Section 5 Championship Operations Section 5 1 Advice Rule In addition to the provisions of Rule 8-1, the Note and Decision 8-1/100 under Rule 8 of the USGA Rules of Golf will be in effect. Thus, each team may appoint up to two persons to give advice to, or ask for advice from, participants on that team provided that: 1. Up to two persons may be appointed to give advice to, or ask for advice from, participants on that team at any one time, and the appointed persons must wear the identification band provided by the host. 2. The persons are identified to the games committee before the start of the competition each day. 3. The persons do not give advice to, or ask for advice from, another team s player or coaches. 4. The person is not given advice by any other representative of that team. 5. The advice is given in a private manner that does not unduly delay play. 6. The persons are designated by the institution s athletics department to perform coaching duties and who serves in that capacity on a volunteer or paid basis. The player may ask for advice from, or give advice to, the appointed person in accordance with 1, 2, and 5 above. Advice includes pointing out the line for putting. Violations / Penalties By a coach - two strokes will be added to the coach s team s score. By a player - two strokes. Section 5 2 Award Nominations Coaches that would like to nominate student-athletes from their team for All-Conference recognition can do so by filling out a form online. This form can be accessed at In the Golf section of the table, click the All-Conference Nominations form. Nominations must be submitted by Thursday, April 20. 3

5 Section 5 3 Awards Following the conclusion of the tournament, the championship trophy and plaques for the top three finishers will be awarded. The following awards will be announced two days after the completion of the men s golf championships: Coach of the Year, Player of the Year and Freshman of the Year as well as the first and second All-Conference teams. The Coach of the Year, Player of the Year and Freshman of the Year awards will be determined by the vote of the coaches. The Player of the Year shall be the student-athlete that receives the most votes for all-conference honors. The Freshman of the Year shall be the freshman student-athlete that receives the most votes for all-conference honors. The All-Conference team shall consist of five first team and five second team players and shall be determined by the votes of the head coaches. All participating coaches are required to cast a complete ballot for the above awards and submit to the conference office within two days following the conclusion of the final round. A coach shall not vote for his/her team members. The votes will be tallied by the Conference office representative and the person with the majority of the votes will receive the award. In the event of a tie, the tie will stand. Section 5 4 Awards Banquets A dinner banquet will take place on Thursday, April 27 on the patio at Longbow Golf Course at approximately 6:00 p.m. Regular-season awards will be given out at that time. There will also be an awards ceremony at the course following the final round on Sunday, April 30 where tournament awards (championship trophy and top three finishers) will be handed out. Section 5 5 Banners Signs or banners promoting the participating institutions are permissible under the following circumstances: (1) They are hung only in areas designated by the host institution, and (2) the championship manager approves them in regard to appearance and content. Commercial identification on banners cannot be visible. Section 5 6 Carts and Caddies Participants may use pull carts to carry their clubs, but it is up to the institution to secure the number needed. If the course does not have enough to provide all requests, then no team may use pull carts from the host course. One golf cart will be provided to each team to be used by the designated coach(es). Carts will not be provided for spectators unless a disability limits their ability to walk to spectate the championship. Such cases will be handled by the head professional and Conference office personnel. In cases where carts are provided to spectators, the spectators must remain on the cart paths and approximately 15 yards from all players at all times. Section 5 7 Coaches Conference Call and Coaches Meetings A pre-championship coaches conference call will be held on Wednesday, April 12 at 1:00 p.m. MT to review policies and procedures. Participation by all head coaches is mandatory. An in-person coaches meeting will be conducted at the Longbow Golf Club on Thursday, April 27. The meeting starts at 10:00 a.m. This meeting is to review championship procedures, rules and policies. Attendance by each head coach is mandatory. Section 5 8 Course Hospitality Fruit and granola bars or other snacks will be available for student-athletes throughout the course. Bottled Gatorade and water will also be provided. Section 5 9 Course The championship will be held at Longbow Golf Club, located at 5601 E Longbow Parkway, Mesa, AZ Section 5 10 Directions to Golf Course Longbow Golf Club is located at 5601 East Longbow Parkway in Mesa. From the championship hotel, Hyatt Place, take AZ-202 Loop East approximately 9.5 miles to exit 21, Higley Road. Turn right on North Higley Road and go one half mile before turning left onto Longbow Parkway. 4

6 Section 5 11 Distance Measuring Devices Distance measuring devices are allowed by players and coaches during practice and competition as long as they conform to USGA specifications. The device shall measure or gauge distances only. Any device that is designed to gauge or measure other conditions that might affect a player s play (ie. gradient, wind speed, temperature, etc.) is not permitted regardless of whether such an additional function is used. Section 5 12 Driving Range The driving range will be available for team warm-up and practice throughout the championship including prior to and after each round of competition. The range will open at 6:00 a.m. each day of the championship. Section 5 13 Entry Fees All participating teams must pay an entry fee for the Conference Tournament to assist with green fees and meal expenses. Teams will be invoiced and are asked to mail their entry fees to the Conference office in advance of the championship. Section 5 14 Equipment The type of equipment (i.e., balls, clubs) used in the championship shall be determined by the individual team and must be acceptable under USGA rules. Golf bags must have the name or logo of the school on them. Section 5 15 Ethical Conduct Players and coaches shall conduct themselves in an ethical manner consistent with accepted golf etiquette at all times. Use of profanity, obscene gestures, or unsportsmanlike conduct shall subject the offending player to penalties prescribed by NCAA rules. Section 5 16 Games Committee The Games Committee shall consist of the Conference office representative on site, the head rules official and the head professional or designee of the host course. The games committee will make all decisions pertaining to the conduct of the tournament, including, but not limited to, pairings, golf course set-up and protests. Protest procedures will be distributed prior to the start of the championship. Section 5 17 Grand Canyon Eligibility Due to its transition from Division II to Division I, Grand Canyon is ineligible for both the WAC s team AQ and individual automatic at-large invite. Grand Canyon will not accumulate a team score and its individuals will compete as unattached. If a Grand Canyon player wins the tournament, then the next highest finishing eligible player will earn the WAC s automatic individual invitation (a sudden death playoff would need to be conducted if there is a tie at that position). Grand Canyon s individuals are eligible for any postseason awards and the individual conference championship. Section 5 18 Hole Location Sheets Hole location sheets shall be provided prior to the start of competition each day to each participant and head coach. The depth of hole locations shall be identified in paces. Hole location sheets shall be created by the host course. Section 5 19 Inclement Weather The championship is to be a fifty-four hole event. In the event that inclement weather prohibits play, the head coaches in consultation with the games committee shall determine whether the championship shall be shortened. In the event the tournament is shortened, the winning scores shall be based on a minimum of eighteen holes of play. In the event a minimum of 18 holes can t be completed, then the Conference s AQ will go to the highest ranked eligible team and the individual automatic invite would go to the highest ranked eligible student-athlete, both as determined by GolfStat following the conclusion of all of the teams regular season play. Stoppage of Play: If play must be stopped and all groups have played at least nine holes, scores shall be kept and play shall be continued the next day from the same spot. When players are notified play has been stopped, they shall mark the spot where the ball lies and pick up, or complete the hole according to USGA procedures if desired. If the entire field has not played at least nine holes, the scores shall not be allowed and the championship shall begin anew the following day. Resumption of Play: If play is resumed, all players shall return to the course at the same time. In extenuating circumstances, a portion of the field may be allowed to resume play in order to ensure the entire field completes nine holes for the day. 5

7 Section 5 20 Lineups Championship lineups are due to the WAC office by Sunday, April 23. Coaches should access this form at org/forms.html. Under Golf, select Lineups. Complete the form online and click submit. If a line-up change is necessary due to injury after April 23, coaches should contact Dave Chaffin at or dchaffin@wac.org. Section 5 21 Locker Rooms There are no locker rooms available at the course Section 5 22 Meals A breakfast buffet will be provided to teams at Longbow Golf Club prior to each round of competition. Lunch will be provided to teams on the patio near the scoreboard upon completion of their rounds on Friday, Saturday and Sunday. Lunch and snacks will be available for purchase during the practice round on Thursday. Coaches wishing to utilize this service shall set up a tab with Longbow Golf Club. Section 5 23 Media Relations Media relations staff and sports information services will be provided by the Conference office. Competitors scores will be reported every three holes and will be updated through Golfstat. Live scoring and results will be available at Section 5 24 Medical Procedures A certified athletic trainer shall be on-site throughout the practice and competition rounds. Limited athletic training modalities and services will be available at the golf course. Teams that will require any special training needs during the championship should contact the trainer: Michael Wilkins, CSU Bakersfield s athletic trainer (mwilkins@csub.edu/cell: ) Section 5 25 Official Travel Party Each institution is required to complete an Official Travel Party form by Sunday, April 23. Coaches should access this form at In the Golf section of the table, click the Travel Party Form to complete online. The official travel party size for each golf team is eight (8). Section 5 26 Officials Rules officials will be on the course throughout the championship. Officials will serve as the starter for each round of competition and will be present when scorecards are signed at the Clubhouse. Section 5 27 Pace of Play A pace of play policy will be in effect for the tournament and will be provided at the coaches meeting. Section 5 28 Pairings and Tee Times Tee times shall be at the discretion of the host course professional with final approval by the Conference office. In the case of a tie between teammates, the lower-seeded player shall tee off first followed by the higher-seeded player (the player with the better seed). In case of team ties, for starting purposes only, the fifth player s score shall be used to break the ties. If a tie remains, the tie shall be broken by draw, conducted by the Conference office liaison. Pairings for the first round shall be determined by Golfstat rankings entering the Conference championship with the highest-ranked teams teeing off first. Pairings for the second and third rounds shall be by total score for both teams and individuals. Grand Canyon s participants will tee off in the 8th-place team position. Once the team pairings are made, individuals shall be paired with the number five-seeded players teeing off first, number fours second, number threes third, number twos fourth and the number ones last. No two players from the same institution shall play in the same group. The tee times and pairings for the 2017 championship can be found on page 10 of this manual. 6

8 Section 5 29 Participant Gifts Championship gifts will be provided to the individuals listed on each team s Official Travel Party list. The championship gifts will be distributed to head coaches at the coaches meeting on Thursday, April 27. Section 5 30 Playing Rules Modifications All rules related to the championship play shall be consistent with those of the NCAA Division I Golf Championships for men and women, respectively, and in accordance with the U.S. Golf Association rules, except as modified by local ground rules or Conference policy. Section 5 31 Practice Teams are prohibited from practicing or playing on the course beginning August 1, One practice round shall be provided to each team on the day preceding the championship. Coaches and student-athletes will not be allowed to walk the course before the official practice round. However, the driving range and practice greens may be used if they can be made available by the golf course on the day before the practice round. The course professional shall be informed of this restriction by the Conference Office and shall be instructed to report any violations. A practice round is scheduled for Thursday, April 27. The tee times will be determined the week prior to the championship according to the Golfstat rankings entering the championship. Teams that tee off first during the first round will have the first practice times. 11:30 a.m. Highest Ranked Team 11:40 a.m. 2nd Highest Ranked Team 11:50 a.m. 3rd Highest Ranked Team 12:00 p.m. 4th Highest Ranked Team 12:10 p.m. 5th Highest Ranked Team 12:20 p.m. 6th Highest Ranked Team 12:30 p.m. 7th Highest Ranked Team 12:40 p.m. 8th Highest Ranked Team (Grand Canyon) Section 5 32 Results Competitors scores will be reported every three holes and will be updated through Golfstat. Section 5 33 Scorecard The scorecards for the championship will be as follows: Hole Out Par Yardage ,438 Hole In Total Par Yardage ,612 7,050 Section 5 34 Scoring Team Scoring: Each institution s team shall consist of a maximum of five players, however, at least four players are required for team scoring. The four players from each team with the lowest scores for each eighteen holes shall constitute the scoring members of the team for that round. The team with the lowest total combined score for all rounds shall be the Conference champion. Individual Scoring: All individual places shall be determined by the lowest aggregate medal score at the completion of fifty-four holes of play. The individual having the lowest aggregate score shall be declared Conference champion. Section 5 35 Shuttles Shuttles may be utilized between holes as determined by the host course. 7

9 Section 5 36 Spectator Rules The following spectator rules will be in effect during the championship: 1. Spectators must remain on the cart paths or in the rough approximately 15 yards from all players at all times, including practice areas. 2. There may be no communication between players and spectators that could be deemed advice of any nature for the duration of 18 holes. 3. All institutional personnel, with the exception of the designated coaches and trainers, are considered spectators. 4. Ringers on electronic devices must be turned off. 5. Carts will not be provided for spectators unless a disability limits their ability to walk to spectate the championships. Such cases will be handled by the head professional and Conference office personnel. In cases where carts are provided to spectators, the spectators must remain on the cart paths and approximately 15 yards from all players at all times. 6. All spectators are required to behave in a manner acceptable to the sport of golf. Section 5 37 Sportsmanship All phases of intercollegiate athletic contests shall be conducted in a sportsmanlike manner. Each member institution shall endeavor to instill and maintain principles of good sportsmanship for the guidance of all persons participating in or witnessing contests. Conduct by student-athletes, coaches and other institutional athletics personnel which is patently unsportsmanlike in nature is subject to sanction. An institution s representatives shall refrain from making negative comments regarding another institution s student-athletes, teams, coaches, staff or the institution itself. Each institution is responsible for maintaining such measures as necessary to assure orderly conduct of contests, including control of spectators who interfere with conduct of contests and for maintaining standards of spectator behavior. Section 5 38 Squad Size Squad size for the championship shall be limited to five (5) student-athletes. Section 5 39 Stroke Penalties Player Conduct: A two-stroke penalty may be assessed by the Rules Committee for conduct unbecoming a collegiate golfer. This conduct shall include, but not be limited to club throwing, defined as releasing the club in a manner to cause harm to any person or the course, use of abusive language, willful acts which damage property or equipment on the course and/or other unbecoming conduct. Coach and Cart: A coach or the cart of a coach shall not be considered playing equipment in the application of stroke penalties for a ball striking a player, teammate or teammate s equipment. Section 5 40 Team Playoff If a team playoff is not possible as a result of inclement weather or darkness, the tied teams will be named co-champions. The three-day total of the tied team s unused (5th player) scores will be used to determine which team receives the league s automatic NCAA Tournament bid. The team with the lowest three-day total will be awarded the automatic bid to the NCAA Tournament. Section 5 41 Tie-Breaking Procedures If at the conclusion of 54 holes of play there is a tie for both the team and individual championship, the team championship tiebreaker shall be conducted first. Team Championship Tie-Breaking: All ties for the team championship shall be decided by a sudden-death playoff at the conclusion of regular play. A coin toss administered by the Conference Office representative shall determine which team shall tee off first. Tee-off is in descending order with the number five player on each team teeing off first and the number one player last. The order of play and groupings of players in a two-team playoff shall be one foursome consisting of the number five and number four players and one sextet consisting of the number three, two and one players. All groups complete play on each hole before proceeding to the next hole. A total of the four best scores on each hole shall determine the winner. If the best four scores for the teams are still tied, the fifth score will be used in an effort to break the tie. During the team play-off, the advice rule among teammates is waived. 8

10 Individual: In the event of a tie for the individual championship, a sudden-death playoff shall be conducted immediately following the conclusion of regular play. Playoff Holes: Playoff holes shall be determined by the host course before the tournament begins. Players shall be ranked from one through five for each play-off team in order of their finish on their team at the conclusion of regular play. Section 5 42 Uniforms All golfers shall wear uniforms identifying the institution they represent. In the best interest of intercollegiate golf and the championship, it is suggested a coach or player should not appear at the site of the championship in cut-off shorts, blue jeans, tank tops or t-shirts during practice or competition. All participants must wear soft spiked shoes. 9
