1 HORSE DEPARTMENT Superintendent: Sondra Feldstein Assistants: Jessica Boor, Kim Crine GENERAL RULES 1. Entries See Fair General Rules and Regulations. 2. All first- and second-year exhibitors will be required to attend a safety and show-ring etiquette clinic on Thursday morning of the fair at 10 a.m. Exhibitors who submit proof of participation in at least three horse shows prior to the fair will be excused from this requirement. See Polk County website for forms. Forms must be received by the Extension office no later than July The classes in this department will be judged based on the scoring procedures listed in the 4-H publication, Rules and Regulations for 4-H Equine Shows in Iowa. Copies of this publication may be obtained at the Extension Office. Judge s decision is final. 4. Unless otherwise addressed in this rulebook, Rules and Regulations for 4-H Equine Shows in Iowa will be followed. Exhibitors are especially advised to consult this publication for additional class descriptions and legal equipment for both pleasure and games divisions. 5. An exhibitor is limited to entering and showing ONE (1) animal in a class, and may not exhibit more than FOUR (4) animals at the fair. 6. NO STALLIONS, WEANLINGS OR FOALS MAY BE SHOWN OR BROUGHT TO THE FAIR. 7. No artificial hairpieces or other cosmetically enhancing devices may be used. No body hair may be colored. Coloring is allowed only on hooves, though oil is preferred. 8. In compliance with State 4-H rules, in order to be eligible to show a horse at halter, the horse must be owned by the 4-H er or in partnership with a family member such as a mother, father, sister or brother. This rule does not apply to any of the performance, games or showmanship classes Only exhibitors and members of the immediate family, local club leader, assistant leaders or project leaders may assist with grooming and fitting animals at the show. A 4-H/FFA exhibitor may not be coached by any trainer on the Iowa State Fairgrounds during the Polk County Fair. There will be ONE (1) warning from the superintendents. The next violation will be a disqualification for the exhibitor and the animal and/or forfeit of premiums. 10. Only exhibitors may ride horses or ponies on the fairgrounds during the fair. If, for safety reasons, a parent or leader believes an animal needs to be lunged by an adult, please see the superintendents. 11. NO COACHING FROM THE RAIL. This includes verbal cues to the horse or pony. There will be ONE (1) warning from the superintendents. The next violation will be a disqualification for the exhibitor and the animal and forfeit of premiums. 12. No exhibitor may be tied or fastened in the saddle, in any manner, while on show grounds. Anyone violating this rule will be dismissed from the show and forfeit all ribbons, premiums, and other prizes. 13. No riding double at any time. 14. No riding in the barn at any time. 15. All horses and ponies are to be in their stalls at all times except: (1) an exhibitor may exercise horses and ponies in the designated area(s) at the times designated by superintendents; (2) an exhibitor may wash his/her horse or pony at any time with adult supervision; or (3) an exhibitor may tie the horse or pony in the aisle to prepare the horse or pony for the show so long as the exhibitor does not leave the animal unattended. 16. Check in and measurement will be between 3:00 P.M. and 5:00 P.M. Wednesday. All horses and ponies must be accompanied by a CERTIFICATE OF VETERINARY INSPECTION with individual identification or a description of the individual animal listed and dated within 30 days of the County Fair. An exhibitor meeting will be held in the warm up arena after the crowning of the Polk County Fair King and Queen or 8:00 P.M., whichever is later.

2 17. For purposes of this show, all entries will be subject to measurement at check-in. Animals 57 inches or taller will be considered horses. Ponies must be less than 57 inches, or 57 1/2 inches if shod. An exhibitor may choose to exhibit his/her pony as a horse at the show but an exhibitor may not exhibit a horse as a pony. A pony exhibited as a horse may not be shown in any pony classes. 18. Exhibitors are required to provide woodshavings or straw for stall bedding. Stalls must be picked clean twice a day. 19. Stall cards must be attached to stall fronts and be filled out completely, including emergency phone numbers on the back of the card. DO NOT LOCK horse stalls. 20. Questions about show conduct must be directed to the superintendents immediately. Once a decision has been reached, it is final. 21. Tack/Stall decorations MUST REMAIN IN PLACE until 3:30 P.M. Sunday. STALLS MUST BE CLEANED AND BEDDING MUST BE COMPLETELY REMOVED AND PLACED IN THE AISLE BEGINNING AT RELEASE TIME BEFORE LEAVING FAIRGROUNDS OR PREMIUMS WILL BE FORFEITED. 22. ALL EXHIBITORS will be required to help clean the Jacobson arena following completion of western (timed) games on Sunday. Awards ceremony will begin after the arena is cleaned. 23. Violations of ANY rule(s) may result in premium forfeiture and/or disqualification. (See General Rules and Regulations.) 24. The Polk County 4-H & FFA Fair Horse show is a Paint Alternative Competition (PAC) event. Exhibitors wishing to earn PAC points must turn in completed paperwork to the superintendents before the fair is over. 25. Horse barn will be open Tuesday from 4-7 p.m. for equipment move-in. Please lock all tack stalls. 26. Animals must remain in place until 4 p.m. Sunday. Any animal that leaves the grounds before that time will forfeit all ribbons, premiums, and prizes, except in cases of medical emergency as determined by a 2 veterinarian and cleared with the superintendents. ATTIRE 27. An ASTM/SEI approved headgear with properly fitted harness and chin strap fastened is required at all times while mounted. No caps, hats, or scarves will be allowed to be worn under the helmet. The Polk County Fair Association and Iowa State University make no representation or warranty, express or implied, about any protective headgear, and caution all riders that death or serious injury may result despite wearing such headgear as all equestrian sports involve inherent dangerous risk and no helmet can protect against all foreseeable injuries. 28. Hard soled boots with heels and an approved helmet must be worn at all times when riding. Boots are recommended at all times. NO FLIP-FLOPS WHILE HANDLING HORSES. 29. Dress for exhibitors: Western/Games: long sleeve white shirt is preferred, also acceptable are: tuxedo white shirt, FFA jacket, or current Polk County Fair T-shirt. Blue or black jeans ONLY. An approved helmet and heeled boots; ties and gloves optional no chaps. No slip-on spurs. English: plain white or light-colored shirt or blouse, riding breeches, field boots and an approved helmet. (Jackets, vests, ties, and gloves are optional.) All shirts shall be absent of beading, sequins and other bling. 30. FFA or 4-H armband worn on the left arm is required for any exhibitor not wearing an FFA jacket or 4-H t-shirt. 4-H armbands may be purchased at the Extension Office throughout the year or at the fair. FFA exhibitors, see your advisors for armbands. HALTER AND SHOWMANSHIP CLASSES 31. For halter and showmanship classes, either Western or English tack and attire is acceptable. Western exhibitors in halter and showmanship must wear a cowboy hat. 32. Exhibitors may win showmanship only once per age group. The Master Showmanship class is open to exhibitors who have already won an age division showmanship class in

3 previous years and are ineligible to compete in that age division again. 40. No do over s for the game classes, including cases of equipment failure. PERFORMANCE/PLEASURE AND GAME CLASSES 33. Entries in the English and Western performance classes will be shown under saddle and will be judged upon manners, movement, performance, disposition, and suitability to give a pleasurable ride. Scoring procedures are listed in the Rules and Regulations for 4-H Equine Shows in Iowa. 34. The same horse may be shown in both English and Western performance classes provided tack and attire appropriate to the class is worn. 35. Performance and timed game classes shall be divided into division by grade of exhibitor: Junior Horse: 4 th 6 th grade Intermediate Horse: 7 th 8 th grade Senior Horse: 9 th 12 th grade & FFA Pony Class: 4 th grade and up 36. Class sizes for purpose of entries are not limited. The Superintendents and Judge reserve the right to split larger classes into smaller groups or combine classes to facilitate judging. 37. Exhibitors in timed games will mount outside the arena. Exhibitors will drop stirrups and present equipment for inspection by designated gate official before entering arena. Once in the arena, exhibitors will wait until the gate is closed and the gate official gives the go order before starting their run. Failure to wait for the go order will result in disqualification from the class. 38. Exhibitors in games will be allowed one refusal at the gate. After that they must go to the end of the line and await assistance from a parent or leader. 39. In all game classes a five second penalty will be assessed for each barrel or pole that is knocked down while riding the course. Touching a barrel or pole is not a disqualification. AWARDS 41. Premiums will be awarded in all classes (unless otherwise specified) for Blue and Red ribbon groups. Purple ribbons may be given by the judge but will be treated as a blue ribbon for premium awards. 42. High Point/Reserve High Point winners in each of the four divisions (Senior, Intermediate, Junior and Pony) will be given awards in the performance/pleasure and games divisions. These awards will be given to the exhibitor and horse or pony combination earning the most cumulative points in the division. Only a blue or purple ribbon earns points, regardless of class placing. All riding classes specific to the division and broken by rider s age or pony will count toward high point. 43. All-around High Point/Reserve High Point winners will be given awards in the following divisions: Pony- 4 th and up, Horse Junior, Horse Intermediate, Horse Senior. These awards will be given to the exhibitor and horse or pony combination earning the most cumulative points in all performance and timed game classes. An exhibitor will only be awarded points if he/she receives a blue or purple ribbon. All riding classes broken by rider s age or pony will count toward all-around high point. To qualify for all-around, the horse or pony/rider combination must earn points in both pleasure/performance and timed games divisions. 44. The point system will be as follows: Entries in Class Points per Class Only a blue or purple ribbon earns points, regardless of class placing. 3

4 ADDITIONAL CLASS INFORMATION 1. Trail will be run as an open-gate class; exhibitors may come at their convenience during the time listed but must be checked in at the gate no later than 5 p.m. 2. Horse or pony may enter either Ranch Horse Pleasure or Western Pleasure; same animal may not show in both classes. 3. Trail classes will include at least 6, but no more than 8, of the obstacles listed in the Rules and Regulations for 4-H Equine Shows in Iowa. 4. Exhibitors entered in Novice Walk Trot Pleasure and/or Novice Walk Trot Horsemanship may not enter any other performance classes except for Trail. They may enter Timed Games classes. 5. Reining class will use NRHA Pattern #12 OR #8. 6. Ranch Horse Pleasure Horses to be shown at a walk, jog and lope. Extended trot may be called for. Extended trot may be ridden by sitting in the saddle, posting, or standing in the stirrups. All reverses to be performed toward the center in a rollback type maneuver. Horses not to be reversed at a lope. Judge may ask for additional individual work from finalist or all contestants, which may consist of: lope and stop, rollback, or one 360 degree turn etc. No flying lead changes or hand gallops to be used. Horses are to be judged at the appropriate gaits using both directions of the arena. At all gaits horses should have the appearance of Looking for More Country. Credits: Natural ground covering walk, jog and lope Consistency at all gaits Smooth upward and downward transitions Working off hindquarters when turning Work on reasonably loose rein without excessive cueing to maintain a moderate pace Judges and exhibitors are asked to keep in mind that the Ranch Pleasure horse should be a Pleasure to ride whether coming home from a hard day s work or just touring the country on a Sunday afternoon. The Ranch Pleasure class is NOT a speed event. Excessive speed at any gait other than extended trot should be penalized the same as excessive slowness. WALK: The Ranch Pleasure Horse should have a ground covering flat-footed walk accomplished on a reasonably loose rein. The head should be carried in a natural position-never behind vertical or stuck straight out. It should not be in an exceptionally high or low 4 position but should look relaxed and natural for that particular horse. JOG: The Ranch Pleasure Horse should have a smooth easy-to ride jog on a reasonably loose rein. Emphasis should be on a comfortable jog that is a pleasure to ride. Rider should be able to sit the jog and not have to post or stand in the stirrups to ride distances. The head may be carried slightly higher than at the walk, should never be behind vertical or stuck straight out and the horse should not throw his head up during transitions. EXTENDED TROT: The Ranch Pleasure Horse should willingly extend the jog by increasing stride length, not by increasing speed of the strides resulting in faster short chopping strides. The trot should be a ground covering reasonably smooth gait that can cover great distances. The rider may post, stand, lean forward or sit the extended jog. The horse should willingly slow back down to the normal jog or walk when asked to. (Judges should not ask exhibitors to go from the extended trot to the lope.) LOPE: The Ranch Pleasure Horse should smoothly move into a lope in the correct lead directly from the walk or jog. The lope should be slow enough and smooth enough to be a pleasure to ride. It should be accomplished on a reasonably loose rein with the horse willing to adjust to the speed the rider wants. The horse should be gathered up enough and have his hindquarters underneath him sufficiently to be able to stop or turn and should not be strung-out or 4- beating. He should be able to drop down to a walk or jog with no resistance; his head should be steady and not be carried excessively high, low or behind vertical. This gait should not be artificially slow or look unnatural. Faults Scored According to Severity Lack of a ground-covering gait Excessive speed or slowness of gait Wrong gait Breaking gait Failure to make upward or downward transitions when called for Excessive nosing out and lack of response to rein cues Opening mouth excessively Stumbling Head carried with tips of ears below the withers for more than 3 strides 7. Judge s Command Class Judge s Command, also called Disciplined Rail, is an advanced class which tests the skills of both horse and rider as they execute specific gaits, transitions and movements as requested by the judge. If you are not familiar with the skills or terms listed below, you are probably not qualified to enter the class. Judge s command may be ridden in either English or Western tack and attire.

5 Following are some, but not all, of the skills the judge may ask you to perform: Transitions to and from any gait, such as trot to canter, hand gallop to halt, halt to canter, trot to counter canter, etc. You may be asked to perform a gait for a specific number of steps or strides. Counter canter. Extension and collection of any gait. Sidepass Pivot or forehand turn for a specific number of degrees. Back Change leads (Example: "As you pass in front of the judge, perform a simple change of lead.") Depending upon the number of participants in the arena, you may be asked to reverse at a trot. Leg-yield away from and back to the rail. JUNIOR AND SENIOR COWGIRL QUEEN CONTEST No Premiums. No points. 2. Exhibitors must use a horse or pony that is otherwise entered in the current year s Polk County Fair. Specify on entry form name and club of exhibitor whose horse you will be riding. 3. Exhibitors who have completed kindergarten through 3rd grade may enter. 4. A 4-H/FFA member, parent or guardian must lead the exhibitor in the lead line class. 5. Parent or Guardian must be present during show. 6. Fair Association is not liable for injury. All exhibitors must have a liability waiver signed by parent or guardian. 7. Exhibitors must wear a helmet, jeans and long-sleeved white shirt or current Polk County Fair t-shirt. 4-H/FFA members in lead line class must follow the same rules as for attire in showmanship classes. 8. Exhibitors may enter both classes. 9. Exhibitors in these classes may warm up beginning at 6:00 p.m. Friday. They may not ride at any other time during the fair. 1. Exhibitor must be a current 4-H/FFA member in Polk County to compete. 2. Attire is the same as all other Western classes. 3. Age requirements and rules will follow the Iowa State Fair rules for the current year. Junior Cowgirl exhibitors must be 10 to 15 years old as of January 1. Senior Cowgirl exhibitors must be 16 to 21 years of age as of January Winners must represent Polk County 4- H/FFA at the Iowa State Fair Cowgirl Queen Contest in August. 5. Enter appropriate class on regular entry form; see show schedule for class number. 6. Junior and Senior Cowgirl winners will hand out ribbons and awards for lead line and walk-trot classes Friday evening. OPEN CLASSES FOR AGES K-3RD GRADE 1. No Premiums. Entries due July 1 on Open Class Youth entry form. See show schedule for class numbers. This is not a 4-H class, so it is not necessary to be a Clover Kids member to enter these classes. 5
