1 TO: FROM: 4 H Members Showing In the 2016 Eastern Region 4 H Horse Show David Perrin, Program Leader and Larry Mitchell, Show Chair DATE: April 1, 2016 The Eastern Region H Horse Show is scheduled for Thursday, Friday and Saturday, June 2-4, 2016 at the Roane State Community College Expo Center in Harriman. The deadline for entries is noon Monday, May 9, in the county office. No late entries will be accepted. The horse show class listing is attached for this show. Entries for the state and region shows are due on May 9 (same due date for both shows). Attached: Special Notes Horse Show Class Listing with Keys Region 4-H Horse Show Entry Form Region 4-H Horse Show Stall Reservation Form Headgear Policy Info Helmet Waiver Entry Forms are enclosed and/or available at: If you require a horse or tack stall, complete the "Stall Reservation Form. This is the first year for this process. Submit this form, along with payment, to your local county Extension office at the same time you complete the horse show registration. This is due by May 9, A. Horse and tack stalls will be available for 4 H members to use on Thursday, Friday, and Saturday (or any combination of these days). B. Stalls (horse or tack) cost: a. $12 per day b. To reserve stall(s), horse or stack, complete the attached Stall Reservation Form and return it with the appropriate fees to your county Extension office (this needs to be done at the same time you register for horse show classes). D. Bedding will be available for purchase from the show management office for $6 per bag. Bedding is not included in the registration fee. You can also bring your own bedding. Each horse stall is required to have bedding which can be purchased at show or brought from home. E. Show management will have staff in the barn area to facilitate stalls, camper hookups and bedding. Times the staff will be available are: 7:30 am 9:00 pm on Thursday, June 2 7:30 am 9:00 pm on Friday, June 3 7:30 am --- Noon on Saturday, June 4 F. 4 H ers are not required to clean out stalls upon departure. G. All horse and tack stalls will be assigned by county groups. H. Check-in and to receive your entry number at the Show Management Office at the Expo Arena on: Thursday, June 2 at 10:00 a.m. Friday, June 3 at 8:00 a.m. Saturday, June 4 at 8:00 a.m.

3 SPECIAL NOTES PLEASE READ CLOSELY 1. All info for the state show will be in a separate packet. 2. The Tennessee 4 H Horse Championships Handbook will be the guide for the region show. The same eligibility rules apply. To access the handbook, go to: 3. CLASSES CANNOT BE ADDED AT THE SHOW DELETIONS ONLY. No refunds will be made for scratched classes. 4. Make sure you have a "Proof of Negative Coggins" within 12 months of show date. COGGINS PAPERS WILL BE CHECKED AT CHECK-IN DESK BEFORE YOUR EXHIBITOR NUMBER CAN BE OBTAINED. THE ANIMAL S NAME ON THE ENTRY FORM SHOULD MATCH THE ANIMAL S NAME ON THE COGGINS PAPER. 5. Effective January 1, 2014, all riders, both youth and adult, at 4 H events and activities will be required to wear properly fitted ASTM/SEI certified helmets with chin straps properly fastened while mounted or while in a vehicle being pulled by equine. Adults must sign a waiver. Please see attachments. 6. It is mandatory that members be polite, be good sports and be properly attired. Members are notified that any act of discourtesy or disobedience to the judge, to committee members or other officials on the part of the rider, owner, parents or trainer shall disqualify the horse and the member. 7. RV hookups will be available for $15 per day. Hookups can be obtained by visiting the stall barn staff at the stall barn area. There will be no show management prior to 7:30 a.m., Thursday, June 2; therefore anyone arriving before this time must call Jenny Yeary at with arrival information. 8. All ponies will be measured EXCEPT those that were six (6) years of age and older and were measured and shown in the Tennessee State 4 H Horse Championships in a previous year. 9. Fire lanes must be kept open surrounding all barns. All vehicles should immediately move to a designated parking area once unloaded. 10. NO DOGS ALLOWED INDOORS or in LINEUP AREAS. Dogs on the premises must be on a leash. If you have any questions, please do not hesitate to get in touch with your 4-H or Ag Agent at your local county Extension office. Roane State Guidelines: 1. No dogs allowed on grounds or in arenas. 2. No smoking inside arena. 3. All trash and litter placed in garbage cans. 4. Concessions sold only by Exposition Center.

10 WALKING, RACKING AND SADDLE SEAT DIVISION Keys To Correct Entry T 1 WALKING horse classes are BLUE, RACKING horse classes are GREEN, SPOTTED SADDLE horse classes are BROWN. T 2 Beginning in 2015, you can cross enter your horse in a Walking Class and a Racking Class if your horse meets the gait requirement of the class. T 3 T 4 T 5a T-5b HALTER and SHOWMANSHIP classes are shown IN-HAND with either HALTER or BRIDLE typical for that breed. GAITED SHOWMANSHIP and HALTER classes are for WALKING, RACKING and SPOTTED SADDLE horses. 4-H er can only show ONE showmanship horse in each Division. 4-H er can show in more than one Confirmation-Halter class if their horse meets the requirement of that class (example: horse entered in gelding 5 and under and another horse in halter in gelding over 5), remember - only one horse per class. T 6 T 7 HALTER classes are judged on the horses conformation and movement only. SHOWMANSHIP and EQUITATION classes are judged with emphasis on the exhibitor, may have a pattern to perform. T 8 T 9 RIDING classes are judged with emphasis on the performance of the horse. COUNTRY PLEASURE is a specialty class for Walking Horses. If you enter Country Pleasure (classes 10-11), you cannot show in classes on the same horse. T 10 T 11 T 12 If 1 4-H er shows any 2-GAIT (no canter) class, they cannot show the same horse in the 3-GAIT (canter) class. TRAIL classes for 23 and 24 are for Walking, Racking or Saddle Seat horses only. In the WALKING/RACKING Division, horses may show with bands except in Country Pleasure (classes 10-11) and Walking Pleasure Lite Shod (classes 20-22). T 13 Any breed or type of horse can show in the RACKING classes as long as they rack and appropriate tack and attire is used. T 14 T 15 Cannot show two different horses in the same class even if a single animal is shown one at a time. Refer to Tennessee Horse Championship for all rules. Use this site to click on the link: T 16 T 17 Split showmanship ring - if class size warrants. Contestants must wear protective head gear. (ASTM/SEI certified helmet) with a chin strap securely fastened. Both helmet and harness (chin strap) must fit properly. 4-H er must furnish safety helmet.

11 WESTERN AND TIMED EVENTS DIVISION--- KEYS TO CORRECT ENTRY W 1 A 4-H er cannot enter the same horse in Western and Ranch divisions. A different horse must be shown in each of these divisions. W 2 WESTERN horse classes for walk, jog & lope are in BLUE, Beginner Rider which consist of WALK/TROT classes are in RED, PONY classes are in GREEN. W 3 REMEMBER to only enter the color coded classes for your type of horse(s). For example: You cannot cross enter your horse in WALK/TROT Classes and WALK/JOG/LOPE classes. W 4a 4-H er can only show ONE showmanship horse in each Division. W-4b 4-H er can show in more than one Confirmation-Halter class if their horse meets the requirement of that class (example: horse entered in gelding 5 and under and another horse in halter in gelding over 5), remember - only one horse per class. W 5 W 6 W 7 HALTER and SHOWMANSHIP classes are shown IN-HAND with HALTER or BRIDLE typical for that breed. HALTER classes are judged on the horses conformation and movement only. Measurement records from ponies have been maintained from previous years. A pony measures 58 and under. Ponies will be measured only one time. W 12 W 13 W 14 PONY can be declared a horse and show in horse classes, but they cannot show in both pony and horse classes. Cannot show two different horses in the same class even if single animal at a time. Refer Tennessee Horse Championship for all rules. 14 RANCH HORSEMANSHIP The Ranch Horsemanship class will be a pattern class. The exact pattern will be determined by the judge, but will contain at least the following: A large fast circle, a small slow circle in both directions with a simple lead change. At least one 360 degree turn in each direction, plus a stop and a back. It will not be anything that will be too difficult. RANCH HORSE CONFORMATION The horse will be judged on type and conformation correctness only. Conformation is defined as the physical attributes necessary to perform under saddle. The horse should possess eye appeal with an attractive head; refined throat-latch; wellproportioned trim neck; long sloping shoulder; deep heart girth; short back; strong loin and coupling; long hip and croup. The ideal standard in evaluating horses in conformation should include, but not limited to, soundness and correctness in conformation, particularly feet and legs, with emphasis on correct manner of travel. The horse should show balance and uniform muscling. Horses are not penalized for scars or brands. Judging Procedure. All entries will enter the arena individually, walking to the judge one at a time. As the horse approaches, the judge will step to the right (left of the horse) to enable the horse to trot straight to a cone placed at 50 feet away. At the cone, the horse will continue trotting, turn to the left and trot towards the left wall or fence of the arena. After trotting, horses will be lined up head to tails for individual inspection by the judge. The judge shall inspect each horse from sides, front and rear. Equipment. Horses are to be shown in good working halter; rope, braided, nylon or plain leather. Minimum silver will be allowed on halters with the exception of the mandatory buckles. Keepers on open buckles are allowed, and tips are allowed. It is recommended that a horse should be shown as naturally as possible. Banded or braided manes and tail extensions are not allowed. RANCH RIDING A horse will be shown at all three gaits the walk, jog, and lope. He will also be asked to reverse away from the rail, to stop and to back. The judge may ask for an extended walk or trot. Extended trot may be ridden by sitting in the saddle, posting, or standing in the stirrups. A good ranch horse has a free-flowing stride of reasonable length on keeping with his conformation and covering a reasonable amount of ground with little effort. The motion should be balanced and flowing with the head carried in a natural position in keeping with the horse s conformation. The horse should be shown when changing gaits. The walk and jog should be free-moving and void of peggy, short strided motion. The lope should be a definite three-beat gait, performed on the proper lead, and showing good use of the hindquarters. Horse s expression should be alert, mannerly without the appearance of a dull, sullen, lethargic drawn or overly tired attitude. Maximum credit should be to flowing, balanced, and willing horse that gives the appearance of being fit, alert, and a pleasure to ride. A rider must show his horse with only one hand on the reins unless that horse is five years or younger and is being shown in an O-Ring or D-Ring snaffle bit or hackamore (bosal). Credits: 1) Natural ground covering gaits 2) Consistency at all gaits 3) Smooth upward and downward transitions 4) Working off hind quarters when turning 5) Work on reasonably loose rein without excessive cueing to maintain moderate pace. 17 2014 Tennessee 4-H Program Protective Headgear Policy Information Effective January 1, 2014, all riders at 4-H events and activities will be required to wear properly fitted ASTM/SEI- certified helmets with chin straps properly fastened while mounted or while in a vehicle being pulled by equine. 1. Is protective headgear required to be worn at all 4-H sponsored mounted or driving activities? Yes. Properly fitted ASTM/SEI approved protective headgear intended for equestrian use is required to be worn by all participants, including adults, while riding or driving an equine vehicle at any Tennessee 4-H sponsored activity. 2. Many open horse shows that are NOT sponsored by 4-H have classes for 4-H members only. Are helmets required to be worn by 4-H members if they participate in such classes? The Tennessee 4-H Protective Headgear Rule is in effect for 4-H sponsored shows and activities only. 3. Does protective headgear have to be worn in showmanship classes? No, with the exception of hunter classes which require ASTM/SEI approved headgear as part of that division s attire (hunt caps are not permitted). Properly fitted ASTM/SEI approved protective headgear intended for equestrian use is required when a youth or adult is riding or driving an equine vehicle during any 4-H activity, not when exhibiting an equine in-hand (exception: Hunter In-Hand and Hunter Showmanship). However, the use of protective headgear intended for equestrian use is encouraged in all classes, and any exhibitor may wear protective headgear in any class without judging discrimination. 4. What style protective headgear should be used for western classes? Any style of ASTM/SEI approved protective headgear intended for equestrian use is allowed in western classes, including western, english, or schooling helmets. It is the responsibility of the rider, or the parent or guardian of the youth participant, to make sure that the headgear worn complies with appropriate safety standards for protective headgear intended for equestrian use, is in good condition, and is properly fitted with the chin harness fastened at all times while riding or driving. 5. Are helmets required when riding outside the show ring? All participants, including adults, in any 4-H equestrian activity, are required to wear properly fitted ASTM/SEI helmet intended for equestrian use with the chin harness securely fastened at all times while riding or driving an equine anywhere on the competition grounds. Any exhibitor found in violation of this rule at any time will be prohibited from participating until proper safety headgear is in place. 6. Are bicycle or other helmets with a harness allowed? No, bicycle helmets or hunt caps with a single chin strap are NOT acceptable. Only ASTM/SEI approved protective headgear intended for equestrian use is allowed. 7. May protective headgear be modified in any manner? No, other than to adjust the fit with pads supplied by the manufacturer. 8. May helmet covers be used? Covers may be used provided they can be removed for inspection of the helmet if necessary.

18 9. How should show committees or officials enforce the rule? The Tennessee 4-H protective headgear policy should be included in the show/event program or in the event rules. The show committee or officials are not required to inspect protective headgear unless the appropriateness of such headgear is questioned. In such cases, the show committee or officials have the authority to inspect the headgear and enforce the rule as stated in the current Tennessee 4-H Horse Championships Handbook. Any exhibitor found to be in violation of the rule will be prohibited from further participation until appropriate headgear is properly in place. 10. How should a show committee or official respond if it is questioned that an exhibitor is riding with headgear that is not in compliance with current rules (i.e. currently riding in a class or riding or on the show grounds)? If it is brought to the show committee s or official s attention that a youth s headgear is questionable, the show committee must immediately investigate and determine the accuracy of the report. If the headgear is not in compliance with the protective headgear rule, the show committee or official must prohibit the exhibitor from further riding/driving until properly fitted ASTM/SEI approved headgear is in place. The show committee or officials may investigate the appropriateness of headgear without a formal protest. 11. Should counties or 4-H clubs buy helmets for use by 4-H members at 4-H sponsored events? No. Protective headgear should only be purchased or owned by the 4-H member or their parent(s) or guardian(s). It is the responsibility of the rider, or the parent or guardian of the youth participant, to make sure that the headgear worn complies with appropriate safety standards for protective headgear intended for equestrian use, and is properly fitted and in good condition. 19 Tennessee 4-H Horse Program Adult Helmet Wavier We are aware that there are many adults and non-4-h member youth who ride at Tennessee 4-H horse program shows and events. While we strongly recommend that all riders, including adults, wear helmets to ensure their own safety and to set good examples for our youth, we realize that not everyone will be willing to do so. For these circumstances, we have developed an Adult Helmet Waiver form. Non-member youths are not eligible for the waiver. The waiver forms apply to adult riders only, and these forms are included in this document. All adult riders who refuse to wear a helmet must complete and sign the waiver form before the event or show, and a copy must be kept on file by the respective show or event management. Below is a FAQ regarding the adult helmet policy. Tennessee 4-H Horse Program Adult Helmet Wavier FAQ Are 4-H members who are 18 and older eligible to waiver out of wearing a helmet? NO. All 4-H participants, regardless of age, are required to wear a helmet. The waiver form is ONLY applicable to riders over 18 years of age who are not participating as a 4-H member. Are non-4-h members who are under 18 years old eligible to waiver out of wearing a helmet? NO. All youth, regardless of 4-H membership status, are required to wear a helmet. Are adults required to sign waivers for our county horse shows? If your county show is OPEN to adults and non-4-h youth, and is not sponsored by your 4-H program, then helmet waivers are not required. If your county show is a 4-H horse show, then any adult riders who refuse to wear helmets will be required to sign helmet waivers. Are adult riders required to sign a waiver if they are putting on a non-4-h activity on their own farm or property? NO. If an adult is putting on a demonstration or clinic on their OWN farm or property they do NOT have to sign a waiver. Are helmet waivers required for riders in 4-H judging contests? YES. Adult riders in judging contests who do not wear helmets are required to sign helmet waivers. Youth riders (including 4-H members 18 years of age and older) in judging contests are required to wear helmets and cannot be exempted from this rule.

20 University of Tennessee Extension Adult Helmet Waiver, Assumption of Risk, and Release of Liability I, the undersigned, recognize the inherent dangers of riding equines (horses, mules, burros). I wish to participate in The University of Tennessee ( the University ) Extension riding activities. I realize that I am subject to injury from this activity and that no form of preplanning can remove all of the danger to which I am exposing myself. I am aware that the University of Tennessee Extension requires that all minor riders must wear and strongly recommends that all adult riders should wear ATSM/SEI approved equestrian helmets at all times while mounted. I am aware that an ATSM/SEI approved equestrian helmet can prevent head injuries and/or traumatic brain injuries in the event of an accident. Despite the University of Tennessee Extension s policy I am refusing this critical safety precaution, and I am assuming all risk of injury to myself by my refusal to wear an equestrian helmet.
