3 Item 1 (AKAWA Item 2) Grade 4 Stewards Grading Requirements The requirements for Grade 4 stewards to be altered. Propose that requirements be an annual/bi annual attendance at a Stewards School (State or club based) and any official paperwork accreditation as required by government authorities. A Grade 4 steward ALWAYS works under the guidance of a more senior steward. All stewards should be working in tandem with each other, thus have the opportunity to discuss an issue and refer to the Rule Book together before making a decision. Many of these stewards are members fulfilling club requirements that call for licensed stewards (as per AKA rule book). Most Grade 4 stewards are also drivers, and thus have a working knowledge of driving, general procedures etc. To have these people complete a Steward s Questionnaire is simply onerous and unnecessary. Should a Grade 4 steward wish to be upgraded to 3 etc, the Stewards Questionnaires would then become relevant. Many people simply cannot be bothered to be smothered in paperwork such as a Steward s Questionnaire. Experience has demonstrated that while people will attend a Steward s School, they don t always bother to follow the requirements currently asked for. Vote: NO Accreditation for officials is important Item 2 (AKASA Item 9) Rule Black and Orange Disk (Optional) This flag is displayed together with a panel upon which the competitors kart number is shown. The driver must stop for mechanical defect. This order shall be given only through the Clerk of the Course and /or Steward of the meeting. At circuits where the facilities permit the use of drive through area as approved by State Track Inspectors, the driver may continue after repairs have been affected to the satisfaction of the Chief Scrutineer. At events where the Supplementary Regulations permit the use of an approved mechanical breakdown lane (as approved by the State Track Inspector) the driver may continue after repairs have been affected to the satisfaction of the Chief Scrutineer, and only under instruction of the grid marshal. Refer to rule Under the current rulebook, there is no explanation as to who can ask for the meatball flag to be displayed to a driver. Rule : The breakdown lane cannot be used during an event unless specified in the Supplementary Regulations. The current rule states: At circuits where the facilities permit the use of drive through area. This does not mean that the allowable use of the area is stated in the supp regs for the meeting. 4 Item 3 (AKASA Item 3) Rule Light Signals: It is permissible to replace/augment flag signals with light signals. For safety reasons, when using lights at flag points a flag marshal must be present, unless approved by the State Track Inspector. Some tracks have made a significant investment to install amber flashing lights at appropriate points around the circuit to eliminate the need for numerous flag marshals inside the circuit. Currently, rule allows the use of these lights, as long as a flag marshal is also present at each point. I can only presume that this is in case of a power failure. The starter, stewards or C of C s can always stop the race with a red flag if this occurs, and re-start it when the problem is rectified. It seems a waste of personnel at a race meeting to have flag marshals around the circuit in case of a power failure. The blue flag can be replaced with the blue and red double diagonal flag, which is shown by the starter. This only needs to be included in the supp regs for the meeting. When Midgets, Rookies or Juniors are on the circuit, it is common practice to allow a small amount of designated persons onto the circuit to help remove karts in case of a spin or collision. By adding unless approved by the State Track Inspector to the pre-amble of rule 15.19, it will allow tracks with an adequate system to utilise them without the need for flag marshals as a back-up. Vote: NO For safety reason flag marshal should be present. Item 4 (AKASA Item 1) Rule 16.05: It is forbidden to use any route other than the track used for the race to gain/regain a place. Any competing kart having left the course with all four wheels shall, i) rejoin the course at the nearest point of exit from it with relative safety. ii) not rejoin the course until safe to do so. iii) Should a kart rejoin a race having gained an advantage in position or distance of where they were when they left the circuit, they must regain their position within one lap (from the point where they rejoined the circuit.) When karts leave the circuit for whatever reason, they short cut the circuit. This means that, under the existing rule, they only have part of a lap to regain their position. With the proposed addition to the rule, drivers have up to a full lap to re-gain their positions. Obviously, this situation varies from track to track depending on the layout, but wherever a driver leaves the Page 4 of 7

5 Vote: YES AKA STEWARDS COMMITTEE AGENDA circuit, they cannot complete a full lap prior to returning to that same point again. When a driver re-joins the circuit, they will have done a complete lap when they return to that same point again. Item 5 (AKASA Item 11) Rule 16.11(d) Re-Start of Race This heading should be in bolder type to make it easier to find. Unfortunately, in this version of the manual it has ended up at the bottom of the page where it can be very easily overlooked. Vote: YES Admin tidy up Item 6 (AKAQ Item 1) Rule Shaking Hands (this should be rule 16.15) Add to rule - That drivers keep both hands on the steering wheel when completing a heat/final. It has been observed on occasion that drivers take both hands off the steering wheel whilst crossing the finishing line, this is a safety issue, as in most cases there is another kart in close proximity behind or to the side of the lead kart. VOTE: NO Covered under rule 16.13(b) Item 7 (AKASA Item 2) Rule (e): (i) If a competitor is deemed to be underweight in a session they shall receive a time penalty of the slowest time plus one second. (ii) If a competitor is found to have a non-conforming kart in a session they shall receive a time penalty of the slowest time plus one second. (iii) Weaving to warm up tyres at any time after leaving the grid in Timed Qualifying Sessions is prohibited. Drivers will be penalised with a time penalty of the slowest time plus one second. 6 Proposed alterations to Rule 19.17(e) Proposed 19.17(e)(ii) This rule will eliminate the need to raise a complaint form and attend a hearing. A Judge of Fact (Scruitineer or Tech Inspector) can assess the non-conformity and issue a Penalty Notification Form. Proposed 19.17(e)(iii) Currently, this rule is lost at the end of 19.26(ii), and referred to at the start of the same rule. Rule 19.26(ii) should read: The practice of weaving to warm tyres during the first rolling lap is permitted except when timed qualifying sessions are used. (Refer to rule 19.17(e)(iii). Delete Weaving to warm up tyres at any time after leaving the grid in Timed Qualifying Sessions is prohibited. from the end of this rule and insert it as Rule 19.17(e)(iii) and include a penalty. This will eliminate the need to raise a complaint form and attend a hearing. A Judge of Fact can assess the breach and issue a Penalty Notification Form. If these changes are accepted, then reference to them in (f) and (g) needs to be updated. Vote: NO (e) (ii) A non conforming kart could relate to any part of Chapter 25 there fore should be dealt with a complaint form and hearing. Vote: YES (e)(iii) We Propose if accepted that under rule 5.04 Add 4 any competitor who breaches Rule e(iii) weaving to warm up tyres during timed qualifying sessions will have action taken by the issue of a Penalty Notification Form which will be issued without a Officials Hearing and signed by at least one Steward and one other Official. A complaint cannot be lodged against the action. Page 6 of 7

7 AKAQ ITEM FOR DISCUSSION - OFFICIALS Officials in the more remote Clubs require further training, an Officials School once a year is not enough and in most case an Officials School still does not get all officials to attend. A suggestion to have one Steward selected from each club and sent to a larger scale meeting to obtain to relevant practical experience which is lacking in the everyday club meeting in the smaller clubs in various States. The AKA State Officials Coordinator attend a meeting from each club/clubs who express a need for further practical training of stewards. He then makes a recommendation of which steward to send to a large scale meeting to officiate as a trainee for that meeting, this would perhaps be more beneficial for the steward/s. Further assistance for this could be obtained by SKC/Clubs submitting funding application to their State Sport & Recreation Grants Minor Funding for training of Officials. Application dates vary for each State, Qld are open for submissions from December each year and closes end of March. Looking for a practical solution to getting our volunteer officials better qualified in these more remote Clubs, and we don t think hitting the karter up is the way to go. Maybe the KIAA would be prepared to Sponsor this training. Other: Please go through the Stewards/Clerk of Course Handbooks. Please revise all relevant chapters in the manual. Page 7 of 7
