1 5 July 2017 The WRCC Golf Committee Newsletter WE WANT TO MAKE THIS THE GOLF COURSE, WHERE PEOPLE DESIRE TO PLAY Our Golf Course The compliments have been flowing in about our greens and the general state of our course. to the Greens Committee and all staff!! Please take a look at the Greens Committee s Project list. If you could get involved in any of the activities, I am sure that under the supervision of the team they will appreciate your contribution. **** Our Clubhouse Please ensure that, if you do find anything out of sort at the Clubhouse, you inform any of the members of the WRCC Management, Golf Committee or Greens Committee, so that they could give the information through or just jump in to rectify the situation. Your assistance will help us all to maintain and improve the experience at the WRCC. **** Announcements Please take note that the Club AGM & the Golf Section AGM will both take place on the 20/07/2017. For those of you, who are interested in serving on the Golf Committee, please feel free to talk to me. I urge participation, as I believe informed & involved members can make sustainable decisions. I have set a goal of playing, a round of golf, with each of our members. So please if and where possible, let s get together for that round. I will also be calling on the paid-up members who I have not seen playing a round of golf. It would be my pleasure to specifically join you for a round of golf. **** Rounds The year has not started off well with May & June being below budget. Month Budget Actual Variance May Jun This is a horrible start to the year and only hard work can assist to eat back at the deficit. We should play more golf, invite a friend to play AND get more members to join our club. Yes it is as simple as that and I believe all of the members will make a concerted effort to assist us as a Golf Committee to reach the budget goal or our club could be in danger as the overheads will exceed the income.

12 (I am working as a Marshal on a busy Sunday. All of the tee times are taken for the entire day. Even though the course is full, the pace of play is still at four hours because the course uses ten-minute tee times. As I come up to the eleventh tee, a customer is practice swinging his driver while waiting for the group in front of him move to the green. The customer walks over to me.) Customer: I want to play through the group ahead of us. Me: *politely* I am sorry, sir, but that is not an option. The course is full and there is no group that is out of position. Customer: *arrogantly* I know the owner of the course and he would let my group play through. Me: I know the owner quite well myself, and your group will not be able to play through. (He turns his back to me and starts swearing every swear word known to man. His swearing does not bother me because he s not directing his comments to me. His three other playing partners never say a word to me and look content drinking a cold beverage while waiting their turn. All of a sudden, he quickly turns around and starts walking towards me in a fast pace with his driver in his hand. He has a crazy look in his eyes as he approaches and I prepare myself for an angry confrontation.) Customer: *screaming* I have a date today and if I am late for my date, I am going to have my girlfriend call you to yell at you! Me: *without hesitation* Is your girlfriend hot? If she is, I will give you my number. Have her call me. (The three men on the carts busted up laughing. The man with the golf club never said another word.) P a g e 12
13 I wrote to SAGA to get an interpretation of a ball moving, below you will find extracts and SAGA s comments with regards to the query; Adriaan: There is some confusion as to whether there is a penalty incurred if a ball at rest moves after a player starts his backstroke and continues with the stroke. Before analysing the correct ruling it is vital that there is a determination as to whether the player or his actions caused the ball to move. As an example, if a player has taken a lift, clean and place within one club length (our local rule) there is every possibility that by replacing the ball the player has chosen a nice tuft of fairway and if the ball falls off the tuft then without doubt the player s actions have been instrumental in the ball moving. This is just one possible player interference. Others might be if the player grounded his club behind the ball or touched the ball as a trigger mechanism to starting his backswing. Whatever the determination as to whether the player caused the ball to move is always ruled against the player so it is almost impossible to apply Rule 14-5 and hence one should revert to Rule Here the wording has always been the subject of multiple interpretations. Rule 18-2(i) causes the ball to move the player incurs a penalty of one stroke. Then the following paragraph If the ball is moved, it must be replaced, unless the movement of the ball occurs after the player has begun the stroke or the backward movement of the club for the stroke and the stroke is made. Stroke Play scenario. In Match Play it is loss of hole. Saga: Rule 18-2 states that if the player causes the ball to move he incurs a penalty of one stroke and if the ball is moved it must be replaced, UNLESS the movement of the ball occurs AFTER the player has begun the stroke or the backward movement of the club for the stroke and the stroke is made. The inference here is that once the player COMMENCED with his swing and did not discontinue his swing he obviously cannot replace the ball as is required. He will nevertheless incur the penalty of one stroke for the breach. It will have to be determined, by judgement I would guess, whether the player indeed caused his ball to move but in such instance it is more than likely that he did unless there is sufficient evidence to suggest otherwise visual a sudden gust of wind. 14 One must also remember that the Rules of Golf generally do not contemplate the use of preferred lies. The recommended Local Rule however states, in part, that if the ball when placed subsequently moves there is no penalty and the ball must be played as it lies unless the provisions of any other Rule apply. With reference to your final paragraph of the extract where the ball is not replaced and the ball is played from there the ball has been played from a wrong place and the penalty in terms of Rule 20-7 applies ie two strokes in stroke play or loss of hole in match play. So this all means; that if you place your ball under WRCC normal placement rule, and the ball moves, without an outside agent being responsible, you incur a one shot penalty. You have to replace the ball on or as near to the original spot, before you take your next shot. If the ball moves while you are in your shot you still incur a one shot penalty, BUT if you are one of the disciplined golfers and stop in taking your stroke you need to replace the ball on or as near to the original spot, before you take your shot. You still incur a one shot penalty. If the ball moves after you have used the placement rule and you have not started your shot, you have to replace the ball on or as near to the original spot, before you take your next shot. One shot penalty still applicable. If you should decide not to replace the ball you expose yourself to playing a ball from a wrong place in which case you will incur a two shot penalty. My advice with regards to this is NOT to use the placement rule, however if you want to, please make sure you obey the rules as set out by the R&A. Thank You Hedley for your valued input.
