3 Oregon Department of Fish & Wildlife Commission August 9, Fairview Industrial Drive SE Salem, Oregon, Re: Unmanaged Forage Fish Fisheries Management Plan Dear Chair Finley and Commission Members: On behalf of its over five million members and supporters the National Wildlife thanks the Oregon Department of Fish and Wildlife s (ODFW) leadership at the Pacific Fishery Management Council in protecting unmanaged forage fish in the federal waters of the Pacific Ocean. We support of ODFW s draft Oregon Forage Fish Management Plan to safeguard these same forage species in state waters. Adopting these protections is a critical step toward ensuring a healthy prey base for our economically and socially important sport and commercial fisheries as well as for whales, and seabirds. Many of these forage fish species including sand lance and several types of smelt and squid are fished in other parts of the world. By protecting forage species not currently targeted by commercial fishing in Oregon waters, ODFW will be taking the kind of precautionary approach needed to sustain our ocean resources now and for future generations. The National Wildlife Federation and its Oregon membership and Oregon Affiliate (Association of Northwest Steelheaders) understand that protecting the state s natural resources requires balanced, science-based management with an eye toward conservation and stewardship. We believe the effort to conserve forage fish meets these common goals, and appreciate ODFW s work to develop a plan that will help provide coherent, coast wide protections. The National Wildlife Federation supports the draft Oregon Forage Management Plan and asks that it be finalized and implemented as soon as possible. Thank you for your consideration of our comments, and for ODFW s work to protect the prey base that sustains our fisheries, marine wildlife, and coastal communities. 5 Sport Anglers Support an Oregon Forage Fish Management Plan Oregon Department of Fish & Wildlife Commission 4034 Fairview Industrial Drive SE Salem, Oregon, Dear Chair Finley and Commission Members: As sport anglers, we see firsthand the important roll forage fish play in providing a quality sport fishery and the economic benefit that sport fishery provides to the state. We support the efforts of ODFW staff to protect unmanaged forage fish as an important ecosystem component for sport fish such as tuna, salmon, steelhead, halibut, and rockfish. Juvenile sport fish such as salmon and steelhead depend on forage fish species to provide cover from and an alternate feed for larger predators. When forage fish are not present in adequate numbers, birds, seals, and other animals and fishes turn to these baby sport fish for their prey. As sport fish grow larger they turn to these same forage fish as what they need to grow larger and survive in larger numbers. While sport fish species are dependent on a variety of ocean conditions, we recognize the bottom line of those conditions is the availability and abundance of forage. Oregon has been a leader at the federal level in establishing protections for unmanaged forage fish through NOAA s Pacific Fishery Management Council for federal waters. The Oregon Forage Fish Management Plan is consistent with the Federal plan providing seamless management between federal and state waters. Sport anglers therefore ask the Oregon Fish and Wildlife Commission to adopt the Forage Fish Management Plan.
