Follow I-84 to N Idaho Center Blvd in Nampa. Take exit 38 from I-84 (13.6 miles). Continue on N Idaho Center Blvd until the destination in on your right (0.8 miles). The Sports Complex is the furthest east building on the facility. Section 4 2 Lodging and Ground Transportation Institutions are responsible for arranging their own hotel reservations, and air and ground transportation for the championships. Section 4 3 Parking and Entrances Parking is free and available anywhere in the lot located to the west of the Ford Idaho Center. Teams can enter through the doors located at the southwest corner of the track or through the main box office. Fans will need to enter through the main box office adjacent to the Slack Time Grill. View the maps in Appendix 2 and Appendix 3 for more information. 3
5 Section 5 Championship Operations Section 5 1 Awards Awards will be presented to the All-WAC first and second teams throughout the championship. The All-WAC first team consists of the top three finishers in each individual event and the athletes on the first place team in the relay events. The All-WAC second team consists of finishers four through six in each individual event and the athletes on the second and third place teams in the relay events. These awards will be presented at the conclusion of each day. Please instruct your athletes that earn All-WAC honors to report to the awards area at the end of each day. The Team Champion, Freshman of the Year, Outstanding Track Performer, Outstanding Field Performer, High Point Award and Coach of the Year awards will be presented at the completion of the meet. The Freshman of the Year, Outstanding Track Performer, Outstanding Field Performer and Coach of the Year awards will be voted on by the coaches. Each coach is responsible for submitting his/her ballot to Matt Pucak immediately following the competition. A coach shall not vote for himself/herself or his/ her team members. The votes will be tallied by the conference office representative and the person with the majority of the votes will receive the award. In the event of a tie, the tie will stand. All coaches are required to cast a complete ballot for the above awards. Head coaches should plan to meet at the finish line immediately following the last event to discuss their team performances and complete their ballots. Athletes and coaches from institutions whose coach doesn t vote or doesn t complete the entire ballot will not be considered for the awards. Section 5 2 Banners Signs or banners promoting the participating institutions are permissible under the following circumstances: (1) They are hung only in areas designated by the host institution, and (2) the championship manager approves them in regard to appearance and content. Commercial identification on banners cannot be visible. Section 5 3 Clerking and Check-In Track Events Athletes will check-in at the Clerk s Table located at the southwest end of the infield to pick up hip numbers NO LATER than 10 minutes prior to the scheduled start of their event to receive hip numbers. If competitors check-in earlier than 10 minutes, they will need to report back to the clerk s table 10 minutes prior. If a student-athlete is competing in a field event at the time of a scheduled race, they should report to the clerks table no later than 10 minutes prior to the event to receive a hip number and then report directly to the start line at the scheduled race time. Only athletes who have checked in will be allowed to use the active warm-up area. Competitors in all track events will be issued two hip numbers each, to be worn on the left hip and left chest. Distance runners will be issued hip numbers on both hips and the left chest. Field Events Field event athletes must check-in with the head official at the event site prior to the start of the event, preferably before the start of the warm-up time (90 minutes prior for pole vault, 60 minutes prior for all other field events). If there are two flights to a field event, all athletes must check-in prior to the start of the warm-up time and no later than the start of the first flight. Athletes in the horizontal jumps and throwing events will receive 30-minute warm-up. Officials will be at the field event site at the start of warm-up and remain on-site through the end of competition. Section 5 4 Coaches Conference Call and Coaches Meeting A pre-championships coaches conference call will be held on Monday, February 19 at 9 a.m. PT/10 a.m. MT/11 a.m. CT to review policies and procedures. Participation by all head coaches is mandatory. An in-person coaches meeting will be held on Thursday, February 22 at 5:30 p.m., or following the completion of the combined events that day, to answer any questions from coaches prior to the team competition beginning on Friday. Attendance by all head coaches is mandatory. Coaches packets will be available following the meeting. 4
6 Section 5 5 Competitive Numbers The conference office will provide each team with a competitive number for each athlete listed on the team s entry list. Competitors in all track events will be issued two hip numbers each, to be worn on the left hip and left chest. Distance runners will be issued hip numbers on both hips and the left chest. Section 5 6 Entries Entries for the 2018 WAC Men s and Women s Indoor Track and Field Championships will be managed through Direct Athletics at their secure website All coaches should have a username and password for Direct Athletics. If for any reason you cannot log in to Direct Athletics, please contact Dennis Goheen at trackman43@aol.com or (806) , or Matt Pucak at mpucak@wac.org or (303) Coaches may begin entering their athletes in Direct Athletics 30 days prior to the first day of the championship. All entries must have a seed time or mark. All athletes, including alternates and relay-only athletes, must be listed in Direct Athletics by Mon., February 19, at 11:59 p.m. MT. Any athlete not listed on the website will not be allowed to compete in any event, including relays. After each entry session, coaches should print their directathletics.com entry page. This is your receipt and entry verification. Only the most recent receipt is valid. All entries in directathletics.com at the entry deadline are considered declared. All entries, scratches and changes must be made prior to the deadline on February 19, at 11:59 p.m. MT. No late entries will be accepted. The deadlines for entry submission for all events is as follows: Entries due Descending order list posted and distributed to coaches via Coaches challenges due Heat sheets distributed via and posted on website Mon., Feb. 19, at 11:59 p.m. (MT) Tue., Feb. 20, at 12 noon (MT) Tue., Feb. 20, at 6 p.m. (MT) Tue., Feb. 20, at 10 p.m. (MT) Section 5 7 Event Procedures [1] Mile Run If there is more than one preliminary heat, 10 student-athletes shall qualify for the final. With 12 or fewer runners, the mile shall be run as a final. With 13 or more runners, the mile shall be run in heats. [2] 3,000-Meter Run If 16 or more competitors report, the 3,000 meters shall be run as a two-section event. The competitors with the top-16 times will comprise the second section with the remaining student-athletes making up the first section. Competitors with a No Time performance in the event will be placed in the first section. The race will be run as a time-sectioned final. [3] 5,000-Meter Run 5,000 meters shall be run as one final no matter the number of competitors entered. [3] 4x400 Relay 4x400 Relay [i] If there are eight teams, there shall be two sections of four. [ii] If there are seven teams, there shall be two sections (four in the faster hear, three in the slower section). [iii] If there are six teams, there shall be two sections of three. [iv] If there are five teams, there shall be a final section. [v] Standard lane preferences shall be used according to performance. [4] Distance Medley Relay The distance medley relay shall run in one final section. [5] Field Events Nine individuals shall advance from preliminaries into finals in all field events. 5
7 Section 5 8 Failure to Participate Competitors or relay teams must participate in the trials and/or finals of all events in which they are declared. Such participation is also required in subsequent rounds as a result of qualifying or when participation is a criterion for entry in a subsequent meet. Participation is the expectation that a competitor start the athletic challenge requirements of the event according to the rules of the event. Qualification to the next round of an event is, in itself, satisfaction of participation. Failure to participate is considered an assumption that the competitor in violation has abandoned the competition and, therefore, shall be barred from all remaining events in the current meet. The referee, upon proper protest, based upon all authorized evidence and with consideration given to circumstances beyond the control of a competitor, including medical, shall determine whether circumstances clearly demonstrate that a violation of this rule has occurred. Section 5 9 Field of Play The Field of Play is defined as the area of the track and the entire infield, including the active warm-up area on the infield. It does not include the bleachers which are outside the track, nor the Mondo lanes behind the bleachers on the west side of the track. Only competing student-athletes, trainers and other credentialed championship personnel will be allowed on the Field of Play during the championship after the completion of the combined events. Coaches will only be allowed onto the Field of Play during the combined events on the first and second day, when there are no other events occurring in close proximity. Coaches must clear the infield prior to an event taking place on the track or infield (10 a.m. on Friday). The use of video or audio devices, radio transmitters or receivers, mobile phones, computers, or any similar devices in the competition area by coaches, athletes, competitors, and officials, is prohibited, except as authorized by the games committee for meet administration. Section 5 10 Games Committee The games committee shall consist of Matt Pucak from the WAC, Marlon Edge from the WAC, and David LaVanne from the Ford Idaho Center. Section 5 11 Hospitality Student-athlete hospitality, consisting of fruit, granola bars, similar snacks and beverages, will be provided for the participating student-athletes and will be located in the athletic training room and in the athletic training area just to the southeast of the track. Meals for officials, administrators and staff/workers will be provided at the Slack Time Grill, available at any time by a redeemable voucher. The WAC will provide vouchers to the Slack Time Grill. Lunch and snacks will be provided for coaches, administrators, officials and staff/workers Thursday through Saturday. Credentials will be required for access to the hospitality room/areas. Coaches will be provided boxed lunches each day at 11 a.m. These lunches can be picked up at the coaches boxes near the awards area at the southeast end of the track. The number of meals for each coaching staff will correspond with the amount of coaches listed on the Official Travel Party List. Please note any dietary restrictions for your coaches on the Official Travel Party List. Sodexo has exclusive rights to food and beverage sales in the arena. Student-athletes are allowed to bring in snacks and beverages in their bags, but there can be no delivery of food/beverages from outside vendors. Teams should work with Damon Shaff (damon.shaff@sodexo.com or ) to order all food and beverages. Appendix 4 features a list of standard food and beverage options, but coaches are encouraged to work with Damon to customize the menu. Section 5 12 Locker Rooms Locker rooms and showers will be available in the restrooms at the Ford Idaho Center. There are no private restrooms or locker rooms at the Ford Idaho Center. Section 5 13 Media Relations Patty Walrath of the WAC will provide media relations and sports information services near the start and finish line of the course or in the press area. The media area will be located on the top row of the bleachers on the east side of the track, opposite the finish line. Results will be made available to coaches upon confirmation of results following the completion of each race, Coaches boxes will be located near the awards podium. WAC staff will be conducting post-meet video interviews with the winning/leading team s coach and select student-athletes. 6
8 Section 5 14 Medical Procedures A certified athletic trainer will be on site for all sessions of competition. Limited training supplies will be available to teams. In addition to certified athletic trainers, there will be an ambulance and two EMTs on site during all competition providing communication and transportation between the championship site and the medical facility for prompt medical service. The Head Athletic Trainer will be Katie Garcin, who can be contacted at katieham_27@yahoo.com if you have specific questions prior to the championships. The nearest hospital is just over a mile away: St. Alphonsus Medical Center 4400 E Flamingo Ave, Nampa, ID WAC Concussion Protocol: Traveling institutions shall follow their concussion management plan while participating in WAC championships. If a participating team lacks appropriate medical staff to activate its concussion management plan, the championship physician/trainer will examine the student-athlete and will determine medical clearance. See Appendix 6 for the full WAC Concussion Management Policy. Section 5 15 Merchandise Championship merchandise will be available for purchase on site near the team entrance. Section 5 16 Minimum Number of Participants The minimum number of participants required to participate in the Conference championship for the sport of men s and women s track and field is 14. Institutions that do not meet the minimum number of participants requirement shall be assessed a fine of $5,000. Section 5 17 National Anthem The National Anthem will be played ten minutes prior to the start of the first race of the day on Friday (1:50 p.m.) and Saturday (12:50 p.m.). We ask that all competition break to honor the playing of the anthem. Section 5 18 Officials The Head Meet Referee for the 2018 WAC Indoor Track and Field Championships will be Mark Zeug. It is the responsibility of the Meet Referee to make a final ruling on all protests. There will be no Jury of Appeals. Section 5 19 Participant Gifts The WAC, in conjunction with Goldner Sports, will communicate directly with participating institutions gift coordinators regarding the ordering and delivery process of the participation awards. Gifts may not be provided to ineligible student-athletes. Section 5 20 Performance Deadlines Direct Athletics will be used for weekly reporting of the conference s top times and marks. The submission of performances from the previous week onto Direct Athletics shall be completed the following Tuesday at 5:00 p.m. (MT). Times and marks that are not submitted to or corrected in Direct Athletics within 14 days of the performance date may not be used for seeding purposes for the conference championship. Section 5 21 Photographers The WAC shall provide an official championship photographer. Photos will be made available to each institution s media relations staff following the championships. Approved photographers in the competition area will wear a credential. All interested photographers should contact Chris Thompson (cthompson@wac.org or (303) ) to be credentialed. 7
9 Section 5 22 Practice The track and field facilities will be available for practice as listed below. A coach will need to be on site during all throwing practices. Wednesday, February 21 Facility open 10 a.m.-6 p.m. Thursday, February 22 Facility open 8 a.m.-7 p.m. PLEASE stay away from Combined Events in progress! -Track will be open for practice AFTER the Pentathlon 60 meters hurdles, i.e., approx. 11:25 a.m. The track will close again 15 minutes prior to the start of the Pentathlon 800 meters and then re-open again until 7 p.m. -Shot put/weight Throw ring & throwing sector will be open only AFTER the Pentathlon Shot Put event. -Long Jump/Triple Jump runways will be open only AFTER the Pentathlon Long Jump event; -High Jump approach and landing pit will be open only after the Heptathlon High Jump event; -Pole Vault runway and landing pit will be open from 9 a.m.-7 p.m. Friday, February 23 Facility opens at 8 a.m. -The track will be open for practice until one hour prior to the start of competition, when only checked-in athletes will have access. -Field event areas will close at least 1.5 hours prior to competition to allow for setup and warm up. Facility will be completely open after completion of Men s Distance Medley until 8 p.m. Saturday, February 24 Facility opens at 7 a.m. -The track will be open for practice until one hour prior to the start of competition, when only checked-in athletes will have access. -Field event areas will close at least 1.5 hours prior to competition to allow for setup and warm up. Section 5 23 Protests [1] Protests shall be consistent with NCAA rules. Protests relating to matters that develop during the conduct of the meet should be made at once and not later than 15 minutes after the results have been announced or posted. Any protest must be made in writing by the head coach using the official protest form and submitted to the protest table, located near the coaches boxes and awards area, and/or to Marlon Edge. All implicated coaches must be notified of a tendered protest. [2] Any such protest may be immediate and oral by a competitor or the competitor s coach to protect and preserve evidence used in the determination of a written protest filed in the appropriate manner. A protest shall include any communication by the athlete that requests preservation of the evidence. [3] The protest shall be reviewed by the referee, who shall render a decision after determining and considering evidence. Evidence specifically excluded is all visual material, except that produced in conjunction with officiating an event, official photo-timing and official video designated by the games committee before the meet. [4] Results of the protest shall be posted and announced. The meet referee shall render a decision immediately and inform the coaches of the competitors affected by the referee s decision shall be notified. There will be NO jury of appeal. The final decision will rest with the referee. Section 5 24 Scoring The championship shall be scored accordingly: Eight places will be counted in the final team scoring in each event with points being awarded as follows: for both individual and relay events. 8
10 Section 5 25 Seeding Heats and lanes, flights and order of events shall be assigned according to NCAA Track & Field Rules for championship events. Only athletes with established times/marks or a no time mark shall be seeded. Heat and flight assignments shall be available to coaches at the coaches meeting. Times and marks that are not submitted to or corrected in Direct Athletics within 14 days of the performance date may not be used for seeding purposes for the conference championship. Section 5 26 Spike Length 1/4 inch spikes are allowed on the track. No Christmas tree or needle spikes are allowed. Section 5 27 Sportsmanship All phases of intercollegiate athletic contests shall be conducted in a sportsmanlike manner. Each member institution shall endeavor to instill and maintain principles of good sportsmanship for the guidance of all persons participating in or witnessing contests. Conduct by student-athletes, coaches and other institutional athletics personnel which is patently unsportsmanlike in nature is subject to sanction. An institution s representatives shall refrain from making negative comments regarding another institution s student-athletes, teams, coaches, staff or the institution itself. Each institution is responsible for maintaining such measures as necessary to assure orderly conduct of contests, including control of spectators who interfere with the conduct of contests and for maintaining standards of spectator behavior. Section 5 28 Squad Size Only 28 student-athletes per gender are allowed to compete in the championships, but travel squads can include additional student-athletes who are injured or not eligible to participate in the championship, as long as the team is not over the 34 members in the Official Travel Party. Section 5 29 Starting Heights Starting heights and the incremental change in height for the pole vault and the high jump shall be determined at the coaches meeting on February 22. Starting heights and increments for the combined events will be determined at each location. Section 5 30 Tickets Ticket prices for the 2018 WAC Indoor Track and Field Championship are as follows: Thursday (combined events) Free admission Friday/Saturday Adults/Youth: $5 WAC Students w/ valid ID: Free Children ages 5 and under: Free Section 5 31 Travel Party/Team Information Forms Each institution is required to complete an Official Travel Party form. Coaches should access this form at html. In the Indoor Track and Field section of the table, select Official Travel Party List. Complete the form and submit to Matt Pucak at mpucak@wac.org no later than Monday, Feb. 19 at 5 p.m. MT. Individuals listed on the Official Travel Party List shall include student-athletes, coaches, media relations staff, administrators or any other university personnel traveling with the team. Only 28 student-athletes per gender are allowed to compete in the championships, but teams travel squads can include additional student-athletes who are injured or not eligible to participate in the championship, as long as the team is not over the 34 members in the Official Travel Party. Please designate any dietary restriction for those listed as coaches on the Official Travel Party List. Boxed lunches will only be ordered for coaches listed on the Official Travel Party List. Each institution is also required to complete a Team Information Form. Coaches should access this form at html. In the Indoor Track and Field section of the table, select Team Information Form. Complete the form and submit to Matt 9
11 Pucak at no later than Monday, Feb. 19 at 5 p.m. MT. Section 5 32 Uniforms During competition and the awards ceremony, competitors must wear the proper uniform (warm-ups included) of the institution they represent in the championship. Section 5 33 WAC Digital Network Coaches/student athletes must be made available for interviews following the completion of each day s events. Section 5-34 Weights and Measures There will be a designated implement weigh-in area in the northwest corner of the track in the facility. This area will be staffed by a certified official and will open 2 hours prior to the first event of the day. Weigh-ins will be accepted up to 90 minutes before the start of each individual event. Implements will be brought to event location no later than 60 minutes prior to start of the event. Please make sure athletes check their implements at the times listed below, though it is advised to check in the day prior to competition if possible: Thursday, Feb. 22nd Friday, Feb. 23rd Friday, Feb. 23rd Saturday, Feb. 24th 9 a.m. to 4 p.m. 9 a.m. to 11 a.m. 4 p.m. to 6 p.m. 7 a.m. to 10 a.m. 10

16 Appendix 5 Protest Form Turn in to Protest Table located by Awards and Coaches Boxes Name of coach submitting protest: Institution: Reason for protest: [1] Protests shall be consistent with NCAA rules. Protests relating to matters that develop during the conduct of the meet should be made at once and not later than 15 minutes after the results have been announced or posted. Any protest must be made in writing by the head coach using the official protest form and submitted to the protest table, located near the coaches boxes and awards area, and/or to Marlon Edge. All implicated coaches must be notified of a tendered protest. [2] Any such protest may be immediate and oral by a competitor or the competitor s coach to protect and preserve evidence used in the determination of a written protest filed in the appropriate manner. A protest shall include any communication by the athlete that requests preservation of the evidence. [3] The protest shall be reviewed by the referee, who shall render a decision after determining and considering evidence. Evidence specifically excluded is all visual material, except that produced in conjunction with officiating an event, official photo-timing and official video designated by the games committee before the meet. [4] Results of the protest shall be posted and announced. The meet referee shall render a decision immediately and inform the coaches of the competitors affected by the referee s decision shall be notified. There will be NO jury of appeal. The final decision will rest with the referee. 15
17 Appendix 6 WAC Concussion Management Policy WAC Concussion Management Policy Adopted 10/25/16 Revised 1/12/17 The NCAA requires all active member institutions to have a concussion management plan for their student-athletes. Championship hosted by the WAC (neutral site): Traveling institutions shall follow their concussion management plan while participating in WAC championships. If a participating team lacks appropriate medical staff to activate its concussion management plan, the championship physician/trainer will examine the student-athlete and will determine medical clearance. Championship hosted by an institution: Traveling institutions shall follow their concussion management plan while participating in WAC championships. If a participating team lacks appropriate medical staff to activate its concussion management plan, the host institution s concussion management plan will be activated. The NCAA legislation notes, in part, that a student-athlete who exhibits signs, symptoms or behaviors consistent with a concussion shall be removed from athletics activities (e.g., competition, practice, conditioning sessions) and evaluated by a medical staff member (e.g., sports medicine staff, team physician) with experience in the evaluation and management of concussions; a student-athlete diagnosed with a concussion is precluded from returning to athletics activity for at least the remainder of that calendar day; and medical clearance for return to athletics activity shall be determined by the team physician or the physician s designee from the student-athlete s institution. In the absence of a team physician or their designee, the WAC tournament physician or their designee will examine the student-athlete and will determine medical clearance. Within the rules of the sport and policies established for the championship, medical staff should have access to the injured student-athlete without interference (e.g., coach). A concussion is a brain injury that may be caused by a blow to the head, face, neck or elsewhere on the body with an impulsive force transmitted to the head. Concussions can occur without loss of consciousness or other obvious signs. A repeat concussion that occurs before the brain recovers from the previous one (hours, days or weeks) can slow recovery or increase the likelihood of having more severe and/or long-term problems. In rare cases, repeat concussions can result in brain swelling, permanent brain damage and even death. 16
