Policy Purpose: The intent of this policy is to provide clear structure for the standardization, placement, and maintenance of existing and new memorials at Denver municipal golf courses. This policy provides limits and descriptions for the style, type, placement, and implementation of sustainable memorials at Denver municipal golf courses (Denver Golf). Denver Golf courses currently (2018) have many different styles of memorials of varying quality and condition which has led to a haphazard and unkempt appearance at golf facilities. As part of an effort to standardize the aesthetic and placement of memorials, Denver Golf will be implementing a memorial relocation and replacement effort, beginning with City Park Golf Course. Authority: In accordance with of the City Charter, the Executive Director of Parks and Recreation holds authority over the management, operation and control of all Park facilities. The authority of DPR to adopt rules and regulations for the management, operation and control of parks is affirmed in Article I (Enforcement of Rules and Regulations) of Chapter 39 (Parks and Recreation) of the Denver Revised Municipal Code. Nothing in this Policy is intended to be a limitation or restriction on the duties or powers vested in DPR and the Executive Director under Charter or other provisions of the Charter or granted to DPR and the DPR Executive Director under the Denver Revised Municipal Code. Additionally, nothing in this Policy is intended to reduce, limit, waive, override or supersede legal requirements for compliance with other City ordinances and rules and regulations, including but not limited to compliance with rules and regulations adopted, any mandated licenses or permits, or other authorizations or approvals required by other City departments and agencies. Executive Director Discretion: The Executive Director of Parks and Recreation shall hold all discretion to remove a memorial or refuse permission for installation of a Memorial in the best interest of the golf facility and the City. 2 Definition of terms: Sustainable Using a resource in a manner that perpetuates its own existence without allocation of additional resources; using a resource so that it is not depleted or permanently damaged. Team Denver Golf employees comprised of the Director of Agronomy and the Superintendent of the course where the memorial is to be located. Memorial A plaque, paver, tree, or bench that has been approved for display and placement at a Denver Golf course that commemorates a person or keeps a remembrance of a person. Donor The person who completes the Request for Memorial; provides full payment for the memorial; works with Team for placement of memorial; and provides updated contact information throughout the life of the memorial. Donor may designate another person to become the donor and must provide Denver Golf written notice of this designation. II. Procedures New Memorial Requests Requests for Memorials are only processed through Denver Golf as represented by the Team. Current contact information is listed on the Request for Memorial (attachment A) application. Timing A Request for Memorial may be received any time of the year. However, requests will only be reviewed, designed, and approved by the Team during the period of October through January for installation in the following Spring and Summer. A Memorial will only be installed after Denver Golf receives full payment from the donor. Donation requests are subject to other donation approval processes required by the City and County of Denver and will be facilitated by the Team. Memorials are installed on a first come first serve basis and may be limited to no more than two installations per year. Approval process Donor electronically submits a Request for Memorial according to the directions on the application. Donor may reach out to Director of Agronomy to discuss options prior to submitting formal Request for Memorial. Request for Memorial is reviewed by the Team. The Team and donor work together to find a suitable option for the Memorial. Once the donor and Team agree on a suitable option, the donor will provide full payment at any Denver Golf pro shop. Payment will place the Memorial on Golf s schedule for installation. Expense All material costs for new memorials shall be borne by the donor. Denver Golf will perform the installation and incidental labor. Page 2 of 4

3 Denver Golf is not responsible for loss or damage to Memorials. Denver Golf is not obligated to repair a Memorial but will work with donor for reasonable upkeep including costs of the Memorial. This Policy and Golf s acceptance of a Memorial does not grant donor s permission to enter the golf facility for the purpose of maintaining or repairing Memorials. The City makes no warranties or representations regarding any work performed by the City. Sustainable Memorials are designed and placed to achieve sustainability. Materials Denver Golf shall determine which materials are acceptable for Memorials. Acceptable materials include: Standardized plaque placed in the clubhouse memorial display; Tree with clubhouse plaque appropriate species determined by Team; Standardized bench; 12 x 8 brass foundation plaque used with standardized bench; or Brick pavers installed within the Legacy Path where available. Location Denver Golf has the sole discretion for the location of Memorials on Denver golf course property. Through its Team, Denver Golf will work with the donor to find a location for a Memorial. However, the location must ultimately serve the best interests of the golf course and golf design as determined by the Team. Denver Golf, through its Team, may limit the number of benches on any golf course and will never allow more than one bench per golf hole. Removal: Denver Golf reserves the right to remove any outdoor Memorial that has been damaged beyond reasonable repair or which has remained 20 years (aggregate) on any golf course property. Denver Golf may remove any Memorial as necessary to facilitate renovation or construction of a golf course or golf course features. Denver Golf will make reasonable efforts to return Memorials or offer options for relocation and replacement. III. Relocation and Replacement of Existing Memorials Relocation and Replacement: Denver Golf intends to honor existing Memorials and will make reasonable efforts to provide public notice of a relocation and replacement effort. Memorials not claimed after the conclusion of a replacement effort will be disposed of at the discretion of Denver Golf. During a relocation and replacement effort, Denver Golf will provide donors with the following options: a. Clubhouse Display To accomplish a sustainable and lasting tribute for existing Memorials, Denver Golf will offer donors a one-time replacement for existing Memorials with an elegant clubhouse display consisting of a high-quality map of the golf course with locations marked where a donor Memorial tree is located. Individuals will be memorialized with an engraved placard, adjacent to the clubhouse display map. Placards will be uniform in size and style. The Team will work with a donor to determine language on placard. Page 3 of 4

4 Those who choose option a to replace an existing Memorial may select a golf course Memorial tree at no cost to the donor. Denver Golf will return all Memorial benches, plaques, etc. to donors at their request. b. Relocate Existing Memorials If donors of existing Memorials would prefer to opt out of the clubhouse display, they may choose to have their existing Memorials placed on the golf course. Denver Golf will relocate these Memorials in an area determined by the Team that best fits the design and function of the golf course. Broken Memorials will not be placed back onto the golf course. If a relocated Memorial is or becomes damaged, Denver Golf, through its Team, reserves the right to dispose of any bench or associated memorial plaque. c. Standardized Memorial Benches During the relocation and replacement effort, a donor of an existing Memorial may elect a one-time option of updating their Memorial bench or stone to a standardized memorial bench. Denver Golf will pay for costs associated with acquiring the standardized bench and placement of the bench. Denver Golf will allow the donor to purchase and provide a standardized brass plaque. This Memorial plaque will be set into the concrete surrounding the bench. Denver Golf, through its Team, will determine locations of benches and may set a limit on quantity allowed. Denver Golf will not maintain this Memorial bench or plaque beyond normal wear and tear and reserves the right to remove or relocate at any time. In the event the bench is damaged or becomes unusable, Denver Golf, through its Team, reserves the right to replace or remove any bench or associated Memorial plaque. Page 4 of 4
