This is a manual that will hopefully help you understand the differences in tests, the process for hosting a low/intermediate and high centralized test day and your role as test chairperson. This manual outlines the correct procedures and forms to use in planning, conducting and reporting your club's test day, whether it is a small test session or a large low to high test day(s). At the back of the manual are copies of all Judges Bureau forms that will be required, and specific instructions as to how to complete and use them, as well as a copy of the Skate Canada Summary Sheets required. PLEASE READ THEM CAREFULLY AND BECOME FAMILIAR WITH ALL THE FORMS. Your correct use of these forms in reporting tests and statistics will make less work for everyone concerned. It will also ensure that proper statistics, both for tests and judges/evaluators participation, are recorded both in the Okanagan Region and at the B.C. Section. 6 6Okanagan Region Test Chair Manual Revised September, 2011 Okanagan Region Evaluated Test Days The task of coordinating all test days at the Low level (Preliminary and Junior Bronze Freeskate, Dance and Skills and Intermediate level (Senior Bronze and Junior Silver Freeskate and Skills, Senior Bronze Dance and Junior Silver Dance (subject to availability of male dance partner), Introductory to Bronze Interpretive) at your club lies completely with the Area Rep for your Area (North Cheyenne Irvine, Central- Karen Deans, South- Helen Eddie). Your club is limited to 3 test days in the Winter Season. Please remember that it is very difficult to arrange for judges close to the Christmas and Spring Break holidays. It is also very difficult to get judges before 4PM on week days. The task of arranging for High tests (Senior Silver to Gold Freeskate and Skills, Senior Bronze to Gold Dance and Skills, Silver and Gold Interpretive) and Competitive tests (Singles, Pairs and Dance) used to lie with the Test Day Coordinator (Susan Laidlaw). This Test day Coordinator position no longer exists. High tests are now incorporated into Low/Intermediate test days. The Okanagan usually only had four high tests each season. The dates and location of these days were determined by our region, taking into consideration the availability of judges and ice and tests submitted. This year, we are again going to try combining all tests low to high on any given test day. Our Region is fortunate in having enough highly qualified judges to make this work. If combining low to high tests on all test days works well, we will continue the policy next year. If sufficient Judges at an appropriate level are not available from our region the Area Rep would have to contact the B.C. Coast Region coordinator for assistance in locating a judge from their region to attend a test day. The costs for out of Region judges/evaluators increase dramatically the costs to the skaters at the test day, so it may be cost efficient for clubs to work together in accepting skaters from other clubs at test days that have high tests scheduled. As mentioned, High tests no longer have to go to a Centralized test day. There are tests that require a panel of 3 evaluators/judges, (all Competitive Singles, Pairs, and Dance tests, and Diamond Dance tests). These tests can only be tried on a test day providing judges are available to evaluate them. The only time a panel of 3 evaluators/judges is not used for these tests is when a single panel judge has been approved by the BC Section Judges Committee. At this time we have 5 single panel judges in the Okanagan qualified to single panel up to Junior Competitive Singles tests. You MUST contact your Area Rep for approval of a single panel evaluator/judge for tests that normally have 3 evaluators/judges. We have asked all clubs to try to work together to prearrange test day dates, so that at the September meeting of the Okanagan Region, a winter schedule can be compiled. It is hoped that this can be done as far ahead of time as possible. Please notify your Area Rep (North, Central or South) as soon as you have dates for Low/Intermediate/High tests. This is to try to avoid conflicts with other clubs. We also ask clubs that are in close proximity to each other to try to work together as much as possible this will greatly help with the heavy workload that many judges/evaluators are faced with (especially during the busy winter season) and will also ease the workload of male dance partners. Please see page 7 underlined section on new procedure starting ) and page 38,39 for Off-season test day procedures. Fall Qualifying test day and location will be posted on the Region website. TESTS Tests are grouped into the following levels: Evaluated Tests: Primary (Low) Level Tests: Skating Skills : Preliminary, Junior Bronze Freeskate : Preliminary, Junior Bronze Dance: Preliminary, Junior Bronze Intermediate Level Tests: Skating Skills : Senior Bronze, Junior Silver Freeskate : Senior Bronze, Junior Silver Dance : Senior Bronze, Junior Silver 6

7 7Okanagan Region Test Chair Manual Revised September, 2011 High Level Tests: Skating Skills : Senior Silver, Gold Freeskate : Senior Silver, Gold Dance : Senior Silver, Gold, Diamond Interpretive tests: Introductory, Bronze, Silver, Gold Competitive Tests: Juvenile, Pre Novice, Novice, Junior and Senior in Singles, Pairs and Dance BEFORE A LOW/INTERMEDIATE/HIGH TEST DAY RESPONSIBILITIES OF HOME TEST CHAIRPERSON: Tentative dates are to be submitted to your Region Area Rep (North, Central or South) immediately. If the date(s) are approved by the Area rep, the test day dates to the other two Area Reps and to the region website coordinator Diana Thomas so the dates can be added to the Region website. You are encouraged to go on the website to check that your dates and times have been added to the site as well as to see if there are other test Days that you might be able to send your skaters to. Ensure that ice times and arena location are included. Once a date for the tests has been arranged with your Area Rep., the Home Club Test Chair is responsible for: 1.Telling the coach(es) and skaters of the date and location of the test day ( 4 weeks before the deadline). Put a deadline of three weeks before the test day for getting a list from your coaches of the tests to be taken.. It is recommended that you ask skaters in your club to fill out the Application for Skate Canada Test Form (see below). This way, if you have a test request in writing, rather than on a note or phone call, it will be easier and more efficient in organizing the requested tests. This will also help ensure parents that they are fully aware of what tests their son/daughter is taking. B.C. It is the Host Club s responsibility to secure a dance partner for ALL Test Days low to high. For all test days, a coach from your club should arrange for dance partnering and practicing (if available). If there is more than 1 club at your test day, the Host Club Test Chairperson is to contact all participating clubs as to whom the dance partner will be. It is then up to each participating club whether they wish to utilize the dance partner or not. A coach from each club should contact the dance partner to arrange for attending the dance practice. The Host Club Test Chair should make sure the coach at their club secures a dance partner 2-3 weeks (14-21 days) prior to the test day to arrange for dance partnering and practicing (if available). The cost of the dance partner's expenses is equally distributed among those skaters utilizing his availability. This includes travel costs, meals, accommodation and his dance partnering fee. The cost of dance partner practice is equally distributed amongst only those skaters who attend the practice session. The cost will include ice time and partner's lesson fee. A participating club may provide their own dance partner at their own expense BUT the host club must be notified beforehand. You may wish to arrange for partner practicing prior to the actual test session. Partnering schedules are usually only needed for High Test Days. The schedule, including dance practices, will be completed by the Host Test Chairman. There are only a few dances that may be soloed (do not require a dance partner). All other dances require a dance partner. The dances that may be soloed are: Junior Silver-Keats Foxtrot, American Waltz; Senior Silver-Blues, Kilian; Gold-Quickstep, Silver Samba. 3. Ensuring that all candidates are eligible for the test(s) they wish to take. (ie. Test candidate is a member in good standing of Skate Canada,* has no outstanding test /coaching/partnering fees, and has passed previous level of test.) Get information on skaters from the Skate Canada website. *The Okanagan Region Board of Directors passed a motion stating that any skater and/or club not paying their test day bills within 30 days of receiving it, would be considered not in good standing and would not be allowed to test in the Okanagan Region until the bill was paid. 8

9 9Okanagan Region Test Chair Manual Revised September, 2011 Form #8 (Revised July 2008) Suggestion for Your Club Files Test Record Sheet for Skate Canada Clubs (For Use in Record Keeping of Partially Completed Tests) This form is to be used by Club Test Chairpersons in maintaining records for skaters who complete partial tests. Please note that the Skate Canada National Office records each part of each test separately, so they too have a record of partially completed tests. (North, Central or South), and give her an accurate list of all test requested including the names of the skaters taking the tests. your list of all tentative tests on or before the deadline for test applications ( 3 weeks) to the Area Rep (with a cc. to Region Test Day Coordinator Susan Laidlaw) Try to inform participating clubs and Test Day Coordinator and Area Rep of the test schedule as soon as possible. Your Area Rep will make arrangements for an Evaluator(s). You cannot arrange for your own evaluator. 5. Two weeks (14 days) before test day: - coaches will give you their cancellations or pulls and or additional tests - this is the final test list - any pulls after this point, except for medical reasons, must be entered on the summary sheet as a Retry and the fees must be paid. Any pull for medical reasons will be given a refund for their test fees. Skate Canada Rules dictate that the withdrawal of a candidate from a test day within 14 days of the date scheduled for the test, for any reason other than a Medical Pull, will be recorded on the summary sheet as Not tried..retry. A medical certificate is no longer necessary, as long as the Club Test Chair believes that there is a medical reason for the test being pulled. The medical pull is recorded as Medical Not Tried on the Summary sheet. the Area Reps (with a cc. to the Test Day Coordinator) with a final list of all tests to be taken. Include names of skaters and tests being taken. Also include names of skaters who have pulled. It is important that the Host Test Chair is informed IMMEDIATELY so that the schedule may be changed. *Any Competitive pulls should be sent in as soon as they are known because special arrangements may have to have been made to bring in judges from out of Region for these levels (eg. Competitive Dance or Diamond Dance). Upon receipt of final test information (2 weeks prior to the test day), prepare test day schedule and submit to their Area Rep for approval. 9

Warm up times for Skating Skills should be the same time as it takes to take the test - Prelim Skills take 6 minutes to test, so the warm up should be 6 minutes as well). For Freeskate Elements, count on an 8 minute warm-up for all levels. For a Freeskate Program test right after completing the element portion of the Freeskate test, 2-3 minutes warm up should be sufficient. Warm 10

11 11Okanagan Region Test Chair Manual Revised September, 2011 up times for Freeskate Programs by themselves (not element portion beforehand) utilize a 6 minute warm up. Dance warm up times will vary depending on the number of skaters and the number of partners. If there is only 1 skater testing 1 dance, use a maximum of 2 minutes for warm up. If there are 2 skaters, use a 3 minute warm up. If there are 4 skaters, use a 4 minute warm up. If there are 5 skaters- 5 minutes and 6 skaters 6 minutes for warm up. Note maximum of 6 skaters on the ice at 1 time. Be sure to schedule Dances as they appear in the Rulebook (or on the test paper). Do not combine different levels of Skating Skills or different Dance test warm ups. For advice on combining Freeskate tests when you have more than 1 evaluator at your test day, contact your Area Rep (ie 3 Preliminary Freeskate tests). Do not combine Intermediate Freeskate warm-ups with Low Freeskate levels. Skating Skills now can be warmed up together if music is not used (eg. 1 Prelim with 1 Junior Bronze). For dances, 5-6 skaters can go on at the same time if they are low level dances. Keep Jr Silver to Gold dances at 3 skaters on a warm-up. If you are a sending skaters to a test day at another club, on the pull date, as soon as you have sent in your pulls, the Host Chair: a) All completed summary forms for the shared test day. The only information that should be missing from forms will be the name of the evaluator(s). b) All your test sheets. The Host Club Test Chairperson will be responsible for putting the papers in proper order for the officials. When sending in tests to the host club, please note: i) Use only current (the most recent issue) test papers for tests. Make sure you have the newest master sheets at all times. * as of July 2011 there are new test sheets for Freeskate tests ii) Triplicate test sheet copies are required for all paneled tests (Diamond Dances and all Competitive tests) so that each of the 3 judges have their own test sheet. ii) In filling out triplicate sheets for couples taking the same test (eg. Pairs, Competitive Dance), both candidates names and numbers should be on one set of test sheets. There is no need to fill in duplicates. iii)test sheets should be typed or printed clearly and legibly with no errors crossed out or written over. Please include the candidates Skate Canada number (10 digits) after his/her name on the 12

Other dances, part 1 or 2 of freeskate test). c) One club cheque for all Skate Canada and Okanagan Region Judges Bureau test fees. The club cheque is to be made out to the Host Club and should cover all test fees incurred by the Home Club on behalf of the skaters. This will cover Skate Canada fees as well as the Region fee. This complete package MUST be received by the Host Club Test Chairperson no later than one week prior to the test session. If a club cheque does not accompany the completed forms, the skaters may be considered as not in good standing and denied testing. Your club will not be submitted an invoice for test fees - these fees are standard and each club can do their own accounting based on the attached fee schedule. d) If you are personally at the test session, offer your help to the hosting test chairperson. 8. Any questions: Call the Area Rep. If you have the correct information, you will probably save the Area Rep and the Host Chairperson hours of work correcting unintentional errors. TEST DAY SCHEDULING TIPS Schedules for tests will be prepared as soon after the closing date for entries and the 14 day pull date has passed. The Host Club Test Chairman will advise any other clubs involved in the test day of the schedule as soon as possible. Allow 20 minutes for resurfacing the ice. Coffee, tea or hot chocolate and soup / sandwiches should be available to officials during the breaks. Tests should generally be scheduled from lowest to highest level (eg. Preliminary to Gold) to accommodate tests which are conditional upon passing a prerequisite test. Usually dances are scheduled first in the day as they require the cleanest ice. Skills and Freeskates are usually scheduled after all dances, depending on what constraints you might have on your schedule eg. skaters taking multiple tests or availability of evaluators and dance partners. 7. Once a schedule has been made up it must be ed to the corresponding Area Rep for approval. When the schedule has been set up, the Area Rep (North, Central, South) will contact the officials regarding their assignments, accommodations, if needed, and other relevant information. If the Area Rep sees that there may be other options for High tests, she will inform the Test Chairman or Chairmen of other test site options for their skaters. Please remember, you cannot arrange for your own evaluator. 8.Collect all test fees from skaters. Include Dance partnering fees if applicable. Have them make out their payment to your club. The Host Test Chairperson is responsible for the reporting and submission of the required fees. It is only at the discretion of the Region Test Day Coordinator/South, Central, North Area Rep and the Host Club Test Chairman whether late entries be accepted (and only with respect to the availability of time). Providing all necessary paperwork when your club s skaters are attending other club s test days. Please ensure that the most current forms are used. These are available on the Skate Canada website. 20 20Okanagan Region Test Chair Manual Revised September, 2011 Line up helpers for the test day if it is a very large test day you may need: - a runner for test papers, coffee, messages, etc. - a stop watch (and maybe a timer) if the evaluator requires one for any tests that need to be checked for the correct times - an ice captain (works at the gate getting skaters on and off the ice etc. ) - music player(s) - one to watch the judges and skaters and one to operate the tape deck, CD player if necessary. Arrange for parents that will be attending the test day to play Dance and Freeskate music (Skating Skills music is now optional at test days). - food person - responsible for arranging food for the officials and workers - often soup and sandwiches with some sweets are ok - also have coffee and muffins etc. ready when they first arrive Check with the evaluators for food requests, as some of them may have food allergies. - if the day will be a long one if may be wise to schedule your workers in shifts Contact your Area Rep for names of evaluator(s) that will be running your test day and obtain their address. Any questions: Call your Area Rep. If you have the correct information, you will probably save everyone involved hours of work correcting unintentional errors. THE DAY OF YOUR LOW/INTERMEDIATE/HIGH TEST DAY RESPONSIBILITIES OF HOME TEST CHAIRPERSON: 1. Try to arrive at the arena one half to one hour before your /evaluators judges arrive. 2. Ask that skaters be at the arena at one half hour prior to their scheduled test times. 3. Make sure that the evaluator/test chair room is easy to find - you may need to post signs 4. Put each evaluator's test papers, a copy of the schedule, and two sharp pencils on a clip board ready for them to pick up when they arrive 5. Put the coffee on. 6. Confirm that your workers have arrived and they know what their jobs are - each of them should have a schedule too runner (if needed)- stands near the evaluator to carry completed test papers to the audit room, relay information to or from the evaluator etc. timer (if needed) - sits near the evaluator with a stop watch to time free skate programs ice captain - is in charge of getting the skaters on the ice, making sure the next skater is ready, keeping order at the gate, relaying information or requests to or from the evaluator, answering questions etc. 7. If necessary, pick up and return judges/evaluators to bus depots, airports, etc. Provide transportation to and from the arena if the evaluator/dance partner is not driving. Book and arrange payment of accommodation if applicable. 8. Arrange for evaluators/dance partner to be fed. - You may also need a separate room where the judges/evaluators can eat. Be sure to arrange for breakfast if required for the evaluator. If restaurants are not open before evaluators are to start judging, they need to be informed and some sort of arrangements to be made so evaluators are fed before the start of the test day or competition. As well, consider traveling time in deciding whether or not to provide lunch or dinner. A guideline for per diems for food not provided are: $12 Breakfast, $15 Lunch, $23 Dinner 20

This is not mandatory but is always appreciated as both groups spend long hours at the arena (sometimes with very few breaks). 9. Provide a clearly marked evaluators/judges room. Only the following people are allowed in the room: -Judges and Trial judges who are judging/evaluating on that day -Persons who are serving food (only during meal times) -Host Test Chair *No one else (skaters, coaches, parents) should be allowed in without permission. 10. Results of tests are only to be made available first to the coach/skater if available and then the parent. It is up to you to keep these results confidential. 11.Try to start the tests on time Your main job on test day is to make sure that things are running smoothly - being visible in the arena and making yourself available to answer questions can head off trouble before it starts - remember after the judge YOU are in charge of the test day and what you say, goes 12. Form #6 Test Day Expenses - Judges/Evaluators expense forms Have these forms in the judges room. Request that your evaluators/judges complete an expense form for your records. Please ensure that the Treasurer has the required number of signed cheques available at the arena in order to pay all expenses. Be sure the evaluator has received their expense cheque prior to their leaving the arena. Thank the evaluator(s) and trial judges for attending. A thank you note and a small gift is often appropriate as are thank yous for your test day workers. Consider the equivalent of $5 per hour for evaluators or a minimum of $15-$20 gift card. (Section guideline) Babysitting costs and evaluator gifts are strictly voluntary expenses. Mileage rates are listed in the Skate Canada Rulebook under notice board 40 cents per kilometer/64cents per mile. (see form at end of manual). Some evaluators prefer to sign summary sheets during a flood or when they have finished a complete discipline (Freeskate, Skills, Dance). When the judge/evaluator has signed the summary sheet the results of the test may be released to the skater/coach - this is done by handing out the bottom part of the test paper with the results clearly written on it - either a Pass or a Retry. Be sure all writing on the summary sheet form has been done legibly in pen, not pencil. Do not hand test sheets back before you get permission from the Evaluator/Referee. Be sure that the Referee of the panel of Judges/single Evaluator checks the test papers and initials each summary sheet before separating the top portion of the test paper from the bottom portion and prior to giving out the test papers to the skater/coach..*some Evaluators/Referees prefer to hand the test papers back to the skaters themselves. The home club keeps the top tear-off portion for their records. Please make sure that no one "leaks" results or allows anyone to see the test papers before the judge has checked the results and signed the summary sheet - there is too much room for error if all of the checks and balances are not carried out and skates could be given the wrong information - this is why you need to keep everyone out of the Test Chair room. *Do not post test results on bulletin boards (privacy act). Only release the test papers to the appropriate people - no one has any business looking at them unless the skater/coach allows it. ONE SUMMARY SHEET PER INDIVIDUAL CLUB. Do not combine different clubs on 1 summary sheet. All information requested to be completed includes the judges/evaluators Skate Canada # s, Skaters Skate Canada # s (10 digit) and home club # s and names. 27 27Okanagan Region Test Chair Manual Revised September, 2011 Qualifying Dance Tests A skater who takes a dance test but does not qualify for the higher dance test will be charged only for the dance test taken. Test fees will be refunded to skater for the test they did not qualify for. It is a good idea to asterisk the qualifying dance test on the schedule for the evaluator. On the Test Summary sheets, the lower test that did not pass will be marked as RETRY and the next level test that the skater was to have taken but now does not qualify to take, is marked as NOT ELIGIBLE and there is no test fee charged for the ineligible test. Should a skater taking any test not show up, (no medical reason), the test is marked as NOT SKATED and is marked as RETRY (test fees are charged). BEFORE A SHARED TEST DAY RESPONSIBILITIES OF HOST TEST CHAIRPERSON: All completed forms for the shared test day will be forwarded to the Host Club Test Chairperson. The only information that should be missing from forms will be the name of the evaluator(s) from the Summary Sheets. Meals for officials and dance partner. Be sure that arrangements include breakfast if applicable. Transportation of officials to and from arena if applicable. Provision of a room for officials. The only person to be allowed in this area will be evaluators, trial evaluators, dance partner, test chairperson and hospitality chair. No other people: skaters, parents, coaches or volunteers should be allowed without permission. Coffee and snacks should be provided for coaches and volunteers. It is not mandatory, but is always appreciated. They may be allowed in the judges' room but only by invitation. The host club should have a good supply on hand of test papers and summary sheets. It is recommended to have extra copies for trial evaluators. If possible, have a photocopier on site. AFTER LOW/INTERMEDIATE/HIGH TEST DAY RESPONSIBILITIES OF HOME TEST CHAIRPERSON Fill out the appropriate forms/results and reports. We thank you in advance for your full cooperation in this reporting procedure and in standardizing all reporting by all clubs in our Region as soon as possible - certainly within two weeks. There is nothing to be gained by holding onto the paper work and Skate Canada is saying that it will not credit skaters with tests if the information is not received within three weeks. Procedures to Follow Regarding Test Day Results and Reports: Be sure that the evaluator has initialed all necessary forms prior to leaving the arena. Note Competitive Tests need to be initialed by the assigned Referee. The marks are no longer required. Instead, indicate a Pass or Retry for each judge as well as a Pass or Retry for the complete test. Skate Canada will not process the test if this is not done and the skaters will not receive credit for their test. Any candidate who has to Retry a test may attempt the test again at the next convenient test day. Skaters should only be encouraged to attempt to Retry a test when they are completely prepared. Retrying a test within two weeks of a test day does not give time for adequate preparation. Pay your club s share of test day expenses as soon as possible. It is important for all Test Chairmen to notify the Area Rep when there are outstanding bills by either a particular skater or entire club. This information will be forwarded to the Region Chairman. Following the completion of the test day, the following forms must be completed as required and forwarded together with the appropriate fees: Each participating club's test papers - the top half of each skater's test paper and the summary sheets signed by the evaluator are returned to their home club. Please note the summary sheet number on each test paper. The host club then bills each participating club for its share of the expenses using a standard expense form provided by the judges bureau. 28

29 29Okanagan Region Test Chair Manual Revised September, 2011 Test Summary Sheets After summary sheets are signed and completed the distribution is as follows : i) Original copy of the summary sheet is sent to Skate Canada with the appropriate test fees as well as the Summary of Test Fees form. ii) Retain one photocopy for your club records. The host club always retains a copy of all Summary Sheets. iii) One photocopy of the appropriate summary sheet for each participating club along with the top portion of the actual test papers. iv) One copy of the summary sheets to the region treasurer (Karen Deans) Skate Canada requires this form to be received at the National office no later than 3 weeks after the test day. It is preferable that it be done and all reporting completed within 7-10 days. This is to ensure that a skater has their previous records on file at the National office and thereby does not have the second test disqualified for not being eligible. If your skaters have been to a Centralized Test day, ensure that your club receives its copy of the Skate Canada Test Summary Sheets and that all skaters have received their test papers. For the person doing the paperwork at the host club - if a skater is pulled for whatever reason, draw a line through their name and test on the Summary Sheet and indicate the reason for not taking the test. If the skater's information has been transferred to another summary sheet, draw a line through and indicate the new Summary Sheet number. If the skater did not pass a qualifying test, draw a line through the higher level test information and indicate "Did not qualify". Do not send in any fee for that test. It is imperative that participating clubs pay their test invoices BY CLUB CHEQUE IMMEDIATELY. AFTER A SHARED TEST DAY RESPONSIBILITIES OF HOST TEST CHAIRPERSON: Complete the appropriate forms Pay your club s share of test day expenses as soon as you receive the bill from the Host Club. *The Okanagan Region Board of Directors passed a motion stating that any skater and/or club not paying their test day bills within 30 days of receiving it, would be considered not in good standing and would not be allowed to test in the Okanagan Region until the bill was paid. It is important for all Test Chairmen to notify their Area Rep and the Region Chairman when there are outstanding bills by either a particular skater or entire club, so that the above rule may be enforced. 1. 34 3410 JUDGES/EVALUATORS AND TRIAL JUDGES/EVALUATORS To avoid the possibility of having to cancel tests or test days due to the lack of qualified and available judges/evaluators, it is each club s responsibility to promote and encourage people to become evaluators. At the present time, potential evaluators/judges have to be 16 years of age or older and have a skating background Junior Bronze level in 2 disciplines (Figures, Freeskate, Dance, Skills) or Senior Bronze level in one discipline. If your club has qualified candidates, please contact the Region Judges Training Coordinator (Helen Eddie) bobelen@shaw.ca for an information package and possible training sessions. Please treat all judges/evaluators equally and fairly, regardless of whether they come from outside the Region or from your own area. Trial judges/evaluators are to be encouraged to trial judge at all test days. These are your future judges and evaluators. Remember, these people are also volunteers giving their time to the sport of figure skating. They will require copies of test papers they wish to trial evaluate/judge. You should also provide food for them while they are at the arena. Extra time should be added to the schedule to accommodate trial judging/evaluating and supervised tests (tests a trial evaluator must conduct but a qualified evaluator must supervise and then go over the results with the trial evaluator). There is an example of a Record of Trial Evaluating Form on the next page. It is the responsibility of the Trial judge/evaluator to complete these forms, have them signed by the referee/evaluator, and to distribute them themselves after the test day is over. It is not the test chairperson s responsibility to do the reporting for the Trial Judge. The trial judge/evaluator keeps the test paper for their records and makes sure the test evaluator signs their Record of Trial Evaluating Form. 35 3510 Before an evaluator can be promoted to the next level they must have a Supervised Trial Evaluation done on them by a Senior Evaluator. You will be informed by your Area Rep (North- Cheyenne Irvine, Central- Karen Deans, South Helen Eddie), if there is to be a trial supervised test at your test session. The candidate for Promotion conducts the test, but the Supervising Evaluator s papers are used for the result of the test. It is the responsibility of the Supervising evaluator to complete these forms, make copies for the candidate and to distribute them after the test day is over. It is not the test chairman s responsibility to do the reporting for the Trial Judge. Have 2 sets of test papers ready one for the candidate and one for the supervising evaluator. Checklist of host clubs: Be sure you have the following for every test day (high or low): Skate Canada Rule Book Clipboards for all officials Sharpened pencils (at least 3 per official) and Electric or Battery operated Pencil Sharpener Paperwork for the test day in order Music players and announcers Ice captains if the test day is large Copy of schedule posted at each dressing room, at ice level and one copy of each official's schedule attached to their clipboards along with the test papers for the tests being done. Current Skate Canada music Additional copies of test papers on hand for trial evaluators and in case of errors/omissions If a small test day (2 hours) have coffee/juice. If a large test day, provide meals and snacks throughout the day. It is not always possible to have a "scheduled" break, so be prepared to have an extended lunch with snacks, fruit and refreshments available for the entire test day(s). Be sure all forms, especially the Summary Sheets, are completed and the evaluator(s) have signed them before they leave the arena. A room set aside for officials Have the cheques available for officials and dance partner for their expenses ready for them prior to their leaving the arena If possible, have a photocopier on site. On Call Tests - New in On call tests are only available for Preliminary tests - Freeskate, Dance and Skating Skills and only if evaluators can be arranged. 2. The club test chairman submits potential on call tests to their area coordinator three weeks before the proposed test date. This test date must be on a regular skating session and must not interfere with other skaters on the session. The area coordinator will arrange for an Evaluator to attend the on call test session. 3. Test fees, summary sheets and judges bureau fees are handled in the same manner as a regular test day. 37

38 3810 Spring and Summer School Tests 1. Test days for Spring and Summer Schools must be applied for through the Area Rep and in order to do so Clubs must submit their dates to that Area Rep (see page 4) by March 15 each year for Spring School dates and May 15 for Summer School. 2. Every effort is made to coordinate test days among schools in the same areas, particularly when high tests are involved. 4. The school test chairman submits all paper work and fees to the appropriate places following the same procedure as Low/Intermediate/High Winter test days. RESPONSIBILITIES OF CLUBS HOSTING A COMPETITION: 1. Obtain an updated Competition Manual/Handbook. (from Region Chairperson Joan Omasta) 2. Fill out a Sanction and send it to the Region Chairperson (Joan Omasta). If you do not have a sanction form, contact the Region Chairperson. 3. Chief Referees are appointed by the BC Section Judges Committee Chairperson (who then informs the Region Judges Chairperson. If you do not know who the Chief Referee is for your competition, please call the Okanagan Region Judges Bureau Chairperson (Pat Mayne). The Chief Referee selects the judges for the competition from the list of available judges given to them by the Judges Bureau Chairperson. 4. Chief Data Specialists are selected in a similar manner to #3. Contact the Region Data Specialist Rep (Lorraine Mapoles) for details. 5. The Host Club has the same responsibilities to competition judges as they do towards test judges and evaluators. 6. Follow the Competition Guidelines set out by the Region. Subject to availability of ice time, Competitive and Interpretive tests ONLY may be permitted at competitions. Skaters must have the correct music length for the test they are trying. They will be tested while they are competing. Skaters must enter into the Competitive event that corresponds with the test being taken. Since all levels of Interpretive Tests have the same time allowance, any Interpretive test may be taken in any Interpretive event. Applications for tests must be made to the Test Day Coordinator and must be received at least 2 weeks prior to the competition. NO EXCEPTIONS. Only after the competition schedule has been finalized will the skater s club be notified if the application for tests will be accommodated. After notification, correctly completed test papers, summary sheets, Judges Bureau Fees and Skate Canada test fees must be brought to the competition and personally handed to Chief Referee of the Competition at least 1 hour before the scheduled event. Failure to do so will result in the test being disallowed. 38
