2 October 2017 On behalf of the PGA of America s Officers, membership and staff, it s my pleasure to congratulate you for earning a berth in the 41 st National Car Rental Assistant PGA Professional Championship supported by Srixon/Cleveland/XXIO/John Deere/Golf Advisor. We also recognize the vital role PGA Assistant Professionals and apprentices play in the success of their respective facilities as well as their contributions to the golf industry and our Association as a whole. You represent the nearly 8,000 assistant professionals and registered apprentices nationwide. By your play at the Section level, you are among an elite group that will compete in a championship that has attracted some of the finest players in our Association s history. 3 Welcome to the 41 st National Car Rental Assistant PGA Professional Championship supported by Srixon/Cleveland/XXIO/John Deere/Golf Advisor On behalf of the entire staff, welcome to PGA Golf Club in Port St. Lucie, FL, for the 41 st National Car Rental Assistant PGA Professional Championship supported by Srixon/Cleveland/XXIO/John Deere/Golf Advisor. PGA Golf Club is proud to host this Championship for the 22 nd consecutive year! The 132 participants competing in this prestigious event represent all 41 PGA Sections from across the country, as well as the best playing PGA Assistant Professionals and apprentices in Your success on the course is reflective of your dedication and commitment to the sport, as well as The PGA s mission to serve as the recognized experts in the game and business of golf. Since 1977, the PGA Assistant Championship has marked a tradition of excellence in bringing together some of the most talented players in the PGA who reflect the caliber of members that comprise our great Association. An impressive list of Past Champions includes the likes of Frank Bensel, Kyle Flinton, Fred Funk, Darrell Kestner, Loren Roberts, Tim Thelen and Bruce Zabriski. 4 NOTICE TO COMPETITORS CONFORMING CLUBS All clubs must conform to the groove and punch mark specifications in the Rules of Golf that became effective beginning January 1, DISTANCE MEASURING DEVICES The PGA Board of Directors approved the use of distance measuring devices for PGA Professional Championships beginning in A player or his/her caddie may obtain distance information by using a device that measures distance during Practice rounds and Championship rounds. Male players may wear shorts during practice rounds, however, slacks must be worn during Championship rounds when on club property. Shorts must be hemmed, not more than 2 above the knee, and professional looking in appearance. Female players may wear slacks, walking shorts, skorts or golf skirts/dresses on club property. All attire must be hemmed appropriately for a Major professional golf Championship. TEEING GROUNDS A second set of tees will be placed on the following tees during practice rounds and may be used during the Championship: Wanamaker #9 OPTIONAL GREEN We reserve the option of using either the left, or the right, greens on Wanamaker #8 during the Championship.

6 GENERAL CONTESTANT INFORMATION AUTOMOTIVE TRANSPORTATION Golf cars are provided (two per group) for shared player transportation during the Championship. Neither caddies nor spectators are allowed to ride in these golf cars. CADDIES Caddies are allowed in the Championship, however a player s clubs must be transported by golf car only. Two golf cars will be allowed per group and only players will be allowed to ride in the cars (no caddies or spectators). Violation of the above golf car rules by the player or his/her caddie will subject the player to a $100 fine. There will be a riding scorer accompanying each group for the final two rounds and will be sharing the golf car with the single rider in that group. Caddies shall not walk on greens when checking hole locations prior to, or after, a championship round, nor shall they interfere with play during practice or championship rounds. Caddies are only allowed on the practice putting greens to retrieve chip shots or long putts. This may only be done provided the putting green is not crowded. Caddies are not allowed to use push/pull carts during practice or Championship rounds. CHAMPIONSHIP OFFICE The PGA Championship office is located in the northwest corner of the Administration Building at PGA Golf Club, adjacent to the Ryder Course putting green. CONDITIONS OF COMPETITION All clubs must conform to the groove and punch mark specifications in the Rules of Golf that became effective beginning January 1, COURSE & SIZE OF FIELD There are 132 players in the field. This 72-hole Championship will be played on PGA Golf Club s Wanamaker Course using #1 and #10 starting tees for all rounds. DRESS CODE All PGA contestants are required to present a neat appearance, appropriate to a Major professional golf Championship. Male players may wear shorts during practice rounds, however, slacks must be worn during Championship rounds when on club property. Shorts must be hemmed, not more than 2 above the knee, and professional looking in appearance. Female players may wear slacks, walking shorts, skorts or golf skirts/dresses on club property. All attire must be hemmed appropriately for a Major professional golf Championship. Shoes with metal spikes are prohibited. Penalty for breach of this condition is DISQUALIFICATION. Caddies may wear shorts. If shorts are worn, they are to be hemmed and not be more than 2 above knee length. The shorts are expected to be professional looking in appearance. Caddies must wear smooth, rubber-soled shoes. No golf spikes of any kind will be permitted. All caddies will be required to present a neat appearance, appropriate to a professional golf championship in both clothing and grooming. 8 PLAYER CONDUCT Any player deemed guilty of conduct unbecoming a PGA Golf Professional while participating in the 41 st National Car Rental Assistant PGA Professional Championship supported by Srixon/Cleveland/XXIO/John Deere/Golf Advisor, or activities related thereto (i.e. practice rounds, hospitality events, etc.), or who otherwise violates the Code of Ethics of The PGA of America shall be subject to fines and/or suspension from tournament play. The PGA Championship Director shall be authorized to impose penalties consisting of a $100 fine for the first offense, a $150 fine for the second offense, and suspension from tournament play for the third offense for any of the following situations: Abuse, oral (profanity) or otherwise, directed at rules officials, other competitors, spectators, sponsors, tournament staff, volunteers or others Consumption of alcoholic beverages or marijuana (unless pre-approved as a legal treatment for a medical condition) during practice rounds and/or championship rounds The use of cellular devices on the golf course during championship rounds Any other conduct deemed by the Championship Director as conduct unbecoming a Golf Professional REGISTRATION PGA CHAMPIONSHIP OFFICE It is extremely important to register prior to playing any practice round. PGA Contestant Registration will be held in the PGA Championship Office inside the PGA Golf Club Administrative Building (northwest corner) to the right of the cart barn. Registration Hours: Tuesday, November 7 Wednesday, November 8 7:00 a.m. 3:00 p.m. 7:00 a.m. 12:00 p.m. RESULTS Live scoring will be available for the final two rounds only at Other results and next round starting times will be on-line at and on the scoreboard each day after play is completed. SOCIAL EVENT The Players Welcome Party will be held Tuesday, November 7, in PGA Golf Club s Wanamaker Room located in the clubhouse near the Wanamaker Course chipping/putting green. Cocktails and Hors d oeuvres will be served beginning at 3:00 p.m. STARTING PROCEDURE Just a reminder PGA Officials will not call players to the starting tees. 19 This Local Rule applies only when the player s ball or ball-marker lies on the putting green and any movement is accidental. 41 ST NATIONAL CAR RENTAL ASSISTANT PGA PROFESSIONAL CHAMPIONSHIP SUPPORTED BY: Cleveland Golf I Srixon I XXIO, John Deere, Golf Advisor November 9-12, 2017 PGA Golf Club I Wanamaker Course Play is governed by the Rules of Golf effective January 2016, and it s decisions, the Local Rules for this event, Conditions and Definitions. Appendix I refers to the Appendix of Local Rules; Conditions of Competition in the Rules of Golf booklet. The Committee refers to the PGA of America Rules Committee. Unless otherwise provided, penalty for breach of a Local Rule or Condition is: Stroke play Two strokes. 1. SUSPENSION OF PLAY DUE TO A DANGEROUS SITUATION: When play is suspended for a dangerous situation, if the players in a group are between the play of two holes, they must not resume play until the Committee has ordered a resumption of play. If they are in the process of playing a hole, they must discontinue play immediately and must not resume play until the Committee has ordered a resumption of play. PENALTY FOR BREACH OF CONDITION: Disqualification NOTE 1: A suspension for a dangerous situation will be signaled by one prolonged siren or horn blast. All other types of suspension will be signaled by three intermittent siren or horn blasts. Resumption of play will be signaled by two intermittent siren or horn blasts. NOTE 2: All practice areas will be closed during suspension for a dangerous situation until the Committee has declared them open for use. 2. SPECIFICATIONS OF CLUBS AND THE BALL: a) Driver Heads: Any driver the player carries must have a clubhead, identified by model and loft, that is named on the current List of Conforming Driver Heads issued by the USGA, which is available in the PGA of America Rules Office. Exception: A driver with a clubhead that was manufactured prior to 1999 is exempt from this condition. PENALTY FOR BREACH OF CONDITION: See Appendix I b) Grooves and/or Punch Marks: The player s clubs must conform to the groove and punch mark specifications in the Rules of Golf that are effective from January 1, NOTE: The exception to Decision 4-1/1 is NOT in effect; therefore Ping Eye 2 irons manufactured before March 31, 1990, with a groove spacing to groove width ratio of 2.3 to 1, are NOT permitted for play in this Championship. PENALTY FOR BREACH OF CONDITION: See Decision 4-1/1 c) Golf Balls: The ball the player plays must be named on the current List of Conforming Golf Balls issued by the USGA, which is posted at the starting tees. PACE OF PLAY: (Note 2 to Rule 6-7) A player will be subject to penalty if he/she unduly delays play. The pace of play guidelines which are in effect are posted at the starting tees. 5. ACCIDENTAL MOVEMENT OF A BALL OR BALL MARKER ON PUTTING GREEN: Rules 18-2, 18-3 and 20-1 are modified as follows: When a player s ball lies on the putting green, there is no penalty if the ball or ball marker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment. The moved ball or ball maker must be replace as provided in Rules 18-2, 18-3 and NOTE: If it is determined that a player s ball on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location. A ball-marker moved in such circumstances is replaced. 6. PRACTICE AT PUTTING GREEN OF HOLE LAST PLAYED IS PROHIBITED: Between the play of two holes, a player must not make any practice stroke or roll a ball on or near the putting green of the hole last played. 7. RETURNING SCORECARD: For the purpose of applying Rule 6-6c, a competitor is considered to have returned his/her scorecard when he/she has first left the scoring area designated by ropes/stakes and/or blue lines/dots. Application of Exception to Rule 6-6d Following the Cut The cut for any PGA of America Championship is official when the following round s pairings have been approved and published by the PGA of America Rules Committee. Once the field has been reduced, and the pairings have been approved and published, no additions to the field will be made. If a player s breach of Rule 6-6d is discovered after the cut is official, and the addition of penalty strokes, from a round prior to the cut, results in the player s score being higher than the cut score, the player will be withdrawn from the field and will be considered to have missed the cut. Any such player is ineligible for any points or other benefits. 8. RESULT OF THE COMPETITION: When all scores have been posted on the Official Scoreboard and approved by the Committee, the results of the competition is deemed to have been officially announced. 9. LIFTING AN EMBEDDED BALL: The EMBEDDED BALL RULE as written in Appendix I is in effect through the green. 10. OUT OF BOUNDS: Defined by the inside edge of white stakes and/or property fence posts at ground level. NOTE: A ball which crosses a public road defined as out of bounds and comes to rest beyond that road is out of bounds, even though it may lie on another part of the course. 11. IMMOVABLE OBSTRUCTIONS: a) Asphalt and artificially surfaced roads and paths are immovable obstructions. White lined areas tying into roads or paths have the same status as the roads or paths, and thus they are obstructions and not ground under repair. b) Railroad ties, curbing or the like adjoining cart paths are deemed to be part of the same obstruction. c) Secured mats and plastic cable ramps covering cables are immovable obstructions. 12. GROUND UNDER REPAIR: a) Areas defined by white lines (except dropping zones or white lines listed under item 11 above), including those marked for gallery crosswalks. b) French drains, which are trenches filled with rocks or stones. c) Relief is for lie of ball or area of intended swing only for the following (through the green only): (i) Seams of cut turf All seams within the cut turf area are considered the same seam. (ii) Newly trenched areas. (iii) Painted yardage markings located in any closely mown area. 13. RETAINING WALLS AND PILINGS: When located within water hazards or within and/or around bunkers, retaining walls and pilings are integral parts of the course. 14. TREE WRAPPINGS, ELECTRICAL WIRES AND CABLES: Closely attached to trees: No relief. Tree wrappings, electrical wires, cables, signs and lightning rods closely attached to trees are not obstructions. They are integral parts of the course. 15. TEMPORARY IMMOVABLE OBSTRUCTIONS: Appendix I is in effect and includes any temporary immovable obstruction installed for the competition. 16. TURF PLUGS ON PUTTING GREENS: On the putting green, in addition to Rule 16-1c, the player may repair turf plugs of any size. 17. CASUAL WATER ON THE PUTTING GREEN: If a temporary accumulation of casual water exists on the putting green, the following policy will operate when the ball lies on the putting green: a) The player may either take relief under the Rules of Golf (Rule 25-1b(iii)); or the player may request the Committee to squeegee the line of putt including, if desired, an extension of such line beyond the hole. b) The Committee may squeegee the putting green at any time. c) The Committee may use any combination of a) or b) above. 20 ALTERNATE POLICY Srixon Cleveland Golf XXIO, John Deere, Golf Advisor Alternate List The National Alternate list will be located on the 1 st tee. Sections with Multiple Alternates On-Site The highest alternate from each Section will have precedence. All alternates from the same Section will still bee listed on the National Alternate List, so if a Section had the first overall alternate position on the National Alternate List and that Section had their first two alternates on site, then that Section s first alternate would bee the 1 st overall and that Sections second alternate would have the 42 nd alternate position. Alternate s Responsibility It is the alternate s responsibility to know his/her status. It is alsoo the responsibility of the contestant, or alternatee when he/she becomes a contestant, to know his/her starting time. An alternate who is not available to replace a withdrawal is disqualified from the Championship. Alternates must report to the Rules Official on the 1 st tee, who will explain this policy. The alternates must stationn themselves on the 1 st tee, even in the case of a #1 or #10 tee start. Thus, only the #1 tee would serve as the proper tee to be considered ready to play if an opening happens on either tee. The alternate may also choose to leave their cell phone number with the Rules Official on the tee, and remain onn the practice putting green or range, but should inform the Rules Official on the tee wheree he/she will be located. If an alternate chooses to leave the starting tee, it remains the alternate s responsibility to know his/her starting time should a spot become available and they mustt arrive ready to play, on the appropriate tee, priorr to five minutes from that starting time. Example: If a player is missing at 9:000 a.m., the Rules Official will start the group and then call the alternate. The alternate is then responsible to arrive on thee appropriate tee prior to 9:05 a.m. to take that spot. Advance Notice Prior to the First Round If the Committeee becomes aware of a withdrawal prior to the first round, then the Committee will notify the first Section on the National Alternate List of the available spot. The Section can choose to fill a vacated position withh a representative from their alternate list (not exclusive to the 1 st alternate on their list). Any alternate passing up a spot in the field is not able to substitute at a later time. Advance Notice If the Committee becomes aware of a withdrawal, prior to a starting time the day of the 1 st round, then thee Committee will try to notify the first on-site alternate on the National Alternate List. If the first alternate is not available, the next highest available on-site alternate from thee National Alternate List will be notified. Thee morning of the 1 st round, the highest alternate from each Sectionn will have precedence. Any alternate passing upp a spot in the field is not able to substitute at a later time. Last Minute Failure to Appear for Starting Time If the Committeee is not aware of a withdrawal and a player simplyy fails to appear for a starting time, or arrives after the five minute time period, then the highest available alternate, who is ready to play, will be notified and MUST take that spot. Example: If the missing player s starting time was 9:00 a.m., then the highest alternate ready to play at 9:055 a.m. would be in the field. If no alternate is ready at 9:05 a.m. all alternates will be disqualified. Thereafter, all disqualified alternates CANNOT substitute for any later opening that might occur unless that roundd is cancelled.

21 PACE OF PLAY POLICY The Rules of Golf require that a player must, at all times, play without undue delay and in accordance with the pace of play guidelines which have been established by The PGA of America Rules Committee as follows: 1. Rule 6-7: Undue Delay; Slow Play The player must play without undue delay. Undue delay is defined as taking more than 40 seconds to play a stroke. The Committee will use discretion concerning the Pace of Play of early groups. All groups of three (3) will be expected to play at a pace not to exceed a 4 hour and 12 minute pace with a #1 tee start for 18 holes. All groups of three (3) will be expected to play at a pace not to exceed a 4 hour and 12 minute pace with a #10 tee start for 18 holes (see Pace of Play Time Chart). 3. The lead group to start either from tee #1 or tee #10 in either the morning or afternoon waves, or after a starter s time, will be considered out of position if, at any time during the round, they exceed the allotted time to play as detailed on the attached Pace of Play Time Chart. 4. Any subsequent group will be considered out of position if, at any time during the round, they (a) exceed the allotted time to play (see Pace of Play Time Chart) and (b) reach the tee on a par 3 hole and the preceding group has cleared the next tee, or fail to clear the tee of a par 4 hole before the preceding group has cleared the putting green, or reach the tee of a par 5 hole when the preceding group is on the putting green. Both (a) and (b) must apply for a group to be out of position. A group out of position will be notified that they are out of position and will be subject to individual timing. NOTE: The Committee reserves the right, at any time, to time a group when the Committee deems it necessary. Further, if a player is determined by the Committee to be unreasonably slow, he may be timed individually at the Committee s discretion regardless of whether his group is out of position. Players should also be aware that the Committee may assess a bad time to a player in a group which is out of position if the player makes no effort to help his group get back in position. Examples of this would be a player who unduly delays play between strokes or holes. 5. Other than on the putting green, the timing of a player s stroke will begin when he and his caddie have had a reasonable opportunity to reach his ball, it is his turn to play, and he can play without interference or distraction. Time spent determining yardage will count as time taken for that stroke. On the putting green, timing will begin after a player has been allowed a reasonable amount of time to repair ball marks, remove loose impediments, and lift, clean and replace his ball. Time spent looking at the line from beyond the hole and/or behind the ball will count as time taken for that stroke. A player will be allowed a maximum of 40 seconds to complete his stroke. NOTE: An additional 10 seconds will be allowed for (a) the first to play from the teeing ground on a par 3 hole; (b) the first to play a second stroke on a par 4 or par 5 hole; (c) the first to play a third stroke on a par 5 hole; or (d) the first to play a stroke on or around the putting green. 6. If a player exceeds the time limit on one (1) occasion, he will be cautioned that if he exceeds the time limit on one more occasion (total of 2), he will automatically incur a penalty of one stroke, under Rule 6-7. If the player exceeds the time limit on one more occasion (total of 3), he will incur an additional two-stroke penalty. 7. If a player exceeds the time limit a total of four (4) times, the penalty is disqualification. NOTE: Timing will discontinue when the group has regained its position. Any time exceeding the allotted time to play will be carried over for the remainder of the round. **In the Administration of these pace of play guidelines, a member of the Rules Committee will not tolerate abuse, oral or otherwise, by a player. Such abuse may constitute conduct unbecoming a PGA Golf Professional.**

23 STARTING TEES & SCORING AREAS The blue line/ stake, and/or rope(s) encompassing the scoring area(s) and starting tees(s) define those areas. STARTING TEE(S) For the purposes of applying Rule 6-3a (late to the tee), a player is considered to be on the tee when he/she is within the blue lined/ staked or roped area. SCORING AREA(S) A player has left the scoring area when he/she has departed the scoring area and has crossed either the ropes or blue line leading out of the scoring area. For the purpose of applying Rule 6-6c, a competitor is considered to have returned his scorecard when he/she has first left the scoring area. SUSPENSION OF PLAY SUSPENSION OF PLAY DUE TO A DANGEROUS SITUATION: When play is suspended for a dangerous situation, if the players in a group are between the play of two holes, they must not resume play until the Committee has ordered a resumption of play. If they are in the process of playing a hole, they must discontinue play immediately and must not resume play until the Committee has ordered a resumption of play. All practice areas will be closed during suspension for a dangerous situation until the Committee has declared them open for use. NOTE: A suspension for a dangerous situation will be signaled by one prolonged siren or horn blast. All other types of suspension will be signaled by three intermittent siren or horn blasts. Resumption of play will be signaled by two intermittent siren or horn blasts. PENALTY FOR BREACH OF CONDITION: Disqualification PLAYOFF PROCEDURE CHAMPIONSHIP (1 st Place) In the event of a tie for first place, a hole-by-hole play-off will begin immediately following play on hole #18 and then, if necessary, continue to holes #1 18. This rotation will repeat until the Champion is determined.

24 AUTOMOTIVE TRANSPORTATION POLICY A breach of the following Automotive Golf Car Rules may subject a player to a penalty under the applicable Rule in the USGA Rules of Golf: A golf car is part of the player s equipment. When one golf car is shared by two players, the golf car and everything in it are deemed to be the equipment of the player whose ball is involved; except when the golf car is being moved by one of the players, the golf car and everything in it are deemed to be the equipment of that player. There will be a riding scorer volunteer accompanying each group during the final two rounds and will be sharing the golf car with the single rider in that group. The volunteer is not allowed to drive the golf car for the player. The Tournament Director is authorized to impose penalties consisting of a fine of $100 for the first offense, a fine of $150 for the second offense, and suspension from tournament play for the third offense for any of the following violations: A player s clubs must be transported on a golf car. Only players will be allowed to ride in the golf car, along with the riding scorer, if applicable. Only two golf cars will be allowed per group. Spectator cars are not allowed. Only official golf cars authorized by the Tournament Director, will be allowed on the course. Golf cars must not be driven up to the sides of greens and/or tees. Golf cars should be driven on the car paths as much as possible and across the fairway at a 90 angle. When so restricted, cars must remain on paths at all times. It is imperative that all players return their cars to the car staging area immediately upon completion of their round.

25 PLAYOFF PROCEDURE 1. Once all the scores have been posted on the Official scoreboard and approved by the PGA of America Rules Committee, if necessary the Championship Play-off should start immediately. Playoff hole rotation will be located at the bottom of the Rules Addendum and in the players handbook. 2. The Official Play-off Time is now treated as a starting time. All play-off contestants shall be present and ready to play at the Official Play-off Time. 3. The Rules Chairman should be on the tee to organize and insure the play-off is ready on time. If possible, other available Rules Officials should act as Observers. 4. Announce to the players all details of the play-off. a. Sequence of holes that will be played. b. Number of players in play-off. 5. Order of play will be provided based on the scoreboard summary board. A play-off recording sheet with the names in the correct order will be available to be picked up at the Championship trailer. 6. The Rules Official should keep an exact score for each hole of each player s score. 7. Groups No more than 8 players should be in any group (TBD at conclusion of play). 8. Results There is no need to call in a stroke action of the play-off. If possible, after each hole, call the Championship staff with the results and continuation of play-off. 9. At the conclusion of the play-off, please return the play-off recording sheet provided to the Championship office.

26 CADDIE RULES AND REGULATIONS GENERAL INFORMATION Caddies are allowed in the 41 ST National Car Rental Assistant PGA Championship, however they are not allowed to ride in a golf car, and players clubs must stay on the golf car during all Championship rounds. REGULATIONS Caddies shall not walk on greens when checking hole locations prior to, or after, a championship round, nor shall they interfere with play during practice or championship rounds. Caddies are only allowed on the practice putting greens to retrieve chip shots or long putts. This may only be done provided the putting green is not crowded. AUTOMOTIVE TRANSPORTATION A player s clubs must be transported on a golf car. Only players will be allowed to ride in the golf car (no caddies or spectators) and only two golf cars will be allowed per group. Violation of this golf car rule by the player or his caddie will subject the player to a $100 fine. Exception: The Riding Scorer volunteer will be assigned to ride with the player in the single golf car on Saturday (Round 3) and Sunday (Final Round). CADDIE APPEARANCE Caddies will be required to present a professional and neat appearance appropriate to a Major professional golf Championship, in both clothing and grooming. All caddies must wear a collared shirt. Male caddies may wear slacks or hemmed shorts, not more than 2 above the knee. Female caddies may wear slacks, skorts, or golf skirts/dresses, all hemmed appropriately befitting a Major professional golf Championship. Caddies must wear smooth, rubber-soled shoes. No golf spikes of any kind will be permitted. CONDUCT Failure of any caddie to conform to the above shall result in his/her immediate removal from club property. Contestants shall be responsible for the conduct and behavior of their caddies. The PGA shall reserve the right to determine caddie eligibility.
