Entries: Open vs. Horse vs. Rider Divisions Entries What is the difference between Open, Horse, and Rider divisions and why are there sometimes professionals in the Rider division? When you enter, you can select up to 3 divisions for your level on your entry. Note, many HTs do not list all of the divisions in the online entry systems (e.g., Xentry). However, they will split/divide the entries depending on numbers when they schedule ride times so be sure to state your preferences when entering. Open - open to all horses and riders regardless of previous experience or level of competition. So there may be horses and/or riders who have competed at the upper levels competing at Beginner Novice basically everyone is allowed to enter the Open division. Horse There are no restrictions on the experience of the rider, but there are restrictions on the horse. This division is only open to horses who have not competed two levels above the one being entered. For example, a horse who has previously run Preliminary may compete in the Training Horse division, but not the Novice Horse division. Rider There are no restrictions on the experience of the horse, but there are restrictions based on the experience of the rider. A rider may only compete in the rider division if they have not competed at two levels higher in the past 5 years. For example, a rider (even a professional) may compete in the Training Rider division if they have not competed at Intermediate or above in the past 5 years. 8 Rules: Spurs & Other Equipment I went to one event where the bit check volunteer would not measure my spurs but kept saying they were too long, Thankfully I had been to enough events I was comfortable standing up for my spurs and telling her to measure them. Eventually she did and agreed that they were fine. In particular to spurs, know what length is legal and be comfortable standing up for it. It is good for riders to know the bit checkers are not always right on, but know the rules and that your items are legal before hand so there is never an issue. This also applies to eventing legal bits, whip lengths, etc. USEA Rules for Eventing, December 2015, Pages 34-36, EV114 Dress Chaleise Everly, IEA Member 3/27/2017 IEA Proprietary - All Rights Reserved 8

Rules: Dressage Elimination for Exiting the Arena During the Test At my very first recognized Horse Trial, I was eliminated by the Dressage Judge when my horse kicked out at the canter depart (one foot leaving the arena/knocking over the arena). I completed the test before being told after my final salute by the judge that I was being eliminated. I learned after the competition that I should have inquired about the elimination as the rules state, 9. A horse leaving the arena completely, with all four feet, between the time of entry and the final salute, will be eliminated. Only one foot left the arena, not all four, and therefore I should not have been eliminated in this instance. 10 Rules: Starting in SJ Whistle I entered the ring at the request of the Steward, rode by the Judge, saluted and started my curtesy circle. My name and horse was announced On Course. I started my course, but was stopped after Jump 3. I was Technically Eliminated as I started before the Whistle. I never heard the Whistle as the music playing was very loud. Should I file an inquiry or protest? Permission to enter the ring by the Steward and announcement of the competitor and horse by the announcer are not official means for the Start of SJ. The bell (or other sound) is the official means to communicate with the competitors. One of the members of the Grand Jury or the additional Judge is in charge of the bell and responsible for its use. At the start of SJ, the bell is used to give permission to enter the arena, to signal that the inspection time was over and to signal the start of the 45 second countdown. In this example, because of the loud music, the bell could not be heard, so the rider assumed the announcement was his permission to start. In fact, the bell had not rung. When a competitor enters the ring, it is his responsibility to know what the bell, to acknowledge the judge and to wait for the signals by the Judge via the bell. If there is a hindrance to hearing the bell, the competitor should alert the judge and wait by him. 11 Rules: Special Instructions in Regards to Weather SJ is running behind schedule and based on radar and current deteriorating weather conditions everyone knows a terrible storm is coming. Warm up and in-gate volunteers get radio instructions to tell competitors that they are not allowed any kind of circling once they enter the ring and are to go straight to their first fence. Should the competitors follow these instructions to the letter or should they stop to salute the judge and wait for the judge's whistle before they start? The Ground Jury of an Eventing competition, or in its absence the Technical Delegate, may bring forward, postpone or cancel in the interest of horse and competitor well being. However, in this case, the competitor must still wait for the bell to signal the start of their round. 12 Rules: Sliding Through a Fence on Stadium What Next? Stadium Jumping Rules: If you crash a fence what do you do and what are the penalties? There two possible outcomes in this scenario depending on how the judge interprets the crash/slide through: If the judge decides that it is a refusal, he/she will ring the bell and you must stop while the fence is rebuilt. In this case, the competitor will be penalized for the refusal as well as have an additional 6 seconds added to their time for rebuilding the fence. Time will begin when the horse leaves the ground at the fence where the refusal occurred (EV150.6.d and EV152.8). NOTE if any part of the fence (other than the flags) falls or is dislodged, even the lowest rail coming out of one cup, this can be cause for the judge to stop you for a rebuild. If the Judge decides that it is not a refusal, the bell is not rung and the competitor must continue his round. He is then penalized as for an obstacle knocked down USEA Rules for Eventing, EV150.6 and EV152.8 Trudy Pulley 3/27/2017 IEA Proprietary - All Rights Reserved 12

Rules: Warm Up Fences Recently there have been a lot of online conversations regarding warm up fences at recognized competitions. It appears to be becoming a trend for trainers to claim fences for their students, change them up, increase the height well above the current level competing, etc. For example, at a recent event I attended a friend confided in me that a rider s trainer took apart the oxer in stadium warm up and created a bounce for her (only 3 fences in warm up oxer, vertical, and cross rail). What are the rules regarding fences in warm up? The exercising area for Show Jumping must include at least two spread and two vertical adjustable practice fences. The exercising area for Cross-Country must include at least three adjustable fences (including at least one oxer) and at least one solid cross-country type obstacle. Where space or materials are limited, and with the permission of the Technical Delegate, either or both areas may contain at least three adjustable obstacles including at least one oxer. These obstacles must be marked with red and white flags These fences may not be raised more than 10 cm (4 inches) above the maximum height permitted for the competition in progress (or about to begin), nor may the spread exceed the maximum permitted. Ground lines may be placed directly under, or up to 1.00 meter (3 3 ) in front of, the obstacle. They may not be placed even slightly on the landing side. The upper ends of crossed poles must always be supported by cups. If a horizontal pole is placed above crossed poles, it must be higher than the upper ends of the crossed poles. These practice fences must be jumped in the correct direction. The practice fences shall only be jumped at times laid down by the Organizing Committee. Violation of any of the above provisions relating to practice fences is forbidden, under penalty of disqualification, at the discretion of the Ground Jury. 14 Rules: Warm up to Start Box at XC When do I go to Warm-up? When do I go to the Start Box? What is my timing once I get there? I was recently rushed to Start due to delays in getting from the Warm-up to the Start Box. The starter was already on their downcount at 30 seconds when I arrived which was well before my official start time. The Warm-up area can get very busy if riders congregate early. It is best to go over minutes before your start to allow sufficient warm-up time and not crowd the Warm-up area. As you arrive at Warm-up, ask the coordinator how long is being allowed to get to the Start Box. Keep this is mind as you plan when to go over. It is always better to go over a bit early than to be rushed, especially if you have a distance to go or must cross the course between horses on course. Once you get to the Start Box, ask the Starter how much time you have before your start. If the Starter is rushing you earlier than you Original Start Time, you may ask for additional time. If the rider is still not ready at the Original Start Time, the Starter has the discretion to allow a late start if there is no risk to the subsequent competitor the start time will be recorded as if he started at his correct time the Original Start Time. 15 Rules: Start Box at XC How do I use the Start Box? When and how do I enter the Start Box? When and how do I exit? I was recently called out by a volunteer when I trotted through the Start Box and crossed the line on the down count of 2. And the volunteer was walking across the front of the Start Box during the countdown. Competitors must be under the control of a Starter. As your countdown is at 30 seconds, you should be circling the start box at a trot or canter. Check your tack and watch. At fifteen seconds, get closer the the side entrance, making note of where the Starter is standing. Depending upon your horse s disposition, enter the start box at seconds, slowing down. Stop and stand as still as you can for Start your watch and go Have a Great Ride! Remember, the horse does not have to stand absolutely immobile, but the competitor cannot get an advantage from a flying start. If the competitor starts early, the time will be recorded from the moment he crossed the start line. 16 Rules: XC Hold Stopping, Restarting, and Timing When I was held on course for the first time ever, I did not know the rules and how holds were managed. The fence was not a designated hold fence and therefore the fence judge was not well trained in holds and did not have a time piece for recording the hold. She flagged me down and I slowed so I could hear her, at which point I stopped my watch. I was held for about 5-6 minutes while a fence was reconstructed and told I could walk around in the area. Upon being cleared by control to restart me, the fence judge simply told me to pick up a canter and go (at which point I restarted my watch as well). When scores were posted, the hold time had not been subtracted and I was given monstrous time penalties. I inquired with the office, who corrected the scores and deducted the time they had recorded for the hold. However, this still left me with time penalties. I inquired a second time and was able to produce my watch, with my finish time still displayed, which was within optimum time. I was then informed that the hold time on a second rider was used for both of us, since my fence judge did not have a stop watch. The TD spoke with me and the fence judge and it was determined that the time penalties would be erased in this instance. In addition to not having a firm time, I was not given a designated stopping point nor directed to go past that point to pick up my canter so that the time could be restarted at the same point and close to the speed I was traveling at the time of the hold. Rider responsibility: In the case of a hold, the rider should immediately stop their watch (if wearing one) and ask the fence judge what landmark was used as the stopping point. Upon receiving approval to restart, the rider should go past that point, gather speed, and restart his/her watch at that same landmark, e. The time during which the competitor was stopped, from the moment he passed the stopping point until he repassed the same point after being given the order to restart, will be recorded. It will be deducted from the total time taken by the competitor to complete the course. It is clearly intended that the time shall be taken as the competitor gallops past the stopping point, not after he halts nor after a start from the halt. USEA Rules for Eventing, December 2015, Page 48, Rule EV138 7.a-e. Dorie Mayfield, IEA Member 3/27/2017 IEA Proprietary - All Rights Reserved 16

Rules: Crossing Your Path on XC A few years back I was riding a strong horse and I purposefully did a circle on course to get him organized. He got a bit strong on XC and would get a very flat gallop. I decided it was best to do a circle to get him organized before I presented him to a difficult combination. The jump judge said it was a run-out. I protested and after pulling from a few spectators, it was agreed that I never presented him to the jump and it was not a run-out. Rider Responsibility: Know the rules ahead of time and be comfortable explaining what you did, why you did it, and be able to reference the rule(s) associated. Realize that jump judges don't always understand the rules and when something is a refusal or run-out (many are not experienced or familiar with the sport) do not get angry or upset, but rather approach the situation rationally. Volunteer/Jump Judge Responsibility: When you are unsure of a situation at your fence, take detailed notes or draw what happened. That makes reviewing it later much easier. USEA Rules for Eventing, December 2015, Pages 53-54, EV142 Chaleise Everly, IEA Member 3/27/2017 IEA Proprietary - All Rights Reserved 17

Rules: Falls on XC Not Related to an Obstacle At an event, my horse spooked at the photographer on course and I fell off. I thought I was eliminated, but was I? The fall was clearly not related to a fence. EV142 Cross-Country Definitions of Faults (Drawings, Appendix 7) 1. GENERAL. Faults (refusals, run-outs, circles and falls) will be penalized unless in the opinion of the responsible judge, they are clearly not connected with the negotiation or attempted negotiation of a numbered obstacle or element for the relevant competition in progress. The negotiation or attempted negotiation of an obstacle commences with the presentation of the horse to the obstacle. USEA Rules for Eventing, December 2015, Page 52, EV141.b.Falls & Page 53, EV Scott Owens, IEA Member 3/27/2017 IEA Proprietary - All Rights Reserved 18

Rules: Jumping Obstacles Outside Your Level on XC I was running a Novice XC course and accidentally jumped a Training level fence on course. I thought I was eliminated, so I stopped and left the course. I was later told that it was not an elimination. What is the rule? The rulebook does not specifically state a rule for this scenario, but it is commonly accepted from interpretation of the rules that jumping a fence not on your course, provided it is flagged for the competition (i.e. has been inspected and approved), does not cause the rider to cross his/her tracks, their own obstacles are still jumped in successive order, and does not present a dangerous situation, is allowable. USEA Rules for Eventing, December 2015 Scott Owens, IEA Member 3/27/2017 IEA Proprietary - All Rights Reserved 19

Rules: Refusals at Obstacles with Multiple Elements on XC Submitted by XC Rules: If you have a combination (e.g., 9A and 9B) on XC and successfully cleared the A element but have a refusal at the B element, are you required to rejump the A element? You are not required to rejump the A element, you may proceed directly to the B element. However, if you do choose to rejump the A element, then any disobediences on that element will be counted against your score. EV ADDITIONAL ATTEMPTS AT OBSTACLES COMPOSED OF SEVERAL ELEMENTS If after a disobedience at an obstacle composed of several elements a competitor wishes to retake any element already jumped in order to complete negotiation of the obstacle, he may do so. However, he is liable to be penalized for any additional fault even if it is at an element previously jumped successfully. If after a disobedience a competitor wishes to pass through flags in the wrong direction in order to retake an element, he may do so without penalty USEA Rules for Eventing, Page 54, EV142.5 Trudy Pulley, IEA Member 3/27/2017 IEA Proprietary - All Rights Reserved 20

Etiquette: Passing in the Warm-up Area Recently, I was in the Dressage Warm-up Area and had two near collisions. I was trotting along on a defined circle a couple of horse widths off the outside edge of the warm-up area. A competitor was coming the other way right towards me it was like a game of Chicken. I politely said, Left to Left at which time the rider went slightly towards the right and brushed my left leg and made an ugly comment under her breath. Later in my warm-up, another competitor was also coming right at me. Again I politely said Left to Left and this rider yelled outside and cut right in front of me, causing my horse to slam on the brakes!! Like in driving our cars on the road, it is usual and customary to pass Left Shoulder to Left Shoulder, or Left to Left in the warm-up area. This common practice alleviates confusion or distraction to the riders and even to the horses. Keeping the warm-up areas calm and flowing is important to smooth operations. If there is dangerous riding being exhibited in the warm-up area, it should be reported to the Stewards who, if appropriate, will take it to the Grand Jury. USEA Rules for Eventing, December 2015, Page 33, Rule EV an interesting read about how proper etiquette in the warm-up areas is noted and remembered Ina Kamenz, IEA Member 3/27/2017 IEA Proprietary - All Rights Reserved 21

Etiquette: Jumping in the Warm-up Area Is there a designated order of go in the jumping warm-up area? I was warming-up and a coach came in, set up special jumps for her students and called them, one by one to do her drill. Thereby making it impossible for me to warm-up for my round. In fact, the jump heights were way above my level height, had landing bars in place and were dominated by her students. The order of go in jumping warm-up areas should be managed by the individual riders, by calling out the fences as they prepare to make their approach. Usually, riders call out the jump by name, Cross-Bar, Vertical of Oxer as they go down the side to make their turn to the jump. If a coach has their students dominating the jumps, we suggest you either discuss it with the coach or the Warm-up Steward. The fences may not be more that 4 inches above the maximum height permitted for the competition in progress, or about to begin. Ground lines may not be placed even slightly on the landing side. USEA Rules for Eventing, December 2015, Page 31, Rule EV108-3d. Ina Kamenz, IEA Member 3/27/2017 IEA Proprietary - All Rights Reserved 22

Etiquette: Schooling XC We love it when the great venues where we compete open access to eventers for schooling. We don t however like the crazy behavior that can occur. Recently, we were at a horse park (name to be left unmentioned), and several crazy things happened. We were a group of 3 with our coach, working across the course in sets of 3 4 jumps at a time. A coach with his 7 riders came through our group and took over the last two fences that we were using. In fact, there was nearly a collision with our rider on course when they came into our schooling area. How do we manage? In the USEA Instructors Certification Program training, there are discussions held about the use of XC for schooling and how to be safe with your students. We sure hope that Instructors remember and follow those guidelines. It is a safe practice to have no more that 5 students out at a time. This allows good schooling time between horses, ability to learn from each other and less wasted time. It is also customary to work fences in sets of no more that 4 5 to allow for a flow between obstacles and a lack of domination. But bottom line: the best way to minimize any disruption and unsafe activity is through COMMUNICATION talk to the other coaches and riders. Be polite and make a plan and be observant of the riders, horses and the obstacles they are schooling. No applicable rules for schooling outside of a competition Ina Kamenz, IEA Member 3/27/2017 IEA Proprietary - All Rights Reserved 23
