Box 7178 Klamath Falls, Or YOUR LOCAL SHOOTING SPORTS ASSOCIATION ILLINOIS GOVERNOR TRIED TO EVADE SUPREME COURT RULING The News-Gazette, East Central Illinois Gov. Quinn attempted to circumvent the state legislature s concealed carry bill HB183 by a veto amendment. The Federal Appeals Court for the 7th District gave the Illinois Legislature 180 days to comply with the SCOTUS MacDonald decision that invalidated the states ban on concealed carry. They have had two extensions and the Governor is attempting to shoe horn in amendments that would technically obey the SCOTUS decision while saddling residents with politically motivated amendments that would essentially nullify the legislation. Amendments include: requiring the posting of signs that permit concealed firearms, prohibiting concealed carry in any establishment that serves alcohol, prohibits licensees from exiting a vehicle to safely store a firearm in the cars trunk, permits employers to prohibit firearms on their own property, redefines the definition of a concealed firearm to mean completely concealed, permit home rule that allows cities and towns to enact bans on semi-automatic firearms and limit concealed carry to one firearm and 1 ten round magazine. (The legislature has since passed the bill without the Gov s pro criminal amendments. NRA-ILA). OREGON SQUEAKS BY WITHOUT NEW GUN LAWS. Salem, Oregon. The Oregon Legislature adjourned on Monday, July 8th without passing any new gun laws save one law that bans exploding targets on BLM and ODF lands (HB3199) see Pg 4. Thanks to anti crime Democrat Betsy Johnson (D) Scappoose. SB700 a bill to criminalize the private transfer of firearms would not have received enough votes in the Senate to pass on to the house so Senate President Peter Courtney did not bring the bill to a vote realizing it would not pass without Johnson s vote. COMING EVENTS *************************** SWAP MEET AT AUGUST MEETING! Affiliated with the National Rifle Association of America Oregon State Shooting Association Member, Oregon Association of Shooting Ranges Editor-Floyd Hancock MOUNTIES GRAB GUNS High River, Alberta, Canada. Recent flooding in the town of High River has forced evacuations of some 12,00 residents. The RCMP has provided an enhanced level of security in protecting homes left vacant by the evacuation orders. According to reports the police inspected homes in search of victims but when they came across unsecured firearms they were confiscated (ala New Orleans after Hurricane Katrina. Some residents are still trying to reclaim their firearms). Forced entry was used on some homes however a police spokesman said those homes would be secured until residents a r e allowed back in. It was reported that the firearms were inventoried and moved to a location secured by the Mounties simply because of what they are. Residents are understandably HOT! According to a RCMP spokesperson when the towns people are allowed back into their homes they can come to the police with proof of ownership to regain their firearms. (Calgary Herald via NRA- ILA). GOOGLE INTRODUCES NEW GUN SAFETY APP! From Fox News and Gun Geo Marker.com. The new smart phone app introduced on July 7th lets you mark locations where firearms are located so the sites may be avoided by parents and community leaders as unsafe. There were no replies until the July meeting of members. Only one written reply was received at that time and it was to not discontinue the hard copy. Some discussion was conducted along with an unofficial survey of the members present. The survey indicated approximately 75-80% favored the electronic version. There has been no decision reached at this time. During further discussion it was decided that a vote will be taken at the August meeting on the issue. ********************* Winner, again, of the monthly raffle at the business meeting on the 17th was Floyd who chose a box of Federal 22 match auto ammo. ********************* FIRE AT SPORTSMANS PARK 07/17/13 Erica Hupp, the Public Affairs Officer for the Fremont-Winema National Forest, says a fire was reported at the park on July 15 at 4:15 pm. State Forestry responded to a grass fire of about 1/10 acre. It was determined that the fire was caused by motorcycle being operated in dry grass, its exhaust igniting the blaze. Park rules require motor vehicles to be operated only on the improved roads. Every year, according to Hupp, several fires are started by motor vehicle exhaust systems coming in contact with tinder dry fuels. We are experiencing an extreme fire danger season. There are hand tools at the park but the Park s firefighting vehicle remains in Macdoel where it has languished since The vehicle was donated to JSSA by the Folsom Shooting Club with the understanding that it would be used in the Park for fire protection. There were a few problems with the truck when it arrived in Macdoel and, although most of them were fixed we still have not found a way to get it to Klamath Falls for final repairs and to put it in service. ************************** LEAD DAZE CACELLED Howdy all. Some of you have probably heard rumors or the such but it is official. Lead Daze has been cancelled this year for lack of manpower to set up for the shoot. It is extremely hard or maybe even next to impossible for one or two people to do everything. Hopefully next year things may turn around but without some gumption by the members maybe not. It is also unfortunate that a Posse decided to have the Northwest Regional on our date that caused us to loose at least $1200 last year. Can't do that too many years in a row and stay afloat. Hoping for better trails in the future for us. Box 7178 Klamath Falls, OR All memberships receive $2,500 free gun insurance and an Accidental Death and Dismemberment policy commensurate with membership level i.e. annual $5,000, life $10,000 and law enforcement $25,000 if their death occurs during the committing of a felony. The Arms Care gun insurance will reimburse up to $2,500 of loss or theft of firearms, archery or optical equipment by sending a copy of the police report to the NRA and a $100 deductible may apply. Reasonable care must be shown for a claim of theft. An Easy Pay Life (EPL) program is offered to pay off a life membership through a payment program. A $25 down payment is required, then billing is quarterly requiring a minimum of $25 per payment with no maximum. No interest is charged. A choice of monthly magazines is offered starting with The American Rifleman (TAR) then The American Hunter (TAH) and finally America s First Freedom (AFF). The Junior member will receive a digital version of Insights magazine. Junior members may also receive one of the adult magazines by paying the regular annual membership fee if over 15 years old. All memberships of $25 or more will also receive an NRA black shooters cap. 4 BLM BAN ON EXPLODING TARGETS AND FIREWORKS ON PUBLIC LANDS BLM news release Portland, Or. May 31,2013 The use of any fireworks or exploding target has been prohibited on Forest Service or BLM land according to a news release from the BLM. The U.S. Forest Service s Pacific Northwest Region is the latest to ban exploding targets. Exploding targets are thought to be the cause of several wild fires according to fire investigators. The manufacturer of the targets blames the mixing of knock off ingredients for the improper use of the targets. The President of Tannerite Sports based in Eugene, Dan Tanner says the products will not start a fire when mixed correctly. According to Northwest News Network the Oregon Legislature passed legislation that bans the use of tracer ammo and exploding targets on ODF protected lands during a declared fire season (HB3199). The ban takes effect on January 1st ( From Herald and News, BLM, Northwest News Service and ODF sources) (Leon Williamson contributed to this article). NRA INSURANCE PLANS The NRA offers many insurance options in addition to the Arms Care $2,500 and the Accidental Death and Dismemberment coverage that comes with your membership. These additional policies are offered to members: Excess Personal Liability, Gun Collector, Firearms Instructor Liability, Retired Law Enforce Self Defense, Gun Show Liability, Self Defense, Auto and Home. Go to NRA Endorsed Insurance Programs on the internet. REASON DEFINES COMPROMISE An article by David T. Hardy in the July 18 issue of Reason magazine outlines why gun owners are right to be fighting for their right to arms. The article explains that whatever gun or type of gun is targeted by the gun banners it will not be enough until all firearms are illegal and confiscated. Compromise is defined as we are willing to accept this small compromise but we will take the rest later. BARBECUE AND SHOOT OUT AT SPORTSMAN S PARK The Klamath Basin Republican Women held their first annual BBQ and Pistol Shoot Out at the 50 yard range on Saturday July 20 th. They were going to pick a hotter day but that was the best they could do, given our schedule. took the lead as match Director and he designed some steel stages to give the shooters instant feedback. Larry Green was Chief Safety Officer. Dan Gettling, John Schreiner, Leon Williamson, Jack Watters and Dan Baker served as Range Officers. Jim Ferris, Katie Feinauer and her crew helped to direct the shooters and to explain the stages. About 30 shooters, men and women, participated. It was the first competition that most had participated in and, for a few, the first time to fire the handguns that they brought to the match. The stages were timed as is typical for a steel match. Some shooters did quite well. The R.O.s did their best to keep things safe and to help inexperienced shooters with their guns and ammunition. Shooters and match personnel had an enjoyable time. We hope that the folks will return for a regular JSSA match in the future and that they will hold another activity at the park. Proceeds from the match and BBQ went to benefit youth involvement in the Republican Party and to the OIT Republican Group.
