3 COMPETITION RULES (Revised January 2011) 1) Play in all competitions shall conform to the Rules of Golf as laid down by R&A Rules Ltd and any additional local rules in force at the Host Club or applied by the Union for the competition. 2) All competitions shall be played, as far as possible, at each member club s course in turn. 3) Except where otherwise stated the competitions shall be open to Full Playing members and Junior members of Affiliated Member clubs. Such members shall play under their correct names and must a. Conform to the definition of Amateur Status as laid down by R&A Rules Ltd. b. Be is possession of an Active CONGU handicap and lifetime ID, both of which must be provided at time of entry if requested. Notes: A full playing member is defined as a member who is entitled to play his/her home course on any day without limit (subject to any club restrictions affecting all classes of members), and who is entitled to play in all club competitions for which he/she meets the entry requirements. For all Union competitions, a Junior is classed as a player under the age of 18 at 00:00 on 1 st January in the current year, even where this may be at variance with the player s home club definition of a Junior player. 4) Where Amateur players are members of more than one club in the York Union, they shall play from their Home Club Handicap, and may only enter and play in competitions through their Home club. Professionals where eligible, shall play off scratch, or a handicap fixed by the Executive Committee. Assistant professionals where eligible, shall play off a maximum handicap of 6, or a lesser handicap decided by the Executive Committee, in association with the Assistant s club Professional. 5) Professionals and/or Assistant professionals shall not play in the same pairing. 6) Professionals and Assistant professionals shall be eligible to play in the following competitions: York Open Championship, Yorkshire Herald Mixed Foursomes, Crossley Trophy, Kitching Trophy, Lewis Trophy, Cross Trophy, Pike Hills Cup and the 1900 Anniversary Bowl. Attached Professionals are not eligible to play in any competition. 7) Ladies are eligible to enter competitions Nos. 4,5,8,17 and 21. Lady professionals and Assistant lady professionals of the member clubs shall be eligible to play in the Fulford Rose Bowl, subject to having qualified from a qualifying round, also in the Yorkshire Herald Mixed foursomes, and the Aldwark Trophy in which they play from the ladies red tees. All competitors in competition No 17 shall play from White tees. 8) All competitions, except for the Cross Trophy, will be decided on the day. In the event of a tie in the Amateur, Open, Ladies and Junior Championships, a play off will take place under conditions laid down by the Executive Committee before commencement of play. In all other competitions, the winners of the Trophy and vouchers will be decided by count back over the last 9, 6, 3 or 1 hole. Should there still be a tie; the winner will be decided over the last 6, 3 or 1 hole of the front nine. Trophies and vouchers will be shared equally if scores are still tied. 9) Number and Value of prize vouchers for each competition will be determined by the number of entrants in a ratio to be determined by the Executive Committee from time to time, and the maximum prize value will be set by the Executive committee and reviewed as necessary (see Rules and Regulations No 17). Prizes not collected at presentations are donated to the York Union Junior funds. Players not attending the prize presentation and failing to nominate someone from their club to collect on their behalf to the official on duty prior to the Page 3

4 presentation will be deemed to have agreed to donate their prize to the Junior Funds. Those involved in a play- off other than the eventual winner will receive an equal share of the relevant prize. 10) Entry of a name on the official entry form, or notified to the Competition Secretary in writing (by electronic means or otherwise), and subsequently included in the draw commits the entrant to payment of the entrance fee, unless notice of withdrawal is given to the Competition Secretary at least 4 days prior to the competition, or before the Draw list is published on the Union s web site, whichever is later. 11) The Host club shall provide a starter and an official to be on duty on the day of the competition. 12) Junior boys with handicaps of 12 or less, and girls with handicaps of 18 or less may play in adult competitions at the discretion of their home clubs. In four- ball or foursomes play they must be partnered by an adult member who must be responsible for all matters concerning the junior. In stroke play only one junior is allowed in each group. Adult entrance fees apply to all players in Adult competitions. 13) An entrant to a competition, who fails to report for play, will be liable to a 12 month suspension from all Union competitions and will be required to pay the entry fee. If a fee remains unpaid the suspension will continue beyond 12 months, without limit, until the fee is paid. 14) A player in any competition who fails to fulfil his obligations regarding completion of any or all stipulated rounds of a competition without good reason, and failing to report the facts to the official on duty will be liable to a 12 month suspension from all Union Competitions. The reason(s) for any withdrawal during a competition must be submitted in writing to the Competition Secretary within 14 days of the competition, and will be presented to the Executive committee for a decision on suspension. 15) Entrants to all competitions agree to conform to the Union s Code of Conduct. 16) Anyone in breach of a host club rule or failing to conform to recognised standards of behaviour or with dress regulations of that Club will also subject themselves to a suspension or such disciplinary action as may be considered appropriate by the executive committee. 17) The number of competitors allowed in any competition will be decided by the Executive Committee in consultation with the host club. a. Places in the Open, Amateur, Ladies and Junior Championships shall be allocated in exact handicap order (at entry date) until the available spaces are filled. If necessary, places may be filled by a ballot of higher handicap entries. b. In all other competitions, an equal number of places shall be allocated to each member club. If any club does not take up its full allocation, or where there are spare places available, the Competition Secretary may fill those places from any reserve lists that may have been submitted. c. Where a specified handicap limit is referred to in the conditions of a competition, it shall be taken to mean that players outside those limits may not enter the competition. The President and Captain of member clubs may enter any competition irrespective of handicap but must play off the maximum competition limit if their handicap is higher. d. A competitor whose entry meets the competition requirements, but whose handicap is subsequently amended must play off their amended handicap or the maximum allowed in the competition, whichever is lower. 18) Competitions Nos. 8, 9, 12 and 13 consist of two separate competitions to be played on a single day on the same or different courses. No player shall be eligible to play in both events, even if, for any reason, the schedule requires these competitions to be played on different days. 19) In mixed competitions, CONGU guidelines for adjustment of handicaps will be applied. 20) In any competition where vouchers are awarded in separate categories, players may only win one prize. 21) The use of Ride on buggies is generally prohibited in all competitions although permission to use a ride on buggy will be granted in exceptional circumstances. A person who is disabled within Page 4

5 the meaning of Section 6 of the Equality Act 2010 or any statutory modification thereof, must provide a medical form signed by a medical practitioner, certifying that the player is disabled with the meaning of the Act and by reason thereof is unable, or has undue difficulty in playing golf without the use of a motorised buggy. a. Any application to use a buggy must be indicated on the entry form to the competition. b. Unless prior notification has been made, the required medical document must be sent to the Competition Secretary with the entry form. c. Requests to use a buggy will not be considered once the start list has been published. d. If the player wishes to use his/her own buggy, evidence of appropriate insurance must also be provided. e. The Secretary will notify the host club of any such requests. f. The final decision will rest with the Host club, and if permission is granted, it will be for the sole use of the applicant. Penalty for any breach of these conditions will be disqualification. 22) Each competition shall be administered by the Competition Secretary, a nominated member of the Executive Committee or its designated authority (e.g. the host club s Union representative on duty). They shall have authority to adjudicate on all matters relating to the competition on the day. Any matters relating to absence or failing to meet obligations as detailed above shall be reported to the executive committee. Any appeal against a decision must be put in writing to the executive committee. Page 5

6 CONDITIONS FOR COMPETITIONS 1) Sharp Trophy. Four Ball Better- ball Strokeplay over 18 holes. Handicap Limit ¾ allowance. 2) Lewis Trophy. Four Ball Better- ball Stableford over 18 holes. Handicap limit 18 maximum aggregate 30. ¾ Allowance 3) Kitching Trophy. Four Ball Better- ball Strokeplay over 18 holes. Handicap limit 18 maximum aggregate 30. ¾ allowance. 4) Yorkshire Herald Mixed Foursomes. Strokeplay competition over 18 holes. Clubs may hold qualifying competition. Handicap limits Men 20 ladies 32. Allowance ½ combined handicap. 5) Fulford Rose Bowl. Ladies medal competition over 18 holes. Eight ladies to qualify from each club. Clubs may hold qualifying competition if they deem it necessary. Handicap limit 32. 6) York Amateur Championship. 36 Holes Strokeplay off scratch. Handicap limit for entry decided by the Executive Committee. (See also Seward trophy). Draw will be made approximately in handicap order, with higher handicaps at the top of the draw. Played at the immediate Past President s club. 7) York Open Championship. 36 Holes Strokeplay off scratch. Handicap limit for entry decided by the Executive Committee. (See also Seward trophy). Pairings will be decided as for the Amateur Championship. Professionals will not play in the same groups. Played at the Union President s Club. 8) York Ladies Amateur Championship, Silver Division and Bronze Trophy. a. York Ladies Amateur Championship, Silver Division Open to Lady Members of clubs in the Union and Silver Division. Medal Strokeplay over 18 holes. The lowest gross score will be the Amateur Champion. The lowest net score, other than the Championship winner, will be awarded the Silver Division Trophy. Gross and Net prizes. b. Bronze Division Trophy. Open to Lady Members of Clubs in the Union in the Bronze Division. Handicap Stroke Play over 18 holes. Handicap limit may be amended by the Executive from time to time. 9) Crossley and Fletcher Trophies a. Crossley Trophy. 18 Hole Strokeplay Handicap Limit 12. Trophy awarded to lowest net score. Gross and Net prizes Maximum of 3 Juniors per club allowed to enter. (Players wishing to be considered for Union teams are asked to enter this event.) b. Fletcher Trophy. 18 Holes Handicap Strokeplay. Handicap limits ) Seward Trophy. 18 Holes Handicap Strokeplay for Junior Boys and Girls. Run in conjunction with the Amateur Championship, except when scheduled to be played at Heworth Golf Club, when it will either be played there on a different date, or in conjunction with the Open Championship. Handicap Limit ) 1900 Anniversary Bowl. Four ball Better Ball Handicap Strokeplay over 18 Holes. Handicap limit 18 (max combined handicap 30). ¾ handicap allowance. The Trophy is awarded to the club with the lowest aggregate of 2 pairs (or such number as the Committee may decide from time to time). Individual prizes. 12) Cross Trophy. A series of 14 winter four ball better ball competitions played over all courses in the Union from October to March. The Trophy is awarded to the club with the lowest aggregate score of 3 pairs (or such number as the committee may decide from time to time) from each round. In the event of a tie, the Trophy shall be held jointly by the winning clubs. Two rounds are scheduled to be played on each day and no competitor may play in both rounds, even if either of the rounds is subsequently played on a different day. Handicap limit 18 (max combined handicap 30). ¾ handicap allowance. An equal number of places will be made available to all clubs, and in the event of a club not taking up its full allocation, or if there are spare tee- times available, the Competition Secretary may allot places from reserve lists from other clubs to make up a full field maintaining an equal share of such places to all clubs as far as possible. All entries including Page 6

7 reserves shall be eligible for prizes, and all entries will be eligible to count towards the aggregate for each club. Any club failing to meet the minimum number of entries required for any round of the competition will be eliminated from the Trophy competition, but its members will still be eligible to play in subsequent rounds for individual prizes. Cleaning and placing, and any other local rules introduced by the Union for the Competition will apply to all rounds of the competition irrespective of any Host club local rules that may be in force. Play will be from Yellow tees where possible. 13) Seniors Championship Trophy and Reed Trophy a. Seniors Championship Trophy. 18 Hole Stableford competition White Tees. Trophy awarded to best points score. Handicap limit 18. Players must be aged 55 or over on the day of the competition. b. Reed Trophy. 18 Holes Stableford competition Yellow tees. If played at the same course as the Seniors Championship, all play will be from White tees. Trophy awarded to best points score. Handicap limits Players must be aged 55 or over on the day of the competition. 14) Pick Trophy. 18 Holes Stableford competition played from Yellow Tees. Trophy awarded to best points score. Handicap limit 28 full allowance. Players must be aged 65 or over on the day of the competition. Other than the Trophy Winner, Prizes will be awarded to the best scores in each of 2 handicap divisions. The number of vouchers and the limits of the divisions will be determined by an equal split as far as possible according to the number and make up of entries on the day. 15) Matchplay Championship. Each round is 18 holes Matchplay off scratch. Entry is through the Amateur Championship and is offered to the first 16 players in finishing order who are able to confirm availability and willingness to play in all rounds of the competition at the time of the draw. Rounds 1 & 2 will be played on the same day at a single course. Semi- finals and Final will be played on the same day at the current Union President s home course. 16) Junior Championship. 36 holes Strokeplay off scratch for Junior Boys and Girls. Boys will play from White tees; girls will play from Red tees. Handicap limit for entry as decided from time to time by the executive committee. Trophy awarded to best Gross score. Gross and net prizes. 17) Inter Club Scratch League. a) Teams will consist of four players b) Each team will play two matches per season, home and away, against the other teams in their division. c) Matches will take place during the week set out in the fixture list, on a day and time mutually agreed by the two team captains, with the host club having priority of choice. d) Only team captains can decide that a match be postponed or suspended, unless the course has been closed by the host club. In the case of postponement other than for a course closure, the decision shall be made on the first tee at 6:00 p.m. or later on the day of the match. The Competition Secretary shall be informed of the reason for any postponement without delay. Matches may not be postponed or suspended for any reason other than bad weather, state of the course following bad weather, or course closure. e) In the event of suspension after a match has started and which cannot be completed within seven days, the results of completed matches will stand, and any games in progress will be awarded a half. f) A match postponed or suspended before play commences, shall be played within seven days, on a date mutually agreed, or failing agreement, on the seventh day. If a team is unable to host the event within the period allowed, it may waive home advantage and play at the opponent s course if this can be done in the period allowed. In the event of extreme bad weather, and with the prior agreement of the Competition Secretary, a match may be re- arranged for the next free week in the calendar, or the week following the last match of the season, whichever is sooner. 8 g) In the event that the match cannot be played, the points will be shared. h) A team shall concede a match only if it is unable to meet its obligations to raise a full team. All results for a team that fails to raise a team on more than one occasion will be deemed null and void, and will be removed from the records. i) Points will be awarded as follows: i. For each game 2 points for a win, 1 point for a half. ii. For each Match 2 points for the team with most game points, 1 point if game points are level. j) The Team Captains for each match shall list their players in order of handicaps. The lists shall be exchanged simultaneously and the pairings for each game taken accordingly. k) If a player fails to be present for his game within the teeing- time allocated to the match by the host club, then he shall be recorded as having lost. l) The visiting players shall be given the card of the course and any local rules. m) It is the responsibility of the home team captain to inform the Competition Secretary of the details of players and the result as soon as possible after the conclusion of the match. n) Completed match sheets will be used to award points for the Order of Merit. It is the team captains responsibility to ensure that details including actual match scores are recorded accurately. Order of Merit points will not be awarded for games not played. o) The league will be divided into two or more divisions, with no more than seven teams in each division, according to the number of teams entered. Any new teams registered shall join the league in the lowest division. p) A player may only represent one club in any season. Where a club has two or more teams, he may only play for one team during the season, but can be nominated as a reserve for any team until he has played a game. q) The number of teams to be promoted or relegated from each division (normally 2) may be varied by season to balance the number of teams playing in each division, and will be advised to clubs at the start of each season. r) If the event of a tie for first place in a division, or if teams are tied for promotion, a play- off will be arranged on a neutral course. In the event of a tie in a play- off involving two teams, the last named pair will play sudden death to decide the outcome. If the sudden death play- off cannot be played, the last named pair shall arrange an 18 hole play- off on a different day. In a play- off involving more than two teams, all team members will play 18 holes Strokeplay, with the aggregate score of the team deciding the winner. If this still results in a tie, the last named players will play sudden death until a winner is found. s) If there is a tie on points for relegation, the relegation place (or places) will be decided as follows: 1) The team(s) with the worst aggregate number of total games won in all matches will be relegated. 2) If there is still a tie, the team with the lower points of the Home and Away matches between the tied teams will be relegated. 3) If there is still a tie, the aggregate number of game points between the tied teams will be used. 4) If there is still a tie, the lowest aggregate of holes won between the teams will be used. 5) If there is still a tie, the relegation places will be decided by lot. 18) York Union Club Team Championship. A 36 hole team championship consisting of 18 holes foursomes Strokeplay and 18 holes singles Strokeplay for one team of four players from each club, and a named reserve who may be used as a substitute in either the foursomes or singles on the day. All players must have competed in at least one inter club scratch match during the season. The lowest aggregate score of all six rounds (2 foursomes and 4 singles) for each club will be awarded the Championship. Ties will be settled according to the lowest aggregate in the Page 8

9 singles matches for the last 9, 6, 3 or 1 hole, or if necessary the last 6, 3 or 1 hole on the front 9 holes. If there is still a tie, the foursomes scores will be used in a similar manner. If there is still a tie, the Championship will be held jointly. 19) Issott Trophy. Awarded to the player with the best individual gross score in the Team Championship, having played in both foursomes and singles. 20) Pike Hills Cup. 18 Hole foursomes Strokeplay with an individual handicap limit of 18, allowance ½ combined handicap. The Trophy is awarded to the lowest gross score of a pair with a combined handicap of not less than 12. Gross and Net prizes are awarded. Pairs with a combined handicap less than 12 are only eligible for net prizes. 21) The Aldwark Trophy. Four ball better ball 18 Hole Stableford for ladies. Handicap limit 32, ¾ handicap allowance. 22) Junior Team Championship. A team championship for one team of four junior players from each club. 18 holes Stableford full handicap allowance. Handicap limit boys 18 girls 24. The trophy is awarded to the club with the best aggregate of the three scores from each club. In the event of a tie, the fourth player s score will be used to decide the winning team. If there is still a tie, the leading three players cards will be used as in Competition no 18 (Team Championship). The winning team will represent the York Union in the IDU regional final of the EGU Junior Champion Club Tournament. 23) The Hardman Trophy. Awarded at the end of each playing season to the Junior Boy or Girl considered to be the most improved player, having made significant contributions to their Club and Union, and exhibiting sportsmanship and endeavour. The recipient will be decided by the President, Secretary and the Junior Coordinator or Competition Secretary. 24) The Players Trophy. 18 Hole Competition off scratch played in March or early April. Entry by invitation to a maximum of 30 players. Page 9

10 CODE OF CONDUCT The Object of the Union is to encourage responsible social contact between members of the fourteen affiliated clubs. By entering York Union Events, or accepting a Representative Team place, all players are deemed to have agreed to this code of conduct and to the ethos of the York Union of Golf Clubs, which is an ethos based on respect. Respect for the Union, your club, your teammates, Union Officials and respect for yourself. It is an asset of common values to be followed by all. This code provides the guidelines for the conduct expected. The York Union of Golf Clubs Player s Code of Conduct You should; Help create and maintain a friendly environment that is free of harassment. Demonstrate fair play and apply golf s etiquette standards both on and off the course. Recognise your right to be treated as an individual and recognise that the same right applies to others. Respect the advice that you receive that promotes the concept of a balanced lifestyle. Treat others as you would wish to be treated yourself. Respect physical, cultural and racial differences. Challenge any form of discrimination or prejudice. Look out for yourself and the welfare of others. Speak out if you consider that you or others have been poorly treated. Report behaviour that appears to fall below the expected standards of the Club, County, Region or EGU/EWGA. Be correctly dressed, organized and on time. Prepare appropriately prior to matches or events to give yourself every opportunity to play to the best of your ability. Accept that these guidelines are in place for the well- being of all concerned. Follow instructions/guidelines laid down by Union officials. You should not; Take part in any irresponsible, abusive, inappropriate or illegal behaviour. Take any illegal or performance enhancing drugs or stimulants. You should not consume alcohol if below the legal age and should not consume alcohol in any way that affects your ability to play the game. Use foul, abusive or offensive language. Publicly or privately use critical or disrespectful descriptions of others. Undertake any activity or express any words that would be offensive to squad members or damage team morale. Please note that failure to follow the above code of conduct may result in disciplinary action (such as suspension from Union & Representative Competitions for an appropriate period) for those deemed to have breached the code.
