2016 season. 1. Further to Bylaw 11: Players, who in season 2016, who seek to play up the allowed one year age bracket from their designated age bracket permanently for the season, shall apply to the JCC Executive using the Play Up Application Form. 2. With respect to the E point system in 2016: Final consideration on the loss of the E- Point is made by the Central Conference Executive, after considering the match report documentation and any other matters. 3. With respect to all Conference Competition games (the current AFL / WAFL rules will not apply) Kick in for behinds can only occur once the flag is waved for a point. No free kick for a deliberate rushed behind will apply. C. CENTRAL CONFERENCE TRIBUNAL The Central Conference Tribunal will be responsible for ALL tribunal meetings in 2016; there will not be a Perth, Swans or East Perth Tribunal as in previous years. The tribunal will convene each Wednesday Night when required, and ALL tribunal hearings will be held at the Mt Lawley Bowls club, Cnr Storthes & Rookwood St, Mt Lawley WA D. CENTRAL CONFERENCE UMPIRE PROCEDURES The Demons, Royals & Swans Umpire Associations / groups will form the Central Conference Umpire Squad in The Central Umpire Squad will train together once a month throughout the season. This is seen as an important part of umpires getting more consistent coaching. Further to this, the strategies highlighted below will continue to develop a collaborative approach; Payment to umpires Field umpires provided by the Central Competition will be paid fortnightly via direct debit Boundary & Goal Umpires will be paid by the HOME club Payment will link directly to Umpires submitting their match day report Clubs will be invoiced accordingly Umpire Selection for regular season The key focus of the Umpire Associations and the Central Conference Committee is make sure that as close to 100% of games are provided with Umpires. For this to happen the following factors will be considered; 1. Umpiring level & competency 2. Travel involved 3. District game is to be played in E. MATCH DAY PROCEDURES Team Manager Responsibilities Team manager will be required to do the following on match day; - Complete online JLT insurance form (in Club App) prior to game starting - Score cards (2) provided to Goal Umpires prior to the start of the match - Upload team list into Interchange App for interchange steward/s to use during match - Both teams to present the final Interchange sheet (via the Ipad / App) to the umpires at the end of the match 6 P a g e
8 - Provide umpires with Ipad to ensure Umpire report is completed at the end of the match (Home team ONLY) Team Sheets (Fox Sports Pulse) In 2016, teams are NOT required to print off and submit a team sheet on match day. However, it is the responsibility of the team manager / club registrar to make sure that the team sheet/s on Fox Sports Pulse are reflective of the team that is on the interchange App. The updates will need to be completed by the following Tuesday at 5pm. After this time, all clubs will be locked out of the fixture. ** Please Note; it will be the clubs responsibility to update these changes in order to keep up-to-date records of player games Interchange App (Electronic) All Clubs/ teams competing in the Central Competition in 2016 will be required to submit their interchange records for a match day ELECTRONICALLY via the App Interchange. This will require teams to have access to an Ipad for a match day. The interchange sheet will also double as the team sheet for the match and will be cross referenced against Fox Sports Pulse. ** Please Note: Manual interchange sheets will not be accepted Umpire Reports (Electronic) The processes will be the same as Umpires will be provided with their own separate login, and will be asked to complete their report at the end of each game they umpire. The report will include; Score, Yellow & Red Cards, number of players for each team & votes. Umpires will be required to VIEW interchange at the completion of the game to identify the number of players for their own match report. F. SPORTS REPORTS Sports reports is a web based platform that will be used to manage all conflict resolution in The program will allow designated club personnel to login and present their issue to an opposing president. The process will then allow each president to resolve the situation, and for the Competition Directors to approve the outcome before the issue is logged. Sports Reports Link - CLICK HERE 7 P a g e

TEAM NOMINATIONS The Central Conference Competition Executive Committee (CCEC) has placed a set of criteria on clubs nominating teams within the Central Conference Competition (Yr8 +) in This has been done in order to make sure that clubs and their teams are prepared and organised for the season ahead. Further, the intention is that through a collaborative approach clubs, teams and their respective district staff can proactively bring together teams that may be short on players. The criteria are outlined below; Criteria 1 Complete online TEAM REGISTRATION FORM (Expression of Interest) Complete the team nomination EXPRESSION OF INTEREST form NOMINATE TEAM **Note: The form will be required to be completed by Sunday 28 th February. Criteria 2-15 registered players by Sunday 13 th March Teams will be required to have 15 registered players by Sunday 13 th March. If clubs are unable to show this to the Competition Committee, their team nomination will not be ACCEPTED Criteria 3 Reach the minimum number of players specified by the Competition committee by Sunday 20 th March Team nominations will only be CONFIRMED when teams can show team registrations have reached the number indicated in the table below; Yr Group Min Number of players **Note: The Central Conference Executive Committee reserves the right to accept or reject a team nomination if the Criteria stated above are not met. Draft fixtures will begin on Monday 21 st March in order to have live fixtures by Wednesday 30 th March. The Competition Committee strongly encourage clubs to engage with their players early to make sure that registrations have been completed on Fox Sports Pulse. If clubs would like assistance from district and competition staff to facilitate team mergers then this can be arranged prior to March 20 th. Best of Luck in Season P a g e
