2 2013 Qualifying Competition Season TECHNICAL ANNOUNCEMENT 1. GENERAL The 2013 U.S. Figure Skating qualifying competition season consists of a total of 13 events. These include 12 qualifying events (nine regional championships, three sectional championships), and the 2013 U.S. Figure Skating Championships (juvenile, intermediate, novice, junior and senior). All 13 events are sanctioned by U.S. Figure Skating and conducted according to the most current U.S. Figure Skating rulebook, 2013 edition, with changes and clarifications as posted on the U.S. Figure Skating web site and this announcement. Compliance with these rules as updated or amended is the responsibility of the participants. U.S. Figure Skating reserves the right to incorporate revisions to the international judging system (IJS) made by the ISU for junior and senior events and by U.S. Figure Skating to novice events and below. The qualifying and national championship competitions are only open to competitors who (1) Are current members of U.S. Figure Skating (2) Meet the eligibility requirements according to U.S. Figure Skating Rule 2211 (3) Meet all age and test requirements pertaining to the event to be entered and (4) Meet the citizen and residency requirements as stated in Rules and ICR 6.09 of the U.S. Figure Skating Rulebook. Please note amendments have been made to the requirements for returning U.S. skaters as well as non-u.s. skaters wishing to compete. Consult the rulebook to ensure you complete the necessary requirements. Important Notice for All Coaches To coach at a U.S. Figure Skating qualifying level competition, a professional coach or choreographer must be: Declared by a skater in the registration process with U.S. Figure Skating Listed as Coaches Education Requirement (CER) Category A compliant for Current with Coach Registration (requires annual fee and background check) A current member in good standing with U.S. Figure Skating A current member in good standing with the PSA A coaches requirements chart can be found here: Each local organizing committee (LOC) will be provided with a list of coaches who are cleared for a credential at the competition. Coaches will need to check in at the event registration desk and show a government issued photo I.D. to receive a credential. Coaches who are NOT on the list will need to show proof of membership in both U.S. Figure Skating and the PSA, a Coaches Registration card, proof of Category A compliance in CER, and a photo I.D. at check in. If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary documents, he or she will not be allowed a credential no exceptions. We strongly urge all coaches to have their cards with them. Important Notice for All Pairs and Dance Teams All pairs and dance teams will begin their qualifying season at their respective sectional championships (unless they have been notified of a bye advancing them directly to the U.S. Championships). These events are no longer offered at the regional championships. 2

REGISTRATION A. METHOD Online Electronic Registration (Required) Online registration is the ONLY method available for entry into the 2013 U.S. Figure Skating qualifying competition season. Registration opens July 15,

4 To enter online into the 2013 qualifying competition season, proceed in the following manner: Log on to Input your membership number and password o If you do not already have a password, go to first and follow the online instructions. DEADLINES The entry deadline for the 2013 qualifying competition season is 11:59 p.m., Sept. 1, The time zone of your primary residence/principle training center (juvenile, intermediate) or home club (novice, junior, senior) will determine the entry deadline of 11:59 p.m., Sept. 1, NO EXCEPTIONS WILL BE MADE. NO LATE REGISTRATIONS WILL BE ACCEPTED AFTER THIS DEADLINE. Juvenile and Intermediate Singles Competitors ONLY: During the online registration process, you will be given the option to input your principle training center if you wish to compete out of the region you train rather than the region in which your primary residence is listed. The following guidelines must be followed: You must train at your principle training center at least six (6) months and one (1) day during the calendar year to be eligible The region you select is binding (whether it is based on primary residence or principle training center) and cannot be changed. Age requirements must be met by Sept. 1, Test requirements must also be met by Sept. 1, Provisional entries based on passing a test after the closing date of entries will not be accepted. Please refer to U.S. Figure Skating Rules for further testing information and guidelines. *Skaters entering a singles event in addition to a partnered event must enter a regional championship within the section they have chosen for the partnered event. C. ENTRY FEES All competitors entering the 2013 qualifying competition season must submit payment of the $175 entry fee to U.S. Figure Skating. 5 Sectional Championships Qualifying Entry Fees Singles skaters advancing from the regional championships to the sectional championships will incur an additional $175 entry fee and a $10 administration fee. This total will automatically be charged using the same credit card used to pay for entry into the qualifying season. Skaters receiving byes or who advance per the four or fewer rule will NOT incur any additional entry or administrative fees. D. PAYMENT Online payment via credit card is the ONLY accepted form of payment. For those competitors advancing to the sectional championships from the regional championships, the credit card used during the initial entry registration will be automatically charged the additional sectional entry fee. If an alternative method must be used for the sectional entry fee, please contact Lindsay Mulvey, U.S. Figure Skating, at Once entered, all withdrawals are considered final. A skater may not reenter even if the withdrawal occurs prior to the entry deadline on Sept. 1, Please note: refunds are not given for any reason. *If you need to withdraw, you must send an to Gia Witmer at gwitmer@usfigureskating.org, with your name, U.S. Figure Skating membership number, event in which you were entered (i.e. Junior Ladies) and the competition from which you wish to withdraw. E. BYES No medical byes will be considered. Competitors awarded a bye to their sectional championships or the U.S. Championships will receive official notification in writing from U.S. Figure Skating. All competitors wishing to compete in the 2013 qualifying competition season, including those who receive a bye, must enter by the Sept. 1, 2012, deadline. Please refer to the most recent U.S. Figure Skating rulebook for details on byes. 3. TECHNICAL DETAILS A. CONDUCT OF EVENTS For the 2013 season, all events and levels at all championship competitions (regional, sectional, U.S. Championships) will be conducted in accordance with the international judging system (IJS). Check the U.S. Figure Skating website for technical and/or rules updates. B. AGE AND TEST QUALIFICATIONS All age and test requirements can be found in the U.S. Figure Skating Rulebook starting with Rule 4200 (senior singles). 5

6 C. TECHNICAL ELEMENTS The well-balanced program charts for all levels and disciplines are posted on the U.S. Figure Skating web site at As referenced earlier in this announcement, U.S. Figure Skating will incorporate all changes made by the ISU with regard to well-balanced programs. Please refer to this web site often for continuous updates. PLANNED PROGRAM CONTENT SHEET (Required component) All competitors entering into the 2013 qualifying competition season are required as part of their online registration to submit a planned program content sheet (PPCS) detailing the elements in their program(s). You may update your PPCS at up to two weeks prior to the start of your competition. Failure to do so creates extra work for the officials working your competition. You will not be allowed to receive your credential at registration until your PPCS is submitted. D. MUSIC COMPETITON MUSIC INFORMATION (Required component of online registration) U.S. Figure Skating requires all competitors to fully complete a competition music information form as part of the online registration process. The following information is required for each piece of music used in the composition of the short program and free skate: composer, orchestra, duration of music, record label/number (optional but highly recommended if obtainable). COMPACT DISCS (CDs) For all qualifying events during the 2013 season, CDs are the only acceptable media. CDs must be: Clearly marked with name (last name, first name), event entered and the music time/length. Each CD must have only ONE (1) track on it. In the case of a short program and free program, two (2) separate discs must be used. Any disc with more than one (1) track will NOT be accepted! Lead in time (time before the music begins) on CDs may not exceed two (2) seconds. Due to compatibility and reliability reasons, music may NOT be submitted on re-recordable "CD-RW" discs. Each CD must be turned in - in a paper CD sleeve with a see through window (obtainable at any office supply store), also labeled with the skater s name and event. Standard hard plastic jewel cases or other CD holders are no longer acceptable. CDs that are not properly identified will NOT be accepted. Competition music must be turned in at the registration desk at the time of registration. At the Championships, competitors will not receive their credentials at registration until they turn in their music. The originals will not be kept and forwarded on from Regionals to Sectionals; rather the Music committee will make digital copies at each event to pass the music up to the next level of competition. The music CD s will be returned to the competitors at the end of their final event. Each competitor that qualifies for Sectionals or the 2013 U.S. Figure Skating Championships will be required to bring CD copies to the next event as backup. 6

7 Skaters receiving byes to the U.S. Championships are required to their competition music no later than one (1) month (Dec. 19, 2012) prior to the start of the U.S. Championships to the following address: Richard Larsen U.S. Championships Music Tech All competitors must have at least one (1) additional copy rink-side at practice sessions and during the actual competition event. Skaters receiving byes must also bring CD copies of their music to the event as backup. The LOC will accept no responsibility for damage or loss. CDs not picked up by the end of the competition are not the responsibility of the LOC and will be discarded. E. SEEDING AND QUALIFYING ROUNDS AT REGIONAL CHAMPIONSHIPS Any skaters who are added to an event due to unforeseen circumstances will be added to one of the groups (which group will be at the discretion of the chief referee) up to 48 hours before the start of the first qualifying group in that event. No reseeding or reassignments between groups will be made after the competitors are notified of their qualifying groups. Posting of the start order will be on the LOC website or the arena. The official schedule of events will be posted at the competition. F. OFFICIAL BULLETIN BOARD/EVENT WEBSITE The official bulletin board and event website will contain any announcements or changes, and it is the responsibility of the competitors to check often for official notices. Please refer to the local portion of the announcement for further information regarding the bulletin board and event website. 4. ADVANCEMENT TO SECTIONAL CHAMPIONSHIPS/U.S. CHAMPIONSHIPS A. QUALIFIERS SINGLES COMPETITORS All singles competitors advancing to the sectional championships will receive instructions for downloading the specific event announcement from for the competition to which they have advanced. For every competitor, all information required to be sent to the sectional championships local organizing committees (photos, practice ice requests, etc.) must be postmarked no later than the deadline on the respective form. For those competitors receiving a bye to the sectional championships or a bye or automatic invitation to the U.S. Championships, you will receive either instructions for downloading the announcement or your announcement via and must follow the deadlines set forth by the LOC. B. ALTERNATES Skaters placing in fifth and sixth place (unless there are fill-ups) at the regional championships in the juvenile, intermediate, novice, junior and senior singles events will be designated as first and second alternates. These competitors will be provided access to an event announcement as they may be selected to compete up to 48 hours before their competition event. Alternates DO NOT need to mail in any paperwork or required forms unless contacted by U.S. Figure Skating. 7

8 5. INSURANCE/LIABILITY A. LIABILITY U.S. Figure Skating, the host club(s) and/or interclub association, the organizing committee, and the ice arenas being utilized for these events accept no responsibility for injury or damage sustained by any participant in these championships (U.S. Figure Skating Rule 1600). 6. ANTI-DOPING Anti-doping tests will be conducted at the 2013 Prudential U.S. Figure Skating Championships, held in Omaha, Neb., Jan , Anti-Doping testing will be conducted in the Senior-level and consist of the top four place-winners plus one random selection for each discipline. 9 Local Organizing Committee (LOC) Additional Information 2013 Northwest Pacific Regional Figure Skating Championships Hosted by the Oregon Skating Council, Inc. in cooperation with Eugene Figure Skating Club Sept. 28 Oct. 2, 2012 GENERAL INFORMATION The 2013 Northwest Pacific Regional Figure Skating Championships will be held September 28 - October 2, 2012, at Lane County Ice Arena in Eugene, Oregon. Oregon Skating Council, Inc. (OSC) in cooperation with Eugene Figure Skating Club is excited to host this event and we are looking forward to welcoming you to Eugene. Lane County Ice Arena has an indoor ice surface of 192 x 85 with rounded corners. The 2013 Northwest Pacific Regional Figure Skating Championships will determine eligibility for the 2013 Pacific Coast Sectional Figure Skating Championship (Juvenile, Intermediate, Novice, Junior and Senior singles events). The entry deadline for the 2013 Northwest Pacific Regional Championships is 11:59 p.m., Sept. 1, The time zone of your primary residence/principle training center (juvenile, intermediate) or home club (novice, junior, senior) will determine the entry deadline of 11:59 p.m., Sept. 1, Registration entries must be submitted at For additional information, check out the competition website: After the close of entries, September 1, 2012, there will be absolutely no entry fee refunds, unless an event is cancelled. REGISTRATION DESK The registration desk will be open Thursday, September 27 through Tuesday, October 2, one-half hour prior to the first scheduled practice or competition event. The registration desk will be located in the Lobby of Lane County Ice Arena at the main entrance of the building. All skaters are encouraged to register early, as skaters will not be allowed on practice ice until they have registered and turned in their music. Any person who is not registered will not be allowed on the ice or at rink side for competition or practice commencing September 27, All skaters are expected to be in the arena one hour prior to the start of their scheduled event. CREDENTIALS Each athlete will receive complimentary credentials for 1 chaperone and 1 designated coach. The credentials are marked with the individual s name and are non-transferable. You must have credentials to enter Lane County Ice Arena, the warm-up area, and the locker rooms. One additional chaperone and coach credentials may be purchased at the registration desk. Additional chaperone and coach credential badges are $25. At the time of registration, AFTER competition music has been turned in, each competitor will receive credential badges for themselves and their chaperone(s). The competitor s coach will pick up their credential badge separately at check-in. A photo ID must be shown by all chaperones and coaches when the credential is picked up. BADGES ARE NOT TRANSFERABLE! Badges must be worn at all times while in Lane County Ice Arena. Any lost badges will be replaced for an additional charge of $40 per badge. 9

11 OFFICIAL BULLETIN BOARD All notices will be posted on the OFFICIAL BULLETIN BOARD near the Registration Desk at Lane County Ice Arena. It will be the skater s responsibility to check the board often for any changes. The Official Schedule showing the starting time of each event and any changes will be posted on this board. Notices posted on this board are considered sufficient notice to all entrants. The board should be checked frequently for any changes to the schedule. AWARDS Awards will be presented during the times posted at Lane County Ice Arena in the Results Posting Area. Skaters are to be ready for the presentation of awards and pictures, wearing their performance attire and skates at the time posted for their event. Competitors who place first through fourth will receive medals in both the qualifying and championship rounds and are to report to the Official Photograph Area promptly at their scheduled award time. The first place competitor in each Championship round will be awarded a trophy. DAILY ADMISSION/ALL-EVENT PASSES Admission will be charged for all events and practice ice from September 28-October 2, All- Event tickets may be pre-purchased via the attached order form and will also be sold at the door. Group pricing (for 8 or more) is available by pre-arrangement. The price of All-Event Tickets purchased prior to September 15, 2012 is: Adults and Children 6 and older: $30.00 Children (under 6): Free when accompanied by a ticketed adult. The price for "All-Event" tickets purchased after September 14, 2012 or at the door is: Adults and Children 6 and older: $35.00 Children (under 6) Free when accompanied by a ticketed adult One-Day Tickets may be purchased at the door for the following price: VIDEOGRAPHY Adults and Children 6 and older: $15.00 Children (under 6): Free when accompanied by a ticketed adult The Event Video Company (EVC) will serve as the official videographer for all U.S. Figure Skating qualifying competitions for the 2013 competition season. EVC will provide professional videotaping services for all events. Please note: videotaping of the competition, including practice ice, in any form is strictly prohibited per U.S. Figure Skating policy. PHOTOGRAPHY Still photography will not be allowed in the arena. An official photographer will be assigned to the competition by Oregon Skating Council. Action and award photos will be available for purchase by the competitors and their families. 11

12 SPECTATOR CONDUCT No items of any kind are to be thrown on the ice. Violation of this rule may subject the offender to ejection from the arena and prosecution. PROGRAM INFORMATION If you would like your skater s photograph in the event souvenir program, a photo to nwp2013program@comcast.net no later than September 1, Photos should be a "yearbook style" headshot in JPEG or PNG format with a pixel resolution of at least 600 x 400 pixels. Detailed instructions with a link to the address will be on the event website Photographs and media forms will be used for the program and publicity. Submission of a competition entry automatically grants permission to use all accompanying information, including photographs, for publicizing these championships. Programs can be pre-purchased at the cost of $15 per program. It is in your best interest to pre-purchase your program, as there will be limited availability at the event. MERCHANDISE Event merchandise will be available for purchase at the arena. Go to to place your order for event merchandise. FACILITIES Lane County Ice is located at 796 W 13 th Ave, Eugene, OR Our facility has one ice sheet measuring 192 x 85 with rounded corners. There are 5 locker/dressing rooms. Athlete or coach credentials are required to access dressing rooms. Chaperone s will not be granted access to the locker rooms. PRACTICE ICE (Form A attached) All skaters may purchase one Official Practice Ice Session per event segment. Program music will be played on Official Practice Ice. Official Practice Ice Sessions will be 30 minutes. Competitor s music must be turned in at the registration desk upon registering, before being allowed on practice sessions. Unofficial practice ice will be available on Thursday, September 27 through Tuesday, October 2, 2012 time permitting. Unofficial practice ice will be 30 minutes. Music will not be played. Competitors may purchase one unofficial practice ice session. Levels may be combined. Additional unofficial practice ice may be available and may be purchased at the registration desk. Practice ice fees will be $22 for 30 minutes for both official and unofficial practice ice sessions. There will NOT be refunds after signing up for unofficial or official practice ice sessions or for missed practice ice sessions for any reason. Sign up for practice ice on the attached sheet by September 1, Safety on the ice is the responsibility of the skater. The size and makeup of practice ice groups will be determined by the referee or the LOC. Skaters are expected to follow usual rink etiquette. Coaching shall be from behind the side boards. Coaches are not permitted in the music box or on the platform containing IJS equipment. Skaters who are not skating shall leave the ice surface to rest or converse. Only credentialed coaches and credentialed athletes are permitted in the restricted areas with access to the ice. 12
