5 Section 5 Tournament Operations Section 5-1 Artificial Noisemakers Per NCAA soccer rules, select artificial noisemakers (cowbells, drums, thunder sticks, vuvuzelas, etc.) shall be allowed during play, subject to the discretion of the referee. If the referee determines in his or her opinion that an artificial noisemaker is interfering with the administration of the game, the referee shall direct game management personnel to remove the item(s). Whistles, air horns and electronic amplifiers are prohibited. Section 5 2 Awards The individuals who receive the following awards will be recognized during the student-athlete awards banquet prior to the start of the women s soccer tournament: Regular Season Champion, Coach of the Year, Freshman of the Year, Offensive Player of the Year, Defensive Player of the Year and the All-WAC first & second teams. Award nominating and voting will be done by online balloting at wacsports.com/voting. WAC media relations staff will coordinate the process with all head coaches. All coaches are required to cast a complete ballot for the above awards. Athletes and coaches from institutions whose coaches do not vote or do not complete the entire ballot will not be considered for the awards. The following awards will be presented at the completion of the women s soccer tournament: Tournament Championship Trophy, Most Valuable Player and the All-Tournament Team. The head coaches from the four semi-finalist teams shall select alltournament members from their own team. There shall be four individuals from the winning team, three from the finalist team and two each from the semi-finalist teams. The MVP shall be selected by the winning coach. Section 5 3 Awards Banquet The student-athlete awards banquet will take place on Tuesday, October 31 at 6 p.m. local time in the GCU Arena located at 3300 W Camelback Road, Phoenix, AZ Teams will need to park in the garage at 33rd and Camelback Road and walk northeast to get to main entrance of GCU Arena. Dinner will be served, followed by the presentation of awards. Only those individuals listed on the Banquet Attendee Form will be provided a meal. Family and friends may attend the banquet to view the presentation of awards only. The banquet is expected to last minutes. Attendance is required by all teams and dress for the awards banquet is business casual. Section 5 4 Ball The official match ball of the 2017 WAC Women s Soccer Tournament is the Elite Match Play Under Armour Soccer Ball. Under Armour match balls and practice balls will be provided by the Conference office. Teams will be provided a minimum of 30 balls for team practices and a minimum of 15 balls for pregame warm-ups. Section 5 5 Band/Spirit Squads/Mascot Any institution interested in bringing bands, spirit squads and/or a mascot to the WAC Women s Soccer Tournament must contact the WAC Championship Administrator by Tuesday, October 24. Spirit squads are limited to 12 members and one mascot. They will be permitted to cheer for their respective team in a designated area at the stadium. Cheerleaders and mascots should be restricted to their team s designated area at all times. Mascots are not permitted on the field at any time. Bands are limited to 30 members and one director. Bands, or any component thereof, are allowed to play during timeouts, after goals (must cease at kickoff), halftime, between matches, and before and after the competition, up to the beginning of the next match s warm-up time or up to the start of the awards ceremony. Bands will be seated in a designated area at the stadium. In the event there is more than one band, time will be divided equally between the two and coordinated accordingly on site, with the visiting team playing first. The band MAY NOT interfere with the announcer. Section 5 6 Banners Signs or banners promoting the participating institutions are permissible under the following circumstances: (1) They are hung only in areas designated by the host institution, and (2) the tournament manager approves them in regard to appearance and content. Commercial identification on banners cannot be visible. 4

6 Section 5 7 Benches When facing the benches from mid-field, the highest seeded team will utilize the bench on the right, with the lower seeded team utilizing the bench on the left. Section 5 8 Cancellation of Tournament The winner of the tournament shall represent the Conference in the NCAA championship. Should the Conference tournament be terminated prior to completion due to weather or other extenuating circumstances, the tournament s top-seeded team shall be the automatic qualifier to the NCAA Tournament. Section 5 9 Coaches Conference Call A conference call will be held Monday, October 30 at 9:00 a.m. PT / 10:00 a.m. MT / 11:00 a.m. CT to review tournament procedures, rules and policies. Participation by all head coaches whose teams are participating in the tournament is mandatory. Section 5 10 Credentials Five types of credentials will be issued to various individuals by the Conference office for use during the tournament. All credentials are non-transferable and may be used only by the individual to whom they are issued. Any unauthorized use of credentials subjects the bearer to immediate dismissal from the championship facility. TYPE WHO ACCESS Team Media WAC Digital Network Will be issued to coaches and trainers listed on the team s Official Travel Party form Will be issued to qualifying members of the working media covering the event Will be issued to the WAC Digital Network crew working the event Official Will be issued to officials working the tournament All-Access Will be issued to game management, working personnel, and selected travel party members Valid for admission and access to the locker rooms and playing field Valid for admission and access to all media areas (not locker rooms) Valid for admission and access to all media areas and the television compound Valid for admission and access to the playing field, officials locker room and hospitality area Valid for admission and access to all areas of the tournament facility at any time Section 5 11 Games Committee The Games Committee shall consist of the Supervisor of Officials (if available), the Center Referee, the Conference office representative and the host institution s tournament director. Section 5-12 Gatorade The WAC will provide Gatorade products (coolers, cups, bottles, powder, towels) to be used on the sidelines. No Powerade products (powder, coolers, cups, bottles, carts, towels, etc.) may be visible on the sidelines. Section 5 13 Hospitality A tented hospitality area containing fruit, granola bars or other similar snacks will be available for student-athletes near the Northwest corner of GCU Stadium. Snacks and meals for coaches, media, administration and staff will be available on the east side of GCU Stadium. Dinner will be served between matches on Wednesday and Friday, and lunch will be served before the championship match on Sunday. Credentials will be required to gain access to the press box. Section 5 14 Laundry GCU will provide laundry services for teams who advance through the tournament. Please contact Mark Wilty at (480) or mark.wilty@gcu.edu to make arrangements for any laundry services. Section 5 15 Locker Rooms and Changing Area Locker rooms will be provided for all teams in or near GCU Stadium. Shower facilities are available and towels will be provided. Locker room assignments will be set when the tournament bracket is finalized. 5

7 Section 5 16 Match Protocol Please see Appendix 2 for the pregame protocol, which is subject to change. Timing sheets will be handed out on-site prior to each match. There will be a minimum of 30 minutes between games on Wednesday and Friday. Section 5 17 Match Times Match times may be found on page three of this manual. Please make note that the host team will have the opportunity to pick the time of its first match, regardless of seed, and the bracket may be adjusted accordingly. Section 5 18 Media Media relations staff and sports information services will be provided by the WAC and GCU. Box scores will be provided to all head coaches and media present at the championship following the completion of each match. Requests for media credentials shall be submitted to Patty Walrath, WAC Media Relations Intern, at pwalrath@wac.org. Media services and hospitality will be provided at GCU Stadium. Dinner will be served between matches on Wednesday and Friday, and lunch will be served before the championship match on Sunday. Section 5 19 Medical Procedures The main athletic training room is located in the Lopes Performance Center north of GCU Stadium. The hours of operation are 9:00 a.m. to 5:00 p.m. A satellite athletic training room is located in GCU Stadium and will be open throughout contests. Visiting teams should coordinate with the host sports medicine staff if use of the training room is needed outside of normal operating hours. Additionally, visiting teams should communicate any special athletic training needs of participating student-athletes to Jordan Richmond (Jordan.richmond@gcu.edu (602) ) by Monday, October 30. A certified athletic trainer will be on site for all practices and matches. A doctor will be on call and two EMTs will be on site for all matches. While at the GCU Soccer Stadium, the following will be made available to you: On Both Benches Water/Gatorade Cups Injury Ice Towels Biohazard Supplies On the Home Bench (available for both teams) AED Splint Bag Crutches In the Locker Rooms Water Cups Towels Ice Post-game Drinks Please see Appendix 7 on page 17 for the WAC s Concussion Management Policy. Section 5 20 Merchandise Tournament merchandise will be available for purchase just inside the main entrance at the GCU Soccer Stadium. Section 5 21 National Anthem The national anthem will be played or sung prior to the first contest each day of the tournament. Section 5 22 Officials Paul Scott, WAC Supervisor of Soccer Officials, shall assign all officials. The diagonal system of control (three officials) will be used to officiate all tournament games. In addition, there shall be one alternate official assigned to the scorer s table and one replay official. Section 5 23 Parking Please see Appendix 4 on page 14 for a map of the GCU campus. Team buses may drop off and pick up student athletes on the East side of the Halo Parking Garage off 35th Avenue. Bus parking can take place at the same location. Section 5-24 Participant Gifts The WAC, in conjunction with GoldnerSports, will communicate directly with participating institutions gift coordinators regarding the ordering and delivery process of the participation awards. Gifts may not be provided to ineligible student-athletes. 6

8 Section 5 25 Player Introductions For each match of the WAC Tournament, all eligible student-athletes (up to 22) will take the field and will be introduced. Teams and officials line up on the touch line (teams should line up in numerical order) and walk out together to midfield (all in a single row) and face the stadium bleachers. The announcer will introduce the visiting team s student-athletes (non-starters and then starters), assistant coaches and head coach, followed by the home team s student-athletes (non-starters and then starters), assistant coaches and head coach. As each player s name is announced, she should take one step forward and acknowledge the crowd. The national anthem will be played or sung after team introductions. Players shall turn and face the American flag as the national anthem is sung/played. After the anthem, the visiting team will walk across and shake hands with the home team, followed by shaking hands with the match officials. Head coaches must also shake hands at the scorer s table while players return to the bench area. Section 5 26 Post-Match Interviews If requested by media, the coach and student-athletes from the winning team are required to be in the interview room immediately following the 10-minute cooling off period (or sooner if ready). The losing coach and student-athletes then follow, depending on media requests. Patty Walrath from the WAC will coordinate with each school s SID and/or head coach if interviews have been requested. Section 5 27 Practice (All Times Local) Practice times for the week of the tournament are listed below. The host institution has the option to practice outside of the set times below due to student-athlete class schedules. All practices will be held at GCU s practice field. In the case of inclement weather, practice space will be provided inside the Lopes Performance Center. Further, the head coach of the protesting institution must file a written protest before the officials sign the official score sheet and leave the championship site. This written summary must include a citation of the rule under which the protest is made, a summary of all essential facts related to the matter and the rationale of the protest. All protests must be ruled upon immediately by the games committee. Section 5 29 Seeding The WAC will use a point system to determine its regular season champion and seeding at the conference tournament. The points system is as follows: each team will receive three points for a win and one point for a tie. The team with the highest point total of regular-season Conference games played shall be the Conference champion. Two or more teams that are tied with the same Conference point total shall be considered co-champions. The six teams with the most points at the end of the regular season will advance to the WAC Tournament. In the event that teams have played an unequal number of conference games due to game(s) being canceled, the point system will not be used and instead, the team with the highest win-loss percentage of regular season conference games played shall be implemented to determine a conference champion and seeding for the conference tournament. 7

9 Tie-Breaking Procedures Following the application of the WAC s Tie-Breaking Principle, the following tie-breaking procedures shall be used in women s soccer. [1] Two-Way Tie. In the case of a tie between two teams in the final standings, position shall be determined as follows: [i] The winner of the head-to-head competition is the higher seed. [ii] If the tie is for first place, compare the tied teams records against the next highest finishing team the tied teams have played the same number of times and continue through the standings. The team with the best record/winning percent age against the next highest finishing team or group of tied teams advances. If the tie is for any position other than first place, the comparison shall begin at the top of the standings. [iii] Compare the tied teams goal differentials within Conference games (up to a maximum of three goals). [iv] Compare the tied teams goals scored within Conference games (up to a maximum of three goals). [v] If a tie still remains, the Conference office shall conduct a draw. The drawn team shall receive the higher seed. [2] Three or More-Way Tie. Once a tie has been reduced to two teams, the two-team tie-breaker is implemented. In the case of a tie between three or more teams in the final standings, position shall be determined as follows: [i] Compare the records of the tied teams against each other. The team(s) with the best record(s) versus the other tied teams the tied teams have played same number of times receives the higher seed or advances to the next tie-breaker; the team with the next best record versus the other tied teams receives the next highest seed or advances to the next tie breaker, etc. [ii] If the tie is for first place, compare the tied teams records against the next highest finishing team and continue through the standings. The team with the best record/winning percentage against the next highest finishing team or group of tied teams advances. If the tie is for any position other than first place, the comparison shall begin at the top of the standings. [iii] Compare the goal differential in games between the tied teams (up to a maximum of three goals). [iv] Compare the goals scored in games between the tied teams (up to a maximum of three goals). [v] Compare the goal differential in Conference games between the tied teams (up to a maximum of three goals). [vi] Compare the goals scored in Conference games between the tied teams (up to a maximum of three goals). [vii] If a tie still remains, the Conference office shall conduct a draw. The first team drawn shall receive the higher seed, the second team drawn shall receive the next highest seed, etc. Section 5-30 Sportsmanship All phases of intercollegiate athletic contests shall be conducted in a sportsmanlike manner. Each member institution shall endeavor to instill and maintain principles of good sportsmanship for the guidance of all persons participating in or witnessing contests. Conduct by student-athletes, coaches and other institutional athletics personnel which is patently unsportsmanlike in nature is subject to sanction. An institution s representatives shall refrain from making negative comments regarding another institution s student- athletes, teams, coaches, staff or the institution itself. Each institution is responsible for maintaining such measures as necessary to assure orderly conduct of contests, including control of spectators who interfere with conduct of contests and for maintaining standards of spectator behavior. Section 5 31 Squad Size All participating teams may have a maximum squad size of twenty-two (22) student-athletes. Teams will be required to designate their 22 student-athletes no later than 30 minutes prior to their first game of the tournament. No changes can be made for the duration of the tournament after that time. 8

10 Section 5 32 Starting Lineups Official game rosters shall be presented to the scorer s table no less than 30 minutes before game time. Section 5 33 Tickets Ticket Packages Tickets for the 2017 WAC Soccer Tournament can be purchased as either an all-session pass (includes all five games) or as singlesession tickets. A single session ticket allows access to one day s worth of games. The 2017 WAC Women s Soccer Tournament will consist of five games in three sessions. Ticket prices may be found below. All-Session Price Single Session Price Adults $12 Adults $5 Children (2 and under) FREE Children (2 and under) FREE WAC Students (w/ valid ID) All-session and single session tickets will be available for purchase beginning on Wednesday, October 25th through the GCU athletics ticket website ( or by phone at (602) Pass List Institutions may utilize a pass list for the soccer championship, but will be charged for each individual listed who attends. Single session tickets will be given to individuals on the pass list unless otherwise specified. Pass list should be at the pass gate no less than 1.5 hours before your scheduled match time. Please see the Pass List located on page 13 of the tournament manual for further instructions. GCU Ticket Sales Contact The ticket sales contact with GCU is James Hall. He can be reached at (602) or james.hall@gcu.edu. Section 5 34 Tied Match Procedures NCAA Rule 7 will be utilized when a match is tied after the regulation 90 minutes. In all tournament matches, two 10-minute sudden-victory overtime periods shall be played. If the score is still tied after the sudden- victory overtime periods, then penalty kick tie-breaking procedures shall be utilized to determine the winner. The interval between the end of regulation play and the first overtime period shall be five minutes. The interval between the first and second overtime periods shall not exceed two minutes. Section 5 35 Travel Party and Team Forms The official travel party size for the women s soccer tournament is 30 individuals. Individuals included in the Official Travel Party must be employees of the institution, student-athletes or other individuals (student managers, team doctors, athletic trainers, radio broadcasters, etc.) who will perform the same game or team-related duties during the tournament that they have performed during the season. Only those individuals listed on the Official Travel Party Form will be permitted to sit in the bench area during the tournament. Each institution is required to complete three separate team forms: (1) Travel Party Form, (2) Banquet Attendee Form, and (3) Team Information Form. Coaches should access these forms at In the Women s Soccer section of the table, click the link to fill out the respective form. Forms shall be submitted to the Conference office no later than Tuesday, October 24. Any changes to the Official Travel Party Form or Banquet Attendee Form after original submission must be sent to Kristin Preble (kpreble@wac.org) by 11:59 p.m. on Sunday, October 28. No changes will be accepted after this deadline. Section 5 36 Uniforms The higher-seeded team will wear light jerseys with matching socks and will sit on the home bench (the bench to the right when facing the benches from mid-field). During competition and the awards ceremony, competitors must wear the proper uniform (warm-ups included) of the institution they represent in the championship. FREE 9

11 Section 5 37 Video Replay Video review will be utilized at the Conference tournament for the following situations: [1] Determine whether a goal has been scored; [2] Identify players for disciplinary matters; and [3] Determine whether a fight occurred and identify all participants. Section 5 38 Videotaping GCU will provide a midfield single camera feed of each tournament match to competing teams on a USB drive in.mp4 format, within approximately 30 minutes after the completion of the contest. If the competing teams wish to film their matches in addition to this feed, they may set-up in the bleachers in front of the press box or adjacent to the press box. The contact person will be Kevin Brady, (520) Section 5 39 WAC Digital Network Practice Presence The WAC Digital Network producer, director, and announcers are permitted to watch entire practices for research purposes and to engage in private conversations with coaches immediately following practice. Other crew members (camera operators, audio technicians, and utilities) are permitted in practice for setup purposes as well. Interviews Coaches and requested student-athletes must be made available for WAC Digital Network interviews post practice and winning coaches/student athletes must be made available for live post game interviews on the field prior to cool-down time. Leading coaches (or higher seed coaches in event of a tie) must be made available to the WAC Digital Network at halftime of each game for live interviews. 18 Appendix 7 WAC Concussion Management Policy WAC Concussion Management Policy Adopted 10/25/16 Revised 1/12/17 The NCAA requires all active member institutions to have a concussion management plan for their student-athletes. Championship hosted by the WAC (neutral site): Traveling institutions shall follow their concussion management plan while participating in WAC championships. If a participating team lacks appropriate medical staff to activate its concussion management plan, the championship physician/trainer will examine the student-athlete and will determine medical clearance. Championship hosted by an institution: Traveling institutions shall follow their concussion management plan while participating in WAC championships. If a participating team lacks appropriate medical staff to activate its concussion management plan, the host institution s concussion management plan will be activated. The NCAA legislation notes, in part, that a student-athlete who exhibits signs, symptoms or behaviors consistent with a concussion shall be removed from athletics activities (e.g., competition, practice, conditioning sessions) and evaluated by a medical staff member (e.g., sports medicine staff, team physician) with experience in the evaluation and management of concussions; a student-athlete diagnosed with a concussion is precluded from returning to athletics activity for at least the remainder of that calendar day; and medical clearance for return to athletics activity shall be determined by the team physician or the physician s designee from the student-athlete s institution. In the absence of a team physician or their designee, the WAC tournament physician or their designee will examine the student-athlete and will determine medical clearance. Within the rules of the sport and policies established for the championship, medical staff should have access to the injured student-athlete without interference (e.g., coach). A concussion is a brain injury that may be caused by a blow to the head, face, neck or elsewhere on the body with an impulsive force transmitted to the head. Concussions can occur without loss of consciousness or other obvious signs. A repeat concussion that occurs before the brain recovers from the previous one (hours, days or weeks) can slow recovery or increase the likelihood of having more severe and/or long-term problems. In rare cases, repeat concussions can result in brain swelling, permanent brain damage and even death. 17
