The stipulations of these regulations are executed in accordance with the guidelines of the Council of the European Union dated July 26, 1990 (90/427/EG) and the Breeding Decree of 1994 (Statute book 1994/696). 1.2 The objective of KFPS is to maintain and improve the Friesian horse. A Friesian horse is a horse that meets the breed description as it is described in the breeding goal and of which both parents are registered in one of the categories (of the main Studbook) of KFPS. The breeding goal and programs for registration and breeding serve to realize the objective. Effective 1 September 2012 FPSSA & KFPS General Rules and Regulations 1

2 ARTICLE 2 - ORIGIN STUDBOOK AND AFFILIATED STUDBOOKS 2.1 The KFPS is the original mother studbook for horses of the Friesian breed, in accordance with guideline Affiliated studbooks, are studbooks in EU-member states & South Africa, that register Friesian horses and have for that purpose received recognition from the member state in which they are located. 2.3 Affiliated studbooks are authorized to register horses and execute their own breeding program consisting of among other things the selection and inspection of horses in accordance with the principles established by the mother studbook as laid down in EU Decree 92/353/EEG. 2.4 FPSSA registered members and horses can be transferred into the main studbook, provided both parents are known to the KFPS. These horses will have to provide DNA for this purpose 2.5 Affiliated studbooks are offered the possibility to have the studbook registration and breeding program (selection, inspections, etc.) executed by KFPS. This is only possible per the request of the affiliated studbook. To this end an agreement is made between KFPS and the affiliated studbook. Horses of members of affiliated studbooks will be registered in the same registers as horses of KFPS members. The studbook certificates are also identical. 2.6 In countries in which no (not yet an) affiliated studbook is present the KFPS will take care of the registration and the execution of the breeding program, when applicable in cooperation with a breeding chapter in such countries. An agreement of cooperation can be made with a breeding chapter abroad. ARTICLE 3 - IDENTIFICATION AND REGISTRATION 3.1 The Chairman of the KFPS board is mandated by the PVE/Livestock Office of the Dutch Agriculture Department to issue horse passports. 3.2 To the issuance of horse passports the Identification and Registration Regulation/Verordening Identificatie en Registratie of the PVE/Livestock Office of the Dutch Agriculture Department apply and not the KFPS regulations. 3.3 A request for issuance of a horse passport or a duplicate of a horse passport is processed with due observance of paragraph 3. 2 of the above-mentioned regulation. 3.4 A request for issuance of a horse passport or a duplicate thereof is granted by the chairman of the KFPS board as the mandatory of the PVE/Livestock Office of the Dutch Agriculture Department. The decision following the request, by the Chairman of the KFPS board, is a legal resolution in accordance with the Administrative-Law Act, which may be appealed per this Act. 3.5 The request for a duplicate passport needs to be accompanied by a statement from a veterinarian or passport counsel, who has scanned the transponder number of the horse in question. In addition a copy of the notification of loss or theft needs to be handed in. Effective 1 September 2012 FPSSA & KFPS General Rules and Regulations 2

3 3.6 KFPS is not responsible or liable for the issuance of a horse passport or a duplicate of a horse passport in so far as the protocols and procedural instructions of the PVE/Livestock Office of the Dutch Agriculture Department are followed. 3.7 The Chairman of the KFPS board is for the issuance or denial of issuance of horse passports accountable to the PVE/Livestock Office of the Dutch Agriculture Department and not to the Member Council. 3.8 All passports that are issued by the KFPS can be used in South Africa, except in the case of sport horses. In the event of a FPSSA/KFPS registered horse being registered for sport/competition with any SAEF body, only a SAEF blue passport, (obtainable through your local society)will be permissible. ARTICLE 4 - STUDBOOK REGISTRATION The KFPS only executes the studbook registration of Friesian horses on behalf of the members of the KFPS association. Studbook registration is the registration of a horse s offspring as well as the registers, predicates, and awarded premiums of a horse. ARTICLE 5 - SECTIONS, CATEGORIES, AND REGISTERS The studbook is divided into sections, categories, and registers in accordance with EU Decree 96/78. The KFPS is a closed studbook. This means that in the aid of studbook registration only a main section is in force. A horse of which both parents are registered in the main section will be registered in the main section. The main section is divided into categories, which are: KFPS-book (main category), KFPS-D book, B-book I, and B-book II. The division is outlined with illustration 1.Horses in the various categories are divided into various registers depending on the quality of the horses in relation to the breeding goal. ARTICLE 6 - THE KFPS-BOOK IN THE MAIN STUDBOOK Horses of which the dam is registered in the KFPS-book and the sire at the time of conception is an approved stallion in the KFPS-studbook register are registered in the KFPS-book. ARTICLE 7 - THE KFPS-D BOOK IN THE MAIN STUDBOOK Offspring of stallions that are approved by a studbook for Friesian horses recognized in an EU member state are registered in the KFPS-D book. This is only the case if the dams of such foals are registered in the KFPS-book or in the KFPS-D book. Offspring of such stallions from B-book-II mares are registered in B-book I. Offspring of mares of the KFPS-D book are registered in the KFPS main book if the sire is a stallion approved by KFPS (a stallion in the Studbook register). ARTICLE 8 - B-BOOK I/BIJBOEK I IN THE MAIN STUDBOOK Horses of which the dam is registered in the main section (main section, D-book, B-book I, and B- book II) and of which the sire is a stallion that is registered in the Foal-Book register and at the time of conception of the offspring had a breeding permit are registered in B-book I. 4 Offspring of a B-book I mare are in the second generation registered in the KFPS-book if in two consecutive generations they are sired by a KFPS approved Studbook stallion. Registration in the KFPS-book can take place in one generation if including the sire of said offspring three of the four previous generations are sired by a KFPS approved Studbook stallion. ARTICLE 9 - B-BOOK II/BIJBOEK II OF THE MAIN STUDBOOK Horses of which the dam is registered in the main section (main section, D-book, B-book I and B-book II) and of which the sire is a stallion that is registered in the Foal-Book register and at the time of conception did not have a breeding permit will be registered in B-book II. Horses that are sired by a stallion from the Studbook register disapproved on offspring at the time of conception are also registered in B-book II. Offspring of B-book II registered mares are registered in B-book I if they are sired by an approved Studbook stallion. Offspring of B-book II mares are registered in B-book I in the second generation if both the sire as well as the dam s sire of the offspring (grandchild) in question is a Foal-Book stallion that at the time of conception had a breeding permit. ARTICLE 10 - CLOSED CATEGORIES IN THE MAIN STUDBOOK 10.1 KFPS has two categories in the main studbook that have already been closed. They are the Auxiliary book (Hulpboek) and B-book III, a temporary category for members in South Africa Offspring of mares in the Auxiliary book/hulpboek will be registered in the same way as offspring of mares in the KFPS-book (article 6) Offspring of mares registered in B-book III are registered in B-book II if the sire of the offspring is registered in one of the categories of the main section. ARTICLE 11 - THE STUDBOOK CERTIFICATE 11.1 For all horses registered in one of the categories of the KFPS a studbook a certificate is issued by KFPS. The colour of the certificate depends on the category in which the horse is registered: 1 KFPS (main section): yellow/green 2 KFPS-D book: grey 3 B-book I: brown/orange 4 B-book II: blue/pink 11.2 Indicated on the Studbook certificate are the following; lineage, section, category, register, awarded premiums and predicates, height at the withers, registration history as well as the registration and the microchip number 11.3 The Studbook certificate is merely proof of registration in the KFPS registers and is not proof of ownership. The Studbook certificate is made available to the members; however, KFPS is the owner of the certificate and can at all times lay claim to said certificate. 5 11.4 The breeder/registered owner of a horse pay a deposit to obtain the Studbook certificate. This monetary amount is refunded to the registered owner at the time that the certificate is returned to KFPS when the horse is sold or dies. The deposit funds are only refunded to members and only if the certificate is handed in to KFPS within one month after death or sales transaction. ARTICLE 12 - REGISTERS 12.1 Within the categories of the main studbook the horses are subdivided into registers depending on the gender Preliminary Foal Register/Voorlopig veulenregister (VVR). Foals and horses that have not yet been provided with identification (tongue number, micro transponder) are temporarily registered in the Preliminary Foal Register (VVR). Horses in the preliminary foal register are not (yet) registered in one of the categories of the main section. This means that offspring of these horses cannot be considered for Studbook registration. At the time the foal/horse is chipped and both parents can be classified (article 5) the foal/horse is registered in the Foal Book. For horses in the Preliminary Foal Register no studbook certificate is issued Foal Book/Veulenboek for stallions and mares (VB). At the time that a foal/horse is chipped and both parents can be classified (article 5) the foal/horse is registered in the Foal Book. For horses in the Foal Book a studbook certificate is issued. Stallions that are registered in the Foal Book can in certain situations obtain a breeding permit (article 22). Offspring of such stallions are, depending on the category in which the dam is registered, registered in B-book I or B-book II Studbook for mares/stamboek voor merries (F). From the year that a mare is three years of age she can be entered in the Studbook register. To this end the horse needs to be inspected and meet the minimum requirements for exterior, movement, height at the withers (minimum height 1.54m), and markings (horses with non-allowed markings are not entered in the Studbook) Studbook for stallions/stamboek voor hengsten (F). Only offspring sired by stallions in the Studbook register can be registered in the main section. Stallions can be registered in the Studbook register as is provided for in the Stallion-Selection regulations Gelding Book/Ruinenboek (RB). From the year that a gelding is three years of age a gelding. can be registered in the Gelding Book. To this end the horse needs to be inspected and meet the minimum requirements for exterior, movement, height at the withers (minimum height of 1.56m), and markings (horses with non-allowed markings are not entered in the Studbook). Foal-Book stallions that are gelded are entered in the Gelding Book after presentation of a veterinary certification of gelding. 6 ARTICLE 13 - MARKINGS 13.1 For registration in the Studbook register for stallions and mares and the Gelding Book only horses are considered that are entirely black. A number of white markings are allowed at the time of awarding premiums to foals and at the time of Studbook entry: - markings on the face (star) if above the eye line and with a maximum cross section of no more than 3.2cm/1.25. Some scattered white hairs above the eye line are allowed as well. - white (spots in the) soles of the feet. - for mares: white (spots on the) soles of the feet. Markings not allowed are: - markings on the face below the eye line. - markings on the face with a cross section measuring more than 3.2cm/ markings on the body (roaning). - markings on the legs, including the hoof wall Horses and foals with markings that are not allowed are not registered in the Studbook and/or not awarded a premium For the stallion selection stricter criteria are used for allowed markings. These are provided for in the Stallion-Inspection regulations Markings may not be removed/camouflaged for the inspection of foals and for registration in the Studbook of horses Markings are noted on the studbook certificate KFPS can in cases when non-allowed markings are found annul earlier inspection results (premies, studbook entry) If non-allowed markings are the result of external factors and can be substantiated by means of a (veterinary) statement these will not hinder premie award or studbook entry. This is to be decided upon by the KFPS Inspection. ARTICLE 14 - PREDICATES 14.1 The horses are differentiated in quality within the registers by means of predicates. The predicates are based on the horse s own merit or based on the quality of offspring. In addition predicates can be based on exterior, sport aptitude, sport performances or a combination thereof STER PREDICATE: The Ster predicate is awarded during inspections of horses from the year they are three years of age. To be considered for the Ster predicate the horse needs to meet minimum requirements for exterior, movement (in hand), and height at the withers (minimum height 1.56cm The Ster predicate may be awarded to mares in the Studbook register, geldings in the Gelding Book, and Foal-Book stallions. The awarding of the Ster predicate for mares and geldings can take place at the same time as Studbook entry. Foal-Book stallions with the Ster predicate that are gelded keep their Ster status. Foal-Book stallions can become Ster at the first viewing of the stallion inspection in the year they are two and half years of age. 7 14.3 KROON PREDICATE: The Kroon predicate is a predicate to which exterior and sport-aptitude requirements apply. Selection for the (preliminary) Kroon predicate takes place during the Central Mare Show/Centrale Keuring, from the mares that during the breeding days and studbook inspections in that same year were awarded a first premium. Selection for the Kroon predicate can in foreign countries outside The Netherlands also take place at the respective inspections abroad (outside The Netherlands). The requirements for consideration for the (preliminary) Kroon predicate are: 1. minimum age is three years old. 2. for permanent Kroon status the mare must complete an IBOP with a minimum score of 77.0 points and an average of 7 for walk and trot. If the Sport predicate is earned the mare will also convert from preliminary-kroon status into permanent Kroon status. 3. Minimum height at the withers 1.58m MODEL PREDICATE: The Model predicate is a predicate to which exterior and sport-aptitude requirements apply. The best mares of the population are considered for the Model predicate. Awarding of the (preliminary) Model status takes place at the Central Mare Show/Centrale Keuring, and are selected from Ster and Kroon mares that during the breeding days in that same year were awarded a first premium. Selection for the Model predicate can also take place at the respective inspections abroad (outside The Netherlands). The requirements for the (preliminary) Model status are: 1. minimum age is 7 years old. 2. the mare must have produced a foal or have a foal on her. for permanent Model status the mare must complete an IBOP with a minimum score of 77.0 points and an average of 7 for walk and trot. If the Sport predicate is earned the mare will convert from preliminary-model status into permanent Model status. 3. minimum height at the withers 1.60m SPORT PREDICATE: The Sport predicate can be awarded to mares, geldings, and stallions that achieve good results in competitive sport. The Sport predicate can only be obtained based on results achieved at shows registered with the Koninklijke Nederlands Hippische Sportfederatie /Royal Dutch Equestrian Sport Federation (KNHS) and South African National Equestrian Federation (SANEF) The scores registered with KNHS and SANEF determine qualification for the Sport predicate. 8 The minimum requirements for awarding of the Sport predicate are: 1. Dressage: Z1 +5. (In SA five scores must be 60% or higher at Elementary Medium in any test higher than level 4, received from at least three different Judges.) 2. Show driving: cat. I & II honor class/ereklasse and cat. III open class/open klasse in one season six placements as prize winner in the green season (April 15 until October 1). 3. Driving (dressage): Z +10. At this stage South Africa has no competition equivalent 4. Driving (combined): class It has to be announced ahead of time to both KFPS and KNHS with which Friesian horse(s) one will participate. The horse has to have obtained at least 10 gain points in class 3 at the time the horse is entered with KFPS and KNHS to this end. The above-mentioned requirements apply to sport performances achieved in The Netherlands. For sport results achieved abroad comparable requirements will be applicable, to be evaluated the KFPS Inspection PREFERENT FOR MARES: Mares registered in the Foal Book and the Studbook may become Preferent on offspring. The Preferent predicate needs to be requested with KFPS. Preferent status may be requested both by the owner of a mare or by the owner of (one of) the offspring. Preferent status may also be requested posthumously. Preferent status for mares is granted when the mare in question has produced at least four quality horses. Quality horses are considered: 1. Ster or Model mares. 2. Ster geldings. 3. Foal Book Ster stallions. 4. Studbook stallions. 5. Stallions that made the second viewing of the stallion inspection PREFERENT FOR STALLIONS: The Preferent predicate can be awarded to stallions that have a lasting, special influence on the breed. For consideration for Preferent the quality of the offspring will be tested for the breeding-goal characteristics. The lasting value of a stallion is evaluated based on the predicates achieved by offspring multiplied with a determined weighing value. Stallions who have achieved a total of points are declared Preferent, without intervention of inspection and/or board. Application for the Preferent predicate can occur when a stallion has achieved a total of 700 points. The application is evaluated by inspection. The inspection sends it s advice to the board and the board decides whether the particular stallion becomes Preferent. The weighing values are as follows: Ster 1, Kroon 5, Model 10, Sport 15, Preferent 15, Prestatie 20, Studbook stallion 25, Studbook stallion approved based on progeny test 50, Dam of a Studbook stallion 20. 9 14.8 PERFORMANCE-DAM/PRESTATIEMOEDER PREDICATE: The predicate Performance dam/prestatiemoeder is awarded to mares that have produced three direct offspring that were awarded the Sport predicate. ARTICLE 15 - FOAL REGISTRATION 15.1 Foal announcement. To aid in studbook registration a foal has to be announced to KFPS within 1 month of birth. The announcement can only be made by means of a birth announcement issued by KFPS.(this is the white cover/foal registration certificate in South Africa) The birthannouncement form is sent to the breeder based on breeding data, which are provided to KFPS by the stallion owner. Upon receipt of the birth announcement the foal is registered in the Temporary Foal Register/Voorlopig Veulenregister after which KFPS will send the owner a birth acknowledgement.(in South Africa this a blue paper which must be presented at the foal inspection/judging) 15.2 Foal registration. The permanent registration of the foal, in the Foal Book, takes place after the foal has been identified (chipped). Chipping may be performed as follows: by KFPS assigned passport consuls (during studbook inspections and breeding days), other PVE/Livestock Office of the Dutch Agriculture Department-accredited passport consuls or by a veterinarian registered in the Equine I&R Register/register I&R Paarden from the Foundation Veterinary Quality Office/Stichting Veterinaire Kwaliteitsorgaan. A foal has to be chipped before it is seven months of age. At the time of chipping a foal needs to be presented with its dam. The micro transponder serves as an identification aid for both the studbook registration as well as the registration following I&R In South Africa all foals are to have DNA testing. DNA of both the mother and foal is to be sent to the FPSSA office along with proof of payment and the birth announcement All DNA must follow the strict criteria set out by the FPSSA (see article 17.3) ARTICLE 16 - REGISTRATION NUMBER AND NAMING 16.1 Every foal offered for registration with KFPS will be given a unique registration number. The registration number is a 15-digit number. The registration number consists of a so-called UELN of six numbers (consisting of a three digit country code for the country of birth and a three-digit studbook code), followed by the birth year and five digits assigned by the studbook A registration number cannot be changed The names of foals born in any certain year will need to start with assigned alphabet letters for the year in question. These letters are annually determined by KFPS. The name of a filly may only be used once per year. A name may, including the barn name, consist of a maximum of 30 characters A name cannot be changed In the KFPS documents always the studbook names will be used. 10 ARTICLE 17 - DNA VERIFICATION 17.1 KFPS randomly performs DNA testing to verify lineage. DNA verification is always mandatory in the following situations: 1. When a mare was bred by/inseminated with two different stallions within one cycle. The cost of the testing is to the registered owner. 2. When the correctness of the breeding information from which the foal is supposed to have been born is in doubt. The cost of the testing is to the registered owner. 3. When the breeding date registered with KFPS does not correspond with the birth date of a foal. The cost of the testing is to the registered owner. 4. When a foal is presented for identification without its dam. The cost of the testing is to the registered owner. A veterinary statement, in which the dam is certified, dated at th most one week after the date of birth, will provide exemption. 5. When a foal is identified (chipped) by a person other than a KFPS official and the request for registration in the Foal register takes place more than four weeks after chipping. The cost of the testing is to the registered owner. 6. If the microchip cannot be found or is defective. If the transponder was injected by KFPS the cost of DNA testing is to KFPS. If that is not the case the cost is to the registered owner. 7. Registration of foals born from embryo transfer. The cost of the testing is to the registered owner. 8. Stallions before they participate in the stallion testing. The cost of the testing is to the registered owner Hair samples in aid of DNA verification have to be taken by a recognized passport consul, a KFPS official or a veterinarian, unless otherwise specified by KFPS. Hair samples are sent to KFPS and have to be accompanied by a certification from the person who took the sample (name, date, and signature) All DNA must follow the strict criteria set out below; 1. DNA to be taken by a registered vet or KFPS Judge 2. DNA to be placed in a clean envelope or small plastic bag 3. The bag/envelope is to be marked clearly with the horse/foals name and registration or chip number if no registration number is available 4. The bag/envelope must be sealed with tape and signed on the tape by the vet or Judge 5. This bag/envelope and relevant documentation (see Breeders Info DNA) must be sent to the FPSSA office by registered post. 11 ARTICLE 18 - BREEDER AND REGISTERED OWNER 18.1 For the birth announcement the breeder of a foal is the person who at the time of the foal s birth is registered as the owner of the foal s dam with KFPS When with the birth announcement it becomes apparent that the owner of the mare is a member other than the person registered as the registered owner by KFPS then this is considered a sale and the applicable sale and transfer fees will be charged Per horse at least one registered owner is registered. For a horse more than one member can be registered as registered owners if these members form a so-called partnership. To this end a request has to be entered with KFPS. The registered owner is responsible for the rights and obligations that come with registration of a horse The registration of the registered owner is solely for the internal administration of KFPS in connection with the rights and obligations that come with registration. No rights can be derived herewith from KFPS With the submission of a request for registration in one of the KFPS registers the registered owner declares him/herself familiar and in agreement with the applicable provisions as referred to in these regulations For registrations, issuance of registration certificates and passports, and inspections, fees are charged to the registered owner pursuant to the KFPS fee schedule The registration of the registered owner is solely for the internal administration of KFPS in connection with the rights and obligations that come with registration. No rights are derived herewith with KFPS. ARTICLE 19 - TRANSFER OF HORSES 19.1 When a horse is sold the seller has to send the studbook certificate and the passport to FPSSA OFFICE VIA REGISTERED MAIL. The KFPS takes care of the change in registered owner for both the document. To have the studbook certificate issued with the new owner s name the buyer has to be a member of KFPS. To have the passport updated with the name of the new owner the buyer does not have to be a member of KFPS. For the transfer of a horse a sales fee is charged to the seller and a transfer fee to the buyer Should the horse be registered with SANEF all the correct procedures in accordance with SANEF rules will apply to the transfer Based on the Identification and Registration Regulation/Verordening Identificatie en Registratie of the PVE/Livestock Office of the Dutch Agriculture Department there is no obligation to change the registered owner s name in a horse passport when a horse is sold. The option for this change is, however, offered by KFPS. The horse passport needs to be sent in to KFPS to this end. KFPS charges a transfer fee for this service. For an update of the registered owner s name in a passport the buyer/applicant does not have to be a member of KFPS. Effective 1 September 2012 FPSSA & KFPS General Rules and Regulations 11

12 ARTICLE 20 - FARM/ STUD NAMES 20.1 Members may request a protected farm or STUD name, which, after approval, may be added to the name requested for the foal. Third parties may then no longer use this name The name cannot be discriminating, slandering or commercial and can, together with the regular name, consist of a maximum of 30 characters. The farm or STUD name itself can consist of a maximum of 25 characters. The use of the protected names Het Friesch Paarden-Stamboek and Phryso is not allowed A request for a protected farm or STUD name needs to be entered in writing. When approved the farm or STUD name is valid for one year. The farm or STUD names are published in Phryso. Without notification to the contrary the farm or STUD name is renewed annually. For a protected farm or STUD name a one-time registration fee is charged and annually a renewal fee A registered farm or STUD name is only protected within KFPS In South Africa all studs should be registered with the SA Studbook ARTICLE 21- EMBRYO TRANSFER 21.1 The notification of an embryo transfer needs to take place in writing to FPSSA with an embryo-transfer form. On the embryo-transfer form the following needs to be clearly filled out: 1. Name, registration number, and chip number of the donor mare. 2. Name, registration number of the stallion. 3. Date breeding/insemination for the embryo transfer. 4. Name veterinarian who flushed the embryo(s) from the donor mare. 5. Date implant of the embryo. 6. Name, registration number, chip number of the surrogate mother. 7. Name veterinarian who implanted the embryo into the surrogate mother The surrogate mother must be of the Friesian breed, because the character of a foal is in part developed by external factors By means of a DNA testing the lineage of a foal born from the embryo will have to be determined before the foal can be registered in the KFPS Foal Book The status of the embryos changes as soon as the breeding permit of the sire is revoked. They will then be considered offspring of a Foal-Book stallion. If an embryo is implanted after the revocation, then the breeding product in question, if the applicable requirements are met, will be registered in B-book II Based on the announcement of the embryo transfer sent in to KFPS, by means of the embryo-transfer form, KFPS will provide a birth acknowledgement. 13 ARTICLE 22 - FOAL-BOOK STALLIONS WITH BREEDING PERMIT For countries in which the use of Studbook stallions (with a breeding permit) is not or barely possible the KFPS can issue breeding permits for Foal-Book stallions. The offspring of these stallions can be registered in B-book I or B-book II depending on the category in which the mare is registered. The KFPS Inspection determines in which countries Foal-Book stallion may receive a breeding permit and which stallions can be considered for a breeding permit in accordance with the regulations Foal- Book Stallions with a Breeding Permit. ARTICLE 23 - DECISSION KFPS BOARD In all cases for which these regulations do not provide the KFPS board will decide. The board is authorized to extend the time frames mentioned in these regulations.
