This event provides you, the driver, an opportunity to show off your skills through a variety of exercises including an obstacle course designed to replicate everyday driving. You will be competing for the title New Jersey State Community Transportation Roadeo Champion. The top two winners will have the honor to represent New Jersey at the National Community Transit Roadeo on Saturday and Sunday, May 18 th and 19 th in Palm Springs, California as part of the annual Community Transportation Association of America Expo. Recognition will also be given to the Highest Scoring ROOKIE, a driver entering the competition for the first time, the Driver with the Most Improved Score over their 2017 score, and NEW DRIVER for the driver getting the highest score in that category. 3 PARTICIPATION IN THE ROADEO Cultivates enthusiasm and safety consciousness among vehicle operators. Motivates and stimulates safe thinking among all operating personnel. Participating operators benefit from the statewide spotlight placed on them and safety concerns they encounter on a daily basis. Criteria for participation gives rise to operator s awareness of their driving record, performance, consciousness of accidents and awareness of personal attendance. Tests the operator s ability to expertly handle a vehicle and improves their driving skills. 4 Community Transportation Roadeo of New Jersey Rules of Conduct In order to clarify some common sense rules regarding the competition, the committee has adopted the following rules of conduct: 1. Following the initial walk through of the course, drivers will not be allowed on the driving course for any reason (except for their actual competition). 2. Contestants must wear their badges at all times. 3. Each driver will be assigned to a team. Drivers must follow the instructions of their team captain. 4. Drivers must remain outside of the pre-trip inspection and wheelchair securement areas until they are called to participate in these events. 5. Drivers are not to engage in unnecessary talking with judges. 6. No alcoholic beverages will be permitted at the Roadeo site. 7. Unsportsmanlike conduct of any kind will not be tolerated. This includes profanity, aggressive behavior toward another contestant or official, abuse of equipment and / or facility and unsafe driving maneuvers. 8. Once finished with the competition, drivers are not to discuss any part of the contest with drivers who are still waiting to compete. 9. Violations of the rules of conduct are to be reported to the Course Marshal when observed. 10. The Course Marshal shall have the sole authority to determine if a violation has occurred and the corrective action to follow. Depending on the severity of the infraction, the corrective action may include either deduction of points from a contestant s score or suspension from the competition.

5 New Jersey Community Transportation Roadeo April 13, 2019 GENERAL INFORMATION LOCATION: Union County Educational Services Commission, 45 Cardinal Drive, Westfield NJ REGISTRATION: Drivers and Judges 9:15 9:45 See the attached Schedule of Events for further information regarding times: Requirements: 1. *Participants must have been employed as a driver for one year or more. 2. Drivers must wear a uniform or proper working attire. 3. No chargeable accidents since May 1, No suspensions or disciplinary action since May 1, No more than three unauthorized absences since May 1, Drivers are required to be available for the entire day. * Drivers participating in the Newly Hired category must comply to all requirements during their time of employment. They are not eligible for any other prizes. Eligibility: Vehicles: Competition: Three (3) drivers from each lead county paratransit system receiving casino revenue funds; one (1) driver from each agency not designated as a lead county coordinated system that operates a vehicle or service funded, in whole or in part, through NJ-JARC or a Federal Transit Administration (FTA) grant (5310, 5311, CMAQ etc.); one (1) driver from each agency who is a member in good standing of NJ COST and not in any of the categories above; and, three (3) ACCESS LINK drivers from each operating region, will be eligible to compete. Registration limited to the first 50 entrants. Questions regarding driver eligibility should be referred to Helen Kirsch at Body on chassis. Vehicles will be provided. Do not bring your own. A CDL License is required. Written Test, Securement Test, Pre-Trip Inspection Test and Overall Driving Performance. In case of a tie, the shortest time used to complete the course and the time used to complete the securement test will be the deciding factors. Decisions of the judges are final. The order of competition in the Roadeo will be determined by a lottery on the day of the event. No exceptions will be permitted.

6 ADDITIONAL INFORMATION Breakfast beverages, doughnuts and lunch will be available. For planning purposes be sure to include the number of guests you anticipate coming with you on your entry form. When you check in you will: o Pick your participation number o Receive an envelope with your ID badge, contestant number to give to the starter, copy of pre-trip sheet and pencil for written test o Token of Participation Vehicles for the Securement Obstacle, Pre-Trip Obstacle and the course vehicles will be available for you to familiarize yourself with prior to the start of the ROADEO The securement system on the course vehicle is a Q Straint Securement System o QRTMAX o Self-locking / self-tensioning / fully automatic, knobless retraction o Information on this particular system is available on the Q Straint web site o If you are unfamiliar with this system, be sure to take the opportunity to try it out. The buses will be on site prior to the start of the ROADEO Certificates will be awarded for: o Participation all drivers o Perfect score on the written test o Perfect score on the pre-trip obstacle o Perfect score on the wheelchair securement obstacle To be fair to everyone, do not discuss any part of the contest with drivers who are still waiting to compete. When all is said and done a helping hand will be greatly appreciated to: o fold tables, o stack chairs o return the course equipment to be loaded into the transport vehicle

7 SCHEDULE OF EVENTS 2019 Community Transportation Roadeo of New Jersey April 13, :15-9:45 Registration of Drivers and Judges 10:00-10:30 Drivers Written Test*** 10:00-10:30 Judges Course walk through 10:45-11:15 Driver Course walk through 11:30 - finish Competition on Roadeo Course Awards Presentation ***The Drivers Written Test and the Judge Walk Through is scheduled to begin at 10:00 AM SHARP. We ask that all participants arrive on time and adhere to the schedule. Continental Breakfast will be provided beginning at 9:30 Lunch will be served beginning at 12:30

8 2019 ENTRY RULES Community Transportation Roadeo This is a non-alcohol safety event. The presence and/or consumption of alcohol by drivers, judges and spectators will not be tolerated. Anyone found to be in possession of, or suspected of consuming alcoholic beverages will be asked to leave the property immediately. Drivers employed by or from the same agency as this individual may be disqualified and not permitted to compete. If the driver has already competed all scores for that driver may be discarded. 1. Eligibility a. Limited to the first 50 entrants. b. *Contestants must be drivers engaged in demand response or regular-route service for one year or more prior to the Roadeo entry date. Mechanics, cleaners, clerks, instructors, dispatchers, supervisory personnel or any other employees who are not employed as drivers are ineligible. * Drivers participating in the Newly Hired category must comply to all requirements during their time of employment. They are not eligible for any other prizes. c. During the time period May 1, 2018 through April 1, 2019 contestants must not have had: 1. An avoidable (chargeable) accident. 2. Any disciplinary action taken against them. 3. More than three unauthorized absences. d. Three (3) drivers from each lead county paratransit system receiving casino revenue funds; one (1) driver from each agency not designated as a lead county coordinated system that operates a vehicle or service funded, in whole or in part, through NJ-JARC or a Federal Transit Administration (FTA) grant (5310, 5311, CMAQ etc.); one (1) driver from each agency who is a member in good standing of COST and not in any of the categories above; and, three (3) ACCESS LINK drivers from each operating region, will be eligible to compete. Registration limited to the first 50 entrants. Questions regarding driver eligibility should be referred to Helen Kirsch at Judging a. The order of finish will be determined by points based on the driver s written test, pre-trip inspection test, mobility device securement test and driving skill scores. The top four scoring drivers will be awarded the First, Second, Third and Fourth place prizes. The highest scoring driver will be the New Jersey State Community Transportation Roadeo Champion. In case of a point tie, the time required to complete the course and the time to complete the mobility device securement test will be used as the tiebreaker. b. Contestants should wear their organization s uniform. If a uniform is not provided by the organization, proper working attire is required. c. The Roadeo Committee will assign Judges. The decisions of the judges are final.

9 3. Prizes a. First Prize Trip to National Paratransit Roadeo $300 Gift Card Engraved Award b. Second Prize Trip to National Paratransit Roadeo $250 Gift Card Engraved Award c. Third Prize Alternate #1 to National Paratransit Roadeo $200 Gift Card Engraved Award d. Fourth Prize Alternate #2 to National Paratransit Roadeo $150 Gift Card Engraved Award All drivers will receive a $25 Gift Card for their participation. The Winning Employer will have their name engraved on the Founders Award trophy and one-year possession of the trophy. THE EMPLOYERS FOR THE DRIVERS GOING TO THE NATIONAL ROADEO WILL BE RESPONSIBLE FOR MAKING ALL ARRANGEMENTS FOR THEIR DRIVER TO ATTEND THE NATIONAL CONFERENCE. COSTS WILL BE REIMBURSED IN CONSULTATION WITH NJ TRANSIT. 4. Miscellaneous a. No special equipment is permitted. Contestants must use provided vehicles. b. Contestants are not permitted to engage judges in unnecessary conversation. c. Drivers starting order is determined by lottery. No exceptions. d. All contestants are expected to remain for entire event. e. Qualified drivers may be substituted if original entrant can not participate. Completed entry profile/application must be presented at registration prior to the start of the competition. f. If First or Second Place winners cannot attend the National Paratransit Roadeo they may keep the prize and engraved award, but will forfeit the trip in its entirety to the Third or Fourth Place winner in succession. g. Arrangements for reimbursement for incurred costs will be made after the event in consultation with NJ Transit.
