2 STATE CLASS A-B MEET TO: FROM: SUBJECT: State Class A B School Principals, Activities Directors, Boys and Girls Track Coaches Roger Heimbigner, Mark Ator and Jon Wrzesinski, Meet Managers roger_heimbigner@laurel.k12.mt.us or (Cell) mark.ator@colstrip.k12.mt.us or (Cell) wrzesinskij@baker.k12.mt.us State A B Boys & Girls Track and Field Championships DATE: May 24-26, 2018 SITE: FACILITY: DRESSING: SPIKES: IMPLEMENTS: Laurel Sports Complex at Laurel High School The Laurel Sports Complex Track is a ten (10) lane, 400-meter track with a ten (10) lane straightaway. The pole vault, high jump, long jump/triple jump pads are the same surface as the track. Javelin is a grass runway. Girls and boys locker rooms will be available during the meet. No towels or security will be provided. It would be best that your team comes dressed and ready to compete. 1/8 spikes are the maximum lengths in track and field events. Pyramid, or hex are recommended (Absolutely No Needle Spikes). Exception: javelin boots football/soccer or baseball/softball shoes may be used in the javelin (On the Javelin Runway). Each contestant will furnish his/her own throwing implement in the shot put, discus, and javelin. Implements will be inspected and approved Friday and Saturday mornings from 7:30 a.m. to 9:30 a.m. Implement inspection will take place under the grandstands. If the implement does not meet specifications, it will be kept until the conclusion of the State Meet. Implements for events on Saturday s schedule must be inspected on Saturday, not the day before. COACHES MEETING: The coaches meeting will be held at 7:00 p.m. on Thursday, May 24, 2018 in the Laurel High School AUDITORIUM. Team packets will be available for a boys and girls team at this meeting. Sportsmanship Forms must be signed prior to receiving a packet. Packets may also be picked up in the warming room at the west end of the bleachers at 8 a.m. on Friday. Additional passes for coaches or administrators may be purchased at this meeting. PRACTICE/POLE VAULT START: The facility will be open for practice at 3:00 pm on Thursday for Class A and 4:00 pm for Class B. However, because the throwing areas for discus and javelin are located in the same area, it will be necessary to split time for safety reasons. The practice times for discus and javelin are as follows: Class A Discus practice Both Classes Javelin practice Class B Discus practice 3:00 4:00 pm 4:00 5:15 pm 5:15 6:15 pm You will note that the pole vault competition will begin on Thursday (weather permitting because there will be competition at 4 p.m. on Thursday in this event, coaches are asked to be especially mindful of their other athletes during the practice session. The

3 pole vault competition area will be restricted to athletes and pole vault coaches, but spectators will be allowed in the stands free of charge. Athletes, managers and other coaches who are not actively participating in the practice session are asked to watch the pole vault from the stands. Notice to Pole Vault coaches: all participants must have a coach verify their current weight onsite by initialing the MHSA registration sheets. Please come prepared with your vaulters current weights. TRAINERS: RULES: Trainers will be available. The training tent will be located at the west end of the bleachers. Teams need to provide their own supplies. National High School Federation Track and Field with modification by MHSA (Organization Procedure). Ten athletes will advance to the finals in all running and field events. Please refer to the current MHSA State Track and Field Procedures Manual. GENERAL INFORMATION 1. Class A Entries - Class A divisional meet managers will provide a file containing the divisional advancers to the meet manager or designee in charge of seeding the state meet. Class A coaches will submit their athletes for state that have automatically qualified during the season but did not compete in (or did not qualify from) that event at divisionals. NOTE: Divisional placement supersedes qualifying times/marks. The for qualifying standard submission is: colleens1043@gmail.com. submitting qualifying athletes is 3:00 PM on Sunday. The deadline for 2. Class B Entries - If your athlete s best mark of the year is a qualifying mark, please use that mark to enter your athlete in the state meet using Athletic.net. If your athlete s best mark of the year is not a qualifying mark, you must use your athlete s divisional mark to enter your athlete in the state track meet. Coaches will enter athletes for the state meet via Athletic.net immediately following the divisional track meet. Entries will close at 3:00 PM on Sunday following the divisional track meet. Coaches will review data on Monday morning and have until 3:00 PM on Monday to correct errors. 3. During the event, neither coaches nor non-competitors will be permitted on the field or track. Participants not competing are instructed to remain in the stands. One Pole Vault coach from each team may enter the designated area. (Note that the first pole vault competition will begin on Thursday.) 4. TENTS: No tents will be allowed on the infield. Tents will only be allowed only on the top row of the main grandstands. Umbrellas on the infield are prohibited unless exceptions are allowed by meet management at the time of the event. The gates to the grandstand will open at 3:00 for placement of team tents for both classes. No early entrance. Please pick up trash in your area at the conclusion of each day s competition. 5. AWARDS will be given immediately after the final in each event. Award winners are directed to go to the award stand area as soon as the event is completed. Pole vault scheduled for Thursday will have the award ceremony on Friday morning at 10:15 am. 6. BUSES may park in the high school parking lot located on the north side of the high school. The entrance to the parking lot is located on 1 st Avenue and 9 th Street. There will be a parking lot attendant there to park your buses. We would ask that you load and unload your participants from that area as we do have limited parking around the stadium. Please be sure that you either lock your bus or have your bus driver remain with the bus.

4 Parking for officials with Parking Passes will be available in the lot directly behind the high school on the east side as well as the small parking lot northeast of the high school. If you are not working the track meet, you will not be allowed to park there. 7. STADIUM HOURS: Thursday Friday Saturday 3:00 pm 6:30 pm (practice and first pole vault event) Class A starts at 3 pm, Class B starts at 4 pm. Because the infield is artificial turf, NO drinks (other than water), food, sunflower seeds or gum is allowed inside the track at any time. Water is allowed. 9. CONCESSIONS The concessions stand will accept credit cards and POs for team meals. Please ask for Beth Verlanic and she will assist. Invoices will be sent to the school. The Laurel Booster Club will be in charge of the concessions. 10. Only the Meet Referee can officially disqualify a competitor. Any violations should be reported immediately to him/her. 9. If the automatic timing system malfunctions, hand held times will be used. Times will be rounded up. There must be three watches on a runner for a record to be set, so all finish judges should run back-up watches just in case the timing system malfunctions. 10. Unsportsmanlike conduct such as disrespect for officials, profanity (directed at someone) etc., results in disqualification for the rest of the meet. All places earned prior to the incident are maintained. The Meet Referee must declare the disqualification and he/she or his/her designee must notify the competitor and/or coach. 11. In the event of a protest, a coach first protests to the Meet Referee. If the coach still feels the terms and conditions of the competition or the application of the rules have been misapplied or misinterpreted, a written appeal shall be made to the Jury of Appeals by the coach. Appeal forms are available from meet management. Please refer to NFHS Track and Field Rulebook Rule 3, Section 5 for eligible areas of protest. 12. If field event contestants must leave for another event, they must report to the event judge where they are going and for how long. They must be back in reasonable time. The other competitors must be considered in this case. The order of competition can be changed within a flight and in horizontal events and throwing events competitors may take more than one trial in succession, but a contestant in one flight may not compete with another flight. The competitor must be back before the flight is completed. If the bar is changed in the High Jump or the Pole Vault while the competitor is gone, the previous height is recorded as a pass. 13. Uniforms must be school issued. All visible undergarments must be a single solid color, with the exception of the manufacturer s logo. Each relay team member shall wear the same color and design of school uniform although the length of the bottom or one piece uniform may vary. Any visible garment(s) worn by two or more relay team members underneath the uniform top and/or underneath the uniform bottom, extending below the knees, shall be unadorned and of the same single, solid color, but not necessarily the same length.

5 MONTANA HIGH SCHOOL ASSOCIATION STATE TRACK and FIELD CHAMPIONSHIPS PASS POLICY The following pass policy will be followed for the State Track and Field Championships as stated in MHSA Handbook: 1. Administrators, athletic directors of participation schools, and coaches of participating schools only: a. Boys A 7 passes c. Boys B 3 passes b. Girls A 7 passes d. Girls B 3 passes 2. Contestants: a. Bona-fide contestants 1 pass/per contestant 3. Montana High School Coaches without contestants none 4. Press MHSA State Track and Field Pass Policy a. Print news media-one pass for Associate Press and pass for working staff of teams in the tournament or newspapers in the marketing area of those teams. Print media members are required to show their Montana Newspaper Association press credentials when picking up passes. b. Television news media-passes for working staff of local stations of teams in the tournament or stations in the marketing area of those teams. c. Commercial photography or broadcast-passes for working staff as contracted by the event manager or MHSA. d. Passes will not be issued for spouses or children who attend the event with working members of the media. 5. Montana High School Coaches other than track none 6. Families of any administrator, athletic director or coach none NOTE: When more administrators and/or coaches attend than passes permitted by the above policy, extra tickets must be purchased. COACH NOTE: Competitors and coaches MUST have their badges with them at all times. Contestants will not be admitted to the stadium or track wearing their uniforms only. Coaches will be allowed on the infield until 10 am each day. At that time, the infield will be cleared.
