The waters surrounding Ocean City offer an abundance of fishing opportunities. From the calm waters of the back bay to the near shore ledges, artificial reefs and wrecks, on out to the alluring blue water of the canyons, there is something biting to suit just about everybody. In this guidebook you will find information on all aspects of fishing in Ocean City. Ocean City is home to a bay that is alive with flounder, sea trout and rockfish, and an incredible artificial reef system that offers some of the best bottom fishing for tog and sea bass anywhere on the East Coast. It is also the mecca of Mid Atlantic offshore fishing, and is the site of several Big Game Fishing Tournaments, including the world famous White Marlin Open. I hope that you will find this guidebook a valuable resource to help locate marinas, tackle shops, charter boats, and just about anything else you need to make your stay in Ocean City a FISHY one. In closing, I would like to welcome you to the White Marlin Capitol of the World. 9 GUIDEBOOK 2013 PAGE 7 PURPOSE OF THE OC MARLIN CLUB The Club exists to promote and create an interest in sportfishing and to utilize all legitimate means to further and improve it. It engages in sound conservation practices to the end that the waters and marine life which they support may become more productive. We will cooperate with any persons or organizations which engage in similar activities. We seek to provide for the mutual protection of interest of sportsmen and fishing guides by encouraging fair and just dealings between them. We try to create and instill in others that love of the sea and Her creatures known only by those who sail upon her. We maintain and operate a sportfishing club for the benefit, enjoyment, and general welfare of our members and their families and guests. To create and maintain an interest in sportfishing the Club plays host to some of the summer s finest fishing tournaments, in addition to recognizing its members achievements offshore at an annual awards banquet. During the busy summer months members are invited to frequent the Restaurant facilities to sip on a cool drink, grab a bite to eat and discuss the day s events. During the winter months, when the waters have turned too cold to go fishing, the club sponsors various dinners and holiday parties to give its members a chance to get together and enjoy the comradery of other fishermen and women. 14 PAGE 12 OCEAN CITY MARLIN CLUB RULES FOR THE 2013 SEASONAL AWARDS Each year the Marlin Club takes the time to recognize the offshore fishing accomplishments of its members. We honor them at a seasonal awards banquet where we present them with trophies and plaques to celebrate their achievements The following constitutes the rules and qualifications for the seasonal awards presented by the Marlin Club: 1. FISHING SEASON The fishing season begins on January 1st and ends on Sunday, October 6, CATCH REPORTS For seasonal awards all catch reports must be entered on-line (this includes the White Marlin Open) at Tournament catch reports must be turned in as per the rules stated in each specific tournament. Catch reports must be entered on-line no later than ten days from the date of the catch with the exception of year end reports, unless otherwise approved by the Board of Directors. All reports must be filed by Monday, October 7, 2013 by 12 p.m. No exceptions! 3. ELIGIBILITY FOR SEASONAL AWARDS MEMBERS Dues must be paid in full prior to fish catches counting towards seasonal awards. Any catch reports received prior to dues being paid will not count towards seasonal awards. Catches made by Members on Member or Non-Member boats are eligible for awards. NON-MEMBERS Non-Members are not eligible for Billfish Awards with the exception of the Junior Angler Awards. Fish caught by Non-Members are eligible for all other seasonal awards when the fish is caught on a Club boat and the Member s boat dues are current. CAPTAINS AND MATES Members and Non-Members who receive pay as a professional may qualify for seasonal awards if fishing as an angler and not paid for the day that he/she catches the fish for the seasonal award. Example: A paid Captain or Mate chooses to charter a boat, become a Member or a charter team or fish as a nonpaid guest. 4. FISH ELIGIBLE FOR AWARDS All fish eligible for awards, must be caught within 100 nautical miles of the Ocean City, Maryland Inlet (Sea Buoy). All catches eligible for Ocean City Marlin Club Seasonal Awards, must depart and return to the Ocean City, Maryland or Indian River Inlets. To qualify for seasonal tournament and awards all catches must meet or exceed all Federal Requirements and Marlin Club weights.

15 GUIDEBOOK 2013 PAGE TIES All seasonal ties will be decided based on the day and time of catch. 6. BILLFISH RELEASES IN ONE DAY Fish caught on overnighter trips are eligible and must be reported on the specific day of the overnighter when the fish was caught. 7. FIRST WHITE MARLIN RELEASE - $5,000 will be awarded by the Ocean City Marlin Club for the First White Marlin Release of the year. The fish may be caught by a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member or by someone fishing on a Member boat. 8. FIRST BLUE MARLIN RELEASE - $2,500 will be awarded by the Ocean City Marlin Club for the First Blue Marlin Release of the year. The fish may be caught by a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member or by someone fishing on a Member boat. Photo identification required of a Blue Marlin to ensure proper identification of the Billfish. 9. LAST WHITE MARLIN RELEASE - $1,500 will be awarded by the Ocean City Marlin Club for the Last White Marlin Release of the year. The fish may be caught by a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member or by someone fishing on a Member boat. 10. INDIVIDUAL ANGLER AWARDS For awards given to an individual angler the fish must be self-hooked and caught by the angler, unaided by the boat s crew. Junior Anglers may receive assistance. All Ocean City Marlin Club and IGFA rules apply. 11. CHARLES E. KRATZ AWARD A trophy plus $500 will be awarded by the Ocean City Marlin Club for the First White Marlin Released by a Junior Angler. The fish may be caught by a boat from either the Ocean City, Maryland Inlet or Indian River Inlet by a Member or by someone fishing on a Member boat. 12. RECREATIONAL ANGLER AWARD An award given to the angler that releases the most billfish. Fish do not have to be self-hooked. Top Lady and Gentlemen Anglers (self-hooked) are not eligible for this award. All Ocean City Marlin Club and IGFA rules apply. 13. PRIVATE/CHARTER BOATS Private boats who fish one or more times for pay become Charter boats and are not eligible for awards given to private boats. 14. WEIGHT MINIMUMS* During Club tournaments all catches must meet the Club s minimum requirements a. Dolphin 10 lbs. b. Shark 150 lbs. Continued on next page

THE 25/50/100/200 CLUB FOR BILLFISH RELEASES Member boats releasing billfish, 50-99, and 200+ billfish will be recognized in the 25, 50, 100 or 200 released billfish club, respectively. The boat name will be permanently inscribed on a plaque board displayed in the club. The new 25, 50, 100, 200 member boats will also be announced at the seasonal awards. 16. AWARD for the private or charter boat that has the most junior or adult angler s 1st white marlin releases. All Catch Reports Must Be Entered On-Line By 12 P.M. On Monday, October 1, 2013.

29 GUIDEBOOK 2013 PAGE 27 BILLFISH CONSERVATION ACT BOLD HEADLINES HIDE SAD TRUTH ABOUT NEW LAW By Jim Hutchinson, Jr. Recreational Fishing Alliance As most members of the Ocean City Marlin Club are aware, Atlantic coastal billfish (other than swordfish) are true gamefish, unavailable for sale in seafood markets or restaurants anywhere in the country. The National Marine Fisheries Service (NMFS) officially granted Atlantic billfish its gamefish status through a federal management plan in 1988, stating the greatest overall benefit to the nation will result from reserving to the extent possible, billfish occurring in the EEZ (Exclusive Economic Zone) to the U.S. recreational fishery. For nearly a quarter century, Atlantic blue marlin, white marlin and sailfish have enjoyed these federal protections. What s sometimes confusing however is when folks see marlin on the menu along the East Coast, forgetting that Pacific sailfish and blue, black and striped marlin have never been granted the same gamefish protections as their Atlantic counterparts. Despite the recent headlines, that sad truth remains. Many saltwater anglers probably saw the various articles published last fall after President Obama signed the Billfish Conservation Act of 2012 into law on October 5, Praised by a host of conservation and environmental groups for taking important steps to conserve Pacific billfish populations, several news outlets including some major national sportfishing publications - mistakenly described the Billfish Conservation Act as a law which bans the importation of sailfish, marlin and spearfish in the continental United States, or prohibits the sale of all marlin, sailfish and spearfish in the United States. Regrettably, these claims are not accurate. The way the final law was written, the prohibition on Pacific billfish sold in the continental United States does not apply to billfish caught by U.S. fishing vessels and landed in the State of Hawaii or Pacific Insular Area. 30 PAGE 28 OCEAN CITY MARLIN CLUB Continued from previous page Considering that the harvest of Pacific blue marlin, black marlin, and striped marlin by the Hawaiian pelagic longline fishery topped 1.8 million pounds of fish in 2011, there s nothing in the law which will really slow these catches or landings, nor will it stop the commercial sale of these billfish in the contiguous United States. This is not the way the legislation was originally drafted. As a way of granting an exemption to native fishermen in Hawaii and the Pacific Insular Areas, groups pushing for gamefish protection had offered a compromise exemption for traditional fisheries which would ve granted allowance for local customs, allowing that billfish may be sold under this exemption only in Hawaii and the Pacific Insular Area. Had that version of the law passed, Pacific marlin would have only been sold in Hawaii and within the Pacific Insular Areas (Guam and Samoa for example) for these traditional fisheries and only for local consumption there. However, the original 2011 version of the Billfish Conservation Act was changed ever so slightly by special interests to allow commercial longliners from Hawaii to continue selling marlin throughout the continental United States. Look closely and you ll see the operative words here are landed vs. sold one word significantly changes the entire efficiency of the final law. Anyone who has traveled to Costa Rica can attest to the serious decline in marlin and sailfish action during the past decade as commercial longliners have devastated those stocks. Sadly, the United States has become the world s largest importer of billfish, even though countries like Costa Rica, Ecuador, Vietnam, South Korea and the Philippines make up only about 10% of the overall billfish commercial market in this country. The other 90% of the domestic billfish market, shockingly, is landed by Hawaii and the Pacific Insular Area. There is some good news in that that the Billfish Conservation Act of 2012 does prohibit foreign fleets from importing their catch directly to the lower 48 states. The bad news is that it allows these foreign fleets to sell billfish directly to Hawaii and the Pacific Insular Area to satisfy local consumption demand. The new law specifically states that the commercial billfish prohibition does not apply to billfish landed by foreign vessels in the Pacific Insular Areas when the foreign caught billfish is exported to non- US markets or retained within Hawaii and the Pacific Insular Areas for local consumption. In other words, Hawaiian commercial fishermen can still sell Pacific marlin in the continental U.S. as well as in Hawaii; they will also be allowed to export their catch on the foreign market. At the same time, if domestic demand warrants, there is nothing in the law that restricts Hawaii from simply shipping more of their locally caught marlin to the continental United Continued on page 36

When NMFS turned Atlantic marlin and sailfish into a federal protected gamefish in the 1980 s, the agency did so to ensure that a commercial market for billfishes does not develop, thus thwarting the objectives of this plan, the sale of all species in the management unit (from the same stock) is prohibited. Sadly, the Billfish Conservation Act of 2012 signed into law by President Obama does not have the same protective measures to keep new commercial billfish markets from becoming exploited. Despite the grandiose headlines and glad-handing by some in the sportfishing community, the Recreational Fishing Alliance doesn t see anything worth celebrating in handing over commercial exclusivity for blue, black and striped marlin in the continental United States to Hawaiian commercial fishermen. 64 PAGE 62 OCEAN CITY MARLIN CLUB SMILING CHILDREN, IT S CATCHING by Frank Goodhart How does one give back to others when he or she has been truly blessed? That s what I asked myself in the fall of 2004 when I was dealing with some health issues. What is my passion and what do I enjoy doing? That question wasn t very difficult to answer, fishing. My wife, Brenda and I have been blessed with two healthy children, Michael and Allison, their spouses, and three healthy grandchildren, Kaillee, Trent and Taylor. Not all families are as fortunate. When I got home from the hospital, I called Eric Burnley, a personal friend of mine and writer for the Fisherman Magazine. I asked Eric if he knew any groups that worked with special needs children and fishing. He put me in touch with Al Bunnell from Virginia Beach, one of the founders of the Wish-A-Fish Foundation. After a few conversations with Al I called Bill Regan, who was president of the Marlin Club, and explained my idea of taking special needs children and their families fishing. As luck would have it Bill was organizing a Kids Tournament for the club. We decided to put the two ideas together. Mike Abdaticchio, owner of the Judith M, and Tortuga, and the Bahia Marina were contacted and the rest is history marks our 9th year for our Kids Classic/Wish-a-Fish Event - in that time the Wish-A-Fish event has grown from (5) children and their families to over (50) children and their families. The Marlin Club, through the tournament participants, individuals, businesses, and service organizations have donated over $43, to the Wish-A-Fish Foundation. There have also been prizes for the Wish-A-Fish kids of rods, reels, tackle boxes, minnow buckets, coolers, tee shirts, hats the list could go on and on through local and national sponsors. Our Baltimore Ravens have also donated team pictures, decals and other Ravens memorabilia. The Wish-A-Fish Foundations mission statement is to provide a little relief for a family from the daily stress of having a child with special needs, such as a life threating illness, or a mental or physical disability by taking the entire family out for a day of fun and fishing on the water. Our club has expanded on that to include disadvantaged children. Smiling Children It s Catching that is their motto. Continued on page 64

70 PAGE 68 OCEAN CITY MARLIN CLUB OFFICIAL MARYLAND STATE RECORDS RULES AND PROCEDURES Compliments of Maryland Department of Natural Resources Maryland DNR maintains state records for sport fish and awards a plaque to anglers whose catch exceeds the current state record or establishes a new species category. Positive identification of the species of fish is mandatory for consideration of state record applications. The catch must be inspected in person by a fisheries biologist from the Maryland Department of Natural Resources. Immerse the fish in ice water until it can be weighed in order to preserve the weight. Call or to report a potential state record catch. State record fish are determined by weight. Make every effort to quickly obtain an accurate certified weight, since dead fish lose weight. If you take your catch to an Angler Award center that does not have a Maryland Department of Agriculture-certified scale, a grocery store, mailing and shipping store, or other establishment that sells products by weight may have a certified scale and be willing to help. A Maryland State Record application form listing the species, the certified weight, the date the fish was weighed, the witnessing scale operator's signature, and the name of establishment must be submitted to DNR within two (2) weeks of when the catch was made. Fish must be a species commonly fished for with rod and reel and caught by legal methods during an open season. From the time that a fish strikes or takes a bait or lure, the angler must hook and fight the fish without the aid of any other person. The reel must be operated manually. Once the leader is brought to the rod tip, more than one person is permitted to help land the fish. Fish caught from privately-owned fee fishing waters are not eligible for record consideration. The fish must be considered trophy sized for DNR to consider opening a new species category for recognition. Thresholds for weight are established by DNR using the best data available to create a benchmark. It is the angler's responsibility to provide all of the information and a clear photograph. 79 GUIDEBOOK 2013 PAGE 77 THANKS SO MUCH...CHARLIE! By Patrick Svehla It was 36 years ago when Charlie Kratz (OCMC) and Scott Smith (CMTMC) were fishing next to each other over the Baltimore canyon when both witnessed each other having some pretty good luck with billfish that day. Each trying to outdo the other led to some friendly radio sparring and ultimately to whose club was better.at fishing. One thing led to the next, and before you knew it, various challenges were being made by each until the Challenge Cup Tournament was born. For years thereafter, each club would travel to the other club, alternating each year, and compete for 2 days offshore with a team of 6 boats from each club. The winning club would get custody of the coveted Challenge Cup trophy and all the bragging rights that go with it until next year s tournament. Since that time, the tournament has grown to be one of the season s premier events and allows unlimited boats to fish from each club. It is now hosted annually by the OCMC with standing room only at the tournament s nightly events. It still has not been determined who is better as the Challenge Cup trophy goes back and forth between the two clubs on a somewhat regular basis. That was just part of Charlie s legacy that he left behind when he passed away in June of 2012 at 88 years of age. One of his other passions, besides being a great businessman, was to create an organization that would give indigent and homeless U.S. Military Veterans a respectable burial and gravesite. He accomplished this in 2005 when he developed the Catherine and Charles Kratz Memorial Park (CCKMP), a 501C3 organization, at Druid Ridge Cemetery in Baltimore, Maryland. Charlie wanted to honor his wife who passed away in 1997 by including her name in the Park s name. The Park is a beautiful site where a number of monuments honor our countries fallen soldiers and deceased Veterans. There are 90 grave sites and many columbarium positions available for deceased Vets whose families desire a peaceful resting place for their loved one. Most all costs of the burial are bourn by the CCKMP. Each year on June 6 and Veterans Day, a Continued on next page

80 PAGE 78 OCEAN CITY MARLIN CLUB ceremony honoring the burial of the newly placed Vets is provided by the CCKMP. These events have become the center piece of the organization. If you have never attended proceedings like this, it s simply one of the most moving, proud moments you can experience as an American citizen. Charlie had the foresight to realize that if the CCKMP was to go on for years to come, he needed to install some means of permanent quality leadership. He formed a bond with the 101st Airborne Association over the years which led to a relationship whereby the 101st would provide a 3 member board of directors that would guide his prized organization. They embraced this challenge, like the 101st airborne does with all challenges, and voluntarily work to administer the operation of the Park to assure its ongoing mission and preserve the legacy of Charlie. The OCMC has supported the CCKMP by its generous donation of the profits from its Memorial Day Tournament each year. Charlie s parting gift to the CCKMP was a Trust Fund to supply monies for its ongoing financial needs. At the same time, contributions are always accepted to help with this honorable cause and go a long way to helping the CCKMP continue its mission. We d like to think that Charlie s integrity, warm heartedness and benevolence is a sample of the OCMC membership at large. Thanks so much..charlie!
