See Appendix 3 for a facility map. Section 4 2 Lodging There is no host hotel for the tournament. Section 4 3 Team Parking Bus and van parking will be available for free on the north and south ends of the facility. Section 4-4 Spectator Information Parking: Parking will be free for on the north and south ends of the Brownsville Tennis Center. Entrances: Spectators may enter the facility through gates on the north and south ends of the facility, or through the front entrance at the Pro Shop building. Leashed and well-behaved dogs are allowed at the Brownsville Tennis Center. Ticket Prices: This is a free event. Section 4-5 Restaurants Please see Appendix 5 on page 14 for UTRGV s list of preferred restaurant partners. 3

5 Section 5 Tournament Operations Section 5 1 Awards The individuals and team who receive the following awards will be recognized during pre-match introductions prior to the start of their team s first match of the tournament: Regular season champion, Coach of the Year, Freshman of the Year, Player of the Year and the All-Conference First and Second Teams. The first team shall consist of six singles players and three doubles teams selected by position on the basis of regular season conference play. The second team shall consist of six singles players and three doubles teams selected on the basis of regular season conference play. Player of the Month (etc.) will not be announced, but certificates will be provided on site. The Tournament Champion trophy will be presented at the completion of the men s and women s tennis tournaments. The All-Tournament team shall be announced on Tuesday, April 30. Ballots will be distributed on-site at the tournaments and are due back to the conference office by noon MT on Tuesday, April 30. The All-Tournament team shall consist of six singles players and three doubles teams selected on the basis of tournament play. All participating coaches are required to cast a complete ballot for the above awards. Athletes and coaches from institutions whose coaches do not vote or do not complete the entire ballot will not be considered for the awards. Section 5 2 Balls The type of ball used for the men s and women s tennis championship shall be an extra-heavy duty Wilson U.S. Open Tennis Ball as provided by the Conference. Three balls shall be used for each match except the ball must be changed at the end of the second set and three additional balls provided for play in the final set. The ball change in singles is a can of balls for each set (3 balls per set) and four balls in doubles. Institutions shall provide their own balls for any practices related to the tournaments. Section 5 3 Banners Signs or banners promoting the participating institutions are permissible under the following circumstances: (1) they are hung only in areas designated by the host institution, and (2) the tournament manager approves their appearance and content. Commercial identification on banners cannot be visible. Section 5 4 Cancellation of Tournament The winning men s and women s teams will receive the WAC s automatic qualification to the NCAA Tournament. In the event the Conference championship has not begun and cannot be played, the automatic qualification berth shall be awarded to the tournament s No. 1 seed. In the event the Conference tournament has begun but cannot be played to completion as a result of weather or other extenuating circumstances, the automatic qualification berth shall be awarded to the highest seed remaining in the tournament. Section 5 5 Coaches Conference Call A conference call will be held Monday, April 22 at 10 a.m. PDT / 11 a.m. MDT / 12 p.m. CDT to review tournament procedures, rules and policies. All participating head coaches are required to be on the conference call. Section 5 6 Coaches Meeting A brief championship meeting with the coaches and host staff will be held on Thursday, April 25. The time and location of the meeting is TBD and will be decided after all team and travel forms are received. Section 5 7 Coaching Rules for coaching shall be those adopted by the NCAA and the ITA. Please see the ITA Official Rulebook for further information on who may coach, when coaching is allowed, where coaches may coach, and the Coaches Code of Conduct Penalty System. Section 5 8 Court Assignments The host team s matches are considered feature matches and shall be assigned accordingly. Courts 1-2 shall be considered the premiere courts throughout the tournaments. On Friday and Saturday, courts 1-2 and 5-8 shall be used for one match, and courts 9-12 and shall be used for the other match. On Sunday, all matches shall be played on courts 1-2, 5-6 and

6 Section 5 9 Court Conduct Players and coaches shall conduct themselves in an ethical manner consistent with accepted tennis etiquette at all times. Use of profanity, obscene gestures, or unsportsmanlike conduct shall subject the offending player to penalties prescribed by NCAA rules and/or the Compliance and Enforcement section of this Code. Please see the ITA Official Rulebook for further information on the ITA point penalty system, defaults, and unintentional time violations. Section 5 10 Format Tournament Format The format for the championship is a single elimination team tournament with a straight-draw six-team bracket. The top two seeds receive a first-round bye. Match Format The matches shall be regulation dual matches with three (3) six-game, pro-set doubles played for one team point, followed by six singles matches, each valued at one team point, played in best-of-three sets. No-Ad scoring will be used and a 7-point tiebreaker will be played at six-games-all in doubles and at six-games-all in singles. The team winning four or more team points advances in the tournament bracket. During the tournament, all matches will be stopped after the doubles point is decided. All remaining individual matches will be stopped once a team winner (four points won) has been determined. The score will only reflect completed matches. Section 5 11 Games Committee The games committee shall consist of the host institution s tournament manager, the tournament s head referee and the Conference office representative on site. The committee will meet to determine action on inclement weather, protests or any other unusual circumstance that may occur. Section 5-12 Gatorade The WAC will provide Gatorade products (coolers, cups, powder) to be used during the tournament. No Powerade products (powder, coolers, cups, bottles, carts, towels, etc) may be visible on the courts. Section 5 13 Hospitality Player Hospitality Hospitality for student-athletes will be available in the pro shop. Hospitality will be available one hour prior to the start of the first match each day and will remain open until the conclusion of the final match. Fruit, granola bars, water and other snacks will be provided. Coach/Media/Administrator Hospitality Hospitality for coaches, working media, administrators, and event staff will be available in the main lobby of the pro shop. Light breakfast items (coffee, fruit, bagels), drinks, light snacks and lunch will be provided each day. Official Hospitality Hospitality for officials will be available in the officials room located next to court 3. Light breakfast items (coffee, fruit, bagels), drinks, light snacks and lunch will be provided each day. Section 5 14 Inclement Weather ITA regulations will be followed. In the event of rain or sustained winds exceeding 20 miles per hour, the matches shall be suspended until the weather subsides. The games committee shall make the decision whether or not to suspend the championship in the event of inclement weather. The procedures to follow in the event of inclement weather, including interruption of play policy, shall be discussed on the coaches call prior to the tournaments. Section 5 15 Injury Time-outs In the event of an injury, ITA rules shall be followed. A player will have three minutes from the start of treatment to resume play. 5

7 Section 5 16 Introductions/National Anthem All student-athletes will be announced prior to the matches after the National Anthem. Teams shall line up on the main court or near the main court. The National Anthem will be played 5 minutes prior to the first dual match of each day of the tournament and prior to each championship match. Section 5 17 Lineups Each institution shall enter a team consisting of six singles players and three doubles teams. Seventh and eighth singles player may be entered as alternates. The below procedures shall be followed in submitting lineups: [1] Monday prior to the first match of the Tournament (No later than 9:00 a.m. MT) Coaches submit master lineups and player position(s) record to the Conference office. [2] Monday prior to the first match of the Tournament (No later than 11:00 a.m. MT) Conference office forwards the submitted lineups and player position(s) records to each participating school s coach. [3] Monday prior to the first match of the Tournament (No later than 5:00 p.m.- MT) Coaches may submit protests to the Conference office. The WAC Lineup Challenge Form must be used (see separate document). [4] Monday prior to the first match of the Tournament (No later than 5:00 p.m. MT) Conference office, in the event of a protest, will notify all involved coaches. [5] Monday prior to the first match of the Tournament (No later than midnight MT) Coach(es) whose lineups have been protested must provide a written explanation/defense. [6] Tuesday prior to the first match of the Tournament (No later than 9:00 a.m. MT) The Conference office will send all coaches and the Sport Management Committee the lineup protest, along with the rebuttal. [7] Tuesday prior to the first match of the Tournament (10:00 a.m. MT) A conference call will be held with the head coaches of the gender involved and the WAC Sport Management Committee. The two involved coaches will join the call at separate times to provide their justifications and answer any questions. After the involved coaches have left the call, the non-involved coaches and committee members will discuss the lineup protest. All coaches will then depart the call and the committee will vote. Neither the committee member whose coach s lineup has been challenged nor the committee member whose coach challenged the lineup is permitted to vote on the lineup challenge. Voting is mandatory by all other committee members present on the call. The committee s decision will be final and may not be appealed. If the vote is tied, the lineup will remain as originally submitted. Please note that if a match is between two schools from the same conference, any protest must be sent directly to and handled by the conference office, and the ITA is not permitted to be involved. Section 5 18 Lineup Substitutions Each team s lineup as approved prior to the start of the championship is its master lineup. The referee must be notified of any changes to this master lineup before the start of play for the affected match(es). If the referee has not been informed of the lineup change, the affected match(es) are defaulted. Head coaches are required to inform the referee of any changes in the lineups. In the case of injury, illness or extenuating circumstances (as determined by the coach, to be approved by the games committee) a replacement can be made in the lineup. In such cases, the lineup must remain consistent with ITA rules in order of strength, with student-athletes moving up one place in singles and the new player placed in the No. 6 singles position. For doubles competition, any replacement is a direct line substitution. Please reference the ITA Rulebook for further information on direct line substitutions. The opposing coach may protest a doubles lineup if they feel they are not in order before the start of the match. The games committee will have final ruling on all on-site protests. The games committee has the right to review and, if necessary, overrule a coach s decision regarding a lineup change, based on the ability of the players and matches during the season. If a player is injured during the doubles and that player is in the singles lineup, substitutions may be made for singles play, but the lineup must remain consistent with ITA rules and follow the order of strength submitted on the lineup. 6

8 Section 5 19 Locker Rooms If needed, shower and locker facilities will be available to teams at the Brownsville Tennis Center. Athletes are responsible for bringing their own towels and other amenities. If your team will need to utilize a locker room, please contact Alberto Adame at alberto.adame@utrgv.edu or (956) Section 5 20 Media Danny Elizondo (daniel.elizondo@utrgv.edu (956) ) will serve as the media relations coordinator for the tournaments and will be on-site each day. Each visiting institution should submit media lists to Danny Elizondo. Section 5 21 Medical Procedures An athletic training tent will be set-up next to Courts 3 and 4 and will be staffed on all practice and competition days. There will also be a training area inside the clubhouse next to the restroom entrances. The training area will be open two hours before all practices and matches. Visiting teams should coordinate with the host sports medicine staff if use of the training area is needed outside of normal operating hours. Ice bags and water will be provided at practices and matches. The following supplies will be available in the athletic training area: water, cups, ice, and emergency equipment. By request, modalities (moist heat and combo unit) can be used before and after competition. Teams traveling without a Certified Athletic Trainer are required by WAC bylaws to bring a written request for treatment of a student athlete. For athletes receiving additional treatments outside of ice and hot packs, the written request should include a list of desired treatments. Special treatment and taping instructions should be included in the written request along with any necessary supplies. Please see Appendix 6 for the WAC s Concussion Management Policy. For further assistance, visiting teams can contact UTRGV s Athletic Trainer, Steven Kraus, (727) Section 5 22 Minimum Number of Participants Member institutions that sponsor the sport of tennis shall take a minimum of five participants for each team to the Conference championship. Institutions that do not meet the minimum number of participants requirement shall be assessed a fine of $5,000. Section 5 23 Officials [1] Head Referee. The head referee and a deputy shall be secured by the WAC. The referee must be a certified USTA official and his/her duties include: [i] Ensuring that the championship is conducted according to the rules of the USTA with modifications by the WAC, NCAA and ITA. [ii] Ruling on defaults with regard to tardiness or improper conduct. [iii] Assigning umpires to each match. [iv] Assisting in scheduling of matches, including decisions concerning inclement weather or darkness. [v] Rendering decisions necessary to ensure the proper conduct and operation of the championship. [2] Number. In all singles and doubles matches, there shall be an official in the chair on each court. This count does not include the Head and Deputy Referees. [3] Solo Chair Umpires. The chair umpire shall keep the score of the match, ensuring that it is conducted under USTA, WAC, NCAA and ITA rules. [4] Payment. The Conference office is responsible for paying referees and officials. Section 5 24 Participant Gifts The WAC, in conjunction with GoldnerSports, will communicate directly with participating institutions gift coordinators regarding the ordering and delivery process of the participation awards. Gifts may not be provided to ineligible student-athletes. 7

9 Section 5 25 Post-Match Interviews Coaches will be given a ten minute cooling off period before post-match interviews. The tournament media relations coordinator will arrange post-match interviews, if requested, with the visiting sports information director. If a team travels without a sports information director, the tournament media relations coordinator will work with the head coach directly. Section 5 26 Practice The WAC will schedule all practices for Thursday and Friday of the tournament at the Brownsville Tennis Center based on match times and travel arrangements. The host school will be scheduled according to student-athlete class schedules. All teams will receive two hours of practice time on a minimum of two courts on Thursday. Seeds 1 & 2 will receive a minimum of one hour of practice time on a minimum of two courts on Friday. If teams wish to practice at the Brownsville Tennis Center on Tuesday or Wednesday prior to the tournament, they are responsible for securing court time and paying for court usage. Participating teams may call the Brownsville Tennis Center (956) to arrange practice times. Times are available on a first come, first serve basis. Section 5 27 Rules Rules for play shall be those adopted by the NCAA for tennis and the ITA, unless modified in the Conference regulations. Bathroom breaks during the tournament will follow ITA rules. Section 5 28 Scoring System The scoring system adopted by the ITA for the NCAA tennis championship shall be used for the Conference championship. Section 5 29 Seeding The Conference champion and all places in the regular season standings shall be determined by the best winning percentage of Conference matches played. Two or more teams that are tied at the top of the standings with the same Conference record shall be considered co-champions. In the event of a tie in the regular season standings, the WAC s Tie-Breaking Principle shall be used to determine seeding for the conference tournament. Following the application of the WAC s Tie-Breaking Principle, the following tie-breaking procedures shall be used in tennis. Tennis Specific Tie-Breaking Procedures Tie-breaking procedures shall be implemented to determine seeding for the Conference Tournament or to determine the Conference s automatic qualifier to the NCAA Tournament. The tie-breaking procedure for tennis shall be as follows. [1] The winner of the head-to-head conference competition is the higher seed. [2] If a tie still remains, the team with the best winning percentage against the highest finishing team(s) that all tied teams have played the same amount of times shall receive the higher seed. [3] If a tie still remains, the institution with the highest ITA ranking following the conclusion of the WAC s regular season shall receive the higher seed. The higher seed (i.e., the better seed) is always the home team. Section 5 30 Sportsmanship All phases of intercollegiate athletic contests shall be conducted in a sportsmanlike manner. Each member institution shall endeavor to instill and maintain principles of good sportsmanship for the guidance of all persons participating in or witnessing contests. Conduct by student-athletes, coaches and other institutional athletics personnel which is patently unsportsmanlike in nature is subject to sanction. An institution s representatives shall refrain from making negative comments regarding another institution s student-athletes, teams, coaches, staff or the institution itself. Each institution is responsible for maintaining such measures as necessary to assure orderly conduct of contests, including control of spectators who interfere with conduct of contests, and for maintaining standards of spectator behavior. 8

10 Section 5 31 Squad Size The official squad size for the Conference championship shall be limited to eight (8) student-athletes. Teams will be required to designate their eight student-athletes on their lineup forms due Monday prior to the championship. No changes can be made to the squad size after that time. Section 5 32 Stringer A racquet stringer (Direct Tennis) will be available at the Brownsville Tennis Center throughout the tournament (Thursday - Sunday). Adrian Mijes will be stringing the racquets (956) Cost is $10 per racquet with teams providing their own string. Racquets will be strung in the pro shop at the Brownsville Tennis Center. Section 5 33 Travel Party and Team Forms The official travel party size for each women s and men s tennis team is 13 individuals. Individuals listed on the Travel Party shall include student-athletes, coaches, media relations staff, athletic trainers, administrators or any other university personnel traveling with the team. Each institution is required to complete two separate team forms: (1) Travel Party Form, (2) Team Information Form. Coaches should access these forms at In the Tennis section of the table, click the link to fill out the respective form. Forms shall be submitted to Katie Jaskulski (kjaskulski@wac.org) by Wednesday, April 17. Section 5 34 Uniforms Players are expected to dress in appropriate tennis attire. Section 5 35 WAC Digital Network Practice Presence The WAC Digital Network staff is permitted to watch practice for research purposes and to engage in private conversations with coaches immediately following practice. Interviews Coaches and requested student-athletes must be made available for WAC Digital Network interviews post practice and winning coaches/student-athletes must be made available for post-match interviews at the tennis center and/or at the Awards Banquet. Section 5 36 Warm-Up Warm-ups prior to each match may begin when the prior match has concluded, but not more than one hour prior to the match s scheduled start time. If a team is playing in the first match of the day, they may begin warm-ups one hour prior to their scheduled match time. There will be no warm-up with opponents. However, if the teams have not been able to take their minute warm-up before the start of the team match, a 10 minute warm-up with opponents is permitted. 9

16 Appendix 6 WAC Concussion Management Policy WAC Concussion Management Policy Adopted 10/25/16 Revised 1/12/17 The NCAA requires all active member institutions to have a concussion management plan for their student-athletes. Championship hosted by the WAC (neutral site): Traveling institutions shall follow their concussion management plan while participating in WAC championships. If a participating team lacks appropriate medical staff to activate its concussion management plan, the championship physician/trainer will examine the student-athlete and will determine medical clearance. Championship hosted by an institution: Traveling institutions shall follow their concussion management plan while participating in WAC championships. If a participating team lacks appropriate medical staff to activate its concussion management plan, the host institution s concussion management plan will be activated. The NCAA legislation notes, in part, that a student-athlete who exhibits signs, symptoms or behaviors consistent with a concussion shall be removed from athletics activities (e.g., competition, practice, conditioning sessions) and evaluated by a medical staff member (e.g., sports medicine staff, team physician) with experience in the evaluation and management of concussions; a student-athlete diagnosed with a concussion is precluded from returning to athletics activity for at least the remainder of that calendar day; and medical clearance for return to athletics activity shall be determined by the team physician or the physician s designee from the student-athlete s institution. In the absence of a team physician or their designee, the WAC tournament physician or their designee will examine the student-athlete and will determine medical clearance. Within the rules of the sport and policies established for the championship, medical staff should have access to the injured student-athlete without interference (e.g., coach). A concussion is a brain injury that may be caused by a blow to the head, face, neck or elsewhere on the body with an impulsive force transmitted to the head. Concussions can occur without loss of consciousness or other obvious signs. A repeat concussion that occurs before the brain recovers from the previous one (hours, days or weeks) can slow recovery or increase the likelihood of having more severe and/or long-term problems. In rare cases, repeat concussions can result in brain swelling, permanent brain damage and even death. 15
