3 Item 1 (AKAWA Item 1) AKA Karting Manual AKA ADMIN COMMITTEE MINUTES All matters relating to karting and the managing of our sport to be in the current AKA Karting Manual: ie track safety requirements, officials licensing requirements and any other such related matter. All who are involved in our sport have a right to easily access the track safety requirements, the requirements for licensed officials etc. There seems to be much creeping into our sport that is kept in a different place to the Rule Book. The Rule Book should be the ONLY item (other than Law) that governs our sport and as such, all participants should have equal access and ability to view these rules/requirements etc. Yes these items can be accessed upon request but why only upon request? If they apply to all competitors/tracks/officials they should be there for all to view/read/discuss whenever and however they wish. We should be open and accountable to all in our sport. Against this because the manual becomes encumber cent and manual should be specific to competitor s requirements. Do we need competitors telling us how circuit should conform? Item 2 (AKAWA Item 4) Karting Manual We request AKA rulebook be proof read by the relevant national bodies (eg technical matters by National Technical Officer, stewarding matters by National Stewards Co-ordinator). Too many mistakes (eg and have been entered twice with different rulings). Currently in process this weekend with all committee s looking over their section of the manual. Item 3 (AKAWA Item 5) Karting Manual Too many addendums due to mistakes in rulebook. Too much paperwork creating disharmony within karting. Making the rulebook an unreliable reference if addendums are not properly noted. As above in item 2 Page 3 of 28

4 Item 4 (AKAWA Item 6) Administration Karting costs far too high. Too many technical changes (eg. Mufflers/axles). AKA is currently addressing this issue. Item 5 (AKAWA Item 7) Administration Licenses too expensive. Restricting family participation. Proposed Alterations: Family licence reduction or an overall licence reduction. AKA to give a licence reduction to family members that live at the same address seek legal definition All competition licence $10.00 reduction. Second family member licence $40.00 reduction Third family member Licence $80.00 reduction Practice licence These are available to members on a quarterly basis at the states decreation Re word remove the words non competition from paragraph. The above proposed alterations be forward to the general meeting in August Item 6 (AKANSW Item 1) Rookies Class Due to the small fields being experienced in the Rookie class over the past few years Orange Kart Race Club have been discussing ideas to find a solution to this problem. Some of our board members have discussed our ideas with members from other clubs in this area and we have received positive feed back. We believe that these ideas should be passed onto the SKC for further discussion. These changes would help the numbers in this class and give the competitors more experience with other competitors close to their own age and ability. Motion: Increase the minium age at which a Rookie can enter into juniors by one year from 11years with a B grade licence to 12 years with a B grade licence. Page 4 of 28

5 This would keep competitors in Rookies for at least two years. We feel that the class of Rookies is an important step in the development of young drivers and they should have time to develop instead of being pushed though Rookies as quickly as possible which seems to be the norm these days. Alter rule Rookies (a) Delete (b) Any B grade Rookie may elect to move to juniors division at age 12 or any time between their thirteen (13) birthday and the end of the calendar year. Alter Juniors (d) To be eligible for Junior clubman a driver must hold a B grade licence and be a minimum of thirteen (13) years of age. (To be cross reference with jnr clubman rule CHECK alter to licence requirement) Discussion with Paul Lively from IKD in regards to issues that he has with approved tyre use. Discussion with George Turton from DPE on items that he put forward in admin. Discussion with Joe Taorima, Frank Cesnick, Colin Fink from ARC on the A1 engine and its position in the sport. Item 7 (AKANSW Item 2) Celebrities Licence Grading Review licence grading for Celebrities to take into account any previous history or experience i.e Cams full competition licence. If Michael Schumacher wishes to compete in an AKA event he would have to do so as a provision licence holder. Rule (1) alter to read: Notwithstanding anything in these rules the AKA/SKC may, in writing, wavier the necessity for competitors or drivers to fore fill the necessary requirements of a licence under these rules in order to be eligible to take part in a particular competition. 6 Item 8 (AKANSW Item 3) SEL Licences Rule b) AKA NSW believe that there should be no limit on the number of SEL s a person can hold in a 12 month period. It could mean more revenue to the AKA from SEL s and assist the competitor who could not afford the full licence fee in one payment. Reduce administration by not having to check, when and how many SEL s have been issued to a competitor. To be discussed at the general meeting in August 2006 Item 9 (AKANSW Item 5) Rule AKA NSW would request that the National Committee Conference look at changing rule to allow a series to be run. A Club under rule may wish to run the club level class as part of their Club championship, which constitutes a series. To remove the reference to series. Item 10 (AKANSW Item 6) Entry Form That the AKA official entry forms be modified to include the expiry date of the drivers licence, this could be easily done in the top right hand corner. It would ensure that the driver/entrant has at least the knowledge of the expiry date. It would also be helpful in cross checking by a second person after the driver has left the sign on area. At this state no such cross check can be done. See NSW Attachment No.1 Entry Form The above item is referred to the general meeting in August Page 6 of 28

7 Item 11 (AKANSW Item 7) Proposed Race Format for Easter Nationals Proposal: See NSW attachment No.1 To reduce the classes being offered for the 2007 nationals AND as a result to offer a new method of running oversubscribed classes. We propose to remove Formula Australia Light, Heavy and Super heavy and Formula 100. Once these classes are removed to offer a new racing method for oversubscribed classes. The rationale for removal of these classes is that they do not run in all states and generally are not offered at club level. This also applies to the Formula 100 class. The national titles is supposed to be the culmination of each years racing and is the level to which all club racers aspire. Offering classes that are not generally run appears to be contrary to this ideal, considering that there are complementary classes in which those competitors can race (Clubman for Formula Australia and Leopard for F100). Once the class numbers are reduced time is available to offer the new race mechanism described below. It should be noted that at Bolivar this year 20% of the entrants did not race. At Eastern Creek in 2007 we can expect in excess of 500 entries and if everyone is guaranteed the opportunity to race the entries could be even higher as many club level karters will 'just give it a go'. Keep in mind that NSKC has in excess of 450 members, which when added to Combined Districts and Newcastle, the three clubs represent over 800 karters, all within 1 1/2 hours drive of Eastern Creek. With the sport in its current state it is incumbent upon the administration, to the extent it can, enable as many karters as is possible to race at major events, as it represent an internal and external promotional opportunity that cannot be lost. The National titles at Eastern Creek also represents an ideal opportunity to promote our sport to the masses. Demographically Parramatta is the centre of Sydney and it is only 15 minutes from the track. To make the most of this opportunity we want full fields and great racing. Mechanism for Over subscribed classes: All oversubscribed classes will qualify using the normal method. After qualification the fields will be split in two based on qualifying position, i.e. odd numbers and even numbers. These two groups will complete up to the pre-final separately and the top forty from the two groups will be gridded for the final (i.e. the top twenty from each group). To be clear; if 85 karters enter Clubman Light, 80 will qualify to race and 5 will go home. The 80 will be split into two groups of 40 which will compete separately upon the final, The top 20 of each group will combine only at the final. Page 7 of 28

8 AKA ADMIN COMMITTEE MINUTES Where an equal points situation exists a count back will be used to determine the final grid positions. This mechanism is easily supported within the time frame and will ensure that everyone that enters gets a race start and that the racing is of the highest possible quality (i.e. we get the best karters in the final, a situation that did not exist this year). Example Timetable, based on the following classes being over subscribed: Clubman Light, Clubman Heavy, Junior National Light, Junior Clubman, Senior National Light and Leopard Light. Based on our experience this is realistic. The timetable has been based on actual lap times of SNH which is the slowest class. Each session has a 'fudge factor' which means that the C of C can run the meeting by the clock, or gain time as the day goes on. This is NOT a proposed race timetable, merely an example to show that the proposed mechanism can be easily run even if there were more over subscribed classes (which I seriously doubt). See NSW Attachment No. 2 Working with AKANSW and North Shore Kart Club present at general meeting Item 12 (DPE Item 3) Rule Consolidation of classes For events other than a State or National Championships. (a) Senior Classes may be run co-jointly as long as track density is not breached. Confirm consolidation for senior classes includes Formula Rotax and DD2 powered karts. With 10 Kart manufacturers now producing chassis for the DD2 engine, this class is beginning to grow in many parts of the world. It is already a part of the Rotax Max Euro series. We are, however very mindful of the issue of creating new classes, so we are merely seeking clarification that Rule 19.14(a) allows DD2 powered karts to be run on the track at the same time as Formula Rotax (subject to track density rules). 9 Item 13 (DPE Item 8) AKA Approved tyres AKA ADMIN COMMITTEE MINUTES Request AKA approval of the following tyres: Mojo D1 Mojo W1 Bridgestone YWD Bridgestone YWW At the previous AKA meeting we were advised a procedure for gaining AKA approval of tyres would be written however when we requested information on this we were advised Approval of tyres is only possible via the Tire tender process. The tyre tender process is already a very complicated and difficult one. Adding in any more tyres is totally illogical. In addition, to be able to seek approval just once every 3 years is unrealistic. It is suggested that the AKA introduce three levels for review for granting of AKA approved Tyres. Level 1. CIK Approved Importers pay registration fee of $ Level 2. Not CIK Approved but recognised brand and or history of use in other countries. Submit Technical data as per AKA Tyre tender Same as Tyre tender and royalty Level 3. Not CIK approved and an unknown brand. Submit technical data as per AKA Tyre tender AKA Nominated tyre tester to carry out test Double the tyre tender and royalty. Item 14 (AKASA Item 4) Rule 20.12(c) Delete entire rule as it is a duplication and contradiction of rule 20.12(b). Administration tidy up for 2007 manual Page 9 of 28

10 Item 15 (AKASA Item 5) Rule 20.12(b) AKA ADMIN COMMITTEE MINUTES Entries for National and State Championships shall close a minimum of twenty one (21) days prior to the first day of competition, except for State Championships where no tyre distribution, then a minimum of fourteen (14) days. Entries for State Championships shall close a minimum of fourteen(14) days prior to the first day of competition. Administration tidy up for 2007 manual A complete entry list for National and State Championships is to be dispatched by the organisers to the AKA within 72 hours (3 working days) of the closing date of the entries. Late entries will not be accepted under any circumstances. Due to the release of addendum 21, which eliminates the practice of tyre pooling at State Championships. Most entries close on a Friday, and Australia Post is closed on a Saturday and Sunday, so the current rule only allows one day for any entries in the postal system to reach the Competition Secretary. Three working days would be a fairer alternative. Proposed alternation to read 72 hours (3 working days). Item 16 (AKASA Item 6) Rule 20.13(a)(i) This rule needs to be annually updated to reflect the current year. Administration tidy up in 2007 manual Item 17 (AKASA Item 7) Rule Each entry must be accompanied by two stamped self-addressed envelopes for postage of Addendum to Supplementary Regulations, gate passes and provisional results. This rule needs to be deleted altogether. Addendum to Supplementary Regulations and provisional results are now readily accessible and available on the net. Gate passes, if required, can be handed out at entry confirmation. It will also significantly reduce the workload for the competition secretary at these events. Recommend the deletion of rule for the reasons given. Page 10 of 28

11 Item 18 (AKASA Item 12) Come N Try Days Come and try drives to be in something faster than a 100J. This is a pathetic way to introduce people, especially when they are allowed to race their first day in anything up to and including any Engine that is approved for a C Provisional Grade. Submission is to allow midgets/rookies/juniors to drive either a Comer or KT100J powered kart, and seniors any Engine that is approved for a C Provisional Grade at AKA permitted Come N Try days. A P-plater or C-grade driver is allowed this for his first race day, and that is a whole lot less supervised on a one on one basis than any Come n Try day. Provided for currently in the insurance booklet the requirements by the insurance company. Item 19 (IKD Item 4) Rule Safety Helmet Amendment: Add to list of Snell approval marks Section 2a) bullet point 4 of Rule dealing with Safety Helmet Standards Snell as follows: Snell SA 2005, Snell M2005. Snell has conducted a further round of approvals for Safety Helmets in 2005 resulting in a range of new helmets manufactured with the latest approval marks Snell-2005 or M2005. This is an administrative amendment to ensure that the latest standards are represented in the AKA manual. Proposed addition to Rule Safety Helmet Standards is recommended to be added to list. Item 20 (IKD Item 5) Rule Driving Suit Amendment: Add to Section 1 of rule dealing with driving suits as follows: Driving suits shall be required to be CIK homologated from January 2007 onwards for all classes with the exception of National classes, Rookies and Midgets. National classes, Rookies and Midgets shall be required to comply with CIK homologation for driving suits from January Delete the Note at the end of Rule concerning CIK competition. In the interest of safety and containment of insurance cost the world controlling body for Karting has seen fit to invest considerable effort to develop a homologated standard for kart apparel. This standard has been developed and has existed for some considerable time now and the AKA should embrace the standard at a time when there is an increasing influx of apparel from overseas Page 11 of 28

12 without homologation and therefore no clear control over quality of materials or manufacture. The CIK homologation is an immediate and direct way to ensuring that there are some proven standards specifically for the sport of karting without the AKA having to incur the time and expense of developing some alternative standard. Not recommended due to cost: Item 21 (AKAQ Item 2) Rule Entry Fee: Add (c) State Sprint Championships: Entry fee shall be a set fee for each state (suggest Qld States 2007 be as per 2006) GST inclusive, per Driver, per Kart, per Class. Entry fee shall include entry to the circuit for the driver and two pit crew, all practice fees and pit shelter fees. A precedent is in the process of being set as the 2006 event is looking to be the cheapest State Championship in the last 2 years, as in the past others have had the benefits of practice and pit shelters fees. The rule book states that the SKC decides the fee, in reality the club nominates the fee and the SKC either accepts or declines the proposed fee. A fee is stipulated for the Nationals each year let us do the same for the State Championships. This fee can be increased or decreased in line with official CPI figures for the preceding 12 months thus keeping the fees in line with the official inflation rate movements. Not recommended - refer back to NKC as this removes States rights to administer their event. Item 22 (AKAQ Item 3) Rule Tyre Pooling That tyre pooling be optional at State Championships as shown in the 2000, 2001, 2002, 2003, 2004, 2005 and 2006 Karting Manuals at the discretion of the relevant State Council and that this be achieved by re-inserting the full first sentence in Rule Tyre pooling for restricted / designated dry weather tyres will be compulsory at the Australian National Championships and optional at State Championships. To try and ensure a level playing field where the competitors, under tyre pooling, all have the same tyres. It carries out the wishes of the AKA Queensland delegates at the March 2006 State Council where they voted in favour of optional tyre pooling at State Championships and instructed the AKA Queensland Delegate accordingly. That it should be the karters through their elected representatives, not the trade people, who make and change the rules. This is for review by the NKC at the end of Page 12 of 28

13 Item 23 (AKAQ Item 4) Rule Limitation on Drivers. Set Limitation of this Class at C. AKA ADMIN COMMITTEE MINUTES Engines used in this category are afforded C status in other classes it would appear to be inconsistent that a high performance engine be limited to a higher license when it is set at a lower standard in the same manual just because its class name is different. Not recommended due to horsepower of engines in this class. Item 24 (AKAQ Item 5) Rule Driver Limitation Set Limitation of this class at B. This category is a high powered performance category it s performance is on par with Formula 100 yet that class requires a B standard as a minimum Juniors with years of experience are required a B class license - yet the man off the street with zero experience is permitted into a high performance category. This class was engine was reported as being marginally faster than Clubman and was on that information given a C status. Time differentials between this category and F100 on the same tyres indicate that the engine performance is equal and also better than Leopard 125. Not recommended unless the condition of the current licensing is altered to force competitors to be upgraded to B. Item 25 (AKAQ Item 6) Rule Limitations on Drivers Set Limitation of this Class at C Engines used in this category at the given weight have proved to be only 2 3 tenths faster than engines used in the Rotax and Leopard categories these engines are afforded C status in their respective classes it would appear to be inconsistent that a high performance engine be limited to a higher license when it is set at a lower standard in the same manual just because its class name is different when its engine performance is equal to or greater than the engine in this class. The conditions placed on entry of a junior with many years of Clubman or Resa experience is inconsistent with the minimal conditions required in other categories of similar performance for new entry senior driver with zero experience. Not recommended - refer to reasoning of item 23 Page 13 of 28

14 Item 26 (AKAQ Item 7) Rule Driver Limitation Set limitation of this class at B. AKA ADMIN COMMITTEE MINUTES This category is a high powered performance category it s performance is on par with Formula 100 yet that class requires a B standard as a minimum Juniors with years of experience are required a B class license - yet the man off the street with zero experience is permitted into a high performance category. Time differentials between this category and F100 at the National Championships 2006 resulted in only a difference of 3 tenths in lap times by the same drivers with an extra 10kg carried in this class. The growth of the base entry level classes have seriously diminished as a result of a C status to this performance category, and the retention rate of new persons entering a performance class at onset has had a very serious effect on the license numbers of the association. No other mainstream category requires C grade license status to be placed at the rear of A/B graded license holders clearly indicating that a safety issue exists because of inexperience in a high performance category. This matter has been on the NKC table for 12 months and should be addressed with the serious concern. Not recommended - refer reasoning of item 24. Item 27 (AKAQ Item 8) Weights 1. That kart weights revert to 1994 rule book weights until proper investigation of kart weight, and safety pertaining to class weights. 2. Failing that, all kart class weights drop 10 kg until proper investigation of kart weight and safety be instigated. Due to many competitors having in excess of 15 to 20kgs bolted to their karts. The main attachment region is the seat, which is not designed for this amount of lead, making it a safety issue, also a workplace health and safety issue with some needing 3 people to lift karts on and off trolleys. Not recommended refer item 33. Item 28 (AKAQ Item 9) Rule Weights Reduce National Light weight back to 130kg. National class is the base entry-level category and over a period in excess of 10 years was contested at 130kg weight. There is no significant or valid reason that a 10kg increase was required for this class. There seems to be an inconsistent differential in weight of this class to other classes that favors the heavy weight of the category. Page 14 of 28

15 The current category weight (light) is of particular disadvantage to females and deters them from entering the sport because of the enormous amount of ballast that is required to participate in an entry level category, and also affects Juniors who move to seniors category. The maximum chassis weight of a kart was introduced as a SAFETY matter, yet we disregard that safety issue when karts are allocated a minimum class weight which requires ballast that exceeds the maximum 88 kg kart weight in the heavy category. Not recommended - refer item 33 Item 29 (AKAQ Item 10) Chapter 39 - Junior National Reduce weight of Light to 115kg Reduce weight of Heavy to 135kg The amount of ballast required to participate in this class is excessive, this entry level category sees the majority of competitors in light carrying in excess of 15 kg of ballast there is no significant data that indicated that this category required an increase in weight of 10kg nor that the body weight of participants overall increased by 10kg. Not recommended - refer item 33 Item 30 (AKAQ Item 11) Junior weights including maximum kart weight for all classes should be reviewed with a view to reducing overall weights. The present weights for the Junior classes in requiring the lighter Junior karters to run karts with a large amount of lead attached and in the case of a accident the kart is very heavy and impossible for the Juniors to move. It can also place the drivers at risk of increased injury if a kart lands on top of them. Reduction by 5kg of all present class weights would assist in reducing this risk. Not recommended - refer item 33 Page 15 of 28

16 Item 31 (AKAQ Item 12) A maximum kart weight for Junior Clubman should be considered (Suggest 88kg or weight that is specified for Heavy Classes to bring all classes into line and reduce confusion). Junior Clubman not having a specified maximum kart weight (with JMA having max kart weight as 100kg) is allowing light-weight Juniors, i.e., those below 47kg to drive these higher powered engines. From experience at local tracks we have observed that these drivers do not possess the upper body strength to be able to control the heavy lead laden karts effectively and thus impact on the safety of the driver and other karters on the track. If the maximum kart weight is set at 88kg as per the Heavy classes and the overall weight of the kart plus driver is reduced by 5kg this would mean that the minimum driver weight for Junior Clubman would be 47kg. Not recommended - refer item 33 Item 32 (AKAQ Item 13) Reduction of maximum kart weight for JMAX (suggest 88 kg or weight that is specified for Heavy Classes to bring all classes into line and reduce confusion). With JMA having max kart weight as 100kg is allowing light-weight Juniors, i.e., those below 47kg to drive these higher powered engines. From experience at local tracks we have observed that these drivers do not possess the upper body strength to be able to control the heavy lead laden karts effectively and thus impact on the safety of the driver and other karters on the track. Not recommended - refer item 33 Item 33 (AKAQ Item 14) Review of Class weights ALL categories That a Committee be appointed to review all class weights prior to 2007 and make recommendations to the NKC for decision based on the Australian National weight averages from data supplied by Government Statistics. That all class weights be adjusted taking into account the above factors. To give a balanced class weight to all categories based on factual data as opposed to the needs of a minority of individuals with their own agenda. That weights remain the same and a committee is set up to investigate for future recommendation and present a white paper to the NKC. Page 16 of 28

17 AKAQ ITEMS FOR DISCUSSION National Championships Due to the number of entries to the 2006 event, a question comes to mind where is the value for money for the karters who pay a nomination fee to compete at an event and travel from as far away as FNQ, NT, WA, to attend and only get to complete in one (1) race, the repercharge. Comments overheard during the 2006 National event, and from others, stated that a National event should be held only at facilities that have a grid capacity of 40. The event at Bolivar had 11 Classes 7 classes oversubscribed; JNH over by 6 Leopard L over by 5 SNL over by 3 JNR Clubman over by 9 Clubman H over by 14 Jnr Nat L over by 15 Clubman L over by 25 These drivers pay their nomination fee in good faith to attend and compete at the event, at the end of the day they should be entitled to at least a consolation race or maybe you should have a cut off point for number of entries received grid capacity plus 5 or 10? And why is a National Event held way before all the State Championships have been held? Mayhap a National Event be held after all the States have run their Championship meetings then extend an invitation to the top 5-10 from each State Championship to attend the National event. Refer to AKANSW item New Suggestion State Championships AKA and relevant SKC to compile the supplementary regulations nominating Clerks/Stewards Official positions, the host club to supply a list of personnel to be considered for other Official and non Official positions. The host club be responsible for obtaining Sponsors and ensuring facility is up to standard to run the event. The host club to receive the proceeds from the running of the event. Takes the burden off the host club to find officials etc to officiate at these meetings when States have a list of qualified stewards etc. A rotation system of qualified stewards could be utilised for each State Championship. This would allow the host club to concentrate on obtaining Sponsors and getting their facility up to standard.? Further information required Please explain. Page 17 of 28

18 Item 34 (VKA Item) Due to the majority of Victorian clubs running one day meetings with full field 14 classes, the 12 class addendum be increased to a maximum of 14 groups. Victoria run club day and most of these events run 14 classes with some classes unable to have others tacked on the back. Refer to General meeting in August and recommend that series events be exempted. Item 35 (VKA Item 7) South West Kart Club Inc. AKA Loan South West Kart Club wish to make application to the AKA for a Loan of $25, this is to assist in restructure of their impounding, scales, engine measuring areas. SWKC like to use some of the AKA track funding for the above works. AKA Treasurer to put forward recommendation at the AGM meeting August Submission Items by Pam Arnett National Secretary Item 36 (PA Item 2) Rule Consumption of Alcohol/Drugs 1. Consumption of alcoholic beverages in the paddock, parc ferme or any other portion of the competition venue under the control of the officials is expressly forbidden until all practice or competition activity is concluded for each day. This rule at present is unworkable when we have clubs that have a liquor licence to sell alcohol on their premises between such times listed to the public, times are usually during racing. They have a designated section listed stating where it can be consumed? Most of the areas designated a competitor or pit crew has access to and could consume alcoholic beverages, this is something that needs to be addressed as this has happened at the last two AKA National events. Proposed alteration to rule to read:- Consumption or sales of alcoholic beverages at any AKA Venue is expressly forbidden until all practice or competition activity on track is concluded for each day. 19 Item 37 (PA Item 3) Rule Time trials or timed practice and racing Alter to read Time practice or time qualifying and racing. We don t have time trails anymore it is mostly time qualifying. (Format to be presented at AKA Conference). Licences Competition licences for Senior, Junior, Midget, Rookie to be a all the same cost to AKA. 1. Practice licences to be a minimal cost to entice them into the sport they are for a 3 month period only. 2. Delete practice licences all together. 3. Only have competition licences but price them as low as the AKA can financially, this will allow any one to either just practice or if they wish compete without the added cost of an upgrade OR inconvenience of doing it. We need to get practice karters into at least competing at small race meetings if they wish to, but if they have a practice licence they have to go and upgrade with whoever and this may turn them off having a go at a race meeting. If they have a competition licence then there is no hassle they just go and even if it is only once or twice a year they have had a go in a competition. They may like it and continue, which is great. Refer to item 5 Page 19 of 28

20 Item 39 (PA Item 5) AKA Manual We need to look at this due to competitors having licences from the middle of the year and not getting a new manual at the start of each year. The manual is a good revenue for the AKA financially and helps with the running costs of the AKA. But we do need to work out ways of getting the new manuals out to competitors at the start of each year. Many a time we hear them say we haven t got a new manual so don t know the new rules etc. It is recommended the manual be available on State and National websites. Manuals are compulsory for all competitors. Item 40 (PA Item 6) Rule 4.03 Essential Officials a) At a race meeting there shall be at least two licenced stewards and Clerk of Course of the meeting. Doesn t say you need the Clerk of course as well Withdrawn National Sprint Championships (Bitumen) 1. There will be a minimum of Eight (8) stewards for the National sprint championships. 2. The AKA secretariat shall appoint a minimum of four (4) Interstate stewards and two (2) interstate Technical officers from the recommendations made by the National Officials Coordinator. (Each interstate steward will be from a different state and must have grade 1 stewards licence. One (1) of the secretariat appointed Interstate Stewards/Technical officers shall act as the chief for the event. The chief steward will be selected by the four interstate stewards. 3. The relevant State council will appoint the remaining stewards they require from recommendations made by their State Stewards Coordinator. 4. The AKA will cover travel expenses to the state in which the event is held, evening meal allowance and accommodation. 5. The Club will cover cost to and from track/arrival airport, breakfast, lunch each of the event. Page 20 of 28

21 State Sprint Championships (Bitumen) 1. There will be a minimum of Six (6) stewards. The AKA secretariat will appoint one (1) interstate steward who has a grade 1 stewards licence who will act as the chief steward for the event. AKA secretariat will appoint one (1) interstate Technical officer who will act as chief technical inspector for the event. 2. The AKA will cover travel expenses to the State in which the event is held and their evening meal allowance. 3. The club will cover their cost to and from the track/arrival airport, breakfast, lunch and accommodation. This needs to be defined in the manual what AKA pays for and what not, need to have the Interstate stewards doing the selection of chief steward and the same with Technical. Item is recommended to general meeting in August Item 41 (PA Item 8) National & State Championship Events CHAPTER 20 - NATIONAL AND STATE CHAMPIONSHIP EVENTS The following regulations shall be strictly adhered to by any person or Club given the authority to promote the AKA National Sprint Kart Championships (Easter) and a State Championship Championship Allocation: National Sprint Championships and International Events are to be allocated three (3) years in advance of Competition. The NKC appointed Track Inspector will carry out such inspection by 31 July two (2) years preceding the Competition. Additional inspections may be necessary and these would be at the cost of the promoting club. If requirements have not been carried or met six (6) months prior to the event, the National Body may re-locate the Competition Circuit Plan and Modifications: Plan of all circuits, parc ferme area and competitors facilities are to be sent to the AKA and be certified by the State Track Inspector as correct. Prior to a State or National Championship being conducted on a modified circuit, the Organisers of the event shall be required to satisfactorily conduct at least one race meeting on that circuit 12 months prior to the event Application for Permit: The Host club shall, at least four (4) months prior to the date of the meeting furnish the State Secretary with three (3) complete copies of the proposed Supplementary Regulations as per Pro Forma (Appendix 1). These proposed Supplementary Regulations with the appropriate fee are to be in the hands of the AKA Secretary 3 months prior to the first day of competition. Supplementary Regulations and entry forms are not to be issued until the approval of the AKA (through the State Secretary) is given for the appointment of the officers listed and other details as appropriate. Non compliance with this rule will be the imposition of a fine of $25 per day for each day late. The fine to be the responsibility of the State Body with redress to the Club concerned. Page 21 of 28

22 All appointed officials must be sent a copy of the Supplementary Regulations as soon as approved. It shall be the responsibility of the club to send entry forms and approved Supplementary Regulations to each State Secretary at least two months prior to the Meeting. The State Secretaries shall be responsible for the distribution of the Supplementary Regulations to their respective affiliated Clubs Above proposed amendments recommended to general meeting in August Time Qualifying and Lap Scoring Recording System at National and State Bitumen Championships: (a) For time qualifying, the electronic equipment shall be the minimum standard of the AMB 400 transponder system with infra red backup. (b) For lap-scoring recording, the minimum standard is to be the AMB 400 transponder System with manual lap-scoring as a backup. Above proposed amendments recommended to general meeting in August Entries: NATIONALS: (a) Entries for National shall close a minimum of twenty one (21) days prior to the first day of official practice. A complete entry list for AKA Nationals is to be dispatched by the organisers to the AKA three (3) working days (after closing date of the entries. Late entries will not be accepted under any circumstances. The promoting club reserves the right to accept fax or entries before closing date. If they wish to do so credit card details MUST be supplied. If this is adopted it MUST be stipulated in the supplementary regulations also the fee for use of credit card processing. Refer item 15 (b) STATE CHAMPIONSHIPS Entries for State Championships shall close a minimum of fourteen (14) days prior to the first day of competition. Recommended to general meeting in August (c) STATE AND NATIONAL CHAMPIONSHIPS: If there are insufficient entries to constitute a Class by the listed close of entries then the Class will NOT be contested. All drivers whose entry is not accepted for any Class shall be notified as soon as possible and entry fee will be returned. Recommend to general meeting in August Entry Fee: (a) National Sprint Championship submitted to NKC at conference preceding allocated year. (submission should include the practice fees and entry to the circuit for the driver and two pit crew) (i) 2007 National Sprint Championship: Entry Fee shall be $ ) GST inclusive, per Driver, per Kart, per Class. (Tyre pooling / purchasing costs will be extra). All fees and entry to the circuit for the driver and two pit crew from (b) Australian Championships for CIK Classes: Entry fee shall be decided by the NKC. (c) State Sprint Championships: Entry Fee shall be decided by the State Karting Councils and shall include all practice fees. Admin tidy up Entry Form: The provisions contained in the Entry Form herewith shall be read in conjunction with, and shall form part of these regulations. In exceptional circumstances the NKC may give approval for lesser entries in a particular class/classes to be run at State Championship Events. The initial request must be made by the promoting club through their State office. 1. Entry Forms which are incomplete or not accompanied by the appropriate entry fee will be rejected. 2. The making of a false or incorrect statement on an entry form may result in the nonacceptance of the entry. 3. Multiple entries from one entrant in any one class will be accepted provided different drivers are specified with each entry in that Class. A driver may only QUALIFY and race one (1) entry per class. A separate entry form is required for each entry. 4. If fewer than:- Page 23 of 28

24 (i) (ii) AKA ADMIN COMMITTEE MINUTES Fourteen (14) genuine entries are received for a particular class for NATIONAL SPRINT CHAMPIONSHIPS (Bitumen) or Eight (8) genuine entries are received for a particular class for STATE SPRINT CHAMPIONSHIPS (Bitumen) with the exception of Tasmania and Northern Territory or (i) Five (5) genuine entries are received for a particular class for National and State DIRT TRACK CHAMPIONSHIPS, then that class MUST be withdrawn. 5. Each entry must be accompanied by two stamped self-addressed envelopes for postage of Addendum to Supplementary Regulations, gate passes and provisional results. Delete this Recommend to general meeting in August Standing Regulations Standing regulations as laid down in this manual (chapter19) shall be used for all National and State Championships. Delete this Recommend to general meeting in August Results: The Promoters shall, within seven (7) days after the end of the Meeting, provide to the AKA a dated and signed list entitled "Official Provisional Results. The results will show: (a) All entrants in each Class together with their respective total points or finishing order and also fastest qualifying time in each class. Delete (b) Promoters of National and State Championships shall furnish all State Secretaries with the Results of all National and State Championships. Recommend to General meeting in August Trophies: (a) NATIONALS: AKA shall provide plaques and trophies to approx value of $750 per Class. (club to reimburse the AKA the value of the trophies (This has NKC approval that the AKA purchase trophies for this event) STATE CHAMPIONSHIPS: Trophies for State Championships shall be a minimum of $300 per Class. (trophies to be provided by the club/state. Recommend to general meeting in August 2006 with additional wording. Page 24 of 28

25 20.17 Promotional Material: Sponsors' names may appear on promotional material provided "National or State Championship" wording is prominent. FINANCIAL REQUIREMENTS STATE AND NATIONAL EVENTS (b) Promoters shall, within fourteen (14) days of the event furnish to the Secretary of the AKA three (3) copies of the financial statement of the monies received for nominations and a detailed list of the exact amount spent on trophies. Where trophies have been donated, a list is required of the donors and the value of the donated trophies. The trophy allocation shall be based on entries received fourteen (14) days prior to the meeting. Do we need this in the manual as it is in the National criteria and we have not received a statement from any State? Recommend to General meeting in August 2007 to take out the word State Championship. NATIONAL AND STATE CHAMPIONSHIP NUMBER PLATES (c) NATIONAL SPRINT CHAMPIONSHIPS: Will be allocated GREEN number plates with a yellow number 1 for the period they remain a National Champion. The plates are to be used only in the class they were awarded. (First Place Only.) (Sprint and Dirt.) (Number plates for National Champions are to be issued by the Promoting Club and available for presentation with the Trophies.) (d) STATE SPRINT CHAMPIONSHIPS: Will be allocated BLUE number plates with white numbers bearing their own state number for the period they remain a State Champion. The plates are to be used only in the class they were awarded. (First Place Only.) (Sprint and Dirt.) (Number plates for State Champions are to be issued by the Promoting Club and available for presentation with the Trophies.) Eligibility of Entrants/Drivers: NATIONALS Eligibility is limited to drivers who are holders of a current A or B Grade AKA licence for National Sprint Championship. NKC may approve other licence holders outside of the AKA i.e International drivers. STATE /DIRT Current A, B or C Grade AKA licence for State Sprint or Dirt Track Championships and National Dirt Track Championships. NKC may approve other licence holders outside of the AKA Drivers are reminded that they must carry their licence at all times during practice and the meeting, as they will be required to produce same for checking and identification. 26 20.21 Events 1 Classes for Easter National Championships 2007 are as follows: SENIORS JUNIORS 100cc Formula cc Clubman Light 100cc Clubman 100cc Clubman Heavy 100cc National Light 100cc Clubman - Super Heavy 100cc National Heavy 100cc National Light 100cc National Heavy Leopard Light Leopard Heavy NOTE: No additional classes shall be run at National Championships Delete formula Australia light and heavy class do not put in any other classes Recommended for general meeting in August Method of Racing: FOR NATIONAL SPRINT CHAMPIONSHIPS: Alter to A V B etc. If we are able to take away the Formula Australia classes we would have enough time to use the A V B format. Currently being worked out with AKANSW and North shore Kart club and will present white paper at the general meeting in August National Championship events for promoter run classes (Standalone events) are as follows: a) The promoter has the right to select the venue. b) Allocation of National Championship events to be 2 years, with track inspection required one (1) year preceding the competition. c) Private Practice: The promoter has the right to determine the amount and time of private practice prior to a National championship event; however it shall be a minimum of two (2) days to all nominated drivers. (d) Additional (support) classes may be run at the discretion of the promoter. (e) Method of racing. The promoter may nominate other methods of racing as described in the AKA manual or as approved by the AKA (f) (g) (h) Addendums to supplementary Regulations must be approved by the AKA Application for Permit: Promoters shall, at least three (4) months prior to the date of the meeting furnish the State Secretary with three (3) complete copies of the proposed Supplementary Regulations as per Pro Forma (Appendix 1). 28 Item 42 (AKATAS Item 3) Senior National Light Class AKA ADMIN COMMITTEE MINUTES Reduce weight to be 135kgs. 1. Tasmania feels that a 20kg gap between Senior National Light and Senior National Heavy should be maintained. 2. This weight will benefit Juniors coming through to Senior, particularly females. Refer to item 33 Item 43 (AKATAS Item 4) Removal of Dunlop wet tyre from National classes Leaves us with one choice of tyre. Not recommended due to duty of care Item 44 (AKATAS Item 5) Investigate a groove slick to replace the SL1. It is becoming more prevalent in Tasmania in the Senior National classes for drivers in cold conditions (not wet) to race on wet weather tyres at low pressures on dry tracks in preference to SL1s. This trend needs to be stopped as it is benefiting the karter with the larger budget. Refer results in recent Tas State Championships where wet weather tyres were run in many of the finals when the conditions turned cold but not wet. The results showed these runners had an advantage over competitors running SL1s. Recommend investigation of a general purpose tyre for entry level classes. Page 28 of 28
