2 SECTION I Big West Conference Bylaws 12.1 Awards All-Conference Teams The All-Conference first team shall consist of six athletes, including the Golfer of the Year, and the second team shall consist of five athletes. The individual champion of the Big West Tournament shall be named to the first team if she is not already a member. (Revised 7/15/02, 7/13/05.) Student-athletes named to the All-Conference first team shall be awarded a plaque from the Conference. Those named to the All-Conference second team shall be awarded a certificate from the Conference. Plaques shall be awarded to individuals named Golfer of the Year, Freshman of the Year and Coach of the Year Student-athletes will be named honorable mention if they receive votes on two or more ballots but are not named to the first or second team. The top five finishers at the Big West Women's Golf Championships shall receive (at a minimum) honorable mention All-Conference recognition. Honorable mention honorees shall receive a certificate from the Conference. (Adopted 7/15/02, Revised 7/14/08.) The coaches shall select the All-Conference teams using the following process: 1. Coaches may nominate an unlimited number of players for Conference awards and shall forward their nomination ballot to the Conference Office the Wednesday before the Conference Championship Tournament. (Revised 5/4/12, 10/29/14) 2. The Conference Office shall distribute to the coaches a voting ballot containing all nominations and statistics on the Thursday prior to the Championship. (Revised 5/4/12, 10/29/14) 3. Coaches shall complete an submit their ballot within 20 minutes after the last group finishes on the final day of the Championship. Coaches may not vote for their own student-athletes. (Revised 10/29/14, 12/1/16.) 4. The golfer receiving the highest point total in the balloting shall be named Player of the Year in addition to being placed on the first team. 5. The Freshman of the Year and Coach of Year awards shall be writein votes. Coaches may not vote for themselves for Coach of the Year. They are permitted to vote for their own student-athletes for Freshman of the Year. 6. Results of the All-Conference voting shall be released by the Conference Office at the conclusion of the Conference Championship Tournament during the awards ceremony. (Revised 5/11/09, 10/29/14.) Athlete of the Month The Conference shall select an Athlete of the Month in golf using the following process: Member institutions sports information offices shall submit nominations for these awards to the Conference Office and the Conference Office shall distribute a voting ballot to all of the golf coaches, who may not vote for their own nominees. Completed ballots are to be ed to the Conference Office. In case of a tie, Conference Office personnel may also vote. The nominations, voting, and announcement of honorees shall take place within the first five days of the beginning of each month in which an award is designated. The schedule of awards and nomination due dates should be sent out by the 12-2 Women s Golf

3 Conference Office at the beginning of the season. A coach who misses the voting deadline shall incur a letter of admonishment from the Commissioner with a copy to the director of athletics. (Revised 7/15/02, 7/14/03, 7/12/04, 7/10/06, 5/9/11.) Academic All-Conference The Conference shall sponsor annual Academic All-Conference teams in each Conference sport. Student-athletes shall be named to the Academic All-Conference Teams for their respective sports if the following standards are met: 1. Student-athlete must carry a minimum 3.00 cumulative institutional grade point average (no rounding); 2. Student-athlete must have completed one full academic year at the member institution prior to the season for which the award is being received (at least a sophomore academically); 3. Student-athlete must have competed in at least 50 percent of the institution's contests in the student-athlete's respective sport. Academic All-Conference forms shall be supplied to each institution and a submission date shall be determined by the Conference Office. All students so honored shall receive a certificate appropriate for framing, as well as recognition in the form of a media release. (Adopted 11/9/93, Revised 7/15/02, 11/1/13.) Championship Awards For championship awards, see Coaches Meetings Head coaches are required to attend the coaches' meeting that is hosted in conjunction with the Big West Women's Golf Championship. An annual business meeting of the women's golf coaches shall also be conducted via a telephone conference call during the summer if issues warrant. The Big West Council Liaison for women's golf, in consultation with the Commissioner, shall determine if a call is to be scheduled. (Revised 7/1/01, 7/14/03, 6/12/07, 5/11/09, 5/9/11, 11/12/14.) All excused absences must be granted by the Conference Office prior to the meeting. In the event of an excused absence or a head coach vacancy, the institution must be represented by an athletics department staff member. All substitutes must be approved in advance by the Conference Office Institutions that are represented by an assistant coach, rather than the head coach (unless he or she is excused per ), lose their voting privileges at the meeting of head coaches Institutions that are not represented or do not receive prior approval for a head coach s absence at a Conference meeting are subject to an institutional private reprimand and a $500 penalty to be paid to the Conference Office. (Adopted 5/9/96.) 12.3 Conference Championship The Conference Golf Championship shall be conducted with the site and dates to be determined by the Big West Conference Council. The championship shall be hosted by a member institution. Hosting responsibilities shall rotate on an annual basis. (Revised 6/4/80, 5/7/96, 5/6/97, 6/8/99, 7/14/0, 11/1/13.) 12-3 Women s Golf

4 Air Quality Protocol For the Big West Conference's policy on cancellation or postponement of championship events due to poor air quality, see Appendix 1. Awards The top five finishers at the Big West Women's Golf Championships shall receive a plaque commemorating their placing at the event. The Conference Championship team(s) shall receive a trophy, individual medallions (competing student-athletes only) and championship tee shirts in a presentation following the final round of competition. The Championship team(s) shall have the opportunity to purchase additional medallions and championship tee shirts. (Adopted 5/14/12.) (Revised 7/13/05, 5/14/12.) Caddies/Carts Caddies or motorized vehicles shall not be used by participants in a competitive round of the conference championship. Exceptions to this policy may be made if a participant is permanently disabled, or if the games committee determines a need to shuttle all participating student-athletes. In the case of a disabled student-athlete, a written request must be submitted to the Conference Office with accompanying medical statements requesting the use of a cart. Motorized vehicles may be used during the practice round.(revised 7/15/02, 11/18/11.) Championship Schedule For this year's championship schedule, see Section III Course Specifications/Directions to the Course See Section III for specific information and directions to this year's championship course. Expenses All event net expenses and revenue shall be divided equally among the member institutions participating in the championship. Actual transportation costs up to the budgeted maximum will be included to determine net expenses. The budgeted maximum will be communicated to each institution s business manager. Each participating institution is responsible for any lodging and per diem expenses. Format/Scoring Team places in the Conference Golf Championship shall be decided at the end of 54 holes of play. The Tournament shall use a 36-hole/18-hole format, 18-hole/36-hole format, 27-hole/27-hole format, or 18-hole, 18- hole, 18-hole format. The format is to be decided by the host institution in consultation with the commissioner. The Big West Golf Championship requires a minimum of 18 holes of play, and if the minimum is not reached, the tournament for that year is canceled. (Revised 5/19/89, 5/17/91, 7/17/00.) Team positions shall be determined by counting the four best of five scores each round. In case of a tie for first place, Co-Champions shall be declared. In case of Co-Champions, the Conference's NCAA representative shall be decided by a sudden death play-off among the tied teams. In the play-off, the best four scores of each team shall count. If still tied after one hole, the tournament will advance to the next hole until the tie is broken. (Revised 6/3/81, 5/17/84.) The Individual Champion and other individual places in the Conference Golf Championship shall be determined by the lowest aggregate stroke score at the completion of 54 holes of play. The individual having the 12-4 Women s Golf

5 lowest total aggregate score shall be declared Conference Champion. The runner-up shall be the individual having the second lowest aggregate score for 54 holes. In case of a tie for the Individual Championship, a sudden death play-off shall be conducted The GolfStat program will be used for official results. Live scoring of the championship will take place every third hole and will be posted on the Big West Conference web site. Official results are determined by the players' scorecards turned in at the end of each round. The Big West office staff will confirm that all result sheets are distributed immediately after the production by the official scorer. Results and third round pairings not picked up at the conclusion of the first day's rounds will be delivered to the team hotel. Final results will be ed to each institution's sports information director and available on the Big West web site Games Committee/Misconduct The games committee shall administer the Conference Golf Championship. The committee shall consist of the Big West Conference Council Liaison, a Big West Conference office representative and the head rules official. The Games Committee shall be on site to make rulings. The committee shall be empowered to administer penalties for acts of misconduct occurring prior to, during, or subsequent to the Championship Tournament. A minimum two-stroke penalty may be assessed for conduct unbecoming of college players. Such conduct shall include, but not be limited to: club throwing, defined as releasing the club in a manner to cause harm to any person or the course; use of abusive language; willful acts which damage property or equipment on the course; other unbecoming conduct as determined by the golf committee. (Revised 5/6/97, 6/8/99, 11/30/12.) A team penalty shall be imposed when a team's fifth scorer receives a misconduct penalty. (Adopted 5/19/94.) Golf Balls U.S.G.A. approved balls will be used in all competition. Lineups The deadline for lineups to be submitted to the Conference Office for the championship shall be 12:00 p.m. PDT two days prior to the start of the practice round. A team may substitute a player or alter a starting position until the player has begun competition. See Appendix 3 for the lineup form. (Adopted 7/12/04, Revised 7/13/05, 7/10/06, 7/14/08, 11/29/17.) Lodging The host institution shall block rooms at a headquarters hotel for traveling teams. Teams are responsible for booking and paying for their own rooms. Information on the hotel will be sent out by the Conference Office no later than six months prior to the Championship NCAA Automatic Qualification The winner of the Conference Championship Tournament shall be the Conference's automatic qualifier to the NCAA Tournament. If the Championship is canceled for any reason, the Conference's automatic qualifier shall be the highest seeded team for the Conference Tournament. If the Championship is unable to be concluded, the leader at the conclusion of the most recently-completed round shall be declared the Conference Champion. In the case of co-champions, refer to Bylaw (Adopted 7/15/02.) 12-5 Women s Golf

6 Officials The conference office will secure a certified head rules official and officials for the Conference Golf Championship. Participant Gifts The Conference Office will provide each team with seven participant gifts (five for competing student-athlete and two for coaches). Practice All participating teams in the Conference championship tournament shall be restricted to only one practice round to be played prior to the official practice round to be played the day before the start of the first round of the championship. Use of that course's other facilities (e.g., the driving range and putting greens) shall not be restricted. Exceptions shall be made for all student-athletes and coaches who are members of the course; for participation in an event sanctioned by the applicable state amateur association or the USGA, PGA or LPGA (including any official practice rounds associated with the event; for participation in a regular season tournament hosted by the institution that will be hosting that year s Big West Conference Championship; and, for the student-athletes and coaches of the host institution. The limit on practice rounds shall commence at the conclusion of the previous year s championship. See Squad Size for limits on practice participation at the Conference Championship Tournament. (Adopted 12/3/15. Revised 12/1/16, 11/29/17.) Rules U.S.G.A. rules will govern all Conference matches and tournaments Any golfer who violates a Big West or U.S.G.A. rule which leads to a disqualification penalty will be disqualified from the round of the Conference Tournament in which the violation occurs. She may be allowed to resume play in ensuing rounds of the tournament. (Revised 7/9/01.) The NCAA's coaches advice rule shall be used in the Conference Championship. (Adopted 7/9/01, Revised 6/12/07, 7/14/08.) Seeding/Pairings The institutions shall be seeded based on the GolfStat ranking on the Wednesday prior to the Championship. (Revised 5/23/85, 5/17/84, 5/29/87, 5/19/89, 5/13/93, 5/18/95, 5/7/96, 7/17/00, 7/9/01, 6/12/07, 5/11/09, 12/3/15.) The Conference Office shall set the pairings and tee times for the championship. Pairings on the first day shall be determined by seeding. Grouped teams will play together starting with the teams' number five players, followed by the number four players, etc. (Adopted 6/8/99, Revised 7/17/00, 5/11/09.) The group with the top-seeded teams will tee off first, followed by the next highest-seeded teams. (Revised 6/9/98, 7/17/00.) The Conference Office will determine the tee times. If the championship is utilizing a two-day format and 36 holes are played in one day, teams will tee off on the same tee in the morning and afternoon rounds. (Adopted 5/18/95, Revised 5/7/96, 7/17/00, 7/9/01, 5/11/09.) In a single round per day format, second round pairings will be made according to the team finish after 18 holes have been completed, and third round pairings will be made according to team finish after 36 holes have been completed. 7 teams will tee off last. In the case of a tie, the Golf Stat ranking will be used, which uses the thrown-out score to determine the higher place. (Adopted 7/9/01, Revised 7/14/03.) Spectators Spectators are permitted to follow championship play. There is no charge for admission to the Big West Women's Golf Championship. Sports Medicine The host institution of the Big West Golf Championship must have a certified athletic trainer on site. The host is not required to provide a team physician. Participating teams are not required to bring any athletic training personnel The NCAA Heat Index shall be used to determine the safe playing conditions of a conference championship. When the Heat Index reaches 90, conditions are of a concern and the Games Committee and host certified athletic trainer will confer. When the Heat Index reaches 105, the event is subject to delay, postponement or cancellation by the Games Committee and host ATC. A heat index chart may be found in Appendix 2. (Adopted 5/11/09, Revised 7/1/10.) Staffing For this year's Big West Women s Golf Championship personnel list, see Section III. Stoppage of Play The Games Committee will handle any questions concerning playable weather or course conditions. Every effort will be made to complete the tournament. If conditions prevent the completion of the tournament, the leading team at the conclusion of the most recently-completed round shall be declared the Conference Champion. The Big West Golf Championship requires a minimum of 18 holes of play and if the minimum is not reached, the tournament for that year is cancelled. If the championship is cancelled, the Conference's automatic qualifier shall be the highest seeded team for the Conference Championship. Squad Size Each institution shall be represented by not more than five, nor less than four players. No more than five student-athletes may particpate in the practice round of the Conference Championship Tournament, with a sixth student-athlete permitted to ride in the cart. (Adopted 7/15/02, Revised 11/29/17.) Uniforms Participants in the Conference Championship Tournament shall wear a distinctive team uniform. See 12.5 for additonal uniform requirements. (Revised 5/29/87, 6/9/98.) 12.4 CPR/AED and First Aid Training All Big West conference head coaches and assistants must attend an in-person, hands on training course in CPR/AED (Cardiopulmonary Resuscitation/Automated External Defibrillator) and First Aid and be certified. New coaches shall have a 45-day window from his/her start date at the institution to be certified. (Adopted 7/10/06, Revised 6/25/09, 11/12/14.) 12-7 Women s Golf

8 12.5 Uniforms All team members shall wear uniforms that prominently display the Big West logo. (Adopted 7/15/02, Revised 7/14/08.) Failure to adhere to the stipulation in 12.5 shall result in a $250 fine. An additional fine shall be levied if conference logos are not displayed at the next available opportunity. (Adopted 7/10/06.) 12.6 Unsportsmanlike Conduct and Subsequent Penalties All student-athletes and coaches participating in Big West Conference sports are required to read and sign a letter of sportsmanship prior to the start of their respective seasons. Each member institution must submit a certification letter for each Conference sport to the Conference Office that states all student-athletes have signed the letter. (Revised 6/12/07, 5/12/14.) Acts of unsportsmanlike conduct shall include, but not be limited to: 1. Striking or physically abusing an official, opposing coach, or student-athlete. 2. Intentionally inciting participants or spectators to violent or abusive action. 3. Using obscene gestures or profane or unduly provocative language or action toward officials, opponents, or spectators. 4. Being critical publicly of any course official, Conference personnel, another university, or its personnel. Any person who, after an investigation by the Conference Office, is found to have committed one of the listed acts or any other act of unsportsmanlike conduct, shall be subject to appropriate penalty. The penalties may include a private or public reprimand, ejection from the contest, and/or suspension for one or more contests. (Adopted 5/23/83, Revised 5/29/87.) The decision of the commissioner is binding on the parties unless it is overruled by an appeal to the Conference Executive Committee. 9 APPENDIX 1 - Air Quality Protocol Chain of Command The decision to cancel, postpone or suspend a Big West Conference Championship intercollegiate athletic activity in the event of poor air quality will be made by the Big West Conference Games Committee and the host Certified Athletic Trainer present at the practice or competition site. Criteria For Cancellation / Postponement of Activities Due to Poor Air Quality- The policy for Big West Conference Championship events included in each handbook will be as follows: 1. Big West Conference Games Committee and host ATC will inform each team s coach and game official(s) / umpire(s) of the conference policy with regards to poor air quality during the pre-event meeting and will provide condition updates throughout the championship. 2. The Big West Conference Games Committee and host Certified Athletic Trainer will monitor one or more of the following for up to date Air Quality Index (AQI) readings and statistics. National Weather Service and/or National Oceanic & Atmospheric Administration (NOAA) local weather radar ( or 3. The Big West Conference Games Committee and host ATC will utilize the following table as a guideline with regards to the Air Quality Index and recommendations for activity restrictions. Air quality is acceptable, however studentathletes with respiratory illnesses should be closely monitored. Those student-athletes with respiratory illnesses should be removed from outside activity. If the Host Institution has cancelled classes at the university due to poor air quality, the Big West Conference Games Committee and host Certified Athletic Trainer will consider this strongly when recommending the cancellation, postponement or suspension of all games, practices, and other activities. 6. Safety decisions made on site by the Big West Conference Games Committee and the host Certified Athletic Trainer are not subject to appeal. The Air Quality Index (AQI) The Air Quality Index (AQI) is an index for reporting daily air quality. It tells how clean or polluted outdoor air is, and what associated health effects might be a concern. The AQI focuses on health effects that may be experienced within a few hours or days after breathing polluted air. The Environmental Protection Agency (EPA) calculates the AQI for five major air pollutants regulated by the Clean Air Act: ground-level ozone, particle pollution (also known as particulate matter), carbon monoxide, sulfur dioxide, and nitrogen dioxide. For each of these pollutants, EPA has established national air quality standards to protect public health. How the Air Quality Index (AQI) Works Think of the AQI as a yardstick that runs from 0 to 500. The higher the AQI value, the greater the level of air pollution and the greater the health-concern. For example, an AQI value of 50 represents good air quality with little potential to affect public health, while an AQI value over 200 represents very unhealthy air quality. An AQI value of 100 generally corresponds to the national air quality standard for the pollutant, which is the level EPA has set to protect public health. AQI values below 100 are generally thought of as satisfactory. When AQI values are above 100, air quality is considered to be unhealthy - at first for certain sensitive groups of people, then for everyone as AQI values get higher. Source: Women s Golf

12 SECTION II Championship Host Responsibilities Hosting Minimums The following requirements must be met to host the Big West Conference Women s Golf Championship: 1) The women's course should ideally be approximately 6,000 to 6,300 yards long, while the men's course should be approximately 6,800 to 7,400 yards long; 2) Course must have a driving range, a practice putting green, parking/access for spectators, and a scoring area to conduct live scoring; 3) Carts, range balls, practice facilities all-inclusive; 4) Facility must allow conference (or sponsors) to supply water, snacks and sport drinks on the course throughout the tournament; 5) Facility must have space for hosting a dinner meeting for the teams the night before the first round; 6) At least 10 volunteers must be provided by host or facility for live scoring; 7) The head rules official (or club pro) should be available to serve on the Big West Games Committee; 8) On each day of the championship, officials should be provided food (such as donuts) and coffee in the morning and box lunches in the afternoon; 9) Water and/or electrolyte drinks must be provided by the host for student-athletes and officials at the 1st and 10th holes; 10) Hotel accommodations should be arranged by the host institution for out-of-town teams. Items highlighted in yellow may include universal game day expenses that are reimbursable. 17 Appendix 4 Pace of Play Policy 2018 BWC Women s Golf Championship Pace of Play Policy Rule 6-7 states, in part: "The player shall play without undue delay and in accordance with any pace of play guidelines which may be laid down by the Committee", and thereafter prescribes penalties for slow play. ALLOTTED TIME The allotted time for groups of three (3) will be 4 hours and 50 minutes (4:50). (See Pace of Play Time Chart on page 2.) DEFINITION OF "OUT OF POSITION" The first group to start will be considered out of position if, at any time during the round, the group is behind the allotted time to play as listed on the Pace of Play Time Chart. Any following group will be considered out of position if it: (a) is taking more than the allotted time to play (see chart) and (b) reaches the teeing ground of a par-3 hole and the preceding group have played their strokes from the teeing ground of the next hole; reaches a par-4 hole or par-5 hole which is not clear of play but which becomes clear of all play before all players in the group have played their strokes from the teeing ground; or reaches a par-4 or par-5 hole which is clear of all play. NOTE: Except for the first group to start, both (a) and (b) must apply for a group to be out of position. GROUP OUT OF POSITION If a group falls out of position, immediately after the group in question has left the next teeing ground, a Rules Official will inform the group in question that they are out of position and that they will be monitored and timed. TIMING When a group is out of position, each player in the group is expected to play any stroke within 40 seconds after timing of a player's stroke begins. Other than on the putting green, timing of a player's stroke will begin when she has had reasonable opportunity to reach her ball, it is her turn to play and she can play without interference or distraction. Time spent determining yardage will count as part of the time taken for the next stroke. On the putting green, the timing will begin after a player has been allowed a reasonable amount of time to lift, clean, and replace her ball, repair her ball mark and other ball marks on her line of putt, and remove loose impediments on her line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as part of the time taken for the next stroke Women s Golf

18 MONITORING / PENALTIES Any player in a group out of position who takes more than 40 seconds to play a stroke on two occasions will be informed as soon as practicable that she has been penalized one stroke. If she exceeds 40 seconds on one more occasion (a total of three timings exceeding 40 seconds), she will be informed as soon as practicable that she has been penalized an additional two strokes. Any player who takes more than 40 seconds to play a stroke on one more occasion (a total of four timings exceeding 40 seconds), will be informed as soon as practicable that she has been disqualified. The following are the penalties, in sequence, for any player in a group being timed who takes more than 40 seconds to play a stroke after timing of the player's stroke begins: One bad timing of more than 40 seconds warning A second bad timing One stroke penalty A third bad timing Additional two stroke penalty A fourth bad timing Disqualification NOTE: If the group in question regains its proper position, any previous timings of more than 40 seconds will be carried over for the remainder of that round in the event that group requires additional monitoring. RULINGS OR OTHER INCIDENTS If a ruling or some other legitimate delay occurs which causes the group in question to lose its position, that group is expected to regain its position within a reasonable time.
