2 Introduction In line with Coillte s Recreation Policy, Coillte may, under licence, permit the use of its lands, for the hunting and shooting of wild game, deer and other quarry species. The licensing of such activities is restricted to forest areas of low amenity use where it is not considered to compromise public safety, or where it does not interfere with forest operations or any deer or game management programmes which may be in place. Such activities are to be carried out in strict accordance to any of Coillte s Deer and Game Management Policies, Guidelines and Codes of Practice that may be in place, as well as the conditions of the licence agreement and the Forest Management Standards for the Republic of Ireland Second Draft. Coillte currently issue three types of licence for recreational hunting on their lands :- a) Deer Stalking Licence to permit access for the hunting and shooting of wild deer for the period 1 st September 8 th February annually for a maximum period of 5 years b) Rough Shooting Licence to permit access for the hunting and shooting of wild game and other wild quarry species* (except deer) for the period 1 st September 8 th February annually for a maximum period of 5 years. Access outside this period is subject to local agreement with the relevant Forest Manager. c) Reared Game Licence to facilitate release programmes of reared gamebirds and to permit the hunting and shooting of such game and other wild quarry species* (except deer) for a maximum period of 5 years. * The hunting and shooting of Red Grouse is subject to the implementation of an agreed grouse management plan aimed at ensuring the sustainability of local grouse populations. The allocation of such licences is subject to an open tender competition using a sealed bidding system. Forest areas are advertised centrally on an annual basis as they become available and tenders are processed locally by the relevant forest District personnel (see fig 1).

Tendering Instructions 1/ Tender bids are to be made on Coillte Forms Of Tender only (photocopies are acceptable). / Forms of Tender must be completed in full, in a clear, legible manner and forwarded to the relevant District Manager (Fig.1 ) in a sealed envelope clearly marked TENDER FORMS ENCLOSED. The applicants name and postal address should be clearly marked on the reverse of the envelope. 3/ A separate Form of Tender is required for each tender bid. 4/ The closing date for receipt of tenders is 5pm on Friday the 15th of April 011. It is the applicants responsibility to ensure the tender bid is received prior to this date. 5/ All applicants will be notified in writing as to the success or failure of their bid/s. 6/ :- The following areas are to be licensed subject to whereby after the 15 th day of November annually, the rights granted under these licences are restricted to weekends, bank holidays and National holidays only. It is Coillte s intention to undertake direct culling operations of female and non-antlered deer in these areas during weekdays after this date. 4

5 Conditions:- i) Coillte make no representation or warranty as to the suitability of these lands for these activities. (The proposed cull figures in this catalogue are provided as a guideline only) ii) Viewing of boundary maps / forest areas is subject to agreement with the relevant Forest or District Manager iii) Coillte do not undertake to accept the highest or any tender. iv) Coillte will evaluate each tender bid on the basis of their award criteria scoring system. v) In the event that the minimum reserve price is not reached Coillte reserve the right to:- - Re-advertise such areas centrally to all interested parties. - To negotiate directly at District level with the two highest bidders - To withdraw the areas from the tender competition vi) The annual licence fee offered is subject to VAT at an appropriate rate. vii) Tenders for licences to hunt wild deer will only be accepted from persons of 18 years or older who have successfully completed the Hunter Competence Assessment Programme (refer :- ). viii) Successful applicants are required to comply in all respects with the terms and conditions of the Licence Agreement, a copy of which can be obtained on request from the local District Office. ix) Successful applicants will be required to register with Coillte, names and address of all persons intending to exercise the rights under the licence and provide evidence of appropriate insurance cover for each individual. x) Canvassing will disqualify 5

35 iii) Insurance All persons intending to hunt on Coillte lands must have adequate insurance cover which fully indemnifies Coillte from and against all actions arising out of injury to any person or loss or damage to any property whatsoever resulting from or in any way connected with or arising out of the operation of the Licence. The onus is on the tenderer to satisfy Coillte that such insurance is in place appropriate to the intended use of the licence (refer Section C(ii). In the case of licences exercised in a recreational manner, the licensees and their nominated hunters must have public liability insurance with an indemnity of not less than,540,000 for any one accident or be current members of the of the National Association of Regional Game Councils compensation fund. Where licences are to be exercised in a commercial or semi commercial manner a commercial insurance may be required. Please specify the type and level of insurance cover you intend to use:- 35

In doing so I accept the rules of the tender competition including:- -Coillte s right to accept or reject any tender bid it receives (including the highest), without any obligation to disclose reasons. -The right of Coillte to evaluate tenders on the basis of their award criteria scoring system. - In the event that this minimum reserve price is not reached Coillte reserve the right to:- a) Re-advertise these areas centrally to all interested parties. b) To negotiate directly at District level with the two highest bidders c) To withdraw the areas from the tender competition If successful in obtaining a licence/s, I further undertake to:- - Comply in all respects with the conditions of the licence agreement (a copy of which is available on request) including:- a) The payment of the agreed licence fee ( including vat at an appropriate rate) b) The provision of details of all persons intending to exercise the rights under the licence including evidence of each individuals insurance cover. - Meet with Coillte to discuss and agree an appropriate game/ deer management programme for the area and if requested to provide a written game/deer management plan.
