1 PROPOSED RULE CHANGES FOR DRESSAGE TO BE EFFECTIVE FROM 1 AUGUST 2012, DNZ requests permission to alter the numbering of rules from the current system to start at 1 >. Some rules would not be altered but could be brought under their own number for the purposes of clarity. Proposed changes as per Planning Meeting discussion for approval at Annual Conference and Committee meeting. Rules for change are under their current numbers. To bring the Salute rule into line with FEI, males no longer have to remove their hats unless they wish to, change ART 477 to:- ART Saluting All riders must take the reins (and whip if carried) in the same hand. The head should be bowed while the other arm is held straight down to the side. Male riders may if they wish, remove their hat in the traditional manner. Note: The salute is taken by the Chief Judge at C only. Proposed wording and penalties for ART 480 DRESS SIDE SADDLE RIDERS It is permissible to ride aside in competitions run under ESNZ rules for dressage. Riders should note that ESNZ rules for dressage including dress rules, helmets etc apply to aside riders. Except that :- Aside riders may wear an apron which should be the same colour as the jacket, dark breeches/jodphurs as under side saddle dress rules are allowed HATS Hats must be black, dark blue, or the same dark colour as the jacket. They should be plain with only minor decoration such as a plain ribbon band round the crown of a top hat or bowler or, the traditional ribbon bow on the back. (Ribbon the same colour as the hat). Safety helmets with discreet decorative markings allowed. Safety Helmets: A properly fitted, securely fastened, correctly maintained helmet meeting the following standards MUST be worn at all times when mounted on the Event grounds, it must comply with one of the following standards. PAS 015 (British Standard) BSEN 1384 (joint British/European Standard) EN 1384 (European Standard) AS/NZS 3838 (joint Australia/New Zealand Standard) ASTM F1163 (American Standard) EXCEPT THAT: Top hats or bowler hats MAY be worn in competitions at Level 5 and above, including during the final warm up and presentation only. Under penalty of elimination, a rider's hat may not be deliberately removed, except for the halt at the first and final salute by male riders should they choose to do so.

2 COATS Up to & including level 4: Black, dark*, or tweed, (tweed should not be brightly coloured or have loud patterns). Level 5: Black or dark* coat. Level 6 and above: Black or dark* coat OR black or dark* tail coat *Dark is defined as those colours within the international HSV colour scale with a v value less than 32%). Colours with a v value greater than 32% may be approved on application to the FEI. Colours approved by the FEI will be approved by Dressage NZ on proof of FEI approval. Contrast piping and colouring is allowed. One contrasting colour is allowed on the collar of the jacket, and the waistcoat. If the collar is a contrasting colour to the jacket then the waistcoat must be the same contrasting colour. Lapels and pocket flaps MUST NOT be a contrasting colour to the jacket. Piping in one contrasting colour is allowed at the collar, cuffs and pocket flaps. Jacket buttons can be the same colour as the jacket, or, gold, silver, bronze, or nickel coloured. BREECHES & JODPHURS Up to & including level 4: White, off white, beige, banana or pale grey Level 5: White, off white or beige Level 6 and above: White, or off white with Tail coat. OR: White, off white or beige with a short jacket. STOCKS & TIES White or off white or may be the same colour as the jacket. If same colour as jacket must be the same hue but can be paler. ESNZ tie is allowed. Level 5 and above, stock or collar & tie is compulsory. Level 4 and below may wear a shirt with choker style collar, collar to be white, off white or same colour hue as the jacket SHIRTS Choker style collar, or shirt with tie. If permission is given to ride without jackets due to weather conditions, then a white shirt with long or short sleeves must be worn (sleeveless not allowed), with appropriately pinned down stock, a tie or choker collar.

3 GLOVES White, off white or the same colour as the jacket are optional up to and including Level 4. Compulsory for level 5 and above. BOOTS & GAITERS Black or same dark colour as the coat. May not have any decoration except discreet manufacturers logo studs. If gaiters are worn they should be of the same leather and colour as the jodhpur boots, suede chapettes are not allowed. At Training (TE) & Local Events (LE) long boots OR boots & gaiters may be worn up to and including Level 9. At Regional (RE) and National Events (NCH) boots & gaiters may be worn up to and including Level 5. Level 6 and above long boots only. PENALTIES FOR INCORRECT DRESS deductions are per judge Hats incorrect colour, (decoration is permitted as a highlight but not as a main feature eg; traditional ribbon bow on back of helmet is OK) - 2 marks deduction No hat, or hat of incorrect standard for the level being ridden, eg: no safety helmet with three point harness (no penalty if hat comes off during test) Elimination. Persistant wearing of incorrect hat, or refusal to wear correct hat Elimination from all competition on the day. Jacket not worn, incorrect colour, incorrect type 2 mark deduction Breeches/jodphurs, incorrect colour, patterned 2 mark deduction Waistcoat (if worn)patterned, incorrect colour, must be same contrast colour, if any, as on the collar of jacket 2 mark deduction Stocks and Ties incorrect colour or not worn at Level 5 and above 2 mark deduction Gloves - not worn level 5 & above, wrong colour 2 mark deduction Shirt incorrect colour or sleeveless (when allowed to be worn without jacket) 2 mark deduction. Boots and gaiters incorrect colour decoration other than manufacturer stud logo 2 mark deduction. Gaiters not matching the boot colour or decorated 2 mark deduction. Spurs when worn not made of metal, not approved under DNZ rules, worn upside down, or excessive use Elimination Carrying a whip into the arena when the competition does not allow it, carrying more than one whip, or excessive use of the whip Elimination Carrying a whip around the outside of the competition arena when the competition does not allow a whip 4 marks deduction per judge

4 Proposed wording for ART 478 SADDLERY Add some additional wording eg; colour, saddle cloths, irons and leathers being compulsory, and some more information eg; treeless saddle, side saddles etc.. A change in penalties for incorrect saddlery, some to become 2 point penalty instead of elimination. SADDLES Saddles must be worn and be plain (dressage, show, side saddle, GP or jumping saddle) and must be brown, black, grey or navy. Treeless saddles are permitted but must look similar to the above plain saddles. Western style, traditional Iberian or Arabian (with raised pommel and/or cantle) or brightly coloured saddles are not permitted. Stirrup leathers and irons are compulsory and must be attached to the saddle and used in the conventional way. The rider s boots must not be fixed to the stirrup iron by mechanical means and if used without dispensation will result in elimination. No saddle covers or seat savers are allowed, except with special dispensation from Dressage NZ. **Pony Club refer to Annex 3 - Para C. SADDLE CLOTHS LOGOS SILVER FERN/FLAG a) The saddle cloth if used, should be plain except for b) or c) below. The horses bridle number may be displayed on the rear corner on each side of the saddle blanket b) Saddle cloths bearing the New Zealand Flag or Silver Fern may only be worn by a competitor who is officially representing New Zealand and has been presented with either to wear. These must be removed at all other times. c) Logos are only allowed with officially registered rider/horse sponsorship, see ESNZ GR s or contact ESNZ office for information on sponsorship rules. BRIDLES An ordinary snaffle or simple double bridle as laid down in the test. Bridles must be predominantly black, brown, grey or navy and may not be decorated with tassels or any additions to the normal configuration. Discreet padding of the bridle at the poll or noseband is permitted. Padding of the cheek pieces is not allowed and will result in elimination. The Micklem bridle is permitted and must be used with a permitted bit and without bit clips. Change to ART 9 and 11 It is proposed to allow nose nets for competition under ESNZ rules for dressage:- ART Delete nose nets from the list of forbidden gear. Add :- ear plugs are not allowed ART Delete nose nets from the list of permitted gear during training and warm up. (They are proposed to be allowed for competition under NZ rules)

5 ART and 11 reference to ear covers Proposed to change to:- Allow ear covers to be worn in competition. These should be discreetly coloured, ear plugs are not allowed. Stewards should check for ear plugs after the completion of the test. Note: Stewards need to be doing random checks for ear plugs, as they check bits etc even if ear covers are not allowed or worn. After the sound of the bell, the competitor should enter the arena at A as soon as possible. Exceeding 45 seconds before entering the arena after the bell has sounded entails a penalty of 2 points per judge or 0.5% for freestyle at the discretion of the Ground Jury. The same applies to a competitor who enters the arena at A before the starting signal has been given. (Note Exception Article 473). If the competitor has not entered the arena within 60 seconds, without a reason acceptable to the Ground Jury ie: just lost a shoe Elimination

6 PENALTIES FOR CONTRAVENING THE RULES to do with the arena and riding the test Only penalty change here is a new one, Add last sentence to ART failure to enter the Arena after 60 seconds, at judges discretion, Elimination. The penalty for a contravention of these rules will range from a two point deduction for each occurance of a minor infringement, such as incorrect dress; to elimination for major infringements, such as forbidden tack, or when stated explicitly in the rule concerned. Elimination is always at the discretion of the judge and the rider will be notified at the end of the test. Penalty points will be deducted from the final score and will not count as errors of course. Commanders reading anything other than the printed word of the test or extracts therefrom or emphasising any part of the command Elimination Any outside assistance by voice or signs, etc, designed to help a competitor improve their performance Elimination Entering the arena before the signal to start or failing to enter the arena within 45 seconds of the signal to start 2 mark deduction Horse entering the arena when not actually competing, or prolonged failure to start after 60 seconds (at Judges discretion) Elimination Repeating a movement (penalise as error of course and mark first attempt only) appropriate to error. First error of course 2 marks from total of each judge Second course error 4 marks from total of each judge Third course error Elimination When a competitor makes an error of the test ie: trots rising instead of sitting, at the salute does not take the reins in one hand, etc... he/she must be penalised as for an error of course - appropriate error. 7 PROPOSED RULE CHANGES FOR DRESSAGE TO BE EFFECTIVE FROM 1 AUGUST 2012 Some Key Discussion points re rule changes for information only Scott McKenna stated that any reprint of the rule book should clearly distinguish between guidelines and binding rules if guidelines are included Kate Dodd considered that if we are to encourage Young Rider participation then some of the dress rules need to be relaxed Chris Hodson supported the above view noting the ESNZ review is wishing to encourage YR participation and if the dress code is too regulated they will be put off Top hats/helmets created discussion as to whether safety helmets should be compulsory for all, for a youth age group eg under 21, under 18? Nosebands: Discussion if a noseband should be obligatory Monkey Straps/Neck straps/breast plates: Need to clarify & discuss use at different levels. Recommended that neck strap can be used in work in at any level but may only use in competition up to & Incl level 2. Breast plates are permitted at any level for work in & competition Tongue Restraint: Tongue restraints of any sort are forbidden Nose nets: Currently permitted for working in only. A number of delegates considered that pollens etc are becoming an environmental/seasonal problem & supported the use of nose nets in all levels of national competition but noting they are not permitted under FEI rules Ear Muffs: General support for use of ear muffs but need to make it simple to decide where/when are permitted to be used. Delegates to take back to areas general consensus was to permit them at all events so OC s not having to make decision Manufacturers logos: Recommend that one per item be permitted up to 3sqcm as per FEI rule Penalty for late entry to arena: Currently 2 point penalty if arena not entered within 45 secs of the bell being rung but no other maximum time or penalty beyond that. Agreed that if not entered within 60secs elimination will be the penalty.
