6 INTRODUCTION The Permit Hunting Opportunities Program was established by the N. C. Wildlife Resources Commission (referred to throughout this guide as the Commission) to provide permit hunting opportunities across the state to licensed hunters. These permits allow for managed participation and provide unique hunting opportunities for special areas or species such as dove, deer, bear, waterfowl, tundra swan, turkey, small game, and furbearer trapping. This program also includes special opportunities for youth and persons with disabilities. The program offers both quota and non-quota (point-of-sale) hunts. This program is comprised of state-owned game lands, private lands, and federal lands. The Commission administers the hunts on game lands and some private lands. It also administers the permit application and draw process. Non-Commission program participants, such as the U. S. Fish & Wildlife Service National Wildlife Refuges (NWR), facilitate and administer the hunts they have listed in this program. Hunts taking place on private or federal lands may have separate rules and regulations pertaining to their hunts. For more information, refer to the Refuge Area Reference Information section of this guide. These program participants include: Currituck NWR, Mattamuskeet NWR, Pocosin Lakes NWR, Roanoke River NWR, Turnbull Creek Educational State Forest, and Mecklenburg County Park & Recreation. Quota hunt permit recipients are selected by drawing. There is a limit on the number of hunters participating in quota hunts. The quotas are generally determined by estimating the number of hunters the area can support and still provide quality hunting experiences. For hunts without a quota, permits will be issued at the point-of-sale (POS). Unless otherwise specified, there is a $5 nonrefundable admin istrative fee for each permit hunt application with the exception of the disabled hunts. Disabled sportsmen will be charged a $10 nonrefundable administrative fee that covers all disabled hunts applied for in one transaction. Unless otherwise specified, a permit is required for all individuals wanting to hunt or trap on permit-only lands, including youth, regardless of age. Permits are nontransferable and allow hunting on specific dates or for species requiring strict harvest and hunter participation information. All bag limits, possession limits and appropriate reporting requirements as outlined in the North Carolina Inland Fishing, Hunting and Trapping Regulations Digest apply. The Commission will release leftover permits for sale within 10 days after the application deadline. Leftover permits are those that are not awarded after the drawing has taken place. A list of leftover permit hunt items will be displayed at and will include instructions for obtaining a permit. Late-season waterfowl hunt dates are not included in this publication because these dates are not available prior to publication. This information will be available on Sept. 1 at or by calling Some of the waterfowl hunts are scheduled to occur on impounded wetlands. The Commission will make every effort to have water on these areas in time to attract waterfowl. In some years, however, drought, unforeseen dike repairs, and other unexpected events may result in the impoundments not being ready by the hunt date. No refunds can be issued in these situations. 7 HOW TO USE THIS GUIDE Following is an overview on how to use this guide. 1. Hunts are organized by species, then region (Coastal, Piedmont, Mountain), then hunt area (Game Land or Refuge). Determine what species you desire to hunt. 2. Select potential hunt area(s). Reference map located at the front of this guide. 3. Go to the appropriate species section and find the area that interests you. 4. Make note of the item number, hunt date(s) and choice(s) you wish to apply for, in order of preference. Hunt choices are awarded in order of preference. Refer to the Area Reference Information section of this guide for important information specific to the area. Refer to the Regulations Digest for regulations and local laws as they pertain to the hunt and hunt area. 5. Read the Application Information section below for important information on applying for permits. APPLICATION INFORMATION Important information you need to know before applying for permitted hunting opportunities: 1. Unless otherwise specified, hunters may apply for hunts on or after July 1. Each draw hunt item will indicate the deadline for which applications must be submitted. 2. Permit hunt items are randomly drawn each year. They are not drawn in any specific order. 3. The odds in favor of being selected as a party are no different than those of being selected as an individual. Applying as a party ensures all applicants in the party will be selected or not selected. 4. When drawing hunt items, the system draws Party ID numbers, not individual names. Each party, whether it has one member or five, is assigned one unique Party ID number. 5. Hunters may only apply once per hunt item number. 6. Hunt choices are awarded in order of preference. Where applicable, you should apply for hunt choices in order of preference. You may use the Notes section in the back of this guide to list your hunt choices. 7. Hunters will not be awarded multiple permits for the same day. When applying, you should keep this in mind to avoid potential date conflicts. 8. To join another s hunt party, you must have the Party ID number that was provided to you by the hunter who started the party. 9. Hunters wishing to join another s hunt party should not select Start a New Party during the application process. They should select Join an Existing Party and enter the Party ID number provided to them by the hunt party organizer. 10. Hunters not wishing to join a hunt party should select Start a New Party during the application process. Those hunters starting a new party will be given a Party ID number to provide others wishing to join the party hunt. 11. All members of a party hunt must submit their application prior to the application deadline. HUNTERS CANNOT ADD OTHER HUNTERS TO THEIR PARTY AFTER THE APPLICATION DEADLINE OR AFTER THE DRAWING IS COMPLETE. 12. Hunt items categorized as Youth/Adult require both the youth and adult to apply as a party and both must have a permit to hunt. Single party applications for Youth/Adult hunts will be disqualified from the drawing. 13. At the time of application, it is important you confirm your mailing and address is correct. You will not receive your permit if your mailing address is incorrect and you will not be notified when the drawings are complete if your address is incorrect. 14. You should always review your purchase receipt or order confirmation carefully and contact the Commission immediately at , Monday-Friday, 8 a.m. to 5 p.m. if there are problems. Changes may not be made after the application deadline has passed. 15. When applying online you will always have the opportunity to print an order confirmation. Those applying online or by phone will receive an order confirmation via . Those applying at an agent will be given an order confirmation (receipt). If for some reason you do not receive your order confirmation (receipt) after you have completed your purchase, you should contact the Commission immediately at

8 Where to Apply Online at Call , Monday-Friday, 8 a.m. to 5 p.m. Visit a Wildlife Service Agent GENERAL HUNTS General hunts are offered on various areas across the state for dove, deer, bear, waterfowl, tundra swan, turkey, small game, and furbearer trapping. Hunts are listed by species, region and area in the section of this guide. Maps of the areas can be found online at Rules and regulations can be found in the Regulations Digest. YOUTH HUNTS Various hunting opportunities are available for youth hunters, including several Commissionfacilitated youth hunts. All youth hunts, along with age and orientation requirements, are shown as Youth in the section of this guide. Commission-facilitated and Refuge hunts will be indicated as such in the hunt description. General rules follow: Youth Hunt (General) Youth must be less than 16 years of age on the day of the hunt. Hunter Safety Certification is not required for youth participating in adult-supervised permit hunting opportunities. Each youth must be accompanied by a properly licensed adult at least 18 years of age. The adult is not allowed to hunt and does not need a permit. The adult must maintain a proximity that enables them to monitor the activities of the youth by remaining within sight and hearing distance at all times, without the use of electronic devices. An adult may supervise up to two youths on small game and waterfowl hunts and only one youth on deer hunts. There is no limit on the number of youth an adult can supervise on turkey hunts. Youth Hunt (Commission-Facilitated) Youth must be at least 12 (at time of application), but less than 16 years of age on the day of the hunt. Hunter Safety Certification is required for youth participating in Commission-facilitated permit hunting opportunities. Youth must be accompanied by a properly licensed adult at least 18 years of age. The adult is not allowed to hunt and does not need a permit. The adult must remain within range to take immediate control of hunting device. An adult may supervise up to two youths on waterfowl hunts and only one youth on big game hunts. If orientation is required, the youth and adult must attend in order for the permit to be valid. Youth Hunt (National Wildlife Refuge) Youth must be less than 16 years of age on the day of the hunt. Hunter Safety Certification is required for youth participating in refuge permit hunting opportunities. Youth must be accompanied by a properly licensed adult at least 21 years of age. The adult is not allowed to hunt and does not need a permit. The adult must remain within sight and easy voice contact of the young hunter at all times. 4

9 YOUTH & ADULT HUNTS Youth & Adult hunts allow both a properly licensed adult and youth to hunt together as a party. Youth & Adult hunts, along with youth age requirements, are shown as Youth & Adult in the section of this guide. General rules are as follows: Youth must be less than 16 years of age on the day of the hunt. The adult must be at least 18 years of age by the application deadline. Unless otherwise stated, Hunter Safety Certification is not required for youth participating in youth and adult permit hunting opportunities. Both the youth and properly licensed adult must apply for hunts as a party (Refer to Application Information). Applicants who apply separately (not as a party) will not be eligible for the draw. Both the youth and adult may hunt if awarded permits. The adult must maintain a proximity that enables them to monitor the activities of the youth by remaining within sight and hearing distance at all times, without the use of electronic devices. DISABLED SPORTSMAN HUNTS The Commission has developed a three-tier hunting system for disabled hunters. This tier system is designed to offer a variety of hunting levels for disabled hunters. Tier I hunts are those on game lands where areas and access have been designated for disabled hunters. These hunts are not a part of the Permit Hunting Opportunities Program and do not require a special hunt permit, but may require a Disabled Access Permit as outlined in the Regulations Digest. Refer to the Regulations Digest for information regarding regulations and hunting/game land license requirements. Tier II hunts are those on game lands and refuges that are included in the Permit Hunting Opportunities Program and allow managed participation for disabled hunters and their companion in order to provide unique hunting opportunities. A permit is required for these hunts. Some may have designated blinds. Refer to the Application Information section for more information on applying for permits. Tier III hunts are Commission-facilitated and assisted hunts located on a game land within each region. These hunts offer managed participation for disabled hunters and their companion in areas where blinds are provided and offer a unique hunting opportunity. A permit and orientation is required for these hunts. Tier III hunts are listed separately from the Tier II hunts in the section of this guide. In order to qualify for a disabled hunt permit, you must possess one of the following: A Disabled Veteran or Totally Disabled License or a Disabled Sportsman Hunt Certification. The Disabled Sportsman Hunt Certification is not a license; therefore, a valid hunting license, in addition to the hunt permit, is required when participating in permit hunt opportunities. Applicants will be charged a $10 nonrefundable administrative fee that covers all disabled hunts applied for in one transaction. General rules follow: Unless otherwise stated, permit holders may bring a companion to assist and hunt. The companion must carry the companion card received with the permit and must hunt alongside the permit holder at all times. There is no fee or application required for the companion. Companions may not apply for disabled hunts individually. On multiple day hunts, the companion may be different for each hunt day as long as they have the companion card. If orientation is required, the disabled hunter must attend in order for the permit to be valid. 59 DISABLED SPORTSMAN INFORMATION In order to qualify for a Tier II or Tier III disabled hunt permit, you must possess one of the following: A Disabled Veteran or Totally Disabled Lifetime License or a Disabled Sportsman Hunt Certification. The Disabled Sportsman Hunt Certification is not a license; therefore, a valid hunting license, in addition to the hunt permit, is required when participating in permit hunt opportunities. Applicants will be charged a $10 nonrefundable administrative fee that covers all disabled hunts applied for in one transaction. Unless otherwise stated, disabled hunt permit holders may bring a companion to assist and hunt. The companion must carry the companion card received with the permit and must hunt alongside the permit holder at all times. There is no fee or application required for the companion. Companions may not apply for disabled hunts individually. On multiple day hunts, the companion may be different for each hunt day as long as they have the companion card.
